Abstract

Lahirnya Undang-Undang Perkawinan Nomor 1 Tahun 1974 merupakan usaha pemerintah yang wajib dipatuhi untuk menjamin hak dasar manusia dalam mencapai kebahagiaan di dalam sebuah institusi bernama keluarga. Tulisan ini berusaha mengkaji, pertama, historisitas; kedua,  pro dan kontra; dan ketiga, tingkat ketercapaian implementasi undang-undang tersebut. Metode penelitian yang digunakan adalah studi kepustakaan. Pertama, historisitas (latar belakang dan tujuan) lahirnya Undang-Undang Perkawinan Nomor 1 Tahun 1974 terlihat dari empat hal, yaitu: (1) membatasi dan bahkan menghapus pernikahan anak, (2) membatasi poligami, (3) membatasi hak sepihak dari talaq (talaq semena-mena), dan (4) membangun persamaan kedudukan suami dan istri. Kedua, pro dan kontra hadir dalam proses lahirnya Undang-Undang Perkawinan Nomor 1 Tahun 1974 yang memerlukan waktu yang panjang.Pro kontra muncul dari dua hal, yaitu pertama, pengetahuan dan pemahaman secara normatif terhadap al Quran, Sunnah dan fiqh. Kedua, pengetahuan dan pemahaman terhadap fakta-fakta dan fenomena kontekstual yang terjadi di masyarakat. Pembahasan ketiga, secara umum, tingkat ketercapaian Undang-Undang Nomor 1 Tahun 1974 memberikan nilai positif terhadap tujuan kelahirannya. Namun, perkembangan zaman dan perubahan masyarakat tetap mempegaruhi proses implementasinya yang berjalan belum optimal. Kelemahan dalam implementasi memerlukan pembahasan tersendiri untuk penelitian ke depannya. Dinamika ini memberi ruang pembaruan hukum keluarga yang terjadi hingga saat ini (sustainable).

Abstract

Penelitian ini dimaksudkan untuk melihat eksistensi kearifan lokal dalam kebijakan pariwisata di Kabupaten Siak, Provinsi Riau. Ide dasar tulisan ini berangkat dari kegelisahan dalam mengamati fenomena pengembangan pariwisata berbasis kearifan lokal yang mulai ditinggalkan. Kearifan lokal dianggap kuno dan tidak menarik menyebabkan tidak banyak daerah yang mengembangkan pariwisata berbasis kearifan lokal. Terlebih dalam era globalisasi, kekhawatiran akan pudarnya kearifan lokal yang dikelilingi oleh budaya barat menjadi tantangan tersendiri bagi eksistensi kearifan lokal. Namun berbeda yang terjadi di Kabupaten Siak, kearifan lokal justru menjadi kekuatan dalam kebijakan pariwisata. Sehingga menjadi penting untuk melacak lebih jauh penguatan kearifan lokal dalam kebijakan pariwisata di Kabupaten Siak. Penelitian ini merupakan penelitian kualitatif melalui pendekatan studi kasus. Penelitian ini dilakukan melalui teknik observasi, wawancara mendalam, dokumentasi. Data yang sudah dikumpulkan kemudian dianalisis dengan mengatur, mengurutkan, mengelompokkan, memberi kode/tanda, dan mengkategorikan data sehingga diperoleh temuan yang sesuai dengan masalah yang ingin dijawab. Hasil penelitian menunjukkan bahwa secara formalitas kearifan lokal dalam pengembangan pariwisata di Kabupaten Siak masih terbukti eksis. Namun secara substansi, nilai-nilai kearifan lokal mulai mengalami perubahan seiring dengan tidak dilibatkannya Lembaga Adat Melayu dalam pengembangan pariwisata di Kabupaten Siak. Secara konteks, masyarakat mendukung pelaksanaan kebijakan pengembangan pariwisata berbasis budaya melayu. Sedangkan pada sisi input, proses dan produk menunjukkan bahwa pengembangan pariwisata berbasis kearifan lokal masih memerlukan perbaikan pada sisi kualitas SDM, koordinasi antar lembaga dan pelestarian nilai budaya.

