Abstract

In this study, researchers wanted to know how tourism development policy efforts and the arrangement of the tourist area of the Great Mosque and the Tomb of the Sultanate of Demak Bintoro as a site of pilgrimage tourism and heritage sites Demak kingdom imposed by local government Demak, and has the objective to know how tourism development policy efforts and arrangement of the tourist area of the Great Mosque and the Tomb of the Sultanate of Demak Bintoro is by Demak Regency. The study focused on policies owned by the government bureaucracy which is the vehicle of regional heads towards the expected results for the whole policy area in which these policies were later implemented by the concerned agencies namely the Department of Tourism and Culture of Demak District.In this study, using qualitative research methods of descriptive research that describes the properties of an individual, symptoms, circumstances, a phenomenon that can be words, pictures, and not a number. The goal is to solve a problem, said, analyze, classify and compare to the conclusion later. This study attempts to analyze how tourism development policy and arrangement of the tourist area of the Great Mosque and the Tomb of the Sultanate of Demak Bintoro period of 2007 conducted by the District Demak government. The results of research conducted on tourism development policies and structuring the tourist area of the Great Mosque and the Tomb of the Sultanate of Demak Bintoro can be concluded that the policy process is already well under development, although still lacking and the stage of the development and evaluation of tourism management Demak Mosque and the Tomb of the Sultanate of Demak Bintoro own. while the policy arrangement of the tourist area of the Great Mosque and the Tomb of the Sultanate of Demak Bintoro not run well because of some problems and irregularities arise that appear after the relocation of the arrangement of tourist area, thus causing potential will not be optimal, not on target and expectations.Advice can be given is the government supposed to be more consistency maintenance and relocation of the post patrol arrangement is not a tourist area that requires more than just discipline the officer, but a careful and strategic arrangementsKeywords: Policy, Tourism Development, Structuring tourist area.

Abstract

ABSTRACTThe Poverty is still a fundamental problem that must be faced by the Indonesiangovernment. One of the effects of poverty is the low level of public education. Therefore,to break the vicious circle of poverty, the government develop policies of education byproviding scholarships to students who have good academic potential and theeconomically disadvantaged, the program is a program Bidikmisi (Beasiswa PendidikanBagi Mahasiswa Berprestasi). The Bidikmisi scholarships as government policies that canmotivate people to compete in a weak economy seize the opportunity to continue theireducation at the famous State University in hopes of changing the future. It raises thepublic perception of bidikmisi education policy in realizing his future hopes. Therefore,the problem in this research is "How the perception of Bidikmisi students at DiponegoroUniversity to their future expectation??". This research purposes to describe theperception of Bidikmisi Students at Diponegoro University to their future expectation.While, the type of research used descriptive type. The primary data source in this researchproduced by interviews conducted by researchers with the informant using purosivesampling techniques. For secondary data generated in this research of documents,archives and internet. Analysis technique using data analysis with data reduction, datapresentation and draw conclusions or verification. From the research, it is known thatbidikmisi Scholarship Assistance Program has provided opportunities for students fromeconomically disadvantaged families. The program raises the hope of Students Bidikmisifor the future of the family, expectations of academic achievement, dedication to thenation and the application of science. Abstract

AbstractTourism is one of the activities that support the economy and a potential source of income for a region. Tourism spots / recreations are a symbol of the presence of tourism activity itself. Semarang city has some attractions that are able to be a mainstay and a place for people to unwind. Among the tourism spots which become the mainstay of Semarang is the Wildlife Park of Semarang. Semarang Wildlife Park offers amusement or recreation that is able to attract the attention of the public to always re-visit the place. Public interest to always return to the Wildlife Park Semarang must be followed by the performance of the staff of the Wildlife Park to always provide the best service to the community.The method used by the author is a qualitative research method with descriptive analytic approach. Used data collection technique is data triangulation consisting of interviews, observation and documentation. The data analysis technique used by the author is an interactive analysis technique which is supported by the documents that author gets in the locus of research.Research conducted by the author is the analysis of the performance of employees in Wildlife Park of Semarang. The author found a lack of good governance in the management of Semarang Wildlife Park, one of the reason is the performance of the staff of the Wildlife Park which is still less than satisfactory. This can occur due to several factors such as inhibiting the lack of facilities and infrastructure support, as well as the lack of cash injection from the Government ofSemarang which can be an important element in improving the management of Semarang Wildlife Park itself, and the absence of the wildlife conservation license due to its management should not be from government agencies but must go through the local company. Conclusion of a study conducted by the author that the presence of Wildlife Park of Semarang contributes substantially to the Local Revenue of Semarang, but on the other hand the performance of employees of Wildlife Park of Semarang still insatisfactory in service delivery due to several factors such as lack of inhibiting one quality of human resources contained in the Wildlife Park of Semarang. The author recommends that with the proliferation of creative economic activities that can provide a positive injection to the scope of the Semarang Wildlife Park itself as well as the search for a third party or partner from the private sector are able to fund and develope Semarang Wildlife Park to be able to compete with Wildlife Park in other cities. Abstract

