Abstract

This study evaluates the role of the Legal Documentation and Information Network (JDIH) at the Bengkulu Kemenkumham Regional Office in increasing access to legal information for the public. Access to transparent and easily accessible legal information is essential to increase legal awareness and public participation in the policy process. Using a qualitative descriptive approach, this study examines how JDIH functions as a legal information center and the factors that influence its effectiveness. Data were collected through in-depth interviews with JDIH managers, Regional Office employees, and service users, as well as observations of the legal document management system. The results of the study indicate that JDIH has provided complete, systematic, and online access to legal information. The public can obtain laws and regulations, legal monographs, and free legal consultation services that help them understand applicable laws. In addition, regular updates of legal information also increase the benefits of JDIH for users. However, challenges are still found, such as limited competent human resources, inadequate technological infrastructure, and low accessibility of information for people in remote areas with limited internet access. The level of JDIH utilization is also still relatively low due to the lack of socialization of services to the public. To improve its effectiveness, training is needed for managers, strengthening of technological infrastructure, and wider socialization so that this service is better known. In addition, there needs to be policy support that strengthens the management and distribution of legal information. Collaboration with educational institutions, local governments, and civil society organizations can also expand the reach of information and increase efficiency in the dissemination of legal information. With these steps, JDIH is expected to further contribute to increasing the transparency of legal information and strengthening public participation in legal development in Indonesia.

Abstract

Background: State Elementary School 5 Bengkulu City, as a formal educational institution that has achieved A accreditation, requires a comprehensive evaluation of its library organization based on the National Standard for Elementary School/Madrasah Ibtidaiyah Libraries. Purpose: This research aims to analyze the implementation of six components of the national library standard, which include: collection standard, facilities and infrastructure standard, library staff standard, service standard, organization standard, and management standard at State Elementary School 5 Bengkulu City. Methods: This study employed a qualitative method with a case study approach. Data were collected through interview, observation, and documentation techniques. Data analysis was conducted through data reduction, data display, and conclusion drawing. Results: The research findings indicate that the library of State Elementary School 5 Bengkulu City is not yet fully compliant with the National Standard for Elementary School/Madrasah Ibtidaiyah Libraries. Of the six standards, only a few components approached [or: partially met] the established provisions. Sub-standards that were met include: minimum collection size, library area, number of library staff, vision and mission, mandatory reading program, and service reporting. Sub-standards not yet met include: advanced collection [or: further collection development, supplementary collection], facilities and infrastructure, reference and literacy services, professional staff, National Library Number (NPP) [Nomor Pokok Perpustakaan; could also be rendered as Principal Library Number or Library Identification Number], and library budget. This research concludes that the implementation of the National Standard for Elementary School/Madrasah Ibtidaiyah Libraries at SDN 5 Bengkulu City is not yet fully optimal. The library needs to address [or: improve] the library standards that have not yet been met to fully comply with the National Standard for Elementary School/Madrasah Ibtidaiyah Libraries for sustainable accreditation.

Abstract

Background: The Bengkulu Province Library and Archives, as a public library, needs to continuously evaluate its services to ensure quality and enhance user satisfaction.Purpose: This study aims to assess the quality of services at the Bengkulu Province Library and Archives using the LibQual framework.Methods: A quantitative approach was employed with 91 respondents selected through purposive sampling. Data were collected using structured questionnaires and analyzed based on the three LibQual dimensions: Affect of Service, Information Control, and Library as Place.Results: The findings show that users are generally satisfied with the Affect of Service and Library as Place dimensions, as indicated by positive adequacy gaps. However, reliability in service delivery remains a critical weakness that may reduce user trust and loyalty. Furthermore, the Information Control dimension received lower ratings, particularly regarding equipment in the library, timeliness in locating required collections, and the limited availability of relevant materials. Inadequate information content coverage and limited technological facilities highlight the urgency of expanding digital collections and upgrading equipment to better align with user expectations.Conclusions: Overall, users perceive the library’s services as fairly satisfactory, but improvements are needed in strengthening information control, especially in enhancing staff efficiency and ensuring the availability of relevant resources. These findings highlight the importance of improving services, information access, and technological facilities to strengthen user satisfaction and loyalty.

