Abstract

English VersionAs for the policy regarding the imposition of fees at the market, it is regulated by local laws and regulations. One crucial aspect of market fee management is the government's responsibility in overseeing the collection, payment, and deposit processes of these fees. This research aims to understand how the management of market fees is carried out, particularly in the city of Pandaan, Pasuruan Regency, and how this management can contribute to increasing local revenue, aslong with the supporting and hindering factors. The research method used is qualitative, involving data collection through observation, interviews, and documentation. The research findings indicate that the management of market fees in Pandaan City has been effective, although there are still some challenges, especially in the planning phase, such as the formulation of regulations, determination of market facilities, and fee tariff setting. One prominent issue is the lack of consistency in determining market facilities. However, in the process of managing market fees, there are supporting factors that have made a significant contribution, such as the establishment of the HP3 organization (Association of Pandaan Market Traders). On the other hand, hindering factors in fee management include the lack of awareness among traders, the presence of supermarkets around the market leading to intense competition, and issues related to the organization of the market space that still require improvement. Salah satu aspek penting dalam pengelolaan retribusi pasar adalah tanggung jawab pemerintah dalam mengawasi proses pemungutan, pembayaran, dan penyetoran retribusi tersebut. Penelitian ini bertujuan untuk memahami bagaimana pengelolaan retribusi pasar dilakukan khususnya di kota Pandaan - Kabupaten Pasuruan, dan bagaimana pengelolaan tersebut dapat meningkatkan pendapatan daerah. Beserta faktor-faktor yang mendukung atau menghambatnya. Metode penelitian yang di gunakan adalah kualitatif dengan mengumpulkan data melalui observasi, wawancara dan dokumentasi. Hasil penelitian menunjukkan bahwa pengelolaan retribusi pasar di Kota Pandaan telah berjalan efektif, meskipun masih ada beberapa kendala yang dihadapi teruama dalam perencanaan seperti pembuatan peraturan, penentuan fasilitas pasar, dan penetapan tariff retribusi. Salah satu masalah yang mencolok adalah kurangnya keteraturan dalam penentuan fasilittas pasar. Namu, dalam proses pengelolaan retribusi pasar, terdapat faktor pendukung yang telah berkontribusi, yaitu pembentukan organisasi HP3 (Himpunan Pedagan Pasar Pandaan). Sementara itu, faktor penghambat pengelolaan retribusi yang ditemukan diantaranya meliputi kurangnya kesadaran dari pedagan, kehadiran supermarket di sekitar pasar yang memnyebabkan persaingan ketat dan masalah penataan tata ruang pasar yang masih perlu diperbaiki.

Abstract

This research aims to examine several problems including actualization of the formation of mutual cooperation dimensions in Learning Islamic Religious Education and Character at the Darut Taqwa High School Driving School, Purwosari Pasuruan and analysis of the results of the formation of the mutual cooperation dimension in Learning Islamic Religious Education and Character at the Darut Taqwa Purwosari Pasuruan Driving School. This research is included in the type of field research using a qualitative descriptive approach. This research shows the results that (1) The actualization of the formation of the mutual cooperation dimension in learning Islamic Religious Education and Character at the Darut Taqwa High School Driving School, Purwosari Pasuruan, can be divided into three elements. First, the collaboration element is learning using cooperative learning models and positive habituation learning activities. Second, the element of care is concern in the process of completing group assignments, community service project activities, extracurricular activities, peer tutoring activities, cleaning classes and the school environment. Third, the sharing element is sharing knowledge by having the same answer in cooperative learning, social fund contributions for those in need, and sharing food after being visited by their parents. (2) The results of the formation of the dimension of mutual cooperation in learning Islamic Religious Education and Character at the Darut Taqwa High School Driving School, Purwosari Pasuruan is being able to develop character, being able to improve social skills, and having an attitude of solidarity and unity.

Abstract

The Open Unemployment Rate (OUR) in Pasuruan Regency shows a significant figure, especially after the Covid-19 pandemic, peaking at 5.48% in 2023. One of the main causes of unemployment in this region is the mismatch between job seekers’ skills and industrial needs (skill mismatch). The Pasuruan Regency Government has implemented the Job Fair Program as a strategic effort to reduce unemployment rates, in line with Ministry of Manpower Regulation No. 18 of 2024 on Domestic Labor Placement. This study aims to analyze the implementation of the Job Fair Program in reducing unemployment in Pasuruan Regency, using George C. Edward III’s policy implementation model, which includes aspects of communication, resources, disposition, and bureaucratic structure. This study employs a qualitative method with a descriptive approach, through interviews, observations, and documentation. The findings shows that the Hello Work Job Exchange Program helped reduce unemployment in Pasuruan Regency, but there are issues with how the program is run. Problems include poor communication, lack of resources, and outdated vacancy information. Despite lower unemployment rates, participation in the program is decreasing, indicating indirect impact and limitations in effectiveness. The main challenge is the mismatch between job seekers' skills and industry needs, making successful placements difficult. The research results are expected to identify supporting and hindering factors in the program’s implementation and provide recommendations for optimizing the implementation of the Job Fair in Pasuruan Regency.
