Abstract

The quality of college is in line with the quality of its library. Riau University continues to strive for improve the quality of its library. Riau University Libraries has received Accreditation A in 2013 and is getting it again accreditation A in December 2019. In addition, Riau University Library as well received ISO 9001: 2008 in 2018 and updated to ISO 9001: 2015 in 2019. However, with accreditation A said, Riau University Library still does not comply with the Head's Regulation National Library No. 13 of 2017 concerning National Standards for College Libraries. This study aims to describe (1) implementation of the National Standards for College Libraries at the University Riau in 2018-2019 and (2) factors affecting the implementation of the National Standard for College Libraries at Riau University in 2018-2019. The research method used is qualitative descriptive research type. Research location at Riau University Library. Sources of data in this study are informants, mass media and documents. The data collection technique through  documentation and interviews. The results of this study indicate that the implementation of the National Standard for College Libraries at Riau University in 2018-2019 is not optimal yet. There are several indicators that have not been fulfilled in these standards, such as the number of book and magazine collections that are still lacking, additional collections in a year less than 3% of the total collection existing, building area not up to standards, unqualified library staff standard, and the total budget which is only 0,8% of the total budget of Riau University. Based on Edward III's theory of Policy Implementation, communication, disposition and organizational structure has been achieved. However the resource  factor has not yet been achieved. This causes the lack of student’s interest to visit UNRI library. The number of visitors to the UNRI Library is not comparable with the number of students at the University of Riau. Average number of visitors Riau University Libraries in 2018 as many as 5,200 people and in 2019 as many as 4,169 people. Meanwhile, the number of students at Riau University that year about 35,000 people.Keyword: Implementation, National Standards for Libraries

Abstract

The Menongkah Festival is a cultural tourism concept that is a characteristic of the Duanu tribe in Indragiri Hilir Regency. Menongkah Festival is a cultural tourism that has local wisdom. The Menongkah Festival is jointly managed by the Regional Government of Indragiri Hilir Regency and the Tanjung Pasir Village Government. Funds budgeted for the Menongkah Festival are still very minimal, due to the development of the Menongkah Festival and the procurement of facilities and infrastructure are not going well. Therefore, a good synergy is needed so that the development of the Menongkah Festival can be developed well.This study aims to determine the synergy of the Regional Government of Indragiri Hilir Regency and the Tanjung Pasir Village Government in the development of the 2016-2018 Menongkah Festival. This research used descriptive qualitative method with data collection techniques through interviews and documentations.Based on the results of the study showed that the Synergy of the Regional Government of Indragiri Hilir Regency and the Tanjung Pasir Village Government in the development of the Menongkah Festival are as follows: 1) The Regional Government of Indragiri Hilir Regency and the Tanjung Pasir Village Government are still lacking in conducting synergy. Thus, the development of the Menongkah Festival is not going well. 2) Lack of synergy in the implementation of the Festival of Menongkah which causes a decrease in the number of tourist visits, inadequate transportation, lack of service facilities such as facilities and infrastructure that can support the development of the Festival of Menongkah, and a lack of tourism promotion carried out that there are many people who are still not familiar with the Festival of Menongkah . The inhibiting factors of the synergy between the Regional Government of Indragiri Hilir Regency and the Tanjung Pasir Village Government are: 1) Lack of communication by the two related agencies in the development of the Menongkah Festival. 2) Lack of coordination that there is no harmonization of policies taken between agencies in the development of the Menongkah Festival. 3) The location is quite far and accessibility requires a lot of time and money. 4) Lack of budget in the implementation of the Menongkah Festival. Keywords: Local Government, Village Government, Synergy, Menongkah Festival

Abstract

Currently in the city of Pekanbaru, there is a shortage of adequate quality human resources in the field of sports, it is necessary to have a bigger role in achieving sports goals. Policies in terms of sports coaching related to the achievements of athletes need to be aligned to improve human resources, where human resources play an important role in advancing an institution, therefore it is necessary to pay attention to human resources. The formulation of the problem taken is how the impact of the policy of giving bonuses by the Riau Provincial Government to outstanding athletes in 2017-2018.The purpose of this study was first to determine the role of the Riau Provincial government in providing bonuses to athletes, to determine whether the provision of these incentives to athletes was in accordance with the athletes' expectations. And lastly, to find out the obstacles faced by the athletes who had planned not to run according to the predetermined target.The research method used is qualitative research. This type of research is descriptive qualitative, the location of this research is Pekanbaru. Data collection techniques by means of observation, interviews and documentation studies. Data analysis techniques by means of data reduction, data presentation and data verification.The results of the study indicate that the impact of the policy of giving bonuses by the Riau Provincial Government to outstanding athletes shows an improvement in the level of enthusiasm of the athletes by means of identifying the goals to be achieved. Strategy of various steps to achieve the desired goal. The strategy is to select and train outstanding athletes to be prepared for national and international events. The inhibiting factors in the policy of giving bonuses to outstanding athletes are the lack of transparency in giving bonuses to athletes and the lack of training facilities and infrastructure.Keywords: Policy Impact, Giving Bonuses, On Athletes with Achievements

