Abstract

Pendirian pabrik semen Bima milik PT. Sinar Tambang Arthalestari didorong dengan adanya RPJMD kabupaten Banyumas tahun 2008-2013 dan Peraturan Daerah Nomor 10 tahun 2011 tentang Rencana Tata Ruang Wilayah Kabupaten Banyumas tahun 2011-2031 mengakibatkan konflik antara corporate dan society terkait kesejahteraan masyarakat dari keberadaan pabrik semen Bima antara lain lapangan pekerjaan, dampak limbah pertambangan, lahan pertanian dan perkebunan, hingga akhirnya berujung pada aksi demonstrasi yang dilakukan oleh masyarakat desa terdampak dari adanya pendirian pabrik semen Bima ini. Penelitian ini menggunakan kualitatif deskriptif dengan metode pengumpulan data wawancara mendalam dan dokumentasi serta analisis data dengan menekankan catatan dengan deskripsi kalimat yang rinci, lengkap, mendalam yang menggambarkan situasi yang sebenarnya guna mendukung penyajian data penelitian. Hasil dari penelitian ini menunjukkan bahwa berdasarkan penggunaan resolusi konflik antara pihak corporate dan society dengan menggunakan kajian ekologi politik, memperlihatkan inkonsistensi perusahaan dan pemerintah dari pendirian pabrik semen Bima tidak membuktikan dengan komitmen awal yang dapat menciptakan kesejahteraan bagi masyarakat lokal. Adanya aktivitas- aktivitas eksploitasi, ekstraksi dan industrialisasi dari pabrik semen Bima condong menimbulkan dampak negatif, seperti tidak mendapatkan kesempatan pekerjaan, lahan pertanian dan perkebunan terdampak banjir lumpur oleh aktivitas-aktivitas pertambangan, hilangnya akses tanah dari masyarakat lokal. Maka dari itu, resolusi konflik dalam sudut pandang kajian ekologi politik menunjukkan masih terdapat formula penyelesaian konflik yang belum tepat (win-win solution), namun menunjukkan posisi lose pada masyarakat lokal yakni pada desa Tipar Kidul, Karangbawang dan Pancasan serta posisi win pada pihak perusahaan yakni PT. Sinar Tambang Arthalestari.

Abstract

Study on Evaluation of Rural Agribusiness Development Policy (PUAP) in the District of Batang, Batang county is a fairly interesting discussion in line with the policies of poverty alleviation in rural areas.Developing countries such as Indonesia have major problems, namely poverty and unemployment, especially in rural areas. Therefore, the Ministry of Agriculture of the Republic of Indonesia issued Regulation of the Minister of Agriculture No. 16 / Permentan / OT.140 / 2/2008 on February 11, 2008 on general guidelines for Rural Agribusiness Development (PUAP) to overcome the limitation of capital sources for farmers. In the framework of the implementation of PUAP Minister of Agriculture has established a Rural Agribusiness Development Team of the Minister of Agriculture No. 545 / Kpts / OT.160 / 9/2007. Batang district is the recipient of funds. In the implementation of the Rural Agribusiness Development Policy (PUAP) also implemented by the Denasri Wetan sub district, Kasepuhan sub district, and Sambong sub district. The activities of the Rural Agribusiness Development Policy (PUAP) are savings and loans. Therefore, the formulation of the problem in this research is "How do the Implementation of Rural Agribusiness Development Policy (PUAP) Denasri Wetan sub district, Kasepuhan sub district, and Sambong sub district?" And "What are the factor that support and obstacle in the implementation of developing an Agribusiness rural areas (PUAP) policy in Denasri Wetan sub district, Kasepuhan sub district, and Sambong sub district? ".This type of research is a qualitative descriptive type. The primary data source was obtained through interviews, observation, and documentation and secondary data sources obtained from the archives, books, journals and other sources. Mechanical analysis with analysis from various sources, data reduction, until the conclusion according to the results obtained from the field.From the results of research conducted by the author, the conclusion that can be drawn from this study are: first, PUAP policy implemented by the 162 villages and sub-districts in Batang. In the study sites, Denasri Wetan sub district is categorized very good in the implementation of policies, but both of the comparative sub-districts such as Kasepuhan sub district and Sambong sub district are still developing and encountering some obstacles in its implementation. Second, supporting factors and obstacles of implementing the Policy Board PUAP derived from Gabungan Kelompok Tani (Gapoktan) and the user community themselves.Advice that can be given by author to relevant agencies namely the Executive Agency and the Food Security Extension (BP2KP) and Supervisor Mitra Tani (PMT) are continuing to improve, maintain performance and cooperation between actors in the monitoring and evaluating of policies PUAP Gapoktan organizers and together provide the best solutions to the problems that arise in the field. Whereas, recommendation for further research is the author can analyze the user community dependence Direct Community Assistance (BLM) PUAP toward PUAP funds from the government.

