Abstract

Pancasila as the state ideology can’t be separated from the history of the nation. Starting from the old order until the reform era. In different era has their own interpretation about Pancasila. In this era of reform in accordance with the social reality that occurs Pancasila accepted only as a theory without understanding and appreciation. Students as educated people, especially college students who study in FISIP political theory and ideology become the generation that tried to understand Pancasila as an ideology.This research aimed to describe the perceptions of FISIP UNDIP students' about Pancasila as the state ideology. The type of this research is descriptive type. The primary data source is generated through a questionnaire with probability sampling techniques. For secondary data generated from documents, archives and internet. The techniques of data analysis in this research using descriptive analysis. The results showed that the students' knowledge about Pancasila are high. Emotional attachment still showing the students their faith or agree with Pancasila as an ideology but there are a few students who would doubt with the purity of Pancasila. The student assessment are regarding Pancasila that explained in reality the implementation of Pancasila as an ideology has not been fully implemented either individually or in a higher level that is in the government level. This is the evidenced by the many irregularities still occurred attitudes, behavior or actions that are inconsistent with Pancasila.From these results it can be concluded that the students did have a deep knowledge of the Pancasila but not with the appreciation of the Pancasila. Advice can be given the need for increased awareness of both the government and the public of the importance of Pancasila in its application.Keyword: Pancasila, Student, Ideology

Abstract

This research will discuss about the existing public service in government agencies, particularly the SAMSAT Office of Grobogan. In this context see if the service provided by SAMSAT Office of Grobogan Regency has been of good quality or not. Quality public services that will be studied based on the principle of public service by Peraturan Menpan No. 36 Tahun 2012 and refers to the components the standards of public service in accordance with UU No. 25 Tahun 2009 tentang Pelayanan Publik. The end result of this research is the perception of the community as a respondent to the study of public service quality in SAMSAT Office of Grobogan Regency, which then can provide feedback suggestions to the promotion of quality public services in SAMSAT Office of Grobogan Regency particularly in the service of payment the PKB and BBNKB.            Based on research results this, public service which exist in the SAMSAT Office of Grobogan Regency already good, indicated by the high level of public satisfaction with services and payment agreements PKB and BBNKB by existing services officer. The services provided are in accordance with the standards established service operations and service complaints are rarely found by the taxpayer, if there is a direct complaint could be resolved in accordance with the duties and functions of each official. Keywords: Public Service, Quality Service, Taxpayer Perception

Abstract

Administration of population is one form of public service that must be held by the Local Government related to basic services of life. Subdistrict as government agencies, are required to provide excellent service (one of which is the settlement administration services) to the public. Good public services can be achieved if accompanied by an excellent resource officers. The aim of research to find out the perception of public perceptions of public services, especially in the field of population administration at the district office Ungaran Barat, Semarang regency in 2017. Efforts to address concerns and objectives of research carried out using public service indicators that have been developed by Zeithemal, Parasuraman & Berry consisting of tangibles, relibility, responsiveness, competence, courtesy, credibility, security, access, communication, and understanding the costumers. This research uses descriptive quantitative research methods, which dianalisisa and presented in tabular form and processed using SPSS program for the data to be valid.The population in this study is the community sub-district of West Ungaran. While the sample is most people who use the District of West Ungaran public services in the field of population administration drawn at random (accident sampling) and numbered as many as 100 people. The results showed that the public service field of population administration at the district office Ungaran Barat largely rated by the community. People are already satisfied with the performance Ungaran Barat district office employees. But the need to improve services so that excellent service can always be realized. AbstractPemilihan Umum Kepala Daerah Walikota Tangerang kembali diselenggarakan pada 31 Agustus 2013. Banyak kandidat baru yang mencalonkan diri sebagai Calon Walikota Tangerang periode 2013-2018. Dalam penelitian ini penulis menggunakan metode penelitian kualitatif deskriptif, yang mana menyajikan data, tulisan, tingkah laku yang dapat diamati.Hasil penelitian ini menghasilkan, bahwa perilaku memilih masyarakat kecamatan Pinang adalah pemilih dengan orientasi sosiologis. Pemilih dengan orientasi sosiologis adalah perilaku yang melihat sosok pemimpin berdasarkan kesamaan agama, suku, ras atau wilayah. Abdul Syukur yang merupakan putra daerah dari wilayah Pinang memenangkan perolehan suara pada Pilkada lalu untuk wilayah kecamatan Pinang.Kata Kunci : Demokrasi, Partisipasi Politik, Perilaku Memilih

