Abstract

Tulisan ini berangkat dari ketertarikan untuk melihat relasi kuasa yang terjalin antara Negara dan institusi adat dalam pengembangan pariwisata budaya melayu yang ada di Kabupaten Siak. Penelitian ini merupakan penelitian lanjutan dari temuan sebelumnya yang menunjukkan bahwa lembaga adat melayu kabupaten Siak tidak lagi dilibatkan dalam pengembangan pariwisata berbasis kearifan lokal. Padahal kita ketahui bahwa Siak mengusung “Siak the Truly Malay” sehingga idealnya LAM Kabupaten Siak akan menjadi salah satu leading sector yang akan menjaga dan menuntun nilai-nilai budaya melayu dalam setiap event kepariwisataan. Sehingga menjadi penting untuk mengupas lebih jauh seperti apa relasi kuasa yang terbangun antara Dinas Pariwisata Kabupaten Siak dan Lembaga Adat Melayu Kabupaten Siak dalam pengembangan pariwisata berbasis budaya melayu. Metode yang digunakan adalah melalui pendekatan kualitatif, sehingga data-data di lapangan akan diperoleh melalui proses wawancara dan dokumentasi. Kemudian berbagai data dan infromasi tersebut dianalisis hingga diperoleh kesimpulan penelitian. Hasil penelitian menunjukkan relasi yang justru terjadi adalah layaknya “perang dingin”. Kedua belah pihak tidak terlibat konflik secara langsung, namun bersikap saling diam. Hal ini dikarenakan adanya relasi yang tidak seimbang. Lembaga Adat Melayu Kabupaten Siak seolah-olah tak bisa berbuat apa-apa ketika tidak dilibatkan dalam setiap program pengembangan Pariwisata Kabupaten Siak.

Abstract

The background of this research is the lack of human resource empowerment in implementing climate change adaptation and mitigation actions, then the author's interest in ProKlim in Tobek Godang Village which is the only village that has succeeded in realizing ProKlim from 83 Kelurahan in Pekanbaru. This study aims to find out how the implementation of the ProKlim policy in  Tobek Godang Village, Binawidya District, Pekanbaru City in 2020. This study uses a qualitative descriptive approach. This research was conducted in the Climate Village, Tobek Godang Village and at the Riau Province Environment and Forestry Service. The data used in this study are primary and secondary data.This research uses the theoretical framework of policy implementation according to Van Meter and Horn. The results of this study indicate that the implementation of the ProKlim policy in Tobek Godang Village has been running and is well implemented, although there are still constraints on human resources, especially in community groups in the adaptation and mitigation action of ProKlim in Tobek Godang Village. The standard targets and policies for ProKlim in Tobek Godang Village have good commitment and motivation in implementing the ProKlim policy in Tobek Godang Village, the main tasks and functions have been carried out in accordance with the SOPs contained in the Regulation of the Director General of Climate Change Control at the Ministry of Environment and Forestry No. 4 of 2021 concerning guidelines for the implementation of ProKlim and in accordance with the vision and mission of the Governor of Riau in supporting the Green Riau Program. In general, this policy has succeeded in providing significant changes to the environmentally friendly ProKlim activities in Tobek Godang Village, especially RW 02.Keywords: Implementation, Policy, Climate Village Program (ProKlim)

Abstract

The COVID-19 pandemic has had an impact on many parties, this condition has penetrated the world of education, the central government down to the regional level has issued a policy to close all educational institutions. This makes the government and related institutions must present an alternative educational process. The policy is in the form of a Circular of the Ministry of Education and Culture No. 4 of 2020 concerning Implementation of Education Policies in the Emergency Period of the Spread of COVID. Governor of West Sumatra Regulation Number 20 of 2020 concerning Guidelines for Large-Scale Social Restrictions (PSBB) in Handling Covid-19 in West Sumatra. Instruction of the Regent of Agam Number: 1528/Disdikbud-Ag/2020 concerning Handling the Impact of the Corona Virus in the Agam Regency Environment. Instruction of the Regent of Agam Number: 421/2445/Disdikbud/2020 concerning Extension of Time for Implementation of Study Activities and Ramadan Worship Activities at Home. The purpose of this study is to find out the Implementation of Government Policy in Online Learning for Elementary School Education During Covid-19 in Lubuk Basung District, Agam Regency in 2020. The theory used in this study is the implementation of George Edward III. This research uses a qualitative method with the type of research in the form of descriptive research. Data collection techniques in this study are interviews, observation and documentation. The results of the study explain that the implementation of online policies is still not optimal. Because the four variables that affect the success or failure of policy implementation are not fully implemented properly. And there are also many obstacles faced by the government, schools, parents and students. Therefore, the need for cooperation between policy makers, policy implementers and policy objectives so that they are more implemented. Abstract

