Abstract

Insurance comes from the word insurance that has the meaning of insurance. Insurance is an agreement between the insured or the customer with the insurer or the insurance company. The insurer is willing to bear the amount of losses that may arise in the future after the insured agreed on the payment of money called the premium. Premium is the money spent by the insured in return for the insurer. Formally, within the law, insurance is defined as an agreement between two or more parties, in which the insurer binds itself to the insured by accepting the insurance premium to provide reimbursement to the insured due to loss, damage or even loss of expected profit.In this research, the Rice Farmers Insurance (AUTP) program, which is a gold program from the central government, is a mainstay for farmers throughout Indonesia. The problems faced by rice farmers are very complex and diverse from the arrival of floods, to pests and plant-eating organisms (OPT) which resulted in farmers experiencing crop failure. Thus thegovernment provides a facility in the form of agricultural insurance in the hope that it can be utilized properly.This research was conducted in 3 regencies of Kudus, Pati and Rembang districts where in each region have different characteristics and various problems. Therefore, the government in cooperation with State Owned Enterprises (SOEs), namely PT.Jasa Indonesia (JASINDO) as the insurance party in charge. In implementing the Rural Farmer Insurance Business program is needed a regular socialization so that farmers in each region can understand and know that this program is very useful for them. Therefore the government is aggressively and actively in disseminating this program with the hope that farmers in the country especially in the 3 districts can contribute in the success of government programs together.Keywords: Insurance, Farming

Abstract

Social problem is an action which is inappropriate with mores in society and it can be harmful for many people. Social problem happens as there is a deviation in society and if there is no resolution to solve it, it will not create a piece in society. One of social problems in Kendal is prostitution. Prostitution is difficult to be solved, and in order to stop PSK is needed preventive, curative, and repressive steps. These steps are expected to decrease the growth of prostitution. The research method used in this study is qualitative approach which uses observation, interview, and library research to collect the data. The participants in this research are Kasi Penegakan Perda Satuan Polisi Pamong Praja Kendal regency, Kasi social service of rehabilitation in Kendal regency, leader of prostitution community in Alaska, and coordinator of peer educator in prostitution community in Alaska. The result of this research shows that in order to press the growth of prostitution in Kendal regency based on regional rules in Kendal regency number 10 year 2008 about the rehabilitation of prostitution, the implementation in Kendal regency is not effective yet as the implementation still gets policing movement. The rest of movements are conducted by social service in Central Java province. If prostitute cannot fulfill the punishment, the prostitute will be released by paying tax to the administrator. The recommendation which can be done for Kendal regency is increasing the quality of human resource in regional united worker (SKPD) which relates to implementation of regulation in Kendal regency number 10 year 2008 about the rehabilitation of prostitution and increasing the communication and coordination among regional united worker (SKPD). Abstract

Permukiman Tambakrejo merupakan daerah yang berada di wilayah pesisir utara laut Kota Semarang dan berada di bantaran sungai Bajir Kanal Timur (BKT). Wilayah ini sering terkena rob air laut yang membuat hampir setiap hari tergenang air. Tambakrejo juga merupakan daerah permukiman kumuh yang penduduknya berlatarbelakang ekonomi rendah dan menempati wilayah padat penduduk. Balai Besar Wilayah Sungai Pemali Juana yang bekerja sama dengan Pemerintah Kota Semarang melakukan relokasi penduduk ketempat yang lebih layak untuk ditempati dan sekaligus menormalisasi Banjir Kanal Timur (BKT) agar lebih luas dan bersih, namun adanya penolakan dari warga Tambakrejo membuat timbulnya konflik antara warga dengan pemerintah Kota Semarang. Tujuan dari penelitian ini adalah untuk menjelaskan dan mendeskripsikan resolusi konflik relokasi tanah sengketa Tambakrejo yang dilakukan oleh Pemerintah Kota Semarang agar tercapai rasa keadilan bagi pemerintah dan masyarakat. Penelitian ini menggunakan metode penelitian kualitatif deskriptif dengan pengumpulan data melalui wawancara, dokumentasi, dan kajian kepustakaan. Hasil penelitian ini adalah mendeskripsikan langkah-langkah yang diambil dari BBWS Pemali Juana dan Pemerintah Kota Semarang serta warga Tambakrejo dalam meresolusi konflik yang timbul akibat relokasi, agar terciptanya rasa keadilan bagi BBWS Pemali Juana dan Pemerintah Kota Semarang dengan warga Tambakrejo.

