Abstract

Tujuan penelitian ini adalah untuk mengetahui penerapan pungutan tarif retribusi parkir di Kota Gorontalo dan mengetahui apa saja faktor-faktor penghambat Pemerintah Kota Gorontalo dalam menanggulangi parkir liar. Metode yang digunakan dalam penelitian ini adalah jenis penelitian empiris. Hasil penelitian menunjukan, bahwa pemungutan tarif retribusi parkir kepada para juru parkir dilakukan dengan cara mendatangi para juru parkir di kawasan perparkiran mereka masing-masing. Ini dilakukan agar pelaksanaan retribusi parkir terkoordinir dengan baik agar para juru parkir tidak perlu mendatangi kantor untuk menyerahkan penghasilan mereka dan memastikan bahwa tidak ada juru parkir yang tidak menyerahkan penghasilanya dari retribusi tersebut. Guna memudahkan para kolektor dalam melakukan pemungutan retribusi maka Kepala Bagian Perparkiran Kota Gorontalo membagi personilnya sesuai dengan wilayah perparkiran yang telah ditentukan kepada setiap kolektor. Ini dilakukan agar kolektor mengetahui dengan jelas wilayah dan kawasan perparkiran yang dimana akan dilakukan penagihan retribusi parkir. Sehingga para kolektor mengetahui dengan jelas bahwa seluruh juru parkir di Kota Gorontalo telah memberikan retribusi parkir kepada Kolektor. Faktor penghambat dalam menanggulangi parkir liar pada Dinas Perhubungan Kota Gorontalo, dimana terdapat beberapa narasumber yang masih mengeluh tentang kenyamanan dan keterbukaan, dan kepastian biaya parkir. Dalam hal ini, sebaiknya Dinas Perhubungan Kota Gorontalo lebih transparan mengenai biaya yang harus dikeluarkan setelah menggunakan jasa parkir sehingga dapat meminimalisir hambatan dalam proses pelayanan.

Abstract

This study aims to determine and describe (1) the implementation of the fingerprint electronic attendance policy as a support for employee work discipline at the Business Management Agency (BPU) of Gorontalo State University, which is studied from: 1. planning, 2. implementation, and 3. evaluation. (2) Determining Factors for the Success of the Implementation of the Finger Print Electronic Attendance Policy as a Support for Employee Work Discipline at the Business Management Agency (BPU) of Gorontalo State University, which are studied from: 1. Apparatus Compliance; 2. Smooth Absence of Problems; and 3. Satisfactory Performance. The approach used in this study is qualitative with descriptive qualitative methods. Data collection using interviews, observation, and documentation The results of this study show that (1) the implementation of the Fingerprint Electronic Attendance Policy (Fingerprint) as a Support for Employee Work Discipline at the Business Management Agency (BPU) of Gorontalo State University has run quite optimally. This is shown by the existence of a) planning, b) implementation, and c) evaluation that has been carried out based on the regulation of the Rector of Gorontalo State University Number 1,786 / UN47. A2/KP/2022 on July 25, 2022, to increase discipline, productivity, and work effectiveness, as well as working hours for civil servants in education and contract personnel within Gorontalo State University. Determining Factors for the Success of the Implementation of the Electronic Attendance Policy Fingerprint (Fingerprint) as a Support for Employee Work Discipline at the Business Management Agency (BPU) of Gorontalo State University based on the results of research conducted that has run optimally. This can be seen from a) apparatus compliance; employees at the Business Management Agency have shown compliance with regulations related to the use of electronic attendance to improve employee discipline, b) smoothness factors, the use of electronic attendance systems can increase the effectiveness in managing attendance administration as a guideline for employee benefits, c) satisfactory performance, employee performance, and productivity are increasing with the innovation of changes. Abstract

This study aims to determine the quality of public services and their effect on community satisfaction in Bongomeme Village, Dungaliyo District, Gorontalo Regency. The approach in this study is quantitative with ex-post facto methods. Data collection in this study was carried out by questionnaire. The number of samples was 62 people consisting of 12 village officials and 50 community members. Data analysis in this study is a simple linear regression inferential quantitative analysis. The results showed that the quality of public services was in a fairly good category with a score of 78.16%. This means that public services in Bongomeme Village, Dungaliyo District, Gorontalo Regency have not been able to achieve the desired goals or do not fully meet the needs of the community with satisfactory results or in this case the services provided have not provided significant benefits to the local community. Then the quality of public services has a positive and significant effect on community satisfaction in Bongomeme Village, Dungaliyo District, Gorontalo Regency with a coefficient of determination of 72.60%. The influence of other variables on community satisfaction amounted to 27.40%, namely village government motivation in the form of assistance and ease of service affairs, speed of service, social relations and community psychological factors. Positive results show that community satisfaction in Bongomeme Village, Dungaliyo District, Gorontalo Regency for the public services provided can be maximized through efforts to strengthen service quality in accordance with the expectations of the community as users of these services.

