Abstract

The COVID-19 outbreak has had a very broad impact on the social, economic and health sectors. Therefore, an effective policy model is urgently needed in handling COVID-19. This study seeks to explain how the policy model is in handling COVID-19 in Pekanbaru City. The research method used is a qualitative approach by collecting data through interviews and document searches. The results of this research indicate that there are four basic things in the policy model for handling COVID-19 in Pekanbaru, namely Prevention, Integration, Solidarity and Stimulus. The four approaches in the policy model for handling COVID-19 are carried out simultaneously, not only useful in minimizing the spread of COVID-19 but also useful in dealing with the impact of COVID-19.

Abstract

ABSTRACT Social rehabilitation services are one of the duties of the Pekanbaru City Social Service in increasing protection and social rehabilitation services for neglected children. The problem in this research is the lack of follow-up and handling from the Pekanbaru City Social Service for abandoned children so that there are still many abandoned children in Pekanbaru City who have not found their families. This study aims to describe and find out the inhibiting factors for the implementation of social rehabilitation services for neglected children by the Pekanbaru City Social Service in 2021. This study uses normative theory in the form of Minister of Social Affairs Regulation Number 4 of 2020 concerning basic social rehabilitation for neglected children. This type of research is descriptive qualitative in nature to describe and explain the implementation of social rehabilitation services for neglected children by the Pekanbaru City Social Service in 2021. The subject of this research is the Pekanbaru City Social Service which is responsible for social rehabilitation and child protection. Data collection methods used in this study were interviews and documentation. Data analysis was carried out by analyzing qualitative data by summarizing, categorizing and drawing conclusions. The results of this study are the stages of implementing social rehabilitation services for abandoned children carried out by the Pekanbaru City Social Service, which is an effort by the Pekanbaru City Government as a form of responsibility and concern for PPKS, including abandoned children, starting from the initial approach, assessment, intervention planning, intervention, evaluation, referral. , and the termination is in accordance with the implementation in the field which is also supported by the rules set by the Pekanbaru City Government, it's just that there are still some obstacles in its implementation. As for the implementation of public services, there are supporting factors that are sufficient to assist the implementation of social rehabilitation services, such as the available budget, professional employees and social workers, good cooperation with other relevant agencies, such as cooperation with the Civil Service Police Unit to raid and also search for children. -abandoned children who are still on the streets of Pekanbaru City and also a conducive environment. Social rehabilitation services have weaknesses in social service facilities and infrastructure and also a lack of quality human resources for social rehabilitation administrators for neglected children. Abstract

ABSTRACT The implementation of education in Indonesia in 2020 experienced enormous obstacles due to the outbreak of the Covid-19 disease, this caused a temporary cessation of the education process in Indonesia, while education is a major aspect of state life and is one of the rights of the Indonesian people. In accordance with the author's research, education at the Raudhatul Athfal (RA) level in Pekanbaru City, which is the author's research study, also experienced major obstacles in its implementation during the 2020 Covid-19 pandemic. For this reason, this study aims to analyze and find out the steps or strategies carried out by the Ministry of Religion of Pekanbaru City in the implementation of education at the Raudhatul Athfal (RA) level in Pekanbaru City, especially the Tampan District, which is a special study in the author's research. In this study the authors used Strategy Theory according to Mudrajad Kuncoro (2006), namely, two components in strategy. First; preparation of decisions made to achieve goals and second; implementation of decisions. The research method used in this research is qualitative research. This type of research is descriptive qualitative research. The research location is the Ministry of Religion of Pekanbaru City. The results of the research conducted were that there were many obstacles in the proces of Raudhatul Athfal (RA) education, especially the Tampan District, which became a red zone during the Covid-19 period in 2020. For this reason, various strategies were issued to overcome this so that education which is the right of Indonesian citizens remains goes well. For planning, the Ministry of Religion of Pekanbaru City follows the circulars and regulations handed down by the central government, after which deliberations are held by looking at the conditions of the designated zone areas. The implementation of the strategy is carried out by implementing the protocols and circulars that have been issued. This is stated in the SKB 4 of the Ministry and the study guide during the Covid-19 period. And from the analysis of its implementation, there are 4 solutions carried out in the covid-19 learning method which were permitted by the Ministry of Religion of Pekanbaru City. Abstract