Abstract

Persons with disabilities constitutionally have the same rights and positions as other citizens before the law and government. So that the empowerment of persons with disabilities aims to develop the potential that exists within persons with disabilities so that they are able to work even though they have some limitations. The writing of this thesis is motivated by the researcher's view of the phenomenon that occurs the lack of participation of persons with disabilities in sewing training held by the Pekanbaru City government so that several problems emerged that were found by the authors related to the empowerment of the potential of persons with disabilities in the city of Pekanbaru. The research approach used is a qualitative approach. This type of research is descriptive. The research location is in Pekanbaru City. With the type and source of research data, it is divided into primary data in the form of purposive informant collection techniques and secondary data in the form of supporting data related to persons with disabilities. Data collection techniques using interviews, documentation and document tracing. while data analysis was carried out using qualitative analysis. The results of this study are firstly that the empowerment of people with disabilities by the Pekanbaru City Social Service has not run optimally so that people with disabilities are not empowered, it can be seen from (1) human development is carried out by training and socialization but many people with disabilities do not participate, (2) business development is carried out with a bazaar and facilities for persons with disabilities to develop their businesses, (3) community development is realized with motivation from the immediate family environment (4) institutional development is the role of workshop development institutions to provide a forum for channeling talents possessed by people with disabilities. The two factors that support the empowerment of disability by the Pekanbaru City Office are (a) central and local government support (b) environmental support (c) organizational support (d) facilities and infrastructure. Abstract

In the era of regional autonomy, regional governments have the authority to develop the potentials of their regions according to their respective characteristics. This includes concurrent government affairs, namely government affairs that are divided between the Central Government and the provincial and district/city regions. One of the potentials that can be developed in an area is the tourism sector. Coordination in the development of Selatbaru beach tourism objects is carried out by the Regional Government, namely the Bengkalis Regency Tourism, Culture, Youth and Sports Office, Traders (Private), and the Community. This research is motivated by the lack of clarity in the direction of coordination among the actors involved in the development of the Selatbaru beach tourism object, as well as the unclear existence and function of tourism institutions in the Selatbaru beach tourism object environment. Thus, the physical and non-physical management and development program for the Selatbaru beach tourism object did not run well, especially in 2018-2019.The approach in this research uses a qualitative approach. This type of research is descriptive research. The research location is on Selatbaru Beach, which is located in Selatbaru Village, Bantan District, Regency. Bengkalis. The types of data used in this study are primary data and secondary data. Data collection techniques were carried out through interviews, and documentation. The data analysis technique in this research is qualitative data analysis.The results of the study show that the coordination of the local government, the private sector and the community in the development of the Selatbaru beach tourism object in Bengkalis Regency in 2018-2019 has not gone well. The existing institutions or organizations in the development of Selatbaru beach tourism objects are still unclear and not well structured. This causes the early stages or the policy planning process to run slowly, due to the lack of data that should be obtained from institutions or organizations around the Selatbaru beach tourism object. communication between actors is still relatively minimal which is usually done only during meetings and socialization meetings, and information related to meeting procurement often does not reach the wider community. The factors that hinder the synergy of actors are the low level of human resources, the lack of communication between the actors, and the lack of a budget that is directed to the tourism sector. Keywords: Coordination, Development, Tourism

Abstract

Empowerment of farmer groups aims to develop a mindset and work of farmers whose processes are continuously carried out by the government. The government as an agent of empowerment must know and be able to adopt new innovations in order to create farmer welfare. The background of this thesis is the researcher's view of the phenomena that occur in the assessment of the ability of farmer groups in the Kempas Jaya Village. There are four farmer groups in the 2019 assessment process down to the advanced class which was previously the main class. With the formulation of the problem in this study are how and what factors are hindering the empowerment of the local government of Indragiri Hilir Regency against farmer groups in the Kempas Jaya Village, Kempas District in 2019. This research aims to describe the empowerment of local governments towards farmer groups and identify factors that hinder government empowerment. Indragiri Hilir Regency to farmer groups in the Kempas Jaya Village, Kempas District in 2019.The research approach used is a qualitative approach. This type of research is descriptive. The research location is in the Kempas Jaya Village, Kempas District, Indragiri Hilir Regency. With the type and source of research data is divided into primary data in the form of purposive informant retrieval techniques and secondary data in the form of supporting data related to farmer groups. Data collection techniques used interviews and documentation, while data analysis was carried out using qualitative analysis.The results of this study indicate that the Local Government of Indragiri Hilir Regency has been able to empower farmer groups through several empowerment programs in four forms, namely human development, business development, environmental development and institutional development. However, in implementing the empowerment efforts of the Indragiri Hilir District Government to the farmer groups of the Kempas Jaya Village, they experience internal constraints from the lack of means of production, lack of institutional strengthening, and low knowledge of farmers, and constraints from external geographical conditions and extension workers. Keywords: Empowerment, Farmer Groups, Local Government

