Abstract

Penelitian ini bertujuan Untuk 1) menganalisis proses penyusunan dan penetapan program dan kegiatan Dana Desa, 2) Untuk menganalisis pelaksanaan program dan kegiatan yang direncanakan dan ditetapkan dalm penggunaan dana desa, 3) Untuk menganalisis pengawasan penggunaan Dana Desa, di desa Karangtengah kecamatan Cilongok kabupaten Banyumas.Penelitian ini menggunakan pendekatan kualitatif dengan Subjek penelitian Kepala Desa, Sekretaris Desa, Badan Permusyawaratan Desa, dan masyarakat di Desa Karangtengah kecamat Cilongok Kabupaten Banyumas. Teknik pengumpulan data dengan metode pengamatan (observasi), wawancara (interview), dan dokumentasi. Teknik analisis data menggunakan triangulasi data yaitu dengan tahapan 1) pengumpulan data,  2) reduksi data,  3) penyajian data,  dan 4) penarikan kesimpulan.Hasil penelitian menunjukan,  1) proses penyusunan dan penetapan program dan kegiatan Dana Desa di desa Karangtengah kecamatan Cilongok kabupaten Banyumas dilakukan dengan perencanaan yang baik dan melibatkan seluruh unsur masyarakat dan berdasar sekala prioritas kegiatan. 2) pelaksanaan program dan kegiatan penggunaan dana desa dilaksanakan sesuai perencanaan yang telah ditetapkan dan melibatkan seluruh unsur masyarakat, 3) Pengawasan pelaksanaan penggunaan  Dana Desa di desa Karangtengah kecamatan Cilongok kabupaten Banyumas dilakukan dengan baik,  tidak hanya dari pemerintah desa tetapi juga oleh masyarakat..Simpulan penelitian yang dapat disampaikan bahwa penggunaan dana desa di desa Karangtengah kecamatan Cilongok direncanakan, dilaksanakan dan diawasi dengan baik. Saran yang dapat disampaikan adalah, bahwa dalam penggunaan dana desa harus selalu melibatkan seluruh unsur masyarakat desa dan sesuai priorotas kebutuhan dari masyarakat desa.Kata Kunci: Pengelolaan, Dana Desa, Implementasi Kebijakan

Abstract

Tourism conscious Group have a fungtion as a driving force for tourism, so empowerment is needed to increase the strength or power of the community. Pokdarwis Guci has not carried out the role as itu should be. So this study aims to describe community empowerment in the tourism sector, to know the role of Pokdarwis so far, and to analyze the factors of obstacles ang opportunities for community empowerment and the movement of Pokdarwis Guci. This study uses qualitative methods with data collection techniques in the form of observations, in-depth interviews and documents. Then analyzed using data source triangulation. The results of the study explained that empowerment was carried out by various parties. For tourism, especially in strengthening human resources, strengthening institutions, from the government to conduct networking and guidance for traders and provide other support. Pokdarwis experienced complexity in its existence, social capital that was not strong became the main factor so that the current Pokdarwis trip to death did not work as it should. Barries to empowerment and the Pokdarwis movement, namely weak Pokdarwis institutions, backwardness of the community of jars, lack of community participation, orientation of the old paradigm of empowerment, attention from the village government is not optimal, and education to the community in lacking. And there are opportunities namely optimism for Pokarwis, development of DTW Guci, development plans for Guci village.Key Words : Community Empowerment, Pokdarwis, DTW Guci

Abstract

Penyandang disabilitas merupakan bagian dari masyarakat Indonesia yang mempunyai kedudukan, hak, kewajiban, serta peran yang sama dengan masyarakat Indonesia lainnya dalam kehidupan dan penghidupannya. Salah satunya ialah dalam menggunakan transportasi umum untuk berkegiatan sehari – hari. Topik diatur oleh kebijakan Pemerintah di Peraturan Daerah No.10 tahun 2011. Hal inilah yang melatarbelakangi penulis dengan tujuan untuk mengetahui bagaimana realisasi pemerintah mengenai kebijakan ini terkait aksesibilitas penyandang disabilitas dalam menggunakan moda transportasi publik sehari-hari. Metode yang digunakan penulis ialah kualitatif deskriptif dimana penulis menggambarkan keadaan yang sebenarnya bagi penyandang disabilitas dalam menggunakan transportasi publik di DKI Jakarta. Data diperoleh melalui wawancara perumus kebijakan, eksekutif pemerintah, dan user ( penyandang disabilitas ). Selain itu peneliti juga menggunakan dokumen pendukung yang diperoleh dari jurnal dan internet. Berdasarkan hasil penelitian, peneliti menemukan berbagai macam faktor yang melatarbelakangi kebijakan ini antara lain, konvensi CRPD, kesetaraan HAM, kepastian hukum bagi penyandang disabilitas dan menjadikan DKI Jakarta sebagai kota panutan. Dalam penyediaan fasilitas, peneliti menemukan berbagai macam fasilitas penunjang bagi penyandang disabilitas di berbagai moda transportasi seperti MRT, Transjakarta dll. Hambatan dan tantangan yang dihadapi DKI Jakarta juga berbagai ragam, dari sisi penyandang disabilitas maupun perumus kebijakan yang masing – masing memiliki dilemma dan hambatannya tersendiri

