Abstract

The political economy encompasses the management of revenues and spending to achieve the social welfare of the community. Hence, development is not solely emphasized economic growth but also equity. This article discusses the political economy according to Ibn Khaldun, written in his book, Muqaddimah. This study concludes that that political budgets must be carried out in a balanced manner by establishing budget certainty and increasing the discipline in use of the budget. Legislators make laws, referring to the creation of income sources so that the community will be able to meet their needs independently, and the government can gather capabilities to carry out their duties and functions. Ibn Khaldun saw budget management as a means to solve public matters while also factoring the interests of rulers and governments. Ekonomi politik meliputi pengelolaan pendapatan dan pengeluaran untuk mencapai kesejahteraan sosial masyarakat. Karenanya, pembangunan adalah tidak semata-mata menekankan pertumbuhan ekonomi tetapi juga pemerataan. Artikel ini membahas tentang ekonomi politik menurut Ibnu Khaldun, ditulis dalam bukunya, Muqaddimah. Studi ini menyimpulkan bahwa anggaran politik harus dilakukan secara seimbang cara dengan menetapkan anggaran kepastian dan meningkatkan disiplin dalam penggunaan anggaran. Legislator membuat undang-undang, merujuk pada penciptaan sumber pendapatan sehingga masyarakat akan dapat memenuhi kebutuhan mereka secara mandiri, dan pemerintah dapat mengumpulkan kemampuan untuk melaksanakan tugas dan fungsinya. Ibn Khaldun melihat manajemen anggaran sebagai sarana untuk menyelesaikan masalah publik sementara juga anjak kepentingan para penguasa dan pemerintah.

Abstract

Abstract. The purpose of this study is to explain the fatwa of the DSN-MUI (Dewan Sharia Nasional-Majelis Ulama Indonesia) No. 75 / DSN MUI / VII / 2009, regarding Guidelines for Direct Selling with Sharia Level (PLBS) or Multi-Level Marketing (MLM). The study analyses the methodology used by the DSN-MUI in giving the fatwa on the MLM. This study is a qualitative research with a content-analysis method by analysing the fatwa on MLM using fiqh and ushul al-fiqh theories. It concludes that the fatwa issued by the DSN MUI is accommodating and applicable for business people in Indonesia. The DSN MUI fatwa provides solutions and guidance for business people to make business activities in accordance with the sharia’s principles.Abstrak. Tujuan penelitian ini adalah untuk menjelaskan fatwa DSN-MUI (Dewan Syariah Nasional-Majelis Ulama Indonesia) No. 75/DSN MUI/VII/2009, tentang Pedoman Penjualan Langsung Bertingkat Syariah (PLBS) atau Multi Level Pemasaran (MLM). Kajian ini menganalisis metodologi yang digunakan DSN-MUI dalam memberikan fatwa tentang MLM. Penelitian ini merupakan penelitian kualitatif dengan metode analisis isi dengan menganalisis fatwa tentang MLM dengan menggunakan teori fiqh dan ushul al-fiqh. Disimpulkan bahwa fatwa yang dikeluarkan DSN MUI sudah akomodatif dan berlaku bagi para pelaku bisnis di Indonesia. Fatwa DSN MUI memberikan solusi dan pedoman bagi para pelaku usaha untuk melakukan kegiatan usaha sesuai dengan prinsip syariah.

Abstract

This study aims to analyze: 1) Deed under the hand in civil evidence law. 2) The legal consequences of applying the Underhand Deed are in accordance with Article 15 paragraph (2) letter a of the UUJN or Article 1874a of the Civil Code. This thesis uses a normative legal research type which is descriptive analytical. Secondary legal materials in the form of books, and tertiary in the form of general dictionaries, legal dictionaries. The results of the study: 1) The private deed in civil evidence law is a weak evidence. The deed under the hand must be signed and sufficient stamp duty if there is no signer then it can be categorized only as an ordinary letter. 2) As a legal consequence of the existence of two different underhanded deeds, namely Article 15 paragraph (2) letter a of the UUJN and Article 1874 of the Civil Code, there has been legal uncertainty. As a result of the private deed applied by a Notary as referred to in Article 15 paragraph (2) letter a of the UUJN, the deed has the power of formal proof of truth guaranteed by the Notary so that the private deed is not included in the category of weak evidence. As a result of a private deed applied by a Notary as referred to in Article 1874a of the Civil Code, the deed has the power of formal and material proof of truth.Keywords: Deed; Proof; Underhand.

Abstract

This study delves into an examination of how the 1945 Constitution establishes multiple constraints on the President's authority while bolstering the influence of the DPR (People's Consultative Assembly). The research aims to comprehensively analyze the scope of powers granted by the 1945 Constitution to both the President and the DPR. Employing a normative research methodology, this investigation reveals that the 1945 Constitution places specific limitations on the President while strengthening the authority of the DPR through various means. Notably, the Constitution imposes term limits solely on the President, not on the DPR. Although the President participates in the legislative process, certain restrictions apply, and certain powers are granted to the President as the head of state, but they necessitate the involvement of the DPR. In contrast, specific rights exclusively pertain to the DPR in support of its duties, without extending these same rights to the President. Such a scenario underscores the imperative of establishing a constitutional balance of power between the executive authority of the President and the legislative authority of the DPR.

