Abstract

The Covid-19 outbreak is a global fear. This fear is partly triggered by diverse media representation. Information containing representations of COVID-19 has the potential to reduce fear. However, in reality, representations through these symbols have the potential to be used by those in power to exercise their power, especially to get rid of their political opponents through representation. The representation of Habib Rizieq Shihab as a violator of health protocols is suspected to be an attempt by the authorities to eliminate his political opponents through fear of the COVID-19 outbreak in symbols spread in the media. This research wants to answer how the administration of fear in symbols regarding violations of the COVID-19 protocol by religious figures in the representation of Habib Rizieq Shihab in Indonesian online news. This research explores the concept and criticizes the concept of administration of fear, which is a construct from dromology-based theories by Paul Virilio. This research uses Barthes' textual semiotics method (Barthes' 5 codes), which analyzes several online news texts in Indonesia. From the results of the analysis, it is revealed that the media representation of Habib Rizieq Shihab is a form of administration of fear carried out by the authorities through symbols about COVID-19 in the media by constructing logistics of perception and environmental construction that represents Habib Rizieq based on fear of the epidemic and fear of Islam (Islamophobia).

Abstract

Indonesian society faced the Covid-19 pandemic some time ago. On February 13, 2022, the government accelerated vaccination for doses 1 to 2 with 326.62 million vaccine doses. The debate and problem that occurs is that several groups of people reject vaccination, which is called the anti-vaccination community, with responses that give rise to their respective truth claims. The truth claim is expressed in not attending the vaccine center organized by the government. This research aims to see the need for a consensus to reduce the stigma of Covid-19 vaccination in anti-vaccine communities. The gap in this research is the views of the anti-vaccine community regarding the implementation of COVID-19 vaccination in Semanan Village. The discourse approach could be more effective, especially in the anti-vaccination community in the Semanan sub-district area, DKI Jakarta Province. Discursive communication theory is used to identify this communicative action, which suggests the context of Communication, namely ego identity towards truth claim. Findings obtained that, in implementing the COVID-19 vaccination, the community formed an institution with aspects of professionalism, which impacted the implementation of the vaccine center in the Semanan sub-district area. Professionalism institutions consist of opinion leaders, medical roles, and approaches through socio-cultural and socio-religious roles. More than discursive communication competence is required. Humanistic Communication highlights the importance of adding elements of agreeableness, namely how to treat relationships with others to avoid Conflict.

Abstract

The Research discusses how digital media can be used as a fifth estate. The fifth pillar refers to the function of social media as a supervisor of public policies or issues. This supervision is through netizens' activities to encourage policymakers to act appropriately. Digital media platforms provide a new space for individuals and groups to share information, self-organize, and influence public policy. This form of supervision is through expressions of disappointment and anger over several social and political situations. The Research uses digital media theory as the fifth pillar of William Dutton. The case studied is the #PeringatanDarurat movement. This case is critical because it relates to a violation of the Constitution. The case began with the government's and the DPR's plan to make an Election Bill contrary to the Constitutional Court's (MK) decision. The Research uses the ethnography method. The data analyzed was Twitter (X) social media user posts. Data collection is carried out through 2 forms: immersion and investigation. Immersion was carried out by observing social and medical user X. The investigation collected posts about #PeringatanDarurat. The data was processed using thematic analysis. The study results show four main themes of social media user posts. First, the manipulation of rules and the Constitution. Second, anger against oligarchs. Social media users expressed outrage at the power that no longer represented the people. Third, social media users call for teenagers to be politically literate. Fourth, a collective invitation to take action together. This Research shows the role of social media as the fifth pillar (the fifth estate). Social media has become the primary means of spreading political awareness and social mobilization.

Abstract

Film adalah media komunikasi massa yang dapat membentuk opini dan membangun ideologi tertentu. Penelitian ini menganalisis konstruksi sosial pemikiran KH. Ahmad Dahlan tentang upaya perbaikan arah kiblat dalam film Sang Pencerah. Menggunakan pendekatan kualitatif dengan analisis naratif Tzvetan Todorov, penelitian ini mengeksplorasi tahapan internalisasi, eksternalisasi, dan objektivasi dalam narasi film. Hasil penelitian menunjukkan bahwa pemikiran KH. Ahmad Dahlan diarahkan untuk mengubah masyarakat konservatif menjadi modern dan ilmiah. Nilai-nilai seperti toleransi, demokrasi, keberanian, dan kejujuran menjadi alat penyebaran pesan yang efektif. Film ini merepresentasikan perjuangan intelektual dan spiritual KH. Ahmad Dahlan dalam mengubah paradigma sosial-religius masyarakat.