Abstract

ABSTRACTTraining is an acitivity that aims to improve a person’s skills and and also aims to increase the human resources so that they can compete in the world of work.Vocational training centers in Magelang district is one of the government agencies that provide training and aims to improve the quality of human resources as described earlier.Participants who have attended the training are expected to work according to the skills that have been given. The data were taken from in-depth interview, photos, documents, and observations.According to the results showed that the implementation of the training has been going well as it should.But the overall implementation of the training activities encountered some resistance training are the obstacles related to the condition of facilities and insfrastructure are lacking to meet the needs of training departments and also contstraints regarding the number of instructors that do not coresspond to the number of existing training department.Related cooperation is carried over to the training cooperation is not cooperation employment.The advice given author is a training facility that is more in added and customized with modern equipment.In addtion, it is alsonecessary for cooperation student placement training.With the implementation of these recommendations the training will run well.Keywords : training, human resources, labor

Abstract

Sektor pariwisata adalah sektor yang dapat di andalkan oleh pemerintah dalam meningkatkan perekonomian di daerah maupun nasional. Daerah-daerah yang memiliki potensi alam yang melimpah dapat memelihara dan mengembangkan sektor pariwisata dalam rangka meningkatkan perekonomian daerah. Oleh karena itu, penelitian ini membahas mengenai perbandingan peran pemerintah daerah terhadap pariwisata dalam peningkatan pendapatan asli daerah (studi Pemda Lombok Barat dan Kota Bima) Tahun 2019. Penelitian ini bertujuan untuk menganalisis peran pemerintah Lombok Barat dan Kota Bima dalam pengembangan pariwisata serta kendala apa saja dalam pengembangan pariwisata di Lombok Barat dan Kota Bima. Teori yang digunakan dalam penelitian ini adalah teori otonomi daerah, kemandirian daerah, kemandirian keuangan daerah, pemerintah daerah, dan pengembangan organisasi. Penelitian ini menggunakan metode penelitian kualitatif. Teknik pengumpulan data dilakukan dengan wawancara, dokumentasi dan observasi yang dilaksanakan di Dinas Pariwisata Kabupaten Lombok Barat dan Kota Bima Hasil penelitian ini menemukan bahwa terdapat perbedaan peran pemerintah Lombok Barat dan Kota Bima dalam mengembangkan pariwisata dengan menggunakan komponen, yaitu promosi, obyek dan daya tarik, Aksesibilitas, Amenitas dan kelembagaan. Kelima komponen tersebut menjadi faktor utama dalam perbandingan pariwisata antara Lombok Barat dan Kota Bima Kesimpulan dari penelitian ini ialah bahwa adanya perbedaan peran dan kebijakan dalam mengelola pariwisata serta kendala pemerintah Kabupaten Lombok Barat dan Kota Bima seperti kekurangan sumber daya manusia, faktor alam yaitu bencana gempa bumi, kurangnya kesadaran masyarakat akan pentingnya pariwisata.