Abstract

The implementation of digital-based public policies has been stated in Pekanbaru Mayor Regulation Number 273 of 2017 concerning the Integrated Administration Service System in Pekanbaru  City District. This digital-based service has created several uses, namely: increasing efficiency, improving effectiveness, and improving service quality. Bukit Raya District is a sub-district located in Pekanbaru, Riau Province, which improves public services by using the concept of E-Government. Innovations created using a digital system in the form of mobile application products. This is useful in helping the city government of Pekanbaru in realizing the vision of the city of Pekanbaru, which is to make the city of Pekanbaru a "Smart City Madani".This study aims to see the implementation of public policies of the Bukit Raya District government in improving public services by using a digital system in accordance with the Pekanbaru Mayor Regulation. The theory used in this research is Policy Implementation theory and E-Government theory. This research uses descriptive method with qualitative research type. The types of data used in this study are primary and secondary data obtained through direct interviews with informants, documentation and observation.Bukit Raya District has implemented digital-based services since 2017 until now. So far, the digital service policy in Bukit Raya District has been running well. From the application of technology-based service policies, it can help realize the vision of the city of Pekanbaru, namely to make the city of Pekanbaru a "Smart City Madani". However, in implementing digital-based service policies in Bukit Raya District, there are obstacles faced, namely human resource management in Bukit Raya District is still lacking, especially in terms of skills / abilities possessed to run a digital service system as well as factors from the educational background of employees. As well as the facilities and infrastructure needed are still not fulfilled to carry out these digital services. From this research, it is suggested that the role of city government should be more focused on developing public services with digital systems. Keyword: Implementation, Public Service, E-Government, Innovation

Abstract

The Family of Hope Program (PKH) is a social protection program that provides assistance to beneficiary families (KPM) and members of the beneficiary family are required to carry out predetermined terms and conditions. PKH aims to build a social protection system in order to break the chain of poverty, improve the quality of human resources, and improve the welfare of poor families.This study aims to determine the effectiveness of the Family Hope Program (PKH) in Supporting the Education of Underprivileged Students in Pulang Rengas Village, Pangean District, Kuantan Singingi Regency in 2018. This research uses descriptive qualitative methods with data collection techniques through interviews and documentation.Based on the results of the study showed that the Family Hope Program (PKH) in Pulau Rengas Village was not yet prosperous for poor families. However, the Family Hope Program (PKH) has helped Poor Households (RTM) reduce the burden on poor households in fulfilling education. The Family Hope Program (PKH) in Pulau Rengas Village is still not on target. This happens because at the time the PKH beneficiary candidates were proposed, they were still classified as poor, the time span for receiving assistance was relatively long so that the community had experienced developments on the economic side. Then the impact caused by the Effectiveness of the Family Hope Program (PKH) in Supporting the Education of Underprivileged Students in Pulau Rengas Village, Pangean District, Kuantan Singingi Regency is divided into two, namely, Positive Impact, namely 1). Can help poor families who are PKH participants to pay for their children to go to school. 2). Increase participation of school children. 3). Increase children's motivation to learn and the negative impacts, namely 1). People always depend on help. 2). Lack of PKH participant participation. 3). Abstract