Kendal Port is a transfer of passenger and crossing sea port activities in the Port of Tanjung Emas Semarang, from the function, role and administration of the Kendal Port are under the auspices of the Port of Tanjung Emas Semarang. The development of Kendal Port into a commercial port utilizes the potential of the strategic location of the Kendal Regency, which is mainly close to Semarang City. This research discusses the role of the Kendal District Government in the development of the Kendal Port. The purpose of this research is to describe more deeply the role of the Kendal District Government in the development of the Kendal Port. This research uses descriptive qualitative research methods with data collection techniques through interviews, documentation, and literature review conducted to relevant informants. The results of this research are describing various findings in the field related to the role of the Regional Government of Kendal Regency in the development of Kendal Port, namely the construction of various main and supporting infrastructure facilities at the port, the budgeting of the Kendal APBD, Central Java APBD, and the State Budget, the existence of a development cooperation plan between the Regional Government Kendal Regency with BUMN, and public participation that strongly supports to port development, as well as the various benefits obtained by the Kendal District Government and the Kendal society.

Abstract

Penelitian ini bertujuan untuk mengetahui dan mengkaji pelaksanaan dan pengendalian Perbubnomor 53 tahun 2011 serta pengaruh dan penghambat pelaksanaan pengendalian pembangunan hoteldi kawasan wisata Bandungan. Penelitian ini menggunakan metodologi penelitian kualitatif-deskriptif karena penelitian inimenjelaskan fenomena berkenaan dengan situasi yang terjadi dan dialami sekarang, sikap danpandangan yang menggejalakan saat sekarang, hubungan antar variabel pertentangan dua kondisi ataulebih, pengaruh terhadap suatu kondisi, dan perbedaan antar fakta. Studi ini dilakukan denganmengumpulkan informasi yang diperoleh melalui wawancara yang dilakukan kepada Pegawai DinasPerijinan dan Dinas Pariwisata Kota Semarang, serta dokumentasi yang dilakukan dengan caramengumpulkan data melalui peninggalan tertulis seperti arsip-arsip, termasuk juga buku-bukutentang pendapat, teori, dalil-dalil atau hukum-hukum dan lain-lain yang berhubungan denganmasalah penelitian. Hasil penelitian menunjukkan bahwa isi kebijakan implementasi Peraturan Bupati KabupatenSemarang Nomor 53 Tahun 2011 dalam pelaksanaan pengendalian pembangunan hotel di Bandungansejauh ini dapat dikatakan berjalan dengan baik. Hal ini dapat dilihat dari proses perizinan yang telahberjalan mulai dari proses pendaftaran, proses pengolahan dokumen, pengecekan kondisi lapangan sampai pengeluaran izin pembangunan hotel. Namun terkadang terdapat kendala yang ditemui olehpihak Dinas Perizinan Kabupaten Semarang dalam mengeluarkan izin pembangunan hotel tersebut,seperti kelengkapan administrasi persyaratan, kelengkapan dokumen kajian lingkungan, dan wargasekitar calon lokasi hotel yang belum menyetujui pembangunan hotel. Dalam kedepannya perlu adanya peningkatan komunikasi yang lebih intens antar pemerintahterkait dalam mensukseskan implementasi pembangunan tersebut. Meningkatkan komitmen yangtinggi dalam penertiban bangunan liar di kawasan Bandungan agar pelaku usaha lebih taat hukumdan pembangunan liar tidak terjadi lagi. Serta perlu dirumuskan peraturan yang baru terkait denganpengenaan sanksi ataupun penyitaan.

