Abstract

The study analysis the role of the Armed Forces in MOOTW in managing natural disasters in a country effectively. The method utilized is the diary research method that involved analysis of creditable documents, media reports and internet reports on the role the military played in assisting government in addressing disasters. The results indicated that there are climates change threats in form of natural disasters affecting the globe of recent. Hence, it was recommended that national government could involve their Armed Forces in managing the natural disasters under the umbrella of MOOTW. The Armed Forces should operate to aid the governmental agencies responsible for the management of natural disasters in the country. This could assist to bring succour to the victims of the disasters and as well enhance the government profile among its citizens. It concludes by assessing the role Armed Forces could played in support to disasters management by operating under the MOOTW to assists the disasters agencies to bring succour to the victims. It then discussed the type of units that could be employed by the various Services of the Armed Forces and dwelled on the inter-agencies’ cooperation for smooth conduct of the operations in aid to disasters victims. Finally, it was view that the use of the Armed Force under MOOTW in managing natural disasters would be a welcome development if all nations decided to incorporates the military in disasters management plan. Hence, nations should consider employing part of its Armed Forces in future disaster management issue that could threaten the citizens of the nation

Abstract

National Defense is the function of the state government in dealing with threats from abroad to uphold the sovereignty, safety, and integrity of the Unitary State of the Republic of Indonesia. Responding to global dynamics, it is necessary to have a professional defense and security sector institution and apply the principles of good governance following the ideal function of government. Government functions in defense and security are managed in ideal defense management. The management regulates all potential defenses to face all threats with the principles of good governance (GG, in realizing the ideal defense management in the face of global dynamics is to improve the quality of cyber security institutions, TNI-Polri, and provide broad access for the community to become part of the defense system). from security and defense actors as reserve components. Therefore, it is necessary to increase the implementation of security and defense based on people-centered security and good governance and policies that focus on developing the professionalism of government institutions in the defense and security sector. Abstract

Peran strategis Indonesia di kawasan diperebutkan dengan munculnya kemampuan China untuk meningkatkan kapabilitas materialnya dan munculnya AUKUS. Abstract

Today, social media is the most powerful tool for exchanging information. The percentage of people using the Internet is increasing according to the We Are Social study from January 2021. The participation of the younger generation brings new perspectives, fresh ideas, and enthusiasm that can revive democracy. Through their political participation, young people can help build a more inclusive and sustainable society. The ease of access to information through social media shows that there is a process of democratization through the fulfillment of human rights. However, if freedom of expression is not accompanied by tolerance and individualism, it will create a crime that can threaten the defense of the Indonesian nation. The purpose of writing this journal is to find out the role of social media in political participation and the positive-negative impacts of social media on the political participation of Indonesia's young generation in defense management. This research uses a qualitative approach that uses language for cases and contexts, examines social processes and cases in their social context, and looks at the interpretation or creation of meaning in certain settings. For the millennial generation, social media is considered of presenting a new way of communicating. Social media is starting to be used intensively in political aspects by having a more specific context. In public, social media is used as a new medium to express political participation, while for politicians themselves social media is a new means of establishing communication, building interaction, and disseminating political information. The role of social media in political participation is very large and everything can be achieved easily through social media. However, behind the large positive impact of social media on participation in politics, there are also negative impacts that are no less large and can even backfire on the political participants themselves.

Abstract

As the president of G-20 in 2022, Indonesia held the Summit of 19 countries plus one region, representing 80% of the world's GDP, 75% of global exports, and 60% of the global population. Indonesia's interests in G-20 Bali were on strategic and direct appeal. The strategic benefits were (a) taking G 20 as a strategic forum to discuss global issues: global health, financial stability, and climate change, (b) showcasing Indonesia's economic recovery efforts during the Covid-19 pandemic, and (c) showcasing Indonesia's role as a meeting leader that will support the formation of global policies. The immediate benefits were (a) an increase in foreign exchange from delegation visits to Indonesia, (b) a revival of the hospitality sector, (c) support for the increase in domestic consumption, (d) optimising the role of MSMEs, and (e) increase employment absorption. Using the defence diplomacy lens instrument, the research found that the Summit has reached a profound performance, as the total commission is reaching 3,89 from 4.00. The economic interest of the nation has been delivered at the score of 3.66, which means the level of defence diplomacy has almost reached the 4th level –the regulator—which puts Indonesia as a very high-impact country. The political interest was delivered at the score of 2.00, which means the performance level was facilitator, the ow impact country. The general interest was shown at a 3.00 score, which means the negotiator, which means that Indonesia might have been a high-impact country.

