Abstract

This research aims to analyze the resilience of domestic wastewater management infrastructure in Jakarta, especially the Jakarta Sewerage Development Project (JSDP), and formulate a number of policy recommendations. The method used in this paper is qualitative with an analytical type. In conducting the analysis and formulating policy recommendations, the researcher is based on an incremental model that emphasizes improvements to existing policies. The results of this paper indicate that the development of JSDP is a policy that is very much needed by the community to overcome the minimal coverage of domestic wastewater management services in Jakarta which has an impact on health. In order for JSDP to be a resilient infrastructure as well as an infrastructure to support social and economic resilience, the application of six principles of infrastructure resilience is needed. In addition, active community involvement in the decision-making process is also needed to create more measurable conditions and mutual supervision. Although the development of JSDP has reflected the goals of sustainable development, this project still poses challenges to the environmental dimension because it triggers deforestation and reduces the existence of green open spaces. Therefore, the researcher formulates several policy recommendations including general recommendations, recommendations related to technical and construction issues, recommendations related to environmental issues, recommendations related to social and institutional issues, and recommendations related to financing issues.

Abstract

Immigration intelligence plays a vital role in safeguarding Indonesia’s borders from the potential negative impacts of foreign nationals’ mobility, which can lead to violations and crimes that threaten national sovereignty. The increasing complexity of transnational crimes, such as human trafficking, terrorism, and illegal migration, highlights the need for robust intelligence measures to ensure national security. However, there is still limited research analyzing the strategic functions of immigration intelligence in addressing these evolving challenges. This study aims to examine the roles and functions of immigration intelligence in conducting investigations and securing borders through intelligence operations. The research employs a qualitative descriptive method, using a literature review and analysis of relevant reports, legal frameworks, and operational documents. The findings reveal that immigration intelligence is crucial in collecting, processing, and analyzing information across ideological, political, economic, social, cultural, defense, and security dimensions to anticipate potential threats. Its preventive role is also emphasized, particularly in early detection and risk mitigation. The implications of this study underscore the need for strengthening coordination among immigration authorities and security agencies, as well as enhancing the use of advanced technologies to improve the effectiveness of intelligence operations.

Abstract

Intelligence plays a crucial role in maintaining a nation's national security, functioning not only as a tool for information gathering but also as a means of analyzing and interpreting data to support strategic decision-making. In the context of globalization and advancements in information technology, threats to national security have become increasingly complex, encompassing terrorism, cybercrime, and interstate conflicts. The reconceptualization of intelligence definitions and theories is essential to address modern challenges that are multidimensional in nature. This paper discusses various definitions of intelligence from experts, including the views of Sherman Kent, T.F. Troy, and D. Kahn, while emphasizing the importance of the processes of gathering, analyzing, and presenting relevant information. Furthermore, this paper highlights the need for integrating perspectives from both academics and practitioners to create a more holistic and adaptive understanding of intelligence. With a more inclusive approach, it is hoped that the intelligence strategies adopted by nations can remain relevant and effective in facing the continuously evolving challenges in the modern world.

Abstract

The Indo-Pacific region has become the center of global geopolitical attention, especially in the South China Sea, which is rich in natural resources and is a strategic trade route for many countries. The conflict in the South China Sea is fueled by overlapping claims from various countries, including China, Vietnam, the Philippines, Malaysia and Brunei, which have the potential to provoke military tensions. The Quad, which consists of the United States, India, Japan, and Australia, has emerged as an important actor in maintaining stability in the region by conducting security cooperation, joint military exercises, and maritime patrols. Although not a formal military alliance, the Quad serves as a strategic counterweight to China's influence in the Indo-Pacific. This paper explores how the Quad is facing geopolitical challenges, including differences of interest among members and China's reaction, as well as discussing the alliance's potential in promoting regional stability through multilateral approaches. In addition to the military aspect, the Quad also focuses on infrastructure development and economic diplomacy as a step towards creating a free, open and stable Indo-Pacific.

Abstract

This study explores the phenomenon of digital activism in Indonesia through the viral hashtag #KaburAjaDulu, which emerged as a response to widespread dissatisfaction with political, economic, and social conditions. Unlike traditional forms of activism that rely on physical demonstrations and petitions, digital activism leverages social media platforms to mobilize collective action more rapidly and inclusively. By employing a qualitative approach and literature review, this research examines how #KaburAjaDulu reflects the frustrations of Indonesian youth and functions as a symbolic act of resistance against perceived systemic injustices. The findings reveal that the hashtag evolved into a digital movement that successfully captured public attention, particularly among young people, by fostering solidarity and stimulating critical discourse. The rapid spread of the campaign underscores the effectiveness of social media as a tool for amplifying voices and shaping public opinion. However, the long-term impact of such digital activism depends largely on institutional responses, especially from government actors. If these responses remain limited or dismissive, the campaign risks remaining symbolic rather than transformative. Conversely, constructive dialogue and policy adjustments could enhance its potential for lasting social change. This research concludes that while digital activism demonstrates significant potential in mobilizing public awareness and engagement, its success in driving tangible change requires sustained public participation, media amplification, and proactive institutional responses. Thus, #KaburAjaDulu not only highlights the power of social media in voicing dissent but also underscores the challenges of translating online momentum into concrete societal transformation.