Abstract

This study analyzes the political strategies used by Khamamik-Ismail Ishak in thegeneral election of regional heads in Mesuji District. This is the first experience MesujiDistrict implement local elections. How Khamamik-Ismail Ishak strategy at regional headelections in 2011 so as to win the number of votes?In this study, researchers used a qualitative approach that will generate descriptivedata. This research was conducted in the District Mesuji. The data were obtained throughinterviews with Fuad Amarulloh as a successful team leader Khamamik-Ismail Ishak, winningteam and community, as well as data obtained from dokementasi.The strategy used in the general election of regional heads of Mesuji in 2011 carriedout in the form of the election campaign strategy, knowing the behavior of voters, as well asapproaches and political communication. The success of this strategy is able to win a pairKhamamik-Ismail Ishak to acquire 39 637 (39.75%) votes, defeating the pair Iskandar Malikiand Agus setio with 37 865 (38.17%) votes, Suprapto and Daryanto Dahlir with 10,161(1024%) voice, Bukhari Abdul Shomad and Paidi with 9905 (9.88%) and Arif Budiman andYedi Supriyatna with 1,961 (1.94%).Keywords: Regional

Abstract

Kemiskinan di kota Semarang menjadi latar belakang penelitian ini. Selain pula banyak ditemukan di beberapa daerah sampel selain kota Semarang, bahwa program e-Warong Kube-PKH tidak berjalan sesuai harapan. Pertanyaan yang muncul kemudian ialah bagaimana implementasi program e-Warong Kube-PKH di Kota Semarang? yang notabene termasuk kota dengan jumlah penduduk miskin terbanyak di antara kota-kota lainnya di Jawa Tengah. Kemudian faktor apa saja yang menyebabkan munculnya berbagai kendala dalam implementasi program tersebut?. Tujuan penelitian untuk mendapatkan data/informasi terkait implementasi program e-Warong Kube-PKH di Kota Semarang. Selain itu, untuk menganalisis faktor yang menyebabkan munculnya berbagai kendala dalam implementasi program e-Warong Kube-PKH tersebut. Upaya menjawab permasalahan dan tujuan penelitian dilakukan dengan menggunakan teori implementasi kebijakan sebagai salah satu varian teori dalam studi mengenai kebijakan publik. Penelitian ini menggunakan metode kualitatif dengan pendekatan analisis deskriptif. Adapun sampel dipilih dengan menggunakan teknik purposive sampling dan snowball sampling. Berdasarkan hasil penelitian, dapat ditarik kesimpulan bahwa implementasi program e-Warong Kube-PKH di Kota Semarang belum berjalan maksimal, dinilai belum efektif dan tidak tepat sasaran. Sehingga masih diperlukan berbagai upaya untuk meningkatkan kualitas pelaksanaan program e-Warong Kube-PKH di Kota Semarang. Disarankan Pemerintah Kota Semarang perlu mengoptimalkan sosialisasi dan pembimbingan bagi pendamping sosial, Kube Jasa, dan KPM terkait fungsi dan tujuan program e-Warong Kube-PKH. Pemerintah juga perlu segera menyelesaikan masalah double data dan data-data yang tidak tepat, serta regulasi dan sanksi yang tegas bagi pelaku penyalahgunaan wewenang baik dalam pendataan warga miskin maupun dalam penyaluran bantuan sosial.