Abstract

Abstract The wood craft industry is one of business that has a big contribution in Jepara’s economy. The wood craft industry GDP’s value higher than others make this industry has been choosen by majority of Jepara people. Moreover, because so strong products created on the national of international scene, Jepera City has a nickname “Carving Center”. In this case, researcher would try to investigate what is the role of Jepera’s Local Goverment in Keeping the continuity and existance of wood craft industry in “Carvung Center”.The goal of this research is to know the roles performed by Jepara local goverment in keeping continuance and the existance of wood craft industry. This research is a type of qualitative research. Than type of research used in this research is descriptive analytic research. The  data capture through interviews and and Departement of Industry and Comerce Jepara’s documents.Based on research result, it is known that the role of Jepara’s local goverment in keeping the existance of wood craft industry divided into 3 funtions, those are as regulatory policies, facilitatory, and motivator. As regulatory policies, the local goverment has published Perda No. 17 year 2013 about industry potection. Then as facilitators, the local goverment often has contribution to advance the wood craft industry enterprises. One of which is increas the quality of Human Resources. The activities of the local goverment in order to improve the quality of human resources are training, aid equipment and apprenticeship for craftsmen and entrepreneurs. Then, the last is motivator for wood craft industry, the local goverment has built cooperative relationship with institutions that take care of the wood craft industry.Research that has been done to provide information that in keeping the existance of wood craft industry in Jepara, local goverment have contribute and carry out takes according to their working area. But, one thing that needs to be underline that is basically the wood craft industry needs regulations that give special attention to wood craft industry. Because with the rules that focus in wood craft industry can walk up. Therefore, when there issue and problems that arise and threaten the survival of the wood craft industry in Jepara can be overcame well. Keywords: the role of goverment, wood craft industry

Abstract

Research on Water Utilization Cooperation between Semarang City and Semarang Regency Year 2013-2015 aims to understand the form of the clean water utilization cooperation done by both regions, as well as the realization of the cooperation in 2013-2015. Additionally, there will be explanation about the background of the cooperation, the motivating factors of the cooperation, and obstacles faced in the cooperation.This research uses descriptive qualitative method with data collection techniques such as interviews as the primary data and documents as secondary data. Informants in this study are the Semarang Regency Government and Semarang City’s regional water utility company.2Based on the research that has been done, it can be concluded that the cooperation in the utilization of clean water is the second time between Semarang Regency and Semarang City after previously conducted in 2004. The cooperation was established in 2013 and in a period of 25 years with the contribution of water. Realization of the cooperation in 2013-2015 did not achieve the targets agreed upon by the two regions. Inter-regional cooperation is not running optimally, there are still many things that need to be fixed in its management. But behind it all there is still good faith from both areas to solve existing problems.

Abstract

Soemarmo is the former Semarang City mayor elected in 2015. In his time, Soemarmo was involved in a law case forcing him to be imprisoned and surrender his position to Hendar Prihadi. In the 2015 Semarang mayoral election, Soemarmo once more submitted himself together with PKB and PKS (supporting political parties), and competed his former vice mayor, Hendar Prihadi. Despites his previous law case, he still had a high popularity among Semarang citizen. This proved by his consistency to be in the second place in every survey. In addition, the political party coalition supporting Soemarmo was considered to be a new coalition in Semarang mayoral election. Based on these, this research has objective to find out the factors causing the defeat of Soemarmo-Zuber pairs in the 2015 Semarang Mayoral Election. The type of this study is a descriptive study through qualitative approach. The data sources were gained from interview of some resources and documents related to this research. The data compiling technique used in this study is by using interview and analysis of document. Based on the research, it is known that factors causing the defeat of Soemarmo-Zuber are the supporting party machine, the figure of candidates, the winning strategy, and the negative campaign. The supporting party machine of Soemarmo-Zuber was not effective since PKS and PKB (supporting parties) were not suitable to each other in the aspect of religion value and party ideology. Moreover, PKS and PKB coalition was a small coalition in the 2015 Semarang Mayoral Election. Looking at the figure aspect, Soemarmo is quite popular for Semarang citizens. However, his negative image caused by his previous case covers his own quality. Talking about his vice, Zuber is not a popular figure for Semarang citizens. In addition, winning strategy used was not effective since their supporting party machine and coalition was not effective as well, not to mention their limited campaign fund. To add insult to injury, negative campaign from their opposition also helped to make Soemarmo’s image get worse. Keywords: Defeat, Party Machine, Figure, Winning Strategy, Negative Campaign