In order to manage waste properly, the government has issued a policy on waste management with the issuance of Law Number 18 of 2008 concerning Implementation of Waste Management. To achieve Pangkalan Kerinci as the capital of Pelalawan Regency which is clean, healthy, comfortable, beautiful, and environmentally friendly, Pelalawan Regency Regional Regulation Number 7 of 2015 concerning Waste Management was issued as a follow-up to Law Number 18 of 2008. However, in implementing this policy, there are still problems, namely the irregular schedule of the operating garbage collection cars that transport waste from the waste source to the landfill resulting in the accumulation of waste . This study uses the capability theory of Kusumasari with the research method used is a qualitative method with a descriptive research type. The results of this study indicate that the capability of the Pelalawan Regency Environmental Service in transporting waste in Pangkalan Kerinci District in 2022 is still not optimal. There is only 1 indicator that is optimal, namely institutions that already have clear duties and functions based on applicable regulations. Meanwhile, the other 5 are inadequate human resources, human resources in waste transportation which ideally are 5 people, but there are only 4 people. Policy implementation in waste transportation that is not implemented properly, minimal financial conditions to buy additional garbage transportation fleets so that it runs optimally, technical waste transportation that is not optimal because it still leaves waste that cannot be transported all in one transport, and leadership that still needs new innovations in dealing with the issue of waste transportation to make it even better with the help of community participation in making waste transportation in Pangkalan Kerinci District more effective. Abstract

The spread of the Corona Virus has reached all major cities in Indonesia, including in Kampar District, precisely in Air Tiris Village. Covid-19 cases in Air Tiris Village in September 2020 were 58 people. And keep increasing every day. This triggers a decline in the community's economy from various sectors ranging from trade, investment, tourism and others. In public places such as the Air Tiris market there are still people who do not comply with health protocols such as not wearing masks. This causes the number of Covid patients to continue to increase. To deal with the spread of covid-19 in Kampar Regency, the Kampar Regent issued regulation Number 44 of 2020 concerning the health protocol for handling Covid-19. The purpose of this study was to determine the evaluation of the implementation of health protocol policies in the Air Tiris market, and to determine the supporting and inhibiting factors for the implementation of this policy. This research uses descriptive research with a qualitative approach located in Air Tiris Village. Primary data sources were obtained from interviews, secondary data sources were obtained from documents related to the research topic. Data collection techniques obtained through interviews and documentation. The data analysis technique used is qualitative data analysis. The results of the study show that the health protocol at the Air Tiris market is guided by Regent Regulation Number 44 of 2020 concerning the application of discipline and law enforcement of health protocols. Departing from this policy, the evaluation indicators discussed in this study include effectiveness, efficiency, alignment, accuracy, adequacy, and responsiveness. In implementing the health protocol policy, there are supporting factors, namely the participation of all relevant stakeholders, the community, ministries/agencies, the TNI/Polri. While the inhibiting factor is the level of community compliance that differs in carrying out the Covid-19 health protocol. Abstract

This study departs from empirical facts which show that the outbreak of COVID-19 transmission in Pekanbaru City has started to worry, including the highest category in Riau Province. Policies for handling COVID-19 have also been made to anticipate transmission of the virus through Large-Scale Social Restrictions (PSBB). Thus, this study is directed to answer a fundamental question, namely how is the implementation of large-scale social restriction policies in tackling COVID-19 in Pekanbaru. To answer this question, the theory of policy implementation put forward by Van Meter & Van Horn is used. This study uses a qualitative research method in which data collection is carried out by in-depth interviews and document searches. The findings of this study indicate that the implementation of the PSBB policy has not been able to reduce the transmission of the COVID-19 outbreak in Pekanbaru. Even though, in substance, the PSBB policy has regulated in detail regarding the handling of COVID-19 and budgetary resources as well as multi-actor involvement with communication and coordination in policy content. However, economic environmental factors have contributed to the failure to implement the COVID-19 countermeasures policy in Pekanbaru.

Abstract

Delima sub-district has the most cases of child violence in Pekanbaru City in 2022. Previously, this sub-district had formed a Community-Based Integrated Child Protection (PATBM) activist group, but acts of violence against children still continued to occur in the area. This research aims to find out how Community-Based Integrated Child Protection (PATBM) will be implemented in Delima Village in 2022 and the inhibiting factors that exist in implementing this policy. The research method used is Qualitative Research with a Descriptive Approach so that it can describe specific things with factual data obtained through interviews and documentation. In this research the author uses George Edward III's theory which suggests that there are 4 indicators that contribute to policy implementation, either directly or indirectly, and each of these indicators influences the other indicators. The results of this research indicate that the implementation of Community-Based Integrated Child Protection (PATBM) in Delima Subdistrict in 2022 is still not running optimally. This is based on the fact that 4 indicators that influence policy implementation have not been achieved, namely communication, such as socialization by the Delima Subdistrict PATBM group, has not been conveyed to all parties involved, especially the community and subdistricts. Resources such as people, budget and facilities are still insufficient to carry out various activities. The disposition of the PATBM of Delima Subdistrict has not shown its seriousness and consistency in implementing policies. Bureaucratic structures that have not been implemented and implemented well, such as socialization and training on the application of SOPs to the various parties involved. The inhibiting factors in implementing PATBM in Delima Subdistrict in 2022 are budget limitations, insufficient human resource capabilities and the absence of coordination with the Subdistrict authorities. Abstract

