Abstract

The Republic of Indonesia, which consists of islands and its abundance of natural wealth, is an attraction for foreign citizens seeking asylum and choosing to settle in one of the regions of Indonesia. The large number of foreigners who come to Indonesia for vacation and there are also those who stay but do not have an official permit to stay in Indonesia, the increasing number of immigrants entering the Pekanbaru City area has resulted in the capacity of one of the immigration shelters, namely the Satria shelter, being full. So, institutional coordination is needed regarding the excess capacity of Pekanbaru City immigration shelters in 2020. This research uses a qualitative research method with descriptive data analysis. In collecting data, researchers used interview, observation and documentation techniques. The results of this research can be seen that coordination between Pekanbaru City National Unity and Politics and the Immigration Detention Center is related to the excess capacity of the Pekanbaru City immigration detention center in 2020 due to a lack of coordination between the two institutions which can hamper the work of both parties, the weak quality of personnel capabilities, and lack of depth regarding the applicable legal basis. Abstract

In this study, there are several problematic phenomena that were raised in 2022 in the responsiveness of the Ministry of Religion in the service of managing the promotion of functional teachers in Kuantan Singingi Regency, namely, first, a decrease in the number of functional teacher promotions in the Ministry of Religion of Kuantan Singingi in 2022 from the previous year, there were complaints from teachers regarding the service of managing functional promotions at the Office of the Ministry of Religion of Kuantan Singingi, and there were 36 teachers who made complaints on the questionnaire on the performance of teacher promotion services at the Office of the Ministry of Religion of Kfuantan Singingi. From the above phenomena, the purpose of this study is to determine the responsiveness of the Ministry of Religion in the service of managing the promotion of functional teachers in Kuantan Singingi Regency in 2022. This research is descriptive research with a Pqualitative approach. The types of data are primary data and secondary data, primary data is obtained directly from informants. Meanwhile, secondary data is data that supports or strengthens primary data. Data collection techniques were carried out by means of interviews and documentation. The results of this study indicate that there are complaints from teachers who have not been promoted, namely 36 complaints were obtained from the 2022 teacher promotion questionnaire. These complaints were facilitated in the form of a questionnaire, although still through Google Form which was distributed through the Whatsapp group, but the Kuansing Ministry of Religion should prioritize technological innovation in the form of a complaint website to facilitate data obtained in real time. The Kuansing Ministry of Religion has not fully realized efforts to reduce existing complaints, there is already an SOP in the complaint handling flow, but no points were found for handling complaints by the Kuansing Ministry of Religion, so there has been no transparency of solutions and responses that have been present for these complaints. Abstract

Efforts are attempts or efforts as a form of prevention, for this reason the government strives to provide welfare and security for every citizen, both in providing rights as citizens, the right to live, and the right to fulfill economic needs. This research aims to examine the efforts made by the Pekanbaru City Manpower Office to protect workers who work below the Riau Province minimum wage in the Outsourcing system in Pekanbaru City in 2023. Thus, in the process of completing this research, the researcher used a qualitative approach with data collection techniques through interviews and documentation. Interviews were conducted with the Pekanbaru City Manpower Department, Outsourcing Companies, Companies affiliated with the outsourcing system and also with the workforce. The findings show that the Manpower Department has made several efforts to protect workers, but there are still several obstacles in its implementation. These obstacles include, among other things, understanding regulations, law enforcement, and supervision of outsourcing practices. This research provides recommendations for increasing the effectiveness of labor protection efforts, including expanding understanding of regulations, increasing coordination between relevant agencies, and increasing supervision of outsourcing practices in Pekanbaru City. Abstract