Abstract

The Adipura Program is contained in the Regulation of the Minister of Environment of the Republic of Indonesia No. 6 of 2014 concerning Guidelines for the Implementation of the Adipura Program in Chapter 1 General Provisions Article 1 that the Adipura Program is a national work of the Ministry of Environment to create an environmentally sound city towards sustainable development.This study aims to determine the Collaboration of the Lingga Regency Government in winning the 2018 Adipura Award Cup, and also to find out the supporting factors for the Lingga Regency Government in winning the 2018 Adipura Award Cup. Meanwhile, the location of this research was conducted in Lingga Regency, precisely at the Environmental Service Lingga Regency. This research uses qualitative research methods.The results of this study are collaboration in protecting the environment or Adipura activities between the Environmental Service and the community and the private sector have been optimally implemented, this is indicated by the presence of face-to-face dialogue, trust between stakeholders who are related to one another. And in terms of commitment of the parties involved, each of them has gone well. As for the supporting factors consist of two, namely internal factors and external factors. Internal factors, namely the support from agencies in Lingga Regency, and support from parties such as the Police, TNI, Satpol PP, and Damkar. Meanwhile, the external factor is the existence of good collaboration with the public and the private sector.Keywords: Collaboration, Awards, Adipura.

Abstract

Penelitian ini dimaksudkan untuk mengevaluasi input kebijakan pariwisata di Kabupaten Siak yang mengusung pengembangan pariwisata berbasis kearifan lokal. Ide dasar dari tulisan ini berangkat dari kegelisahan dalam mengamati fenomena pengembangan pariwisata berbasis kearifan lokal yang dianggap kuno, tidak menarik dan tertinggal. Terlebih dalam era globalisasi, kekhawatiran akan pudarnya kearifan lokal yang dikelilingi oleh budaya barat dan budaya lainnya menjadi tantangan tersendiri bagi eksistensi kearifan lokal. Namun berbeda yang terjadi di Kabupaten Siak, kearifan lokal justru menjadi daya tawar dalam kebijakan pariwisata. Sehingga menjadi penting untuk melacak penguatan kearifan lokal dalam kebijakan pariwisata Kabupaten Siak dari sisi input kebijakan. Penelitian ini merupakan penelitian kualitatif melalui pendekatan studi kasus. Melalui teori evaluasi kebijakan Stufflebeam, penelitian ini fokus untuk menganalisis input evaluation mengingat aspek input menjadi kunci kesuksesan sebuah kebijakan. Hasil penelitian menunjukkan bahwa kebijakan pengembangan pariwisata tidak dapat dilepaskan dari dukungan input kebijakan berupa sumber daya manusia, sarana dan prasarana, rencana strategis pengembangan pariwisata serta dukungan anggaran. Di Kabupaten Siak, sumber daya manusia yang bekerja pada Dinas pariwisata masih terbatas secara kualitas dan kuantitas. Pengembangan pariwisata di Kabupaten Siak juga dihadapkan pada situasi belum optimalnya pemanfaatan kemajuan teknologi komunikasi dan informasi sebagai salah satu sarana pemasaran dan promosi pariwisata. Dilihat dari regulasi, Kabupaten Siak memiliki keunggulan regulasi melalui visi daerah yang berorientasi pada kebudayaan dan pariwisata, tersedianya roadmap kebudayaan melayu dan PERDA yang mengatur tentang bahasa dan pakaian melayu. Sedangkan dari aspek pendanaan, penyerapan anggaran pada Dinas Pariwisata masih belum maksimal disebabkan oleh keterbatasan sumber daya aparatur yang terlibat dalam pengelolaan kegiatan.