The implementation of the parking upt function in Pekanbaru in managing parking is contained in Mayor Regulation (Perwako) Number 138 of 2020 concerning Parking Management. The source of regional revenue in Pekanbaru City that is more likely to be developed at this time is parking levy revenue, because based on information from the Head of the Pekanbaru City Regional Revenue Service (Dispenda) that levy revenue in Pekanbaru City still really needs to be improved. Revenue from collecting parking fees to achieve the results targeted by the city government can be realized well. The theoretical concept used is that a one-sided public legal action is an action whose legal consequences arise directly as the government carries out the action without waiting for a reaction from the affected parties; Double-sided public legal acts: This double-sided public legal act has legal consequences that only arise after there is an agreement between the government and the affected parties. The type of research used in this research is descriptive research using a qualitative approach. Research that analyzes and produces data in the form of speech, writing and behavior from the people being observed. Based on the results of research on the actions of the Pekanbaru City Transportation Department government regarding parking management, it can be seen that the Pekanbaru City Transportation Department has been appointed as the agency that will manage parking based on Perwako Pekanbaru No. 132 of 2020. Determined as a Technical Implementation Unit that implements the financial management pattern of the Regional Public Service Agency (BLUD) based on the Decree of the Mayor of Pekanbaru Number 647 of 2019 concerning the establishment of a Parking Technical Implementation Unit at the Pekanbaru City Transportation Service, in addition to complying with the provisions of article 43 of the Regulation Minister of Home Affairs Number 79 of 2018 concerning Regional Public Service Bodies requires Minimum Service Standards for Parking Technical Implementation Units that implement the Financial Management Pattern of Regional Public Service Bodies. Abstract

The role of the village government in developing coffee village tourism in Nagari Koto Tuo, Sungai Tarab District, Tanah Datar Regency has the potential to be developed into a coffee village that will provide benefits to the local community. Nagari Koto Tuo has an increasing natural tourist attraction and has many coffee industries that are managed from generation to generation from ancestors so that it has unique coffee characteristics. A total of 177 coffee powder business trademarks are registered which makes Nagari Koto Tuo a coffee powder producing village. However, it has not yet achieved maximum results such as the incomplete tourism facilities such as the unavailability of rest areas (places) for visiting tourists. This study aims to determine how the role of the Koto Tuo Nagari Government in developing coffee village tourism. The method used in this research is a qualitative method using a descriptive approach. The theory used in this study uses the theory of Titana and Gayatri (2005) which has 3 indicator components, namely motivator, facilitator and dynamizer. The results of the study state that the role of the Government of Nagari Koto Tuo, Sungai Tarab District, Tanah Datar Regency is still not going well in the development of Nagari Koto Tuo coffee village tourism in accordance with the indicators set by the research. The inhibiting factor is human resources (HR) who still lack awareness or are still not working with the government. Keywords: Role, Nagari Government, Development

Abstract

Human Immunodeficiency Virus (HIV) is a type of virus that attacks/infects white blood cells which causes a decrease in human immunity due to immune deficiency. In 2022, the number of HIV cases in Pekanbaru City will experience a spike with 255 cases. Handling the health sector is one of the mandatory matters related to basic services for the city government. The aim of this research is to determine the strategy of the Pekanbaru City Health Service in preventing Human Immunodeficiency Virus (HIV) disease in Pekanbaru City. This research uses a qualitative approach. The types of data are primary data and secondary data, primary data is obtained directly from informants. Meanwhile, secondary data is data that supports or strengthens primary data. Data collection techniques use interviews and documentation studies. And data analysis uses data reduction, data presentation, and drawing conclusions. The research results show the strategy implemented by the Pekanbaru City Health Service. First, a preventive strategy to prevent the spread of HIV by providing outreach, mother-to-child prevention, HIV testing and counseling services. Second, innovative HIV prevention strategies in the form of new innovations carried out by the Limapuluh Community Health Center, namely the GOCAP clinic (Voluntary Counseling Test Anti-Difference Movement) and Extra Time services.