Abstract

ABSTRACKIdologi Marhaenisme is a struggle born of a very deep process of reflection of Ir Soekarno on the condition of a nation that suffered from colonialism and capitalism a system that occurs in Region Geopolitics Indies. Marhaenisme born as an ideology that is used to change the misery with the achievement of the ideals of Socialism premises. Colonialism and Capitalism has been transformed into various forms and shapes in the life of the nation, but Marhaenisme remain as suatau means of resistance. Indonesian National Student Movement (GMNI) as a student organization, since it was first established in 1954 have pledged themselves to make Marhaenisme as an ideology of struggle. GMNI survive with all the conditions and the time of changing to remain faithful to hold fast to the teachings of Soekarno. But in the process of implementation, Marhaenisme often received criticism and questions that doubt appears logical process of Achieving Socialism. One satuya is happening in the region GMNI Semarang branch. So the authors conducted a study "Perceptions of Indonesian National Student Movement Semarang branch against Marhaenisme as Ideology Struggle". Abstract

Abstract Joko Widodo and Jusuf Kalla was one candidate for president and vice president in the last presidential election in 2014. Joko Widodo - Jusuf Kalla promoted by a coalition of several parties calling itself Koalisi Indonesia Hebat. In the las presidential election the victory obtained by this couple. But in some areas there are unique things that need to be studied more deeply. Kecamatan Pondok Melati is one of the 12 subdistricts included in the administrative map of Kota Bekasi. In the last presidential election in 2014 Kecamatan Pondok Melati be the only one in Kota Bekasi couples the ordinal number of 2 Joko Widodo - Jusuf Kalla ahead of couples the ordinal number of 1 Prabowo - Hatta. Although only a narrow lead, the number of votes of Joko Widodo - Jusuf Kalla reached 35 050 votes (50.63%) while the couples the ordinal number of 1 Prabowo - Hatta only get 34 176 (49.37%) votes. This victory did not escape from the figures and the popularity of Joko Widodo, moreover, the majority of people Kecamatan pondok melati is urban people for a living, schools, etc. in the Jakarta area. The geographical condition of the District of Pondok Melati directly adjacent to Jakarta. Another factor is coming from an external figure of a Joko Widodo. In Kecamatan Pondok Melati the mass base of the PDI Perjuangan than that in the Kecamtan Pondok Melati also have local political figures. The political machine created by local political leaders to work in total in securing the base and also get maximum results in your opponent's base.

Abstract

ABSTRACTTHE EVALUATION OF HEALTH INSURANCE POLICY IN THESEMARANG REGENCYHealth is the important factor, however the conditions of poor society hascaused the number of their health becomes low. The importance of health wasbecame the reason to central and local government to better concern about thoseissues, especially for the poor society, so the Central Government has released aPublic Health Insurance policy. Not all of the poor society included in toJAMKESMAS recipient list, so need some way to help the poor in health services.Through the Semarang District Government has released Regional Health Insurancepolicy (JAMKESDA) which set out in the Regent Regulations of Semarang No. 7,Year 2015. That rules is a policy in order to giving help of health services to the poorcommunities. Therefore, to determine the effectiveness of this policy, the researchproblem in this study is "What the Impact of Implementation of the Health RegionalInsurance In Semarang District? ". This study aimed to describe the implementationof the policy JAMKESDA in Semarang district as well as to determine the fulfillmentpublic health with the JAMKESDA . This research is using the descriptive type. Theprimary data source in this study are through interviews conducted with informantsusing purposive technique sampling, and the secondary data generated in this studyare from documents, archives and internet. Data analysis technique using datareduction, presentation and attract the conclusion. From the result of this research, itis known that the JAMKESDA policy assist the poor society into obtaining financingassistance in health services. The policy raises people's satisfaction about servicesrendered and the same economic background of the informant, who mostly from thepoor society that give to the equation of the JAMKESDA programme. The suggestionwhich can given about JAMKESDA program such as the budget funds are still lessshould be added. So the JAMKESDA programs could run well and need to increasethe quality of health services both in terms of facilities, medical services as well asadministrative services so that the public be more satisfied with the health servicesthat already provided.Keywords: Health, JAMKESDA Policy , Semarang regency

