Abstract

AbstrakCiri paling mendasar dari sebuah demokrasi adalah adanya hak pilih yang transparan dan demokratis secara universal. Seiring waktu, pelaksanaan pemilihan umum harus dipantau. Penting untuk membahas masalah penggunaan teknologi informasi dalam melakukan pemilihan umum, karena hampir setiap negara modern telah memakai teknologi informasi dalam pelaksanaan pemilu untuk mencapai pemilihan yang berkualitas. Oleh karena itu, teknologi informasi harus digunakan untuk mendukung fungsi pengawasan dalam penyelenggaraan pemilu umum. Penelitian ini menggunakan metode yuridis normatif dengan menggunakan teknik pengumpulan data sekunder melalui penelusuran pustaka, menelaah bahan-bahan yang diambil dari literatur yaitu undang-undang, jurnal, buku dan berita online. Tujuan dari penelitian ini adalah untuk mendorong optimalisasi pemantauan pemilu umum dengan menggunakan teknologi informasi. Penggunaan teknologi informasi dalam pemilu umum menjadi isu penting, terutama terkait pengawasan. Penyelenggaraan pemilu legislatif di era kemajuan teknologi informasi yang berkembang saat ini diperlukan sumber daya manusia yang profesional dalam hal untuk mempermudah kinerja penyelenggara pemilu umum dan meminimalisir kesalahan data baik di tingkat daerah maupun pusat. Proses pengawasan pemilu saat ini sudah berjalan baik, namun karena keterbatasan sumber daya manusia, jangkauan yang luas dari lembaga pemantau pemilu, berbagai upaya kecurangan, dan kurangnya sosialisasi yang optimal dalam penggunaan dan pemantauan teknologi informasi hal tersebut menjadi merupakan kelemahan dalam pengawasan.Kata Kunci: Pemilihan Umum, Pengawasan, Teknologi Informasi AbstractThe most fundamental feature of a democracy is the existence of universally transparent and democratic suffrage. Over time, the conduct of elections should be monitored. It is necessary to discuss the issue of using information technology in conducting elections, because almost every modern country has used information technology in the conduct of elections to achieve quality elections. Therefore, information technology must be used to support supervisory functions in the holding of general elections. This research uses normative juridical methods by using secondary data collection techniques through literature searches, examining materials taken from literature, namely laws, journals, books and online news. The purpose of this study is to encourage the optimization of general election monitoring using information technology. The use of information technology in general elections is an important issue, especially related to supervision. The implementation of legislative elections in the era of advances in information technology that is developing today requires professional human resources in terms of facilitating the performance of general election organizers and minimizing data errors both at the regional and central levels. The election supervision process is currently running well, but due to limited human resources, the wide reach of election monitoring agencies, various fraud efforts, and the lack of optimal socialization in the use and monitoring of information technology, these are weaknesses in supervision.Keywords: Elections, Surveillance, Information Technology

Abstract

Hak anak atas pangan yang aman dan sehat merupakan fondasi esensial bagi tumbuh kembang optimal, dijamin oleh instrumen hukum internasional dan nasional. Program Makan Bergizi Gratis (MBG) hadir sebagai inisiatif penting, namun potensi insiden keracunan makanan menyoroti celah dalam penjaminan hak ini dan memunculkan isu krusial mengenai tanggung jawab negara. Metode Penelitian yang digunakan adalah penelitian kualitatif dengan menggunakan pendekatan analisis yuridis untuk memahami penegakan hak anak atas makanan aman dan sehat dalam Program MBG, dengan studi kasus insiden keracunan ditinjau dari tanggung jawab negara. Data primer dikumpulkan melalui wawancara mendalam. Data sekunder berupa peraturan perundang-undangan relevan. Hasil penelitian menunjukkan bahwa kerangka hukum Indonesia telah menyediakan landasan normatif yang kuat bagi hak ini. Namun, implementasinya masih menghadapi tantangan signifikan dalam pengawasan, alokasi sumber daya, dan kapasitas teknis, yang meningkatkan risiko keracunan. Pertanggungjawaban negara dapat diuraikan secara administrasi, perdata, dan pidana, tetapi perwujudannya terhambat oleh kompleksitas birokrasi, kurangnya literasi hukum, dan akses keadilan yang terbatas. Disparitas antara jaminan hukum dan realitas implementasi menciptakan celah akuntabilitas, yang berdampak serius pada anak-anak korban dan kepercayaan publik. Diperlukan reformasi sistemik, termasuk peraturan pelaksana yang spesifik, peningkatan kapasitas pengawasan, dan mekanisme kompensasi yang lebih responsif, demi terwujudnya perlindungan yang komprehensif dan akuntabilitas negara yang nyata dalam Program Makan Bergizi Gratis.

Abstract

Medical personnel serving in conflict-affected areas face risks of violence, security threats, and disruptions to healthcare delivery that may endanger their safety while simultaneously undermining the continued realization of the population’s right to health. Indonesia has established a legal basis for protection through national health law and International Humanitarian Law; however, a gap remains between normative guarantees and protection that can be effectively implemented in practice. This study aims to construct an integrated legal protection model for medical personnel in conflict-affected areas of Indonesia. It employs a qualitative approach with a socio-legal research design based on document analysis and online sources. Data were obtained from legislation and regulations, institutional documents, scholarly literature, reports issued by national and international organizations, and credible online news sources, and were subsequently analyzed using qualitative thematic content analysis and source triangulation. The findings indicate that the principal challenge in protecting medical personnel lies not merely in the absence of legal norms, but in the lack of integration among protection mechanisms before, during, and after deployment. This study develops a continuum of legal protection that connects risk assessment, security measures, deployment protocols, reporting and early-warning systems, legal assistance, victim recovery, investigation, and accountability across four dimensions: preventive, operational, remedial, and accountability protection. The model shifts the orientation of protection from a reactive and fragmented approach toward a preventive, continuous, and human-centered system. Strengthening its implementation requires operational regulations and inter-agency coordination to safeguard medical personnel while ensuring the continuity of healthcare services in conflict-affected areas.

Abstract

Non-communicable diseases (NCDs) such as hypertension and diabetes mellitus are major contributors to global mortality. Mobile health (mHealth) applications are increasingly utilized for preventive efforts, yet research often prioritizes usability over actual effectiveness. Si-Telur Petis is a telenursing application developed in Indonesia to support behavioral modification and NCD prevention. This study explores factors influencing the effectiveness of Si-Telur Petis in preventing hypertension and diabetes mellitus. A total of 109 working-age individuals (15–59 years) in Yogyakarta, Indonesia, participated in the study. Effectiveness was assessed using a validated 33-item questionnaire (Cronbach’s alpha = 0.957) based on the Unified Theory of Acceptance and Use of Technology (UTAUT), examining predisposing, enabling, reinforcing, system quality, safety, and satisfaction factors. Results show that employment status, enabling factors, system quality, safety, and satisfaction significantly affect effectiveness, with satisfaction emerging as the strongest predictor (?=0.867, p<0.001). These findings indicate that user satisfaction is the key determinant of Si-Telur Petis effectiveness, emphasizing the importance of user-centered design, reliable system quality, and robust security in mHealth adoption. Despite limitations in sample size and geographic scope, this study offers preliminary evidence supporting the broader implementation of digital nursing interventions.