Abstract

The strategic values of the South China Sea trigger consequences, which are the emergence of multiple claims to the sovereignty of the area to exploit the strategic values ​​for the national interest. The claims thus construct complex issues in the South China Sea, which involve China’s assertiveness and the internationalization of the South China Sea circumstance, which makes the situation in the region unconducive and hinders the resolution process. The Association of Southeast Asian Nations (ASEAN) must also deal with different views among several member countries regarding the South China Sea dispute. With a security community formed through the ASEAN Political Security Community, ASEAN must be a platform for its member countries to develop and implement strategies to realize common interests, namely order and security. This research explains the potential strategies ASEAN can carry out in solving problems in the South China Sea. This research used qualitative methods, descriptive analysis, and regional security complex theory. This research finds that the strategy that ASEAN can potentially use is to accelerate the formulation of the Code of Conduct (CoC), restore ASEAN identity, and form the ASEAN Navy and the ASEAN Maritime Identification Zone (ASEAN MIZ); thus, ASEAN can comprehensively fulfill a conducive, peaceful, and secure water area. Keywords: ASEAN, stability and security, sovereignty, South China Sea, maritime security, common interests, strategy   Nilai strategis yang dimiliki Laut Tiongkok Selatan membawa konsekuensi berupa munculnya klaim tumpang tindih terhadap kedaulatan area tersebut untuk dapat memanfaatkan nilai strategis yang ada demi kepentingan nasional tertentu. Hal ini menimbulkan permasalahan kompleks di Laut Tiongkok Selatan, yang bukan hanya melibatkan asertivitas Tiongkok, tetapi juga Association of Southeast Asian Nations (ASEAN) yang menghadapi perbedaan pandangan di antara beberapa negara anggota yang membuat situasi di wilayah tersebut semakin tidak kondusif dan menghambat proses penyelesaiannya. Dengan komunitas keamanan yang terbentuk melalui ASEAN Political Security Community, ASEAN harus menjadi wadah bagi negara-negara anggotanya untuk menyusun dan melaksanakan strategi yang dapat mewujudkan kepentingan bersama, yaitu keteraturan dan keamanan. Penelitian ini menjelaskan strategi yang dapat dilakukan ASEAN dalam menghadapi dan menyelesaikan permasalahan di Laut Tiongkok Selatan. Penelitian ini dilaksanakan menggunakan metode kualitatif dan analisis deskriptif serta teori Regional Security Complex. Penelitian ini menemukan bahwa strategi yang dapat dimanfaatkan oleh ASEAN adalah mempercepat perumusan Code of Conduct (CoC), mengembalikan identitas ASEAN, dan membentuk ASEAN Navy serta ASEAN Maritime Identification Zone (ASEAN MIZ), sehingga ASEAN secara menyeluruh dapat mewujudkan wilayah perairan yang kondusif, damai, dan aman. Abstract

The Covid-19 pandemic that hit globally at the end of 2019 had a significant impact on the Indonesian economy. The PSBB (Large-Scale Social Restrictions) policy enacted at that time caused various economic problems such as increasing commodity prices in the market and increasing unemployment due to layoffs (Termination of Employment) which occurred due to the declining economic growth rate. This research uses a qualitative approach that aims to identify how the economic impact of the post-Covid-19 pandemic in Indonesia and outline how appropriate state defense efforts for the millennial generation to face economic threats as non-military threats that affect national resilience. The results of this study confirm that the concept of state defense efforts must be implemented gradually and continuously in order to instill awareness of state defense in the younger generation. This approach can be done through various channels, both through formal and non-formal education. Promoting the concept of universal defense by involving all potential national resources is key in strengthening national character building. This is done by fostering awareness and state defense skills for every Indonesian citizen, so that they are ready to become part of the human resources that defend the country. Moreover, this approach also strengthens national identity that is rooted in personality and culture based on the values of Pancasila. Given the impact of the Covid-19 pandemic on Indonesia's economy, including rising prices of basic necessities, high unemployment rates, and declining investment, it is important that we raise state defense awareness and educate Millennials about their role in maintaining the country's resilience.