Abstract

Peneliti mengkaji mengenai Dinamika Konflik Agraria BPN dan PT. KAI, Pemerintah Daerah Kota Semarang dengan Masyarakat Kebonharjo. Konflik ini mempunyai eksistensi yang begitu besar di tingkat nasional karena pada saat konflik ini terjadi, Kementrian Negara pun ikut turut ambil dalam penyelesaian masalah. Luas tanah yang diperebutkan juga menjadi salah satu dasar pengambilan judul penelitian ini. Lamanya proses penyelesaian sengketa menjadi salah satu hal yang menarik sebenarnya bagaimana proses yang terjadi di dalamnya dari awal timbulnya konflik hingga resolusi dan kebijakan yang dilakukan oleh Pemerintah. Penelitian ini menggunakan metode deskriptif kualitatif dimana penulis ingin menggambarkan keadaan yang sebenarnya kemudian melakukan analisis secara mendalam dengan tujuan untuk mengetahui secara detail mengenai konflik yang terjadi di daerah Kebonharjo, Kota Semarang ini. Data diperoleh melalui wawancara dengan masyarakat Kebonharjo pada saat perkumpulan forum pemuda dan bercengkerama di angkringan agar mendapat informasi yang lebih detail, selain itu juga data diperoleh dari Pengadilan Negeri Semarang melalui penyimpulan laporan perkara yang masuk serta melalui dokumen pendukung yang diperoleh dari jurnal dan internet. Penelitian ini menghasilkan sebuah temuan berupa pembatalan sertifikat yang dilakukan oleh BPN dikarenakan memang hasil siding berpihak ke perusahaan PT. KAI. Di samping hasil tersebut karena juga adanya momentum politik yang dulu dimanfaatkan disaat terdapat dinamika pemilihan umum Walikota, sehingga kebijakan Pemerintah Daerah yang berwenang dan berkuasa pada zaman dahulu adalah menerbitkan surat bagi Masyarakat Kebonharjo karena menganggap tanah tersebut sebagai tanah partikuler dan berubah menjadi tanah negara yang bisa ditempati Warga Negara Indonesia sesuai keputusan Presiden dan Kebijakan daerah. Konflik ini berakhir dengan diberikannya kompensasi dari PT. KAI sesuai NJOP yang berlaku, yang diusahakan sejak awal oleh Pemerintah Kota Semarang. Penggusuran juga melalui proses yang resmi dan sesuai dengan mekanisme hukum yang berlaku dibuktikan dengan surat izin penggusuran oleh Mahkamah Agung Republik Indonesia. Oleh karena demikian apa yang menjadi penelitian dari peneliti, diyakini masih banyak kekurangan yang terjadi. Saran, kritik serta masukkan sangat diperlukan dalam penelitian ini terutama lebih mendalami secara detail momentum politik yang sedang terjadi pasa saat itu dan dinamika politik yang harus didalami lebih mendalam karena faktor yang mempengaruhi konflik itu terjadi tidak dapat terlepas dari konstelasi politik yang ada dan direncanakan

Abstract

ABSTRACTTax is one of the government income that is very important for the government to function, especially as a stabilizer economy through budget policy to know up or decline in the economic growth of an area. A source of revenue among other local taxes and levies which is expected to be a source of income and as the largest funding source of governance, regional development, community and prosper. One source of revenue from taxes the province is the motor motor vehicle tax, in Central Java the motor vehicles tax enough to make contributions to a large local revenue. The government the ability of central java province in realizing the motor vehicles tax planned compared with a target collection based on the potential of motor vehicle tax describe the effectiveness of tax collection of motor vehicles. This research elaborated with the qualitative method that will produce data descriptive, the purpose of this research is to know the effectiveness of tax revenue of motor vehicles as a source of revenue Central Java province. Researchers used a technique purpose of sampling to do an interview with the head of tax and bbn-kb and employees of tax collector. The result of research shows motor vehicle tax revenue in Central Java is effective from the perspective of the revenue collected, this is proven by the percentage of tax revenue has reached more than one hundred percent, in other words revenue enough to fulfill the target. But in the process is not effective, because there are still some obstacles such as the level of community external economic support, community awareness remain low, the number of motor vehicle stealing case, the implementation of the low cost of green car and the absence of the increase in motor motor vehicle object in Central Java .Keywords : effectiveness, source of revenue, motor vehicle tax.