Abstract

This study explores the role of mobile library initiatives in promoting a reading culture in remote and underserved areas. Limited access to educational resources, infrastructure, and books has long posed a challenge to literacy development in rural communities. In response, mobile libraries have emerged as a grassroots solution, bringing books and literacy programs directly to isolated populations. Using a qualitative descriptive approach, data were collected through interviews, focus group discussions, and observations in several remote villages served by mobile libraries. The findings indicate that mobile libraries significantly enhance access to reading materials, improve reading behavior among children and youth, and foster community engagement in literacy activities. Additionally, the study highlights the importance of local participation and identifies key challenges, such as sustainability, funding, and logistical constraints. Despite these obstacles, mobile library initiatives demonstrate a positive impact on educational equity and literacy development. The study concludes that with adequate support and strategic collaboration, mobile libraries have the potential to become sustainable instruments for empowering marginalized communities through reading.

Abstract

This study examines the implementation of an artificial intelligence (AI)–based information retrieval system at the University of North Sumatra (USU) Library. The research aims to describe how the system has been applied, particularly in supporting electronic journal searches. A descriptive qualitative approach was used, with data collected through observations, interviews, and document analysis. Six informants participated in the study, including the head librarian, librarians, lecturers, and students. The findings show that the AI chatbot is capable of interpreting user search intent through Natural Language Processing (NLP), processing queries intelligently, and providing fast, relevant, and detailed results from 18 electronic journal databases subscribed to by the USU Library. Users reported substantial time savings and greater convenience in obtaining accurate academic references. Overall, the introduction of AI has contributed positively to the quality of information services, although challenges remain in areas such as infrastructure, staff training, and digital collection development. The study concludes that AI-based information retrieval represents a strategic innovation for enhancing library services, enabling them to become more adaptive, efficient, and responsive in the digital era.

Abstract

Digital libraries are undergoing a significant transformation with cloud computing adoption increasing by 300% in the last decade. Although global investment is set to reach $18.5 billion by 2023, there is still a gap in comprehensive studies on global publication trends and international research collaborations. This study is relevant considering the disruption of the COVID-19 pandemic that has accelerated the digital transformation of libraries globally. This study aims to analyze the development of scientific literature on cloud computing implementation in libraries, identify patterns of research collaboration, map the evolution of the topic over the last two decades, and evaluate the dynamic relationship between cloud technology developments and library system transformation. Bibliometric analysis was conducted on 375 documents from the Scopus database (2009-2025) using Bibliometrix software in R. Data extraction included information on authors, affiliations, year of publication, keywords, and citations using a search string combining the terms digital libraries and cloud technologies. The analysis used the Bibliometrix and Biblioshiny packages, with the validity of the method confirmed through comparison with similar bibliometric studies. The analysis shows two major waves of academic interest: 2013-2015 and 2019-2021, with dominant contributions from researchers from the Asian region, especially China. Research is evolving from a focus on basic computing and simulation to the integration of intelligent and collaborative technologies. Current topics include artificial intelligence, IoT, smart libraries, and data privacy, with “digital libraries” as a central keyword, closely linked to “cloud computing” and “information systems”. The evolution of digital library management systems shows a shift from on-premises-based systems to connected ecosystems that leverage cloud technologies, AI, and data analytics. Research is interdisciplinary, involving library science, information technology, and engineering. There are opportunities for international collaboration to expand the implementation of these technologies in developing countries and bridge the global digital divide.

Abstract

Penelitian ini bertujuan untuk menganalisis efektivitas komunikasi interpersonal antara pustakawan dan pemustaka di layanan sirkulasi UPT Perpustakaan UIN Fatmawati Sukarno Bengkulu. Penelitian menggunakan pendekatan kualitatif dengan metode observasi dan wawancara. Hasil penelitian menunjukkan bahwa komunikasi interpersonal memiliki lima dimensi utama: keterbukaan, empati, sikap mendukung, sikap positif, dan kesetaraan. Pustakawan secara umum telah menunjukkan sikap keterbukaan dalam memberikan informasi dan solusi, empati terhadap kebutuhan pemustaka, serta sikap mendukung melalui fleksibilitas layanan. Sikap positif dan kesetaraan juga dirasakan pemustaka, meskipun beberapa kendala komunikasi masih perlu ditingkatkan. Temuan ini menegaskan bahwa komunikasi interpersonal yang baik berkontribusi pada kualitas layanan perpustakaan, kepuasan pemustaka, dan penguatan citra perpustakaan. Penelitian ini merekomendasikan pengembangan keterampilan komunikasi pustakawan untuk meningkatkan pengalaman pemustaka di layanan sirkulasi.