Abstract

This study aims to determine (1) The Implementation Process of the Community-Based Drinking Water Supply and Sanitation Program (PAMSIMAS) in Tangga Jaya Village, Dulupi District, Boalemo Regency, (2) Factors that Determine the Success of the Implementation of the Community-Based Drinking Water Supply and Sanitation Program (PAMSIMAS) in Tangga Jaya Village, Dulupi District, Boalemo Regency, with indicators of Communication, Resources, Disposition, and Bureaucratic Structure. This research method uses a qualitative approach with a qualitative description type of research. Based on the results of research analyzed in the field, it shows that the Implementation Process of the Community-Based Water Supply and Sanitation Program (PAMSIMAS) in Tangga Jaya Village, Dulupi Sub-district, Boalemo Regency, at the stages of Disbursement of Direct Community Assistance Funds, Implementation of Community Work Plan Activities and Completion of Activity Implementation, has generally been carried out well. The disbursement of direct assistance funds went well because 100% of the funds came from the PERKIM Office. The Implementation of Community Work Plan Activities and the Completion of Activity Implementation stages are optimal because they are in accordance with existing Pamsimas procedures and guidelines. Factors that determine the success of the Implementation of the Community-Based Drinking Water Supply and Sanitation Program (PAMSIMAS) in Tangga Jaya Village, Dulupi Sub-district, Boalemo Regency, which include Communication, Resources, Disposition and Bureaucratic Structure, have been implemented well.

Abstract

This study aims to determine the influence of leadership on employee work discipline at the Gorontalo City Education Office. The approach in this study is quantitative with ex-post facto methods. Data collection in this study was carried out by questionnaire. The number of samples was 93 people obtained by the saturated sampling process. Data analysis in this study is a simple linear regression inferential quantitative analysis. The results showed that leadership had a positive and significant effect on the work discipline of employees at the Gorontalo City Education Office with a coefficient of determination of 56.50%. The influence of other variables on employee work discipline amounted to 43.50%, namely goals and abilities, leadership examples, remuneration, justice, inherent supervision (waskat), punitive sanctions, firmness, and humanitarian relations. When the leader implements the ideal leadership function, it will have an impact on the good discipline of employees at the Gorontalo City Education Office, both in terms of attitude discipline and time discipline.

Abstract

Penelitian ini bertujuan untuk mengetahui (1) Efektivitas Program Keluarga Harapan (PKH) di Desa Molas Kecamatan Bongomeme Kabupaten Gorontalo, (2) Faktor-faktor yang menentukan Efektivitas Program Keluarga Harapan (PKH) dalam Penanggulangan Kemiskinan di Desa Molas Kecamatan Bongomeme Kabupaten Gorontalo. Metode penelitian ini menggunakan Jenis Penelitian Kualitatif dengan pendekatan deskriptif, sedangkan tehnik pengumpulan data yang digunakan adalah dengan observasi, wawancara, dan dokumentasi.Hasil penelitian ini menunjukkan (1) Efektivitas Program Keluarga Harapan (PKH) dalam Penanggulangan Kemiskinan Di Desa Molas Kecamatan Bongomeme Kabupaten Gorontalo ditinjau dari aspek Pemahaman Program, Ketepatan Waktu, Perubahan nyata sudah terlaksanan dengan baik,  namun dalam proses penetapan Sasaran Program terdapat masyarakat yang mampu secara ekonomi ditetapkan menjadi peserta program dan terdapat masyarakat yang memenuhi kriteria namun belum ditetapkan menjadi peserta program serta pelaksanaan program ini belum dapat menanggulangi kemiskinan di Desa Molas. Abstract

This study aims to examine the quality of public services at the Population and Civil Registration Office (Disdukcapil) of Pohuwato Regency using the SERVQUAL model, which comprises five dimensions: Tangibles, Reliability, Responsiveness, Assurance, and Empathy. This research was conducted in response to persistent public complaints regarding slow service processes, long queues, limited facilities and infrastructure, network disruptions, as well as insufficient information and uncertainty concerning service completion time. The study employed a descriptive qualitative approach through observation, interviews with Disdukcapil employees and community members, and documentation. The findings indicate that the quality of public services has not yet been optimal. The Tangibles dimension remains weak due to inadequate service facilities. Reliability has not been fully achieved as a result of delays in document issuance and system disruptions. Responsiveness among service officers is inconsistent in addressing public complaints. In terms of Assurance, officers demonstrate adequate professionalism; however, transparency in procedures and service timelines remains inconsistent. Meanwhile, in the Empathy dimension, attention to the community particularly vulnerable groups still needs improvement. Overall, the public services provided by Disdukcapil Pohuwato have not fully met community expectations and require improvements in facilities, staff competence, and the effectiveness of service systems.