Abstract

AbstractThe growing number of street vendors in downtown areas is incontrollable. Aprogram to comprehensively arrange and guide those street vendors is seriouslyneeded. The existence of street vendors in downtown is one of the factors that leadsto the problems such as traffic problem, crime rate, and waste problem. The growingnumber of street vendors has rushed the local government to make known the LocalRegulation Number 11 Year 2000 about The Street Vendor Arrangement andGuidance. Based on the local regulation, the government is expected to control themushrooming street vendors.Qualitative method was used in the research. During the research, descriptiveanalysis which is the method to provide systematic, factual, and accurate illustrationor description on the data was used. Primary data was obtained from interview andthe secondary data was obtained from document, archive, and direct observation toget the real condition of the case. The direct observation was done by involving inthe programs of Department of Marketplace like doing the patrol, meeting andrelocation. The data was then analyzed qualitatively in the forms of essay,illustration, and conclusion making of the observed signs.Semarang is a big city which has accommodated its street vendors based ontheLocal Regulation Number 11 Year 2000 about The Street Vendor Arrangementand Guidance. The regulation sets the place of business, permit, levies, rights, obligations and prohibitions, guidance, and penal provisions related to arrangementand guidance. The street vendors in all 16 districts in Semarang have increased to481 vendors in year 2012-2015. Ironically, illegal vendors which were only 3.884vendors in 2012 have increased to 4.856 in 2015. The obstacle in eradicating theregulation is that the weak supervision from the stakeholders, inconveniently locatedrelocation site, unavailability of transportation facilities, lack of legal awareness, andthe economic factors of the vendor like the inability to pay the levy, and from thestakeholders’ point of view which provides less guidance and comprehensiveinformation to the street vendor that results in the vendors who has limitedunderstanding of the dos and don’ts in trading.The recommendations to enhance the ability in doing the responsibilities, thestakeholders should be professional, highly-committed, honest, responsible, anddemocratic so incompetent stakeholders are not found during the implementation oflocal regulation. The guidance, supervision, and quality controlling by socializingand doing the patrol should be enhanced.Key words: Policy implementation. Abstract

Government of Semarang City is seeking adaptation to climate change in coastal areas such as rising sea levels each year that could threaten the existence of the land area and population. Adaptation measures are implemented to make coastal land-use planning with the aim of restoring its original shoreline affected by abrasion. One of the plans is the manufacture coastal embankment to be combined with the mangrove ecosystem that will establish the Green Belt. The Government will work with community groups concerned about the environment in the realization of these plans for coastal power of Semarang is based on the local community.This study will identify how the form of the power of the coastal city of Semarang is located on the local-based community. Shape in the form of the power of the role of civil society who formed a group concerned about the environment in realizing the management of coastal environments also able to empower communities, namely Prenjak Group in Tapak Tugurejo village and Camar Group in Tambakrejo Tanjung Mas village which is a case study of the research. Coastal environmental management program run by the main planting mangrove ecosystem that will become a tourist ecoedu concept is capable of being empowerment tool both for members and surrounding communities. In performing its role, both Prenjak Group and Camar Group will be influenced by several factors such as the capacity of individuals, capacity of community. assistance and training as well as support from various parties.These factors will form the potential, barriers and obstacles to the two groups that will affect the strength of the role itself. This type of research is descriptive qualitative analytical approach. Source of data derived from primary and secondary data.Determination of informants is through snowball sampling method to determine two types of informants. The first informant as key informants consisting of Prenjak Group and Camar Group. The second informant as informants triangulation consisting of DKP Kota Semarang and BAPPEDA Kota Semarang. In collecting the data,researchers used two methods: the method of interview and literature study.Key Words: Civil Society, Prenjak Group, Camar Group.

Abstract

Gender mainstreaming is still a fairly complex issue and often occurs among the people of Pekalongan City. Although the Pekalongan City government's commitment to gender mainstreaming has been stated in public policy documents, the government's commitment to realizing gender equality and justice in various development fields has so far not shown optimal results. The purpose of this study is to explain and describe the implementation of Gender Mainstreaming (PUG) in Pekalongan City in 2016-2020. Efforts to answer the problems and research objectives are carried out using gender responsive budget theory and budgeting policy theory. This research is descriptive qualitative. Data collection techniques using documentation and interviews. Data analysis used content analysis and interactive analysis techniques. The results of the study indicate that the allocation and amount of the gender responsive budget of Pekalongan City in 2016-2020 has not received an adequate allocation and continues to experience a decline resulting in the output and outcome of activities being not achieved. In addition, the amount of gender responsive budget from 2016-2020 is very minimal and continues to experience a significant decline. Constraints faced in the Gender Responsive budget policy in Pekalongan City include: 1) Policy constraints, namely the weak legal power for the implementation of gender mainstreaming in the budget and the weak commitment of the City Government in making gender responsive budget planning). 2) Structural constraints, namely the lack of capacity of the budget drafting team that is capable of gender analysis, the dominance of the structure of policy makers, the performance of the Office is still perceived as not being gender fair, and the absence of special cooperation in gender responsive budgeting. 3) Cultural constraints, including: (a) The patriarchal values are so thick in society. So the inequality of gender relations is very difficult to change. (b) The views of gender and gender responsive budgets according to stakeholders are still misguided.

