Abstract

Globalisasi telah mempengaruhi dunia secara keseluruhan, termasuk budaya Indonesia. Ada dua sisi dari globalisasi: satu sisi memungkinkan akses mudah terhadap informasi, teknologi, dan interaksi antar budaya, yang dapat memperkaya adat istiadat lokal dan inovasi baru. Disisi lain, arus masuk budaya asing yang besar dapat melemahkan ikatan nasional dan mengurangi nasionalisme dikalangan generasi muda. Studi ini menggunakan metode kualitatif dan melakukan tinjauan literatur terhadap enam artikel akademik untuk menganalisis bagaimana globalisasi mempengaruhi pelestarian budaya Indonesia. Temuan menunjukkan bahwa globalisasi menciptakan paradoks: ia memperkaya budaya melalui inovasi tetapi juga mengancam pelestarian tradisi. Pelestarian budaya memerlukan peningkatan karakter pendidikan, penggunaan media digital berbasis kebijaksanaan lokal, dan mengembangkan pusat seni dan budaya diwilayah tersebut. Untuk menyimpulkan, mempertahankan identitas nasional diera modern membutuhkan keseimbangan antara mempertahankan nilai-nilai lokal dan tetap terbuka terhadap globalisasi.

Abstract

This aims to examine and analyze the implementation of the cash transfer assistance policy in efforts to alleviate poverty in Moodu Urban Village, Kota Timur Subdistrict, Gorontalo City. This research employed a qualitative method. The findings indicate that the effectiveness of the policy implementation has not yet been optimal due to several influencing factors: (1) policy standards and target groups have not been fully accurate; (2) available resources, both in terms of the number of implementing personnel and supporting infrastructure, remain very limited; (3) inter-organizational communication and activity reinforcement are less effective; (4) the characteristics of implementing agents reveal that some officers do not yet fully understand the procedures and mechanisms for distributing cash transfer assistance; (5) the economic, social, and political environment of the Moodu community, which is predominantly engaged in the informal sector, presents additional challenges in ensuring program effectiveness; and (6) the attitudes of implementers, in the absence of continuous guidance and periodic supervision, increase the potential for administrative errors and inaccurate distribution.

Abstract

This study aims to determine the influence of Diklat on employee performance at the Department of Education and Culture of Gorontalo Province. The sample in this study consisted of 58 respondents. The data used in this research were primary. Data collection was conducted through the distribution of questionnaires. The data analysis technique employed was simple linear regression. The results of this study indicate that Diklat have a positive and significant influence on employee performance at the Department of Education and Culture of Gorontalo Province, with a coefficient of determination of 66.90%, while the remaining 33.10% is influenced by other variables not examined in this study, such as organizational culture, work environment, leadership, career management, work commitment, work supervision, and information technology within the organization. The positive test results imply that the improvement in employee performance at the Department of Education and Culture of Gorontalo Province occurs due to intensive Diklat that align with the needs of human resource development in public sector organizations.

Abstract

The objective of this study is to examine the Gorontalo City Manpower, Cooperatives, and MSME Agency's optimal implementation of public service standards in terms of service procedures, completion times, costs, service products, facilities and infrastructures, and service providers' competency. This research methodology combines qualitative data analysis with a descriptive technique. Three methods are used to acquire data: documentation, interviews, and observation. The Gorontalo City Manpower, Cooperatives, and MSME Agency has adopted the Optimal Implementation of Public Service Standards in accordance with government regulations and specified provisions, based on the results of research done inside the agency. This condition is evident in the following ways: (1) business actors can easily understand the service procedures; (2) the completion time is limited to one day; (3) there are no service costs because all services are provided without charge; (4) the service product successfully meets the expectations of the business actors; (5) facilities and infrastructures are still incompatible with providing business actors with comforts; and (6) the service officers are competent and have served business actors fairly and pleasantly. Thus, it can be said that there are still issues that need to be fixed with the Gorontalo City Manpower, Cooperatives, and MSME Agency's Optimal Implementation of Public Service Standards.