Abstract

This study aims to find out how Organizational Culture Affects Employee Performance at the Gorontalo City Transportation Office. Data collection is carried out by Observation, Documentation, and Questionnaire which is distributed to employees working at the Gorontalo City Transportation Office. Data analysis was carried out using a quantitative method, namely to test the influence of independent variables and bound variables. The data analysis technique uses simple linear regression analysis. The results of this study show that based on the results of a simple regression test, there is an influence between variable X (Organizational Culture) and variable Y (Employee Performance). The coefficient has a significant positive value, which means that the organizational culture variable has an effect on the employee performance variable, which is 0.283. The constant value is 63,801, if there is no organizational culture value, then the employee performance value is 63,801. For every one percent increase in organizational culture, the employee performance value increases by 0.283. The coefficient has a positive value that if the organizational culture increases, the employee performance increases, and from the results of the determination coefficient test shows that the influence of organizational culture variables is 41.8%. This is evidenced by the determination coefficient test, which is with an R value of 0.418, meaning that the overall organizational culture variable has an influence of 41.8% on the employee performance variable. While the remaining 58.2% was influenced by other variables that were not studied in this study. Therefore, for the next researcher to be able to add other independent variables that are not included in this study

Abstract

This study examines the application of administrative ecology in the formulation and implementation of sustainable economic policies at the local government level in Gorontalo, Indonesia. Administrative ecology provides an analytical lens to understand the interaction between institutions, socio-cultural values, and environmental contexts that shape policy outcomes. The study is motivated by the challenges of balancing economic growth with environmental conservation and social equity in resource-dependent regions. Using a qualitative case study approach, data were collected through document analysis, field observations, and interviews with local stakeholders. Findings reveal that sustainable economic policy in Gorontalo is significantly influenced by administrative ecology factors, including institutional capacity, local leadership dynamics, and community participation. The integration of ecological, social, and economic considerations remains partial, often constrained by political cycles, limited financial resources, and fragmented inter-agency coordination. Nevertheless, innovative practices such as community-based resource management and multi-stakeholder collaboration have emerged as adaptive strategies. The study contributes to the literature on public administration and sustainable development by providing empirical evidence from Gorontalo. Practically, it highlights the need for strengthening institutional synergy, enhancing participatory governance, and aligning regional development plans with the principles of sustainable economics.

Abstract

Penelitian ini menelusuri dinamika ekologi administrasi dalam konteks tata kelola politik daerah dengan fokus pada pemerintahan daerah Gorontalo. Konsep ekologi administrasi menekankan adanya keterkaitan dan saling ketergantungan antara sistem administrasi dengan faktor sosial, politik, ekonomi, budaya, serta lingkungan yang memengaruhi implementasinya. Menggunakan pendekatan kualitatif melalui studi dokumen dan wawancara mendalam, penelitian ini mengungkap bagaimana tata kelola pemerintahan di Gorontalo dibentuk oleh faktor-faktor ekologi seperti nilai budaya, tradisi politik, karakteristik geografis, serta struktur sosial ekonomi. Hasil penelitian menunjukkan bahwa ekologi administrasi menjadi kerangka penting dalam memahami interaksi antara struktur politik formal dan jaringan sosial budaya informal. Kearifan lokal berupa adat dan nilai religius berperan signifikan dalam membentuk perilaku politik, proses pengambilan keputusan, dan efektivitas administrasi. Namun, tantangan ekologis seperti keterbatasan sumber daya, hubungan pemerintah pusat dan daerah, serta pengaruh global menghadirkan hambatan yang memerlukan strategi tata kelola adaptif. Penelitian ini menegaskan bahwa penerapan pendekatan ekologi dalam tata kelola daerah dapat meningkatkan akuntabilitas, inklusivitas, dan keberlanjutan, serta memperkaya kajian ekologi administrasi dalam konteks politik lokal di Indonesia.