Abstract

Background: The governance of Hajj funds in Indonesia, administered by the Badan Pengelola Keuangan Haji (BPKH), represents a complex intersection between Islamic legal norms and modern financial management. Although formally regulated under Law No. 34/2014 and reinforced by Majelis Ulama Indonesia (MUI) Fatwa No. 09/Ijtima' Ulama/VIII/2024, practical challenges remain in ensuring that investment decisions and governance mechanisms consistently reflect Sharia principles. This tension highlights the need for an adaptive approach that reconciles normative compliance with institutional and market realities. Objective: This study aims to examine how the Tadrīj approach can be operationalized in Hajj fund management as a strategic framework to strengthen Sharia compliance while maintaining financial performance and institutional stability. Method: The research employs a qualitative descriptive design, using institutional data from BPKH financial management reports and relevant regulatory documents. Data are analyzed through a normative-empirical approach, integrating legal interpretation with contextual evaluation of governance practices. Findings: The study finds that the application of Tadrīj enables a phased and adaptive integration of Maqāṣid al-Sharīʿah into Hajj fund governance. This gradual approach reduces potential conflicts between strict legal compliance and investment efficiency, while reinforcing transparency and accountability as core institutional pillars. In addition, continuous engagement with Sharia scholars and periodic policy evaluation are essential in ensuring that governance practices remain aligned with Islamic legal and ethical standards. Conclusion: Implementing a Tadrīj-based framework enables BPKH to navigate the dynamic demands of modern financial management without compromising Sharia principles. This approach not only safeguards pilgrims' interests but also strengthens public trust in the institution. Implication: This study contributes to the development of Islamic economic governance by positioning Tadrīj as a practical and scalable model for institutional reform in Sharia-based public fund management. Practically, it offers policy-relevant insights for regulators and Islamic financial institutions seeking to balance legal compliance, financial sustainability, and stakeholder trust in complex economic environments.

Abstract

This research aims to reveal the forms of da'wah communication interaction among pilgrims at the Tomb of Syekh Quro in Karawang, and to analyze how culture and religion function as a symbolic system from the perspective of Clifford Geertz’s interpretive theory. The research employs a qualitative approach with an interpretive ethnographic design, involving pilgrims, caretakers, religious figures, tomb managers, and village officials as informants selected through purposive and snowball sampling. Data were collected through in-depth interviews, participant observation, and documentation. The findings show that da'wah communication interaction manifests in the form of congregational prayers, recitation of tahlil and manaqib, oral advice, and nonverbal symbols such as gestures of respect and the arrangement of sacred space. All of these frame the pilgrims’ spiritual experience and reinforce the value of tawhid. Culture and religion appear as a layered symbolic system through the Sabtuan night tradition, narratives about Syekh Quro’s piety, and the presence of physical artifacts such as the tomb, mosque, and trees believed to bring blessings. Together, these form patterns of collective meaning and the community’s religious identity. The study concludes that the Tomb of Syekh Quro functions as a culturally based da'wah space, where local symbols become an effective medium for spreading Islam amid the dynamics of religious tourism and social change. These findings contribute to the development of da'wah communication studies and religious studies by demonstrating the relevance of the interpretive approach in reading pilgrimage practices as living cultural texts.

Abstract

This study aims to examine the takbir keliling tradition in Lempuyang Village, Demak, as a form of da’wah communication practice through the lens of behaviorist communication theory, which emphasizes the stimulus–response relationship. Employing a descriptive qualitative approach with a case study design, the research engaged community members actively involved in takbir keliling selected via purposive and snowball sampling techniques. Data were gathered through in-depth interviews, participant observation, and documentation, and subsequently subjected to thematic analysis by identifying and categorizing stimulus and response patterns within the behaviorist framework.The findings indicate that da’wah communication stimuli within the takbir keliling tradition encompass the establishment of organizing committees, dissemination of announcements and invitations, intensive frequency of gatherings, community-based fundraising, and the deployment of religious symbols alongside technological media such as LED lighting and sound systems. Community responses manifest in enhanced comprehension of the religious significance of takbir keliling, the emergence of affective responses including happiness and pride, active involvement in preparatory and executional activities, and strengthened interpersonal and communal bonds. The stimulus–response interaction thereby contributes to the reinforcement of religious practices and social cohesion, while simultaneously affirming the explanatory utility of behaviorist theory in analyzing tradition-based da’wah practices. This study offers a scholarly contribution to the fields of communication and da’wah studies by proposing an empirical model that illustrates how religious cultural traditions can function as effective da’wah media through the systematic orchestration of stimuli and corresponding responses.

Abstract

This study aims to analyse the formation of shared meaning in the beseprah ritual within the Erau tradition of Kutai Kartanegara by applying the perspective of ritual communication theory, particularly through symbolic interaction and the construction of social reality. The research employs a qualitative approach with an interpretive case study design, using purposive and snowball sampling techniques to involve religious leaders, government officials, community figures, tourism ambassadors, and residents engaged in both the preparation and implementation of beseprah. Data were collected through in-depth interviews, participant observation, and documentation, then analysed thematically through stages of transcription, coding, categorization, and interpretation focused on ritual symbols, interaction patterns, and participants’ experiences of meaning.The findings reveal that beseprah creates shared meaning about togetherness and equality through the spatial arrangement of face-to-face seating, the use of white cloth as a food mat, collective prayers, the gong struck by the Sultan, and the practice of communal dining without social status barriers. These symbolic interactions construct a social reality of closeness between leaders and the people, a collective identity as a harmonious and cooperative community, and the preservation of local culture, which today is also mediated through social media.The study concludes that the beseprah ritual functions as a space of ritual communication that sustains identity, social solidarity, and the imagination of an egalitarian society, while simultaneously enriching the study of ritual communication and Islamic communication rooted in local wisdom.