Abstract

Conflicts over public information disputes have increased in the past three years. This study aims to analyze the process of information flow that occurs in information dispute conflicts and to analyze solutions to prevent and handle information dispute conflict problems. This study intends to analyze conflict resolution resolution of public information disputes in Indonesia using communication theory and conflict resolution theory in depth. The methodology in this research is qualitative method using library research method. Based on the results of the research analysis, it was concluded that the process of information flow that occurs in conflicts over public information disputes is hampered due to dissatisfaction from public information applicants with requests for information submitted from public bodies, because there are differences in perception. The solution to conflict prevention is increased awareness of the parties involved regarding rights and obligations related to public information, training and education on public information disclosure, formulation of clear policies on related Standard Operating Procedures and increased internal mediation between public bodies and information applicants. In addition, solutions for handling information dispute conflicts, in addition to mediation and adjudication in accordance with regulations, can be improved through increasing understanding of regulations regarding Public Information Disclosure and increasing the institutional capacity of the Information Commission.

Abstract

Letak geografis Indonesia yang berada pada jalur pergerakan tiga lempeng dunia Eurasia, Indo-Australia dan Pasifik adalah hal yang menyebabkan Indonesia dikenal sebagai negara dengan supermarket bencananya, atau negara dengan wilayah rawan bencana. Saat ini Indonesia telah mengidentifikasi tingkat risiko bahaya di seluruh wilayah dengan Indeks Risiko Bencana Indonesia (IRBI), yang menginformasikan tingkat bahaya tinggi, sedang dan rendah pada satu daerah. IRBI merupakan platform dari hasil pengembangan ilmu pengetahuan yang dapat menjadi informasi awal untuk mengetahui dan memahami risiko bencana oleh stakeholder penanggulangan bencana dan masyarakat. Berdasarkan indeks tersebut pemerintah daerah, akademisi, dunia usaha, media dan masyarakat dapat menentukan langkah prioritas dan tindakan keselamatan untuk meminimalisir dampak bencana. Pusat Pengendalian Operasi (Pusdalops) Penanggulangan Bencana (PB) sebagai unit yang dibentuk untuk melakukan pemantauan, monitoring, evaluasi secara rutin, dan memobilisasi sumberdaya hingga memberikan rekomendasi kepada pengambil kebijakan, sejatinya sangat terbantu dalam menyampaikan informasi risko bahaya dengan memanfaatkan data dan informasi IRBI ataupun platform informasi kebencanaan lainnya. InaRisk merupakan transformasi dari IRBI yang berbasis open source untuk memberikan gambaran spasial secara visual wilayah Indonesia yang terancam bencana dengan luasan populasi terdampak, potensi kerugian dan kerusakan lingkungan. Pemahaman risiko bencana dan meneruskannya melalui informasi bahaya secara dini kepada stakeholder PB dan masyarakat, merupakan rangkaian operasional Pusdalops PB dalam upaya kesiapsiagaan melalui diseminasi informasi dan komunikasi untuk kesiapan menghadapi keadaan chaos atau situasi darurat. Pusdalops PB dalam fungsinya sebagai fasilitator komunikasi, perlu mengamati, memahami risiko dan mengkomunikasikan risiko yang dapat berangkat dari IRBI, InaRisk maupun media pemantauan lainnya untuk mendorong kesiapsiagaan suatu wilayah menghadapi ancaman bencana. Penelitian ini bertujuan untuk mengkaji operasional Pusdalops PB dalam merespon potensi bahaya yang teridentifikasi dengan komunikasi dan koordinasi saat situasi siaga darurat. Penelitian ini dilakukan dengan metode deskriptif kualitatif untuk melihat fakta sebenarnya operasional Pusdalops PB dalam proses hingga produksi informasinya terkait pemanfaatan data dan informasi sekunder sebagai landasan melakukan komunikasi risiko untuk upaya penanganan bencana.