Abstract

Badan Usaha Milik Desa (BUMDes) merupakan salah satu wujud proses kesejahteraan di desa. Grobogan merupakan salah satu wilayah di Jawa Tengah yang menunjukan angka kemiskinan kurang lebih 11 % . Desa Cingkrong merupakan salah satu desa di Kabupaten Grobogan yang mendirikan BUMDes kreatif, inovatif, profit dan berkisnambungan yang berupa BUMDes Edupark pertama di Purwodadi Grobogan. Sehingga penelitian ini dilakukan untuk menjelaskan bagaimana Peran Pemerintah Daerah dan Desa melalui proses atau alur pendirian BUMDes dengan menggunakan konsep Pendirian BUMDes oleh David yang meliputi 4 (empat) tahap praksara yakni inisiatif pemerintah desa, potensi Desa, SDM pengelola BUMDes, penyertaan modal, dan disahkan melalui 3 (tiga) tahap sosialisasi, musyawarah desa, dan penetapan peraturan desa. Penelitian ini menggunakan metode penelitian kualitatif deskriptif dengan pendekatan studi kasus, serta data yang diperoleh melalui kegiatan atau teknik wawancara, observasi dan dokumetasi dan data yang diperoleh melalui studi pustaka yang berbentuk berita, jurnal atau dokumen penting lainya. Informan yang dipilih menggunakan teknik wawancara terstruktur dimana penulis menuntukan masalah dan pertanyaan sendiri untuk dapat diajukan oleh informan yang terjun secara langsung dalam masalah tersebut.Adapun teknik analisis data pada penelitan ini delakukan dengan cara reduksi data, penyajian data dan kesimpulan. Hasil penelitian ini menunjukan bahwa Peran Pemerintah Daerah Grobogan dan Desa Cingkrong telah melakukan serangkaian tahapan pendirian BUMDes dari tahap praksara inisiatif pemerintah desar, Perekrutan SDM pengelola BUMDes dan penyertaan modal dilakukan oleh dan proses selanjutnya merupakan pengesahan melalui tahap sosilaisasi dan dipertanggungjawabkan melalui musyawarah desa dan diakhiri dengan adanya penetapan peraturan desa. Dalam proses pendirian ini masih memiliki kekurangan yang berupa adanya sistem perkrutan konvensional, dan peran pemerintah daerah hanya mendampingi sehingga dalam mewujudkan peraturan Undangundang Nomor 6 Tahun 2014 pasal 90 pada point pertama memberikan akses modal maupun hibah belum terlihat sama sekali, maka dari itu penulis merekomendasikan saran yaitu merubah sistem prekrutan SDM pengelola lebih transparan dan akuntabel, dan pemerintah daerah memberikan akses modal secara rill bagi BUMDes yang akan berdiri kelak

Abstract

Proverty is the main problem for developing countries. Every year, poverty is seriously highlighted since it causes hindrance for countries to advance.  Today, not only rural areas have the problem, but urban areas or big cities as well. Semarang is not excluded. Based on data released by BAPPEDA Semarang, in the year 2015 the number of the poor in Semarang is 114.939 families or 367.848 individuals. This urges Semarang city government to issue a proverty reduction policy. One of the programs of the policy is collecting data of the poor and tagging them by giving Kartu Identitas Miskin, an identity card only for the poor.   Kartu Identitas Miskin or KIM to identify the poor is used as reference for all proverty reduction programs in Semarang. Poverty reduction program in Semarang should base its execution to the collected data. This expects the program to reduce poverty is right on the target.  The focus of this research is the implementation of the poverty reduction policies in Semarang city through KIM. The program execution is started with identify and verify the data of the poor every two years. This has been held in 2009 and continuing. The next step is executing the program which is planned based on the data. Satuan Kerja Perangkat Daerah (SKPD) is the executant.  Author conducts research on the implementation process of poverty reduction programs done by Department of Health and Department of Education in Semarang as samples.    Author finds that SKPD doesn’t fully refer to KIM beneficiaries in implementing the programs. Jaminan Kesehatan Masyarakat Kota, a health insurance for Semarang citizen provided by the government, can only be accessed with Surat Keterangan Tidak Mampu (SKTM), a certificate for people at economic disadvantage, even for people whom already have KIM. Lack of socialization process to the citizen makes a lot of information biases about the procedure and how to use KIM. Besides, author also finds that the enumeration of the data is not entirely valid and accurate. The officers doing enumeration still use their own subjectivity in registering the beneficiaries. Semarang government needs to do more efforts to improve KIM program, started with giving more control in identification and verification process.