Abstract

The urban as a civilization and the economy of the public faced with a problem like the degradation of the quality of the environment and over the function of land to be the center of the settlement residents, office complex, the road, shop, and shopping centers. The Cirebon regency start doing mending themselves to the city of green clean, beautiful and eternal through the development and management green open space. The purpose of this research is to analyze an action plan the green open space and described the management green open space at Sumber complex office area of Cirebon regency.The research used in this study is descriptive qualitative which aims to give an idea of a conditional of objectively. The source of data collected in this study is the primary data and secondary data. Primary data obtained through direct observation and interview while secondary data obtained from the reports of the realization of the building of the green open space at Sumber complex office area of Cirebon regency.The results of reserach can be know that an action plan the green open space at Sumber complex office area of Cirebon regency consists of the development of the Sumber city of the forest and city garden. Departmen of Regional Development in Cirebon Country in 2014 has been able to provide a leafy green new with widely 266,3 ha. While the management the green open space at Sumber complex office area of Cirebon regency consisting of the activities watering, turn of the plants, cleaner plants, butchering plants and fertilization plants. As for the management green open space to integrated and sustainable by Departmen of Regional Development in Cirebon Country in 2014 is new reaches 4,28% consisting of park city, tre area of sport, median and island of the road.Recommendation can be given the increas in the capacity Departmen of Regional Development in Cirebon Country and relevant agencies as Departement of Environmental, Departement of Tourism and Departement Farm and Ranch Plantation in Cirebon Country with expanding the reach of and increased scrutiny in management green open space at Sumber complex office area of Cirebon regency.Keyword: green open space, management and action plan

Abstract

One Stop Service (OSS) is one of the governments policy to give amenity ifservice to public. The purpose of one stop service in investment licensing is toprovide convenience for the public, particularly for the entrepreneurs or investorsto obtaining a business licence which is expected to be able to interest theenthusiasm of investors. One stop service in every regency is applied bt one stopservice agency. Majalengka is one if regency which one stop service withDPMPTSP of Majalengka Regency as executor.One stop service is the activity of licensing and non-licensing which itsmanagement process starts from the application stage until the document ispublished in one place. In One Stop Service, the head of the PTSP is delegated theauthority to sign the entry permit, this means simplifying the services.Simplification of service is an effort to increase the time, procedure, and cost oflicensing and non licensing. Licensing is the granting of legality to a certainperson or business actor/activity, either in the form of a license or a sign of business list. One Stop Service (PTSP) is expected to cut the time and cost neened to manage licensing. The purpose of this study is to evaluate the achievement of the objectives of One Stop Service licensing system at the DPMPTSP of Majalengka Regency. The research method used is descriptive research type with qualitative approach. This study also obtained from interviews, observations, and reindorced with documentation in accordance with the focus of the problem of One Stop Service (OSS) at the investment, the research is located in Majalengka regency, while the research site is at the DPMPTSP in Majalengka regency. Based on the results of research and discussion, it can be concluded ; First, One Stop Service policy towards investment in Majalengka Regency born to provide service in the field of licensing with the motto CERIA (Fast, Effectif, Responsif, Inovatif and Credible) through one door (One Stop Service) second. The resources in system one stop service at the investment and licensing agency of Majalengka Regency has been well, include human resource, facility resource, and authority signing licensing. Third, Disposition of staff in system one stop service is be well. Fourth, The evaluation results in system one stop service policy in Majalengka, although the benefits are already keenly felt, but there are still some problems faced. Fifth, as an effort Majalengka Regency Local Government to address these issues, is necessary to formulate strategic policies to realize the ideal model of the future policy of One Stop Service which according to the times.Keywords: Public Service, One Stop Service, Investment Licensing

Abstract

Land is very essential issue because it concerns with life of many people to build houses, business area. To consider the importance of the land, requisition of the land often resulted in the conflict by competition to manage or to hold the land for farming and the situation produced the tension among the peoples themselves. Bandar Lampung City, it has often suffered from the land conflict among peoples because there was no absolute solution for the land conflict itself.            This was a research of analytical descriptive. It means, it was an analysis of data based on field research related to law theories especially in Land Law. The approach used was to present and analyze the problems found in fields to have the conclusion as the core of discussion. The data analysis was accomplished by concluding primary and secondary data and then evaluated and analyzed qualitatively to discuss the problems based on field data and statutes related to land law to get new description and to support the existing description to answer the problem and to draw significant conclusion.            The settlement of conflict in Bandar Lampung City was accomplished through Mediation by Land Office of Bandar Lampung City . Land Office of Bandar Lampung city role as mediators of land disputes that lead the mediation process with the aim of both parties to the dispute to reach a mutual agreement. From this research, it is known that the Land Office of Bandar Lampung City has to perform its role in accordance with the duties and functions of the Land Office as mediators of land disputes. Keywords : Land conflicts Resolution, Land office, Bandar Lampung City