Abstract

Penelitian ini bertujuan untuk mengetahui dan mendiskripsikan (1) proses kearsipan pada tahap pengawasan (2) proses kearsipan pada tahap penyimpanan (3) proses pengawasan pada tahap pengamanan. Pendekatan yang digunakan yaitu kualitatif dengan jenis penelitian deskriptif. Pengumpulan data menggunakan observasi, wawancara, dan dokumentasi. Pengelolaan kearsipan merupakan bagian penting dalam mendukung tertib administrasi dan akuntabilitas publik pada instansi pemerintahan tingkat kelurahan. Penelitian ini bertujuan untuk mendeskripsikan dan menganalisis pengelolaan kearsipan di Kelurahan Leato Selatan yang difokuskan pada tiga tahapan, yaitu tahap pengawasan, tahap penyimpanan, dan tahap pengamanan arsip. Penelitian ini menggunakan pendekatan kualitatif dengan metode deskriptif. Teknik pengumpulan data dilakukan melalui wawancara, observasi, dan dokumentasi, dengan informan utama meliputi lurah, sekretaris kelurahan, dan aparat kelurahan yang terlibat langsung dalam pengelolaan arsip. Hasil penelitian menunjukkan bahwa pada tahap pengawasan, pengelolaan arsip telah dilakukan melalui pencatatan dokumen masuk dan keluar serta pengecekan rutin untuk menjaga ketertiban administrasi. Pada tahap penyimpanan, arsip disusun dan dikelompokkan berdasarkan jenis, fungsi, dan tingkat kepentingannya sehingga memudahkan proses temu kembali dokumen. Selanjutnya, pada tahap pengamanan, arsip dilindungi dari kerusakan, kehilangan, dan akses yang tidak berwenang guna menjaga keaslian dan keutuhan informasi. Secara keseluruhan, pengelolaan kearsipan di Kelurahan Leato Selatan telah berjalan sesuai dengan prinsip manajemen kearsipan dan mendukung akuntabilitas publik, meskipun masih dilakukan secara manual sehingga perlu dikembangkan melalui pemanfaatan sistem kearsipan berbasis digital.

Abstract

Ketidakseimbangan beban kerja pada organisasi sektor publik merupakan isu strategis dalam pengelolaan sumber daya manusia, terutama pada Organisasi Perangkat Daerah (OPD) yang memiliki intensitas layanan publik tinggi. Penelitian ini bertujuan mengevaluasi kondisi overload pada OPD pelayanan publik di Gorontalo melalui integrasi analisis jabatan dan analisis beban kerja, serta mengkaji keterkaitannya dengan struktur belanja daerah dan kondisi sektor informal. Penelitian menggunakan pendekatan kualitatif dengan desain studi kasus berbasis analisis dokumen terhadap struktur organisasi OPD, uraian jabatan, data Anggaran Pendapatan dan Belanja Daerah (APBD), publikasi statistik daerah, dan regulasi terkait restrukturisasi birokrasi. Hasil penelitian menunjukkan bahwa sebagian besar OPD pelayanan publik berada pada kategori overload, terutama pada unit dengan kompleksitas layanan tinggi seperti administrasi kependudukan, kesehatan, pendidikan, dan perizinan. Dominasi belanja operasional dalam APBD serta tingginya aktivitas sektor informal terbukti meningkatkan intensitas layanan dan tekanan kerja organisasi. Temuan ini menegaskan bahwa overload pada OPD merupakan fenomena sistemik yang dipengaruhi oleh interaksi faktor internal organisasi dan konteks sosial ekonomi daerah. Oleh karena itu, integrasi analisis jabatan dan analisis beban kerja menjadi pendekatan penting dalam mendukung perencanaan tenaga kerja yang lebih proporsional, adaptif, dan berbasis konteks daerah.

Abstract

PPublic services consist of various efforts undertaken by government institutions to meet the needs of the community for administrative services, information, and public goods. The quality of public services is an important factor in determining the level of public satisfaction with government performance. This study aims to determine the effect of public service quality on community satisfaction at the Kabila District Office, Bone Bolango Regency. The research employed a quantitative approach with a correlational design to analyze the relationship between service quality and public satisfaction. Data were collected from service users and analyzed using statistical techniques to measure the strength of the relationship between the variables. The findings indicate that the quality of public services has a positive and significant influence on public satisfaction in Kabila District, Bone Bolango Regency. The coefficient of determination shows that service quality contributes 61.20% to public satisfaction, while the remaining 38.80% is influenced by other factors such as service fees, accessibility, service speed, information availability, officers’ attitudes, trust, facilities, comfort, and public expectations and experiences. These results demonstrate that improving service quality can increase public satisfaction and strengthen community trust in government institutions. Therefore, continuous efforts to improve service quality are essential to achieve better public service performance.