Abstract

Effective governance is a cornerstone of any modern nation's strength and security. This paper conducts a comprehensive analysis of the role of the reserve army in strengthening national defense, within the framework of good governance principles. The reserve army, a vital component of a country's defense strategy, represents a proactive and cost-efficient means of augmenting the regular armed forces during times of crisis. Through a lens of good governance, this study examines the organizational, strategic, and ethical dimensions of the reserve army's contribution to national defense.The analysis begins by exploring the concept of good governance, highlighting its significance in ensuring transparency, accountability, and citizen participation in defense policies. Drawing on case studies from various nations, the paper investigates how effective governance practices can positively influence the recruitment, training, and deployment of reserve forces. Special attention is given to mechanisms that promote equitable representation, inclusivity, and adherence to human rights standards within the reserve army framework.Furthermore, the study delves into the strategic alignment between the reserve army and the overall national defense strategy. It examines how coherent planning, integrated communication, and joint exercises between regular and reserve forces can enhance the overall preparedness and responsiveness of a nation's defense apparatus. The role of technology and innovation in optimizing the reserve army's effectiveness is also explored, emphasizing the importance of well-governed resource allocation and technological integration. In conclusion, this paper underscores the critical role of good governance in maximizing the potential of the reserve army to strengthen national defense. By aligning recruitment practices, strategic planning, and ethical considerations with principles of effective governance, a nation can build a resilient, adaptable, and citizen-oriented reserve force that significantly contributes to its overall security. The findings of this analysis provide valuable insights for policymakers, military planners, and scholars seeking to enhance the role of the reserve army within a framework of sound governance practices

Abstract

Indonesia dan Madagaskar merupakan dua negara yang memiliki hubungan dekat sepanjang sejarah dan geografi. Namun, kerja sama ini masih terbelakang meskipun terdapat kedekatan. Lebih lanjut, Indonesia dan Madagaskar menyatakan kesediaannya untuk lebih meningkatkan kerja sama keamanan maritim sebagai negara kepulauan dan bagian terpadu dari Samudera Hindia. Pertanyaan yang penulis ajukan adalah Bagaimana Indonesia dan Madagaskar dapat lebih mengembangkan kerja sama bidang maritim guna melindungi kepentingan nasional masing-masing? Tulisan ini bertujuan untuk menunjukkan bahwa Indonesia dan Madagaskar dapat memanfaatkan keamanan maritim dengan meningkatkan kerja sama bilateral mereka. Untuk memahami pertanyaan sentral tersebut, penulis melakukan penelitian dengan desain kualitatif melalui konsep Middle power diplomacy dalam konteks keamanan maritim yang menegaskan kebaruannya. Hasil yang peneliti simpulkan adalah kepemimpinan Indonesia di tingkat nasional, regional dan internasional cukup dapat diandalkan untuk meningkatkan keamanan maritimnya dengan Madagaskar. Selain itu, CBM dan peningkatan kapasitas memainkan peran besar untuk mencapai efektifitas kerja sama ini.

Abstract

The Indo-Pacific region is experiencing quite sharp conflicts. The power rivalry between these two countries also dragged Indonesia into Thucydides' trap because they joined an alliance with the aim of regional cooperation. This research aims to analyze the tendencies and projections of various aspects of the US vs China towards Indonesia in determining strategic leadership decisions 5.0. The method used is a dynamic system using 2018 time series data and projections up to 2050. The variables used by the Loewy Institute are Economic Relations, Defense Network, Diplomatic Influence, Cultural Influence, Economic Capability, Military Capability, Resilience, and Future Resources. The research results show that the model and tendencies of the US vs China rivalry are influenced by several factors. From 2018 to 2050, it is known that the US vs China rivalry shows fluctuating conditions. Novelty in this research includes 8 scenarios from (1) economic relations such as enhancing multilateral diplomacy and dialogue, promoting regional economic and security cooperation, (2)Defense Network such as strengthening economic, political, and security relations, (3)Diplomatic Influence such as diplomatic approach and regional cooperation, (4)Cultural Influence utilizing US cultural influence to strengthen diplomacy and international cooperation, (5)Economic Capability such as Indonesia can be an effective mediator between the US and China, (6)Military Capability such as strategic leadership 5.0 relies on diplomacy and coalitions, (7)Resiliance and (8)Future Resources such as effective mediator and promotes bilateral and multilateral cooperation. In conclusion, the US vs China rivalry will experience fluctuating developments.