Abstract

Deversity often becomes the bases for an  individual or a group to be involved into conflict vertically as well as horizontally due to the idiological or ethnic differences and the difference in perspective between one another. These differences become very fundamental in a conflict. In Indonesia, the country in many different forms ranging from religious to ethnic differences is highly vulnerable to different horizontal conflict. This study uses a qualitative research method which is descriptive in nature, which means that the most important research instrument is the researcher herself. While the object of the study is in accordance with the formulation of the problems that have been described and is focused on parties to the conflict, that is, Agom and Balinuraga villagers, and also the elites in the villages as well as the South Lampung regency administration. One of the ethnic conflicts in Indonesia is an ethnic conflict between Balinese ethnic which is settled in Balinuraga village and Lampungnese ethnic which is settled in Agom village. The two ethnic groups occupy the same territory that is in the South Lampung regency. Small conflicts grew to the largest conflict in October 2012 and resulted in loss of life. The violent conflict that took place on 27 October - 29 October 2012 as the accumulation of small conflicts that often occurred between the two ethnic groups in the study leads to a question, that is, what is really the root cause of the ethnic conflict in South Lampung regency and what efforts are taken by the government as the conflict resolution mediator. The most dominant factor in the cause of inter-ethnic conflict in South Lampung regency after doing research in the field is the lack of space interaction between different ethnic societis. Historical factors when ethnic Balinese society first arrived as transmigration in South Lampung district and placed in an uninhabited area and no native settlements ethnic makes Balinese people a very exclusive and does not mingle with the natives and other ethnicities in the district of South Lampung. South Lampung regency administration has tried well to solve the conflict by acting as a conflict mediator between ethnic Bali and Lampung. Therefore, the Local Government with indigenous organizations that have been formed as MPAL (Assembly of high Indigenous people of Lampung) and FKDM (Forum Early Awareness Society) implements development on an ongoing basis so that the interaction between inter-ethnic keeps running in South Lampung regency and goes well to eliminate prejudice from each ethnic.Keywords: Resolution, Ethnic Conflict, Mediator

Abstract

Pluralism in the city of Salatiga can be a crucial issue that always threatens unity and integrity, because every small group now has the opportunity to claim the right to live properly and to be treated equally without discrimination. It is in the interest of all individuals to provide a justification for the ideas they want and force them on other groups in an anarchic way. With the diversity of religions, ethnicities, and races in the City of Salatiga, of course it is a difficult problem to maintain tolerance and harmony but the City of Salatiga can show its ability to maintain the conducive attitude of tolerance and harmony between religious communities because of respect and appreciation on the differences between one another, it has become a habit for the people of Salatiga City and has been embedded since a long time ago as evidenced by the City of Salatiga which had been awarded as the most Tolerant city 3 times. The success of the City of Salatiga in maintaining harmony and tolerance of religious communities until now cannot be separated from unity between the Government and the Salatiga City community.The research method in this study is descriptive research with a qualitative approach. The writer obtains the research data from interviews, observations and reinforced with documentation in accordance with the focus of the problem regarding the Synergy of the Salatiga City Government and Stakeholders in Maintaining Inter-Religious Harmony, the research location is in the City of Salatiga.Based on the results of the research and discussion that has been done, it can be concluded that; First, the Government's efforts with Stakeholders in maintaining conducive harmony between religious communities in the City of Salatiga are carried out through programs and activities that involve and bring together interfaith, ethnicity, ethnicity and race which are held regularly. Second, many parties are involved and take an active role in maintaining the conducive and tolerant attitude in the city of Salatiga apart from the government itself from civil society, mass organizations, religious knots in the City of Salatiga to support each other and synergize in carrying out and maintaining a successful tolerance attitude. The harmony that exists in the City of Salatiga is the main key to maintaining harmony in the City of Salatiga which is to establish good coordination and synergy between the government and stakeholders. Third, regarding the problems, obstacles and challenges faced by the Salatiga City Government in maintaining an attitude of tolerance and harmony, namely in the form of vigilance against prohibited organizations that cause intolerance and problems related to the establishment of places of worship.