Abstract

Members of the legislature are individuals and groups of people who occupy the legislature (DPRD) representing the community to perform its functions. In this study the author took the title of Women Representation in Decision Making Based on the Function of Parliament in the city of Semarang period 2014-2019. The functions in question include the functions of legislation, budgeting, and supervision. Women's political participation is important for achieving gender equality in politics, women's involvement in public life has increased but their participation and representation in legislative bodies at both national and regional levels can be said to have not met the 30% quota.The problem in this research is how the involvement of women council members representatives in each commission in Semarang Council for the period 2014-2019 and what obstacles women council members get in running the function of DPRD in Semarang City Council.The research method used is qualitative research method is descriptive, research data obtained through interviews, documentation and literature study. The research location is in Semarang City Council. Informants or resource persons in this study are 5 female council members on each commission as the main subject and one male board member to represent the views from another point of view.In the legislative membership of Semarang City Period 2014-2019 there are 11 female council members who legitimately win votes in each electoral district and this is the first time the number of representatives of women in the Regional House of Representatives of Semarang City has increased significantly from periods previous. However, the eleven female council members still have not occupied important structural positions, the highest positions obtained by this female councilor as vice chairman of the commission and here there are 2 women council members who occupy that position is on commission A and commission D. While 9 (nine) other female council members are only domiciled as members of one of the commissions and other DPRD fittings, such as deliberation bodies, regulatory bodies, budget bodies and honorary bodies. Performance of women council members in making decisions in Semarang City can be seen based on their efforts in fighting for the rights and demands of the people, especially for women through policy and development. Keywords: women's representation, position, role, performance, function of DPRD

Abstract

Abstract:The existence of traditional market in Semarang City has weakened along the growth of the development of the modern market which is rapidly increasing. Its function as an economic generator, the Semarang City Government needs to be more responsive on the existence of traditional market as a supporter of public economic activities and revenue by increasing the retribution. On that account, the Government has made changes to the Regulation No.9/2013 on the traditional market setting replace the old regulations. This study used a qualitative research method with descriptive type. The results showed that the Semarang City Regulation No.9/2013 of Traditional Market has not been realized optimally. This can be seen in the work programs that is executed slowly and misdirected; lack of facilities and infrastructure to regulate traditional markets; lack of good HR policy implementers and the absence of guidance to the merchant; and lack of utilization technology facilities, causing services are less than optimal. Some of the above shortcomings have complained by traders which are not in accordance with the billing fees that always exceed the target realization.Keywords: Implementation, Regional Regulation, Traditional Market.

Abstract

Penelitian ini merupakan penelitian kualitatif yang bertujuan untuk menjelaskan gambaran Kebijakan Pariwisata Berbasis Komunitas di Kota Surakarta. Pariwisata merupakan salah satu sektor penting bagi masing-masing daerah, Pemerintah Daerah berupaya untuk mengembangkan potensi wisata di daerah supaya dapat menarik minat wisatawan. Selain itu, melalui pariwisata memunculkan adanya pemberdayaan masyarakat lokal sehingga dari hal itu akan dapat meningkatkan kesejahteraan masyarakat setempat.Penelitian menggunakan metode deskriptif kualitatif dengan metode pengumpulan data adalah wawancara, studi pustaka, dokumentasi dan observasi. Teknik wawancara dilakukan kepada pihak-pihak terkait dengan Kebijakan Pariwisata Berbasis Komunitas di Kota Surakarta. Teknik analisis data penelitian bersifat deskriptif.Hasil dari penelitian ini didapatkan bahwa Kebijakan Pariwisata Berbasis Komunitas di Kota Surakarta ada berdasarkan potensi pariwisata di Kota Surakarta dan kondisi umum di Kota Surakarta, seperti kondisi geografis dan kependudukan, selain itu sebagai wadah memberdayakan masyarakat lokal, mengingat bahwa potensi wisata di Kota Surakarta hampir seluruhnya membutuhkan bantuan masyarakat lokal. Kebijakan Pariwisata Berbasis Komunitas di Kota Surakarta dinilai mampu untuk membantu kelompok pariwisata Kota Surakarta. Namun, masih terdapat kepentingan pribadi dalam pelaksanaan Kebijakan Pariwisata Berbasis Komunitas di Kota Surakarta, yang kemudian menjadi penghambat dalam implementasinya

