Abstract

As a policy, Palu City Regulation No.6 of 2012 concerning Control of Livestock is a political product that departs from the aspirations of the community regarding the problem of livestock roaming which is almost out of control, resulting in various kinds of losses in the community such as traffic accidents, livestock dung in the streets and environmental aesthetic disorders. With the existence of the Perda, it is expected to be able to curb and provide security for all communities and the environment of the City of Palu. The purpose of this study is to measure the success of policy enforcement related to the control of livestock in the city of Palu. The foundation of model theory is Evaluation by William N Dunn (2009: 537) with indicators of effectiveness, efficiency, adequacy, alignment, responsiveness, and accuracy. The method of this research is descriptive with the type of qualitative research that seeks to explain something that is targeted in detail or in depth, as well as collecting data and materials through observation, document review, and interviews with a total of 7 (seven) informants. Data analysis techniques use Interactive models Miles, Huberman and Saldana (2014). Based on the results of the study, the implementation of the policing policy for livestock in Palu City, which was evaluated through indicators of effectiveness, efficiency, adequacy, responsiveness, and accuracy, had not been carried out optimally, except that the alignment indicators had gone well. This is due to the lack of firmness from the implementor as well as the lack of public awareness in enforcing local regulations concerning the control of livestock, so that until now the problems related to livestock roaming in Palu City have not yet been resolved.