Abstract

Perpustakaan adalah institusi yang mengelola koleksi berupa karya tulis, karya cetak, dan karya rekam yang dikelola secara profesional guna memenuhi kebutuhan pendidikan, penelitian bahan pustaka, dan sarana rekreasi pemustaka. Perpustakaan yang baik adalah perpustakaan yang merawat dan menjaga bahan pustaka supaya informasi yang terkandung di dalamnya dapat terjaga dengan baik dan dapat dimanfaatkan dalam jangka panjang, kegiatan pemeliharaan ini biasa kita sebut dengan preservasi bahan pustaka. Tujuan penelitian ini adalah untuk mengetahui kegiatan preservasi bahan pustaka di Universitas Dr. Hazairin, SH. Metode yang digunakan untuk penelitian preservasi bahan pustaka ini menggunakan penelitian kualitatif dan pengamatan deskriptif yang mana penulis melakukan pengamatan langsung dan melakukan wawancara kepada informan yang ditemui di Universitas Prof. Dr. Hazairin, SH. Dari penelitian yang dilakukan didapatkan hasil bahwa Perpustakaan Universitas Prof. Dr. Hazairin, SH telah melakukan Preservasi bahan pustaka tetapi belum maksimal dan tindakan Preservasi bahan pustaka di Universitas Dr. Hazairin, SH masih dilakukan dengan cara konvensional. Terdapat beberapa kendala dalam penangannya, salah satunya dari faktor anggaran dan sumber daya manusia yang belum mumpuni. Kegiatan preservasi dan pelestarian bahan pustaka dibutuhkan kerja sama antara pustakawan dan pemustaka agar dapat berjalan dengan semestinya

Abstract

This study aims to analyze the role of local wisdom corner services in preserving Batak culture at the University of North Sumatra (USU) Library. The research method used is qualitative with a case study approach through interviews, observations, documentation and literature review. The results of the study indicate that cultural preservation is carried out through collection management, distribution, physical preservation of library materials of Batak cultural collections and even efforts to digitize the collection. The process of preserving Batak cultural knowledge is carried out through six stages, namely identification, validation, documentation, storage, transfer, and dissemination. The preserved cultural collections reflect the cultural dimensions according to Hofstede, which include symbols, figures, rituals, and values. However, there are several obstacles that cause this service to be less than optimal, such as limited collections, lack of collaboration, the absence of SOPs and the lack of cultural programs or promotions. This study confirms that local wisdom corner services can be a model for university library-based cultural preservation that not only functions as a collection provider, but also as a manager and disseminator of indigenous knowledge. Therefore, policy support, collaboration with cultural institutions, and sustainable service development are needed so that cultural preservation can run more optimally.

Abstract

Minangkabau songket not only functions as traditional clothing but also as a container of local knowledge that represents symbolic meaning, philosophical values, and the collective outlook on life of the Minangkabau people. This study explores indigenous knowledge in songket motifs and the preservation strategies of the Adityawarman Museum. A qualitative method was applied using two approaches: Peirce's semiotics to analyze indigenous knowledge and a case study for preservation at the museum. Data were collected through interviews, non-participatory observation, and documentation, with museum curators purposively selected as informants. Data were analyzed using the Miles & Huberman interactive model and interpreted through Peirce's semiotics. The results show that the motifs on Minangkabau songket cloth, including the Pucuak Rabuang, Itiak Pulang Patang, Kaluak Paku, Saluak Laka, and Barantai motifs, reflect philosophical values, collective identity, and ethics embedded in Minangkabau culture. The process of preserving local wisdom carried out by the Adityawarman Museum of West Sumatra through six integrated stages of introduction, validation, documentation, storage, transfer, and dissemination, with the support of community participation and the use of digital technology. The conclusion in this study shows that the traditional knowledge of Minangkabau songket represents Minangkabau cultural knowledge that can be passed down from generation to generation through the meaning contained in each motif and the Adityawarman Museum plays an important role in preserving the original knowledge of Minangkabau songket. Theoretical contributions include expanding cultural semiotics and strengthening perspectives on indigenous knowledge preservation, offering novelty in the study of the relationship between symbols, culture, and local knowledge preservation.