This study aims to evaluate the performance of the Kampar Regency Inspectorate in supervising the management of Village Revenue and Expenditure Budget (APBDesa) funds in Tanjung Karang Village, Kampar Regency, Riau Province, during 2018-2019. The Inspectorate plays a crucial role in ensuring transparency, accountability and efficiency in the management of APBDesa funds, which are important resources for development and public services at the village level. The research method uses a descriptive approach and a qualitative type of research by analyzing various related documents, financial reports, and the results of audits conducted by the Inspectorate. An interview is communication carried out in two directions, either directly or indirectly in the form of questions and answers in order to obtain information from the informant through question points that have been prepared by the author so that the information obtained is in accordance with the problem being researched. According to Kvale and Brinkmann in Creswell (2014: 241), interviews should be more collaborative, where the researcher and participant tend to be balanced in the process of questioning, interpreting and reportin. The findings show several critical aspects in the management of APBDesa funds in Tanjung Karang Village, including indications of irregularities, administrative negligence, and deficiencies in financial reporting. The resulting recommendations include improving the internal monitoring system at the village level, increasing the capacity of village financial managers, and strengthening coordination between the Inspectorate and the village government and district government. Follow-up actions taken include restructuring village financial management procedures, training for village officers, and tighter supervision of financial reporting. Follow-up supervision by the Inspectorate refers to steps taken after carrying out monitoring or audit activities to ensure that findings, recommendations , or problems identified in the supervision report are followed up properly by the party being supervised. The following are several supervisory follow-up steps that are usually carried out by the Inspectorate, such as: submission of findings reports, follow-up meetings, follow-up action plans, monitoring and evaluation, preparation of final reports, disciplinary action, reporting to higher parties. Abstract

The intervention of the Riau provincial government through various policies needs to be carried out to develop village-owned enterprises (BUMDes). One form of intervention that has been carried out is formulating a regulatory policy regarding the provision of special financial assistance for the development of BUMDEs, which will be described in this article. The Riau provincial government has made changes to regulatory policies related to the use of Special Financial Assistance (BKK) funds which can be used to develop business units and village-owned businesses. In this case, the Riau provincial government prohibits using BKK funds to establish business units that do not drive the community's economy, banking business units such as savings and loans and financing. The theory used as a reference is the opinion of (Haeder & Yackee), (Goo & Heo) and Saravade et al. Data were collected through interviews and documents and then analyzed qualitatively. This study concludes that regulatory policies have caused changes in the types of BUMDes business units developing in Riau province in 2020-2022.

Abstract

Gender Perspective Development Policy in Riau Province is a development concept that pays attention to gender equality in every aspect of life. Implementation of development policies with a gender perspective in Riau Province refers to an approach that pays attention to equal rights and opportunities between women and men in every policy, program and development activity in the area. The Riau Provincial Government has issued Riau Province Governor Regulation Number 18 of 2018 concerning Guidelines for Implementing Gender Mainstreaming in Riau Province. This is to minimize gender gaps. The aim of this research is to describe and analyze the implementation of development policies with a gender perspective in Riau Province in 2021-2022. This research was conducted at the Research and Development Regional Development Planning Agency (Bappedalitbang) and the Office of Women's Empowerment and Child Protection, Population Control and Family Planning (DP3AP2KB) of Riau Province. This research uses a qualitative approach with descriptive methods. In collecting data the author used interview and documentation techniques. The results of this research can be concluded that the implementation of development policies with a gender perspective in Riau Province has not been optimal. Even though several policies have been implemented, not all Regional Apparatus Organizations (OPD) in Riau Province are implementing Gender Perspective Development policies and the Implementation of Gender Mainstreaming (PUG) in the Region is still slow. Through Gender Responsive Budgeting Planning (PPRG) which is ongoing and can be seen in the Gender Development Index (IPG) for Riau Province in 2021 of 88,38 and in 2022 of 88,71 still below the National Rank, namely in 2021 it was 91,27 and In 2022 it will be 91,63. . Abstract

Government Functions are the important roles played by government institutions in carrying out their functions to meet the needs of society. Government functions include a series of activities carried out by various government institutions to create an orderly social order, provide services to the community, and manage resources. The function of Tungku Tigo Sajarangan based on Regional Regulation Number 7 of 2018 concerning Nagari Tungku Tigo Sajarangan is leadership that is interrelated and has an important role in the wheel of traditional, religious and knowledgeable leadership. Tungku Tigo Sajarangan is the collective leadership of the Minangkabau people. This research aims to examine the function of the Tigo Sajarangan Furnace in efforts to develop human resources in Nagari Pariangan in Pariangan District, Tanah Datar Regency in 2023. Thus, in the process of completing this research, the researcher used a qualitative approach with data collection techniques through interviews and documentation. The interview was conducted with Tungku Tigo Sajarangan consisting of Niniak Mamak, Alim Ulama, Cadiak Pandai, Wali Nagari Pariangan, Wali Jorong Pariangan, Pariangan Community and other Nagari officials. The findings show that the Tigo Sajarangan Furnace has performed its function well with efforts to improve the quality of Human Resources in Nagari Pariangan, as follows: 1. The function of Government Administration is to determine the Nagari's future direction, especially in terms of development 2. Development function to develop Nagari from a physical and non-physical perspective so that no Human Resources are left behind in Nagari Pariangan 3. Abstract