Abstract

The Health Ministry in Semarang is health services levy exemption granted by the Government to the entire population of Semarang Regency that has Residents Sign Cards or a family card without exception. Health services levy exemption given is all there is in health services clinics in addition to hospitalization and health tests. The Health Ministry was held with the free highlights to the Ministry to the wider community in order to achieve optimal health degree movies, without neglecting the quality of service to individuals. The Ministry of health centers free start since 2008 and was held for almost 5 years of service free clinics has been going pretty well. In general there are no obstacles in the implementation of the health service means, obstacles that arise more comes from the State of the environment and the situation in each of the locations of clinics like each road conditions, weather conditions or outbreaks of disease.

Abstract

AbstractAs an Industrial based city and have been decided to be the National Strategic Area, The City of Tangerang has become the one of favorite place to seek a job. With the job seekers from all over Indonesia and the people who already lives in Tangerang as a local society, are escalating with the demands of land for residence. In the end, some of the people are illegally using the government property (land(s),river,etc.) such as Cisadane river in sempadan. Its problem are spreading to the other area such as Babakan Village, Tangerang Sub-District, and Mekarsari Village, Negrasari Sub-District.Based on the field report and analyzing the main purpose of Cisadane River, Tangerang Government’s along with the National Government are having the policy to make a maintenance of Cisadane river, and the people who lives in the area of Cisadane river has been warn to leave.The policy are not fully worked, there is a refusal from the people who lives in the area of Cisadane river. The Tangerang Government’s are taking the legal act as a main plan, but the problems are slowly sprung, and the maintenance program of Cisadane river in Mekarsari Village, Neglasari Sub-District are stopped until undecided time limit.The law must been stake, but the Tangerang Government’s need the other kind of approaching to the people, and still could applicating the policy that been stated, so the policy would reach the main purpose and advantageous to the people of Tangerang City.Keywords : The City of Tangerang Government’s, The warn of Sempadan’s Cisadane river, Squatter Settlement .

Abstract

Kepemimpinan memegang peranan penting dalam mencapai tujuan organisasi. Demikian pula kepemimpinan kepala desa, dalam menjalankan tugas dan fungsinya seorang kepala desa menggunakan model kepemimpinan tertentu agar tercapainya tujuan pembangunan desa. Pelaksanaan pembangunan desa di Desa Kemambang sejauh ini telah menunjukan perbedaan semenjak kepemimpinan Heru Susanto sebagai Kepala Desa mulai dari akses mobilitas yang semakin mudah sampai sarana prasarana dan fasilitas yang memadai. Penelitian ini bertujuan untuk mendeskripsikan kepemimpinan Heru Susanto dan hasil pembangunan desa dari kepemimpinan Heru Susanto sebagai Kepala Desa di Desa Kemambang, Kecamatan Banyubiru, Kabupaten Semarang.Penelitian ini menggunakan metode penelitian kualitatif dengan teknik pengumpulan data melalui observasi, wawancara dan dokumentasi kaitannya dengan kepemimpinan Kepala Desa Heru Susanto dalam pembangunan desa. Adapun analisis data meliputi reduksi data, analisis data dan penarikan kesimpulan. Berdasarkan hasil penelitian diketahui bahwa kepemimpinan Heru Susanto bersifat transformasional. Sebagai Kepala Desa, Heru Susanto merupakan pemimpin yang berusaha merealisasikan visi menjadi aksi serta sebagai pemimpin beliau memiliki kemampuan untuk menginspirasi dan memotivasi pengikut untuk mencapai hasil yang lebih besar dari yang direncanakan semula. Hasil kepemimpinan Heru Susanto mencakup sinergi dari berbagai elemen dalam masyarakat untuk saling bekerjasama dalam pembangunan desa di Desa Kemambang, Kecamatan Banyubiru, Kabupaten Semarang