Abstract

This study describes that how women legislative candidates were recruited by political parties atPekanbaru City in General Election 2009. The Democratic Party, The Indonesian Democratic Party –Struggle and The Prosperous Justice Party become cases study. Firstly, The Democratic Party usedinternal mechanism by local patronage type. On other hand, The Indonesia Democratic Party – Struggleused internal mechanism by central patronage type. However, both are an ascriptive style recruitment. Inaddition, The Prosperous Justice Party used internal mechanism by local bureaucratic. But, this style isan achievement oriented recruitment. Finally, in according to Kingsley that political party can consider 7points for recruitment. Namely, social background, political socialization, initial political activity,apprenticenship, occupational variables, motivation dan selection.

Abstract

Woman political participation on reform era is normal activity. Reform producted rules (Act aboutGeneral Election and Act about Political Party) which give space for woman political participation.Golongan Karya Party is one of strong political party in Indonesia that have commitment forwoman empowerment in politic which women cadrees have position as management of party andlegislative in Pekanbaru. There are problem that how woman can use opportunity as managementparty and legislative to fighting for woman interests by political movements. These politicalmovements have well-constructed activities (appropriate for woman interest), with woman’scollective as an institution, sense of solidarity, woman collective identity and continuity activities bysystematic in Golongan Karya Party.

Abstract

PKS has requirements that must be observed by candidates for mayor/deputy mayor to be carried include: having the support of political parties, the mass base of support and success program. Because the non-fulfillment of the quota of 15 seats in parliament, PKS makes the initial coalition with Paradise as individu. Selanjutnya, the coalition continued with the coalition parties combined. There are six parties joined-Versecarries Firdaus Cahyadi are: PKS, Hanura, UN, PDK, the Democratic Party and the PDI-P.

Abstract

Community service as one of the tasks in the Tri Dharma of Indonesian Higher Education has tried to help the Indonesian people in Frankfurt Germany to facilitate community empowerment efforts, especially women with the theme "Women Leadership". In Government Studies, it is known that the core of Government Studies is leadership, and the core of leadership is decision making. In Islamic values, ​​it is also known that everyone is a leader. Thus, women and leadership are two related words. The question is, how is the relationship? How is this relationship implemented in the Frankfurt Indonesian Muslim Community and in everyday life? It can be said that the active role of women in the Frankfurt Indonesian Mosque can be seen in real terms. Both men and women have learned Islam and applied Islamic values ​​together. This community service was divided into three stages. First, registration by email. Second, filling out the questionnaire and sending it via email. Third, a general lecture session on women leadership using the Indonesian language and continued with a question and answer session at the Frankfurt Indonesian Mosque. The implementation of the service has gone smoothly and was attractive to the participants. This can be seen from the third stage which was originally scheduled for about two hours to four hours. The participant's response was positive with intense interactive dialogue during the presentation of the material. This activities results pattern of leader personal characteristic from members. Hopefully, this is becoming a great capital to born a great women leader in the future

Abstract

This study aims to determine the strategy of the Riau Province Women's Empowerment and Child Protection Office in obtaining the 2019 Child Eligible Province mover award and the inhibiting and supporting factors in the Riau Province Women's Empowerment and Child Protection Office in obtaining the 2019 Child Eligible Province mover award.The location of the research was carried out at the Office of Women's Empowerment and Child Protection in Riau Province. This study involved 5 informants, namely the Head of Women's Empowerment and Child Protection, Staff for Women's Empowerment and Child Protection, Secretary of the Riau Province Women's Empowerment and Child Protection Office, Pekanbaru City KLA Cluster Team and other KLA cluster teams. Data collection techniques used in this research are interviews, documentation and literature. The data analysis technique used in this study uses interactive analysis which includes three components: (1) data reduction, (2) data presentation, (3) drawing conclusions.The results of this study: (1) The strategies adopted by the Riau Province Women's Empowerment and Child Protection Service in the Development of Eligible Children in Riau Province in Riau Province in 2019 there are three (3) strategies, diversification strategies, preventive strategies and innovative strategies. (2) The inhibiting factors of the Riau Province Office of Women's Empowerment and Child Protection in the Development of Child Friendly Provinces in Riau Province are first, the lack of socialization to the community. Second, budget constraints, and third, the lack of community participation. (3) The supporting factors of the Riau Province Women's Empowerment and Child Protection Service in the Development of Child Friendly Provinces in Riau Province are first, the existence of collaboration with SKPD and second, the community as an intermediary. Keywords: strategy, coordination, and DPPPA.