 The quality of the workforce affects the absorption or adaptability of technology which also has an impact on economic growth. The increase in the quality and productivity of the workforce has not been maximized due to the limited training facilities and infrastructure that is owned, the limited quality of the quantity and quality of instructors according to the training needs and the limited information on the workforce needed. One of the functions of BLK is to absorb workers so that the unemployment rate in Pekanbaru City decreases. So, with this BLK, it is hoped that the workforce who do not have a job after participating in activities at BLK will have skills. The skills are those that can be used to find work, so unemployment will be minimal. However, the problem is that BLK is not effective because the employment of BLK alumni is still low.This study aims to see the implementation of the standards of the Work Training Center in UPT-LK Region I Riau Province, Pekanbaru City. This research uses descriptive research. The technique of selecting informants in this study was using purposive sampling technique. Data techniques are interviews and documentation.The results of the study found that the standard implementation of work training centers was not optimal. This is due to the fear of not fulfilling several elements of BLK implementation such as feasibility studies that do not meet standards, environmental analysis documents that do not meet standards, instructors and training personnel and facilities and infrastructure that do not meet BLK standards. From the research conducted, it was found that the implementation and program of BLK were still lacking. That is, it is like the training provided is not in accordance with the company demand for BLK graduates. Concerning the workforce of BLK graduates is still lacking. Abstract

The problem of flooding in Pekanbaru City is caused by river overflow due to obstruction of the flow of the Siak River to the sea caused by tides, causing an increase in the level of the Siak River. Meanwhile, those caused by rainfall are due to accumulated garbage and the amount of sand sediment in the drainage / drainage channel so that if there is rain the water flow will be hampered. Weather factors and the effects of climate change that trigger an erratic rainy season cannot be blamed but must be addressed by the government with adequate urban planning. Pekanbaru City Government does not have a Master Plan for flood prevention and water catchment areas for the long term. In addition, there is urban planning that reduces the absorption of water to the ground, such as semenising sidewalks. The formulation of this research is "How is the planning and what are the inhibiting factors of the Public Works and Spatial Planning Service in Flood Prevention in Pekanbaru City in 2019?" This study aims to analyze, identify and describe the planning and inhibiting factors of the Pekanbaru City Public Works and Spatial Planning Office in Flood Prevention in Pekanbaru City in 2019. This research is a descriptive type of research using a qualitative approach. Data collection techniques in this study using interview techniques, observation and documentation, data analysis used is qualitative analysis. The findings that can be concluded are the Planning of the Pekanbaru City Public Works and Spatial Planning Agency in 2019 in Flood Prevention through 5 stages of the development planning process: 1.Planning, there are obstacles such as not having a Flood Prevention Master Plan due to budget constraints so that the resolution of the flood problem is not optimal; 2. Programming, construction of sheet pile/talud/brojong, normalization of rivers and streams, and rehabilitation/maintenance of primary and secondary channels and bridges in flood prevention in Pekanbaru City; 3. Implementation of plans, the obstacles are not maximal implementation of programs and activities due to budget rationalization and not maximal drainage maintenance officers in carrying out their duties; 4. Supervision, supervises every program and activity carried out and reports any irregularities that occur and takes corrective action; 5. Abstract

The background of the writing of this thesis is based on the researcher’s view of the phenomenan that occurs in population control, including mandatory governmental affairs tha are not related to basic service and enter into concurrent government affairs in controlling the population quantity in pelalawan regency in 2018.Researchers used a qualitative approach. This type of research is descriptive. Research location in the office of women’s empowerment, child protection, population control and family planning (DP3AP2KB) Pelalawan regency. With the type and source of research data is divided into primary data in the form of purposive informant retrieval techniques and secondary data in the form of supporting data related to population growth.  Data collection technique ised interviews and documentation, while data analysis was carried out using quantative analysis.Based on the result of research and discussion, it is know that in controlling the population quantity in pelalawan regency in 2018. It has been going well, this is indicated by the emergence of several strategies in controlling population quantity in pelalawan regency in 2018, namely by implementing several population programs. For example the kampung KB program as the main program. Meanwhile, the obstacle to pelalawan regency is the devision distict so that it attracts the attention of the outside community to stay in pelalawan regency because whatever is categorized as the result of expansion, there will be rapid development and growth.