Drainage is the natural or artificial removal of water masses from the surface or subsurface of a place. In the author's research, the construction of a drainage system is the responsibility of the Department of Public Housing and Residential Areas of Pekanbaru City. The problem raised in this study is that during the current rainy season, floods often occur, this is because the drainage system has not functioned optimally, and many in the neighborhood around Pekanbaru do not have drainage. This study aims to determine the analysis of the Environmental Scale Road Drainage System Development Program Evaluation in 2020 in Pekanbaru City. Data collection techniques were carried out by interviews, and documentation. While the data analysis technique is done with qualitative data analysis. In conducting this research, the researcher used a qualitative research type. The type of research is descriptive, which is a report of people containing data quotes to provide an overview of the presentation of the report, the location of the research is carried out in the city of Pekanbaru, especially in the Department of Public Housing and Residential Areas of Pekanbaru City and also in the location of the program. by the Department. The techniques used to collect data in this researcher are (1) interviews, (2) observations, and (3) documentation. The results of this study indicate that the Environmental Scale Road Drainage System Development Program Evaluation in 2020 has not been carried out optimally. The inhibiting factors in carrying out the road drainage system development program are limited human resources, limited budget, lack of public awareness. Abstract

The Covid-19 Pandemic that entered Indonesian was designated as a non-natural disaster that was being watched out for since March 2020. This pandemic has caused various impact in various sector, both the health, economic and social sectors. The central and regional government have issued various policies to control the increase in cases affected by Covid-19. The Government is also trying to control economic stability by implementing a New Normal policy, but after the implementation of New Normal policy, Covid-19 cases are increasing.The purpose of this study is to find out how economic actors react to the New Normal policy in Pekanbaru in 2020. This study uses a qualitative approach with descriptive method. In collecting data the author uses interview and documentation techniques.The New Normal policy caused a reaction from the government, business actors and the community. It’s because in the establishment of the New Normal policy there are conflicting interest, namely between economic interest and health interest. Each actors has different interest both the government and business actors or the community. Due to different interest in the midst the Covid prevention policies, there will be a reaction. From this research, it can be seen the various reactions made by the government, business actor and the community. That is seen by criticizing and protesting directly to the government or accepting and obeying the New Normal policy. The reaction of economic actors to the New Normal policy include being able to accept it while still providing some suggestions, accept without protesting, and there are also those who ignore the New Normal Policy. Keyword : New Normal Policy, Reaction

Abstract

The teaching and learning process must still take place even in the emergency conditions of the Covid-19 pandemic. This is related to the fulfillment of the right of students to obtain basic education services as stated in the 1945 Constitution. The Learn from home policy is closely related to the use of technology. The implementation of the learning from home policy requires the collaboration of the Education Office, schools and parents so that students can get excellent educational services. This study aims to explain the collaboration that occurs between the Pekanbaru City Education Office, schools and parents in the teaching and learning process from home during the Covid-19 pandemic. The theory used in this study is based on 3 stages of the collaboration process according to Gray, namely problem determination, goal setting, and implementation. The research method used in this research is a qualitative research method. Data collection techniques through interviews, and documentation studies from various sources. The results of this study show the collaboration of the Education Office, schools and parents in the process of teaching and learning from home at the basic education level in Pekanbaru City during the Covid-19 pandemic in 2020 in the process of determining the problem, there were limited learning support facilities and lack of ability to operate learning support facilities from home. In the process of goal setting is that educational services must still run. The implementation has not gone well because it is constrained by the lack of awareness of the role of parents in the collaboration that occurs and limited costs. Abstract

The orientation of female voters towards female legislative candidates in electoral district VI in the 2019 Pekanbaru City DPRD general election is interesting to study. The low orientation of female voters towards female legislative candidates as well as the factors that influence the low orientation of female voters towards female legislative candidates here is voter orientation, which is the ability of voters to express their own identity and that of those around them. Women voters with voting votes often become a bone of contention in every general election (Election). In addition to being large in number, women's votes are often used as a benchmark for male voters and first-time voters. This more dominant voice is expected by each of the respective prospective candidates in election participation. This study uses the theory of Prof. Mariam Budiarjo (2008; 136) which categorizes voter behavior into two dimensions, namely rational voter behavior and emotional voter behavior. General Election of Pekanbaru City DPRD in 2019. The research location was carried out in Pekanbaru City, to be precise in Dapil VI of Senapelan and Payung Sekaki Districts. Furthermore, data collection techniques were carried out by interviews and documentation. This research use desciptive qualitative approach. The results of this study are the low orientation of female voters towards female legislative candidates in Dapil VI in the 2019 Pekanbaru City DPRD general election due to voter distrust in choosing female legislative candidates with the notion that female leaders make decisions using emotional rather than rational means. Abstract