Abstract

Berbagai permasalahan muncul akibat dari perbaikan sistem yang dilakukan oleh pemerintah pusat, sistem yang dimaksud berbasis website atau yang sering disebut One Single Submission (OSS). Permasalahan yang muncul di DPMPTSP Kabupaten Kudus yaitu hilangnya data (loss data) dan pelayanan yang semula offline/manual menjadi online. Tujuan penelitian ini menjelaskan Peran Dinas Penanaman Modal dan Pelayanan Terpadu Satu Pintu (DPMPTSP) Di Kabupaten Kudus Dalam Kebijakan Investasi. Untuk menganalisisnya, penelitian ini menggunakan teori pelayanan publik, dan teori peran menurut Soerjono Soekanto dengan variabel peranan yang ideal (ideal role), peranan yang seharusnya (expected role), peranan yang dianggap diri sendiri (perceived role), peranan yang sebenarnya dilakukan (actual role). Penelitian ini menggunakan metode deskriptif kualitatif dengan teknik pengumpulan data yang dilakukakan melalui wawancara, observasi, dan dokumentasi. Hasil penelitian ini menunjukkan bahwa peran DPMPSTP sudah dijalankan dalam bentuk peningkatan sarana dan prasarana, ketepatan waktu dalam memberikan pelayanan, keterbukaan informasi kepada masyarakat ataupun investor, jaminan kemudahan administrasi dalam perijinan investasi, kualitas dan kemampuan petugas yang selalu melayani pemohon dengan penuh perhatian. Kebijakan yang dibuat oleh Pemerintah Kabupaten Kudus sudah selaras dengan RPJMD 2018 – 2023, meskipun untuk tata ruang wilayah di Kudus masih menjadi faktor penghambat pertubuhan investasi. Berdasarkan permasalahan dan hasil penelitian, maka disimpulkan bahwa melakukan kegiatan promosi investasi untuk menjaga iklim investasi di daerah, serta membangun dan mengelola sistem informasi publik yang bermanfaat bagi investor dengan manfaat berupa adanya perkembangan yang signifikan terhadap jumlah perijinan yang masuk dan meningkatkan perkembangan investasi yang ada di Kabupaten Kudus.

Abstract

AbstractOne of the interesting issues of the post-war collapse of the new orde in 1998 was the rise of area expansion that occur at the level of provincial and regency/city. The area expansion is regarded as customarily done with intent and purpose to become an instant solution to improve the walefare of the community in the area. It is currently conducted by the government of Cilacap with area expansion plan into two areas, namely Cilacap Regency and West of Cilacap Regency. But the fact up to now the expansion area of West Cilacap yet also realized.Research methods used in this study is a qualitative approach to techniques of collecting data through observation, interview and documents studies. Informants in this study are Government of Cilacap Regency, DPRD of Cilacap Regency, Province Government of Central Java, DPRD of Central Java, activist of the expansion of West Cilacap, as well as LPPM Unsoed Purwokerto.The results show that the discourse of expansion plan of West Cilacap by area, access to public services and development that have not been evenly distributed. The actors behind the proposed expansion West Cilacap of executive agencies, community organizations, and also the legislature. While the reason for the life span of the process of the expansion of Western support is because of Cilacap which is less solid, the problem of determining the location of the county seat, the attitude of the Governor of Central Java which has yet to give a respon to the proposed expansion, as well as the establishment of a moratorium on policy the new autonomous region (DOB) by the Central Government.The recommendations which could be awarded against the dynamics that occur in the process of the expansion of West Cilacap are need for a public discussion forum was held to bring together related perceptions and views the proposed expansion of West Cilacap. Every actors involved in the process of expansion of West Cilacap in order to assume the role more maximum. As for Mr. Ganjar Pranowo as Governor of Central Java, we recommend that you immediately may determine the attitude or at least give an explanation what actually is the reason up to now still haven't taken action related proposed expansion of West Cilacap.Keywords: West Cilacap, The Expansion Areas, The New Autonomous Region