Political focus on the creation of a public policy while the bureaucracy to focus on implementation. The relationship is often one of the causes of conflict between them. On April 4 2015 the conflict between bureaucracy with Mayor of Tegal out on the surface, after the bureaucrats conduct hearings with the DPRD of Tegal related to rejection of the leadership of Mayor. The purpose of this study was to determine the types, causes, impacts, and the resolution of the conflict between bureaucracy with Mayor of Tegal period 2013-2019. In this study, researchers used the theory of conflict analysis of Fisher as a practical process to assess and understand the reality of conflict from different angles, then this understanding forms the basis for developing the strategy and plan of action. This study used qualitative methods, using information from the bureaucrats of the conflict and the third party in the resolution of the conflict, the Central Java Provincial Government and the State Administrative Court Semarang. The results of this study indicate that the conflict falls into destructive conflict. Factors causing this conflict is the polarization of the conflict between the Mayor with his Deputy, an alleged practice of shadow state in Tegal City Government, and the arrogance of the Mayor in her leadership. Conflict resolution is done through both sides of the conflict and third parties. The study was formulated some recommendations that are expected to assist local governments in Indonesia in managing the conflict between the bureaucracy with the Mayor.Key Words : Conflict Analysis, Conflict Management, Bureaucracyix

Abstract

Abstract This research was conducted with government policy background Brebes through livestock services. In an attempt to realize the empowerment of duck breeders in Brebes, then diwujudkanlah policies and efforts of the government for the benefit of duck farmers scattered in Brebes who are members of farmer groups duck. This study focuses on the implementation in agriculture. Researchers used a qualitative research method that refers to the type of descriptive study. These research subjects are related parties and are involved in the implementation of policies to duck farmers who are members of the duck farmer groups including livestock services Brebes. The technique of collecting data through observation, interviews, documentation, literature and then analyzed through data reduction techniques, data presentation and verification / draw conclusions. These results indicate that the implementation of the aid to the farmer groups duck is not maximized in improving agricultural productivity and farm effectively, it is because the lack of technical guidance regarding the development of agriculture and animal husbandry. To fix this policy, of course, the need for improvement of both administrative and technical. Help plus, intensivity guidance from the Department related to the field of animal husbandry farms to the farmers, to maximize control systems, and infrastructure improvements. Abstract

This recearch is based on the lack of marketing land for transaction activity of regional agriculture products which is causing people open their own trade space illegally existing in Grobogan Regency, exactly in Ahmad Yani St. This is causing aesthetic, sanitation, and city comfort distrurbance and also causing traffic jam around the location. This research will be describe the role of Grobogan Regency Government in overcoming that which based on Perbup No. 35 in 2008 contained Main Tasks, Function, Description of Position’s Tasks and Working Procedure of Department of Industry’s Organization, Trade, Mining and Energy Grobogan Regency. This research aims to identify the role of Grobogan Regency Government in the way to develop Agro Holticulture Market.Type of this research is qualitative by phenomenological approach. Source of data is found from primary data through interviewing the informant or key person by Purposive Sampling Technique. Meanwhile, the secondary data comes from document data, archives, and other sources relate to this research. Collecting data technique in this research uses interview, observation, and documentation. Meanwhile, analysis techique wich is used in this research is qualitative data analysis by analyzing in the form of explanation, description and concluding of indication which is researched.Result of this research is found that the role of Grobogan Regency Government in Developing Agro Holticulture Market is as a policy functionary, by the activities such as development, data colletion, collecting and booking tax and controlling admnistration management of regional market. Other result in field shows that Agro Holticulture Market’s development from year to year is increasing continually whether from total sellers side, incresing of rent result every year and increasing of Locally Generated Revenue through market retribution. This is of course not separated from local government’s role as an actor in the way to develop Agro Holticulture Market.Keywords: Role of Government, Agro Holticulture Market, Grobogan Regency.