The Siak Regency Government's strategy for dealing with flood problems in Tualang Village, Tualang District, is being addressed through the Siak Regency BPBD in coordination with the Public Works Office Tarukim, Siak Regency, which starts with Service, Development and Empowerment. Flood problems in Tualang Village, Tualang District are caused by high rainfall and damage to drainage. Therefore, BPBD is a regional apparatus of Siak Regency which was formed in order to carry out its duties and functions in carrying out disaster management, including in flood prevention. The purpose of this study was to find out how the Strategy of the Siak Regency Government in Tualang Village, Tualang District in Flood Prevention and what are the inhibiting factors of the Siak Regency Government's Strategy in Tualang Village, Tualang District in Flood Prevention. This research uses a qualitative approach with descriptive methods. The location of this research was conducted in Tualang Village, Tualang District, and data collection techniques were carried out by interviews and documentation. The results of this study are that the Siak Regency Government already has a strategy for flood prevention in Tualang Village, Tualang District, although it is not yet optimal, from the service strategy it is found that the efforts of the Siak Regency Government through the Siak Regency BPBD in coordination with the Public Works Service such as conducting direct monitoring of the location of the affected area floods and trying to find solutions regarding flood prevention. Then the results of the research on the development strategy found that the Tarukim Public Works Office of the Siak Regency had built drainage and also maintained the Siak river flow to stop flooding. And then the results of the research from the empowerment strategy carried out by the Siak Regency BPBD to the people in Tualang District, especially Tualang Village, are socialization which is carried out 2 times a year regarding disaster management, one of which is flood prevention. As for the inhibiting factors of the Siak Regency Government Strategy in Tualang Village, Tualang District in Flood Prevention, namely the construction of settlements and shops that do not comply with regulations and a lack of public awareness in maintaining environmental cleanliness. Abstract

This research is motivated by the rapid development of Pekanbaru City which is accompanied by the wider need for housing. This raises new environmental problems, one of which is the reduction of water catchment land which results in runoff water flooding. Therefore, efforts are needed to absorb more water into the soil. As stated in Pekanbaru City Bylaw number 10 of 2006 concerning Water Resources and Infiltration Wells which contains the obligation to make infiltration wells. In this Bylaw, it is contained about controlling the obligation to make infiltration wells in Article 27 paragraph 1. This study aims to see how the process of controlling the obligation to make infiltration wells, especially in RTT buildings and shophouses in Bina Widya District by the Pekanbaru City PUPR Office. In this study, the author used qualitative research methods, which were conducted by interviews with related informants, observations, and documentation. The results of this study show that based on several steps in the control process, the Determination of Standards related to the obligation to make infiltration wells is contained in Pekanbaru City Bylaw number 10 of 2006 then stated in Perwako number 8 of 2007 concerning Technical Guidelines for Infiltration Wells. In the performance measurement indicators of controlling the obligation to make infiltration wells, the Pekanbaru City PUPR Office has not been optimally carried out, as can be seen from the lack of people who obey the creation of infiltration wells. Furthermore, comparing the actual performance with the standards, the performance of the PUPR Office is still not effective in implementing this Bylaw. And on the indicators of determining the need for corrective action, corrective actions in controlling the obligation to make infiltration wells can be carried out by socializing the obligation to make infiltration wells, improving the performance of implementers supervising the obligations to make infiltration wells, and providing sanctions and compensation by violators of the obligation to make infiltration wells.. Abstract

Digital-based public services are one of the efforts to overcome the limitations of direct public services as well as a solution in order to prevent the transmission of Covid-19, so that digital innovation is needed in public services to remain effective and efficient. This research was conducted to find out and describe the implementation of the Simple Program for Managing Population Administration (NASI UDUK) in optimizing services at the Department of Population and Civil Registration of Indragiri Hilir Regency in 2021. This research is a descriptive qualitative research. The data collection techniques in this study are using interviews, observation and documentation. This research analysis uses five indicators of public service innovation according to Rogers, namely: relative advantage, compability, complexity, triability and observability. The results of the study show that Optimizing Services Through the Simple Program for Managing Population Administration (NASI UDUK) in general has been going well and is acceptable to the community, but timeliness, socialization and how to use services are obstacles in implementing this innovation, so that this innovation cannot be said effective and efficient.
