Abstract

This study focuses on analyzing the implementation of the marriage confirmation program in Syamtalira Bayu District, North Aceh Regency. The main problems identified are related to financial resource constraints and the lack of effective communication between program implementers and the community in the success of the program. The main theory used is the public policy implementation theory of George C. Edward III, which emphasizes the importance of resources, communication, cooperation, and implementer disposition in the sustainability and success of a policy. This research methodology uses a qualitative approach with data collection techniques through in-depth interviews, observations, and document studies with relevant sources, such as the Sharia Court, the Islamic Sharia Office, and the District Office of Religious Affairs (KUA). The results show that the success of the marriage confirmation program is greatly influenced by the availability of stable and transparent funds from the government, the positive disposition of implementing officers, and effective communication between agencies. In addition, good resource management and cross-institutional collaboration are key supporting factors.

Abstract

The purpose of this study is to determine the implementation of the implementation of tahfiz Qur'an learning, the strategies of TQ-MD teachers in improving the quality of memorization, and the supporting and inhibiting factors of TQ-MD teachers in improving the quality of memorization of the Qur'an of MTs Mu'allimin UNIVA Medan students. This study uses qualitative research methods. The data collection methods used are observation, interviews, and documentation. Data analysis techniques are data reduction, data presentation, and conclusion drawing. The sources of informant data for researchers are the principal of MTs Mu'allimin UNIVA Medan, the vice principal for curriculum, the 9th grade tahfiz coordinator, the tahfiz teacher of the TQ MD program, and several 9th grade TQ MD students. The results of this study indicate 1) the implementation of tahfiz qur'an learning in class 9 TQ-MD is carried out in a structured manner, the implementation is carried out with routine tasmi' activities by applying several variations of methods. 2) TQ MD teacher strategies in improving the quality of students' memorization of the Qur'an are by applying repetition methods (tikrar), routine tasmi' deposits, structured muroja'ah, variations in methods such as halaqah, talaqqi, and memorizing with translation, providing motivation and periodic evaluation, paying attention to time discipline, the existence of rewards and punishments, and collaboration with parents of students. 3) Supporting factors for TQ-MD teachers in improving the quality of students' Al-Qur'an memorization are high student motivation, support from students' parents, a conducive school environment and adequate facilities, and a structured TQ-MD program. Abstract

The problem in this study is the suboptimal empowerment of female melinjo emping artisans in Gampong Kandang, Kembang Tanjong District, Pidie Regency, which is characterized by limited access to capital, the use of traditional production technology, and marketing that is still dependent on collectors, resulting in low welfare improvements for female artisans. The focus of this study is directed at the empowerment of female melinjo emping artisans based on Hasdiansyah's community empowerment theory which includes the dimensions of education and training, access to capital, infrastructure, and entrepreneurship promotion, as well as obstacles faced in the empowerment process. This study aims to analyze the empowerment of female melinjo emping artisans in improving welfare and identify obstacles faced in its implementation. The research method used is descriptive qualitative with data collection techniques through observation, in-depth interviews, and documentation, with informants consisting of village government officials, related agencies, community leaders, and female artisans. The results of the study indicate that the empowerment of female melinjo emping artisans has been ongoing but is not optimal, which is characterized by unsustainable training and guidance, limited access to capital, inadequate production facilities, and product marketing that has not developed due to limited use of information technology. Key obstacles include limited knowledge, dominant domestic roles, low institutional participation, and unequal economic access. Therefore, women's empowerment requires a structured, planned, and sustainable approach through government support in providing access to capital, advanced training, strengthening business group institutions, and enhancing digital marketing to increase economic independence and family well-being.