Prevention of drug trafficking in Indonesia, especially in Karimun Regency, is a matter of concern. Because drugs are a latent danger that drug abuse really needs to be aware of so that it can be handled with various strategies that have been created by the National Narcotics Agency (BNN), but it does not rule out the possibility that there will be several obstacles that occur both internally from the parties handling it and from the perpetrators. drug trafficking itself. The problem with this research is that there is still insufficient/limited implementation of policies and programs implemented by the government in dealing with narcotics trafficking. The purpose of this research is to find out and understand the implementation of the Narcotics Trafficking Prevention Program by the Regency National Narcotics Agency in Karimun Regency 2021-2023 by referring to implementation theory according to George C. Edwards III who explains that communication in activities carried out by BNNK is expected to raise public awareness of the dangers of drugs through socialization. Then there are resources where the roles such as the staff who carry out their respective duties are in accordance with their respective fields, but the institutions that collaborate with BNN, such as the team appointed by the government at the sub-district level, do not perform optimally in their duties in the field. The final part is the disposition based on the attitude of policy implementers related to BNN collaborating with government institutions and civil society in implementing this narcotics distribution and prevention program which has been carried out to the maximum. This research is descriptive qualitative research with the main data sources being primary data and secondary data. The data collection techniques used were interview and documentation techniques. This data analysis technique is Data Reduction, Data Presentation and Conclusion Drawing. The results of this research are that the Karimun Regency Government has carried out programs such as socialization and strategies for preventing and eradicating drug abuse by implementing the Prevention of Eradication of Abuse and Illicit Narcotics Trafficking (P4GN) Program, counseling on the ins and outs of drugs or efforts to monitor, control the production and distribution of drugs in the community. However, there are still factors that hamper this program, such as the role of the community in participating in drug trafficking, and inadequate infrastructure that hinders the program from running. Abstract

Public service providers are always required to innovate continuously according to needs and make it easier for the public to obtain public services. This research aims to determine innovations in implementing passport management at the Class 1 Immigration Office in Pekanbaru City. Using qualitative descriptive research methods to collect data using interview observation and documentation methods. Based on the research results, it shows that the passport processing innovation at the Pekanbaru City Class 1 Immigration Office has been able to fulfill the 4 components of innovation theory proposed by Roger, namely relative advantage, suitability, complexity and easy to observe. Passport processing innovation is in accordance with Law Number 6 of 2011 concerning Immigration and legal regulations. The innovations issued by the Pekanbaru City Class 1 Immigration Office are Pekanbaru Dusk Immigration serving Tuesday and Thursday (IKAN SELAIS), Thumb Human Rights, Immigration Serving On-Site (IKAN SEPAT) and passport services on Saturday and Sunday. Through this innovation, the public finds it easy to obtain excellent service provided by the Pekanbaru City Class 1 Immigration Office. Keywords: Innovation, Public Services, Passport Management

Abstract

Strategy for winning legislative candidates in the 2019 Dumai City legislative election. In the 2019 Legislative Election, Hasrizal experienced an increase in votes from 1,282 to 2,444 votes from the 2014 Legislative Election. The increase in votes obtained by Hasrizal in the 2019 Legislative Election is an achievement and interesting to know related to the strategy used by Hasrizal so that he was able to gain vote support from the community. This research aims to determine Hasrizal's winning strategy from the National Mandate Party (PAN) in the 2019 Dumai City Legislative Election. The research approach used is qualitative with descriptive research type. The research location is in Dumai City. Data collection techniques use interview and documentation techniques. Data analysis techniques using qualitative analysis techniques. Researchers use Peter Schorder's (2022) theory regarding political strategy, namely offensive strategy and defensive strategy. The research results show that the offensive strategy used by Hasrizal is to expand the voter network through regional organizations. The offensive strategy penetrates voters by strengthening relations with workers/employees, as well as approaching the community through coaching programs and exploring the potential of administrators and sympathizers through party organizations. The defensive strategy to retain voters is to maintain their constituents and electoral areas through friendship and development programs. The defensive strategy used to close voters is to close their electoral areas from political opponents through outreach to the community and distribution of calendars, stickers and business cards.