Abstract

During the Covid-19 pandemic, nearly every country was vulnerable to the impact of the outbreak. Even countries renowned for their advanced healthcare systems found themselves helpless. Indonesia, with a population exceeding 270 million, was not exempted, as 6,811,330 confirmed cases, 6,640,002 recoveries, and 161,848 deaths were reported in June 2023. The pandemic also had detrimental effects on the already struggling economy, as various restrictions hindered both economic growth and mobility. However, compared to other nations, Indonesia showcased greater resilience. According to the Ministry of Health, the country experienced the most controlled increase in Covid-19 cases compared to five other Asian countries, namely India, the Philippines, Singapore, Malaysia, and Thailand. The data from the Fiscal Policy of the Indonesian Ministry of Finance showed Indonesia's economy managed to grow by 3.69% in 2021, surpassing the average economic growth rate of other ASEAN countries, which stood at 2.9% in the same year. The two indicators in the health and economic fields showed that the Indonesian community could endure and adapt to disaster situations. The emergence of community-driven initiatives during the pandemic, such as mutual assistance and support for those affected by Covid-19, further underscored the strength of the community. Moreover, the varied circumstances experienced revealed a relatively high level of human security, a factor that directly influenced national resilience in the face of the pandemic. The United Nations Development Programme (UNDP) identified seven components of human security, namely security, economy, food, health, environment, individual, community, and political aspects. Human security aimed to safeguard individuals against various threats to their well-being and was a crucial aspect of state protection in providing a sense of security to citizens. This study delved into the discussion of human security in Indonesia as a protective mechanism that encompassed both personal and communal security, and its direct influence on national resilience, particularly during the Covid-19 pandemic. The handling of the pandemic revealed the considerable strength of human security within the Indonesian community, facilitating the transition from a pandemic phase to an endemic phase of Covid-19 while upholding national resilience. Therefore, exploring the potential of human security was imperative, as it aimed to support national resilience beyond the scope of state security alone. This qualitative study concluded that a strong level of human security generally contributed to enhancing national resilience. Therefore, government approaches to implementing human security were expected to address the cultural backgrounds and customs of local communities. Human security was also considered a significant aspect and serious concern for the state, particularly in safeguarding national resilience during severe threats to the country.

Abstract

Abstrak Artikel ini mengkaji peran krusial kontraintelijen dalam mendukung fungsi deteksi dini dan pencegahan ancaman asing di era kontemporer, serta implikasinya terhadap ketahanan wilayah Ibu Kota Nusantara. Melalui pendekatan studi literatur kualitatif, penelitian ini menganalisis definisi, fungsi, dan evolusi kontraintelijen, serta adaptasinya terhadap tantangan modern seperti kemajuan teknologi, keterbatasan sumber daya, dan dilema etika. Hasil analisis menunjukkan bahwa kontraintelijen, dengan komponen utama seperti pencegahan, deteksi, penipuan, dan kontraespionase, berperan penting dalam meningkatkan keamanan nasional, mendukung pengambilan keputusan strategis, serta mencegah kerugian finansial dan membangun kepercayaan publik. Disimpulkan bahwa kontraintelijen merupakan elemen integral dalam strategi ketahanan nasional yang memerlukan adaptasi berkelanjutan, kolaborasi antar lembaga, transparansi, dan akuntabilitas untuk melindungi Ibu Kota Nusantara dari ancaman yang terus berkembang

Abstract

This article analyzes the challenges in task execution faced by the Regional Intelligence Community (Kominda) institution in supporting national security stability in the regions, as well as the efforts that can be undertaken to address these challenges. This research is fundamentally based on Article 30 of Law No. 17 of 2011 concerning State Intelligence, which asserts the critical importance of inter-agency coordination to maintain the security and order of the nation, as well as the Minister of Home Affairs Regulation No. 16 of 2011 concerning Kominda, which emphasizes Kominda’s strategic role in the early detection of potential threats as an integral part of the national intelligence system. However, in practice, the implementation of Kominda's duties and functions continues to encounter a variety of challenges that have not been systematically mapped. This study aims to comprehend the factors inhibiting the effectiveness of Kominda’s task execution in contributing to the strengthening of national resilience in a sustainable manner. The research employs the Institutional Capacity Theory approach, which emphasizes the importance of organizational structure, resources, and legitimacy in shaping the performance of public institutions. This research is expected to offer strategic recommendations for Kominda's institutional improvement, particularly regarding coordination mechanisms, human resource capacity, and budgetary support, thereby serving as a crucial policy reference for developing a professional, adaptive, and accountable intelligence apparatus.

Abstract

This study examines the impact of artificial intelligence (AI) algorithms on the protection of individual rights, with a focus on transparency and accountability. The research aims to analyze how regulations like the GDPR in the European Union influence AI decision-making processes to safeguard human rights. Using a comparative legal analysis method, this research investigates the role of prospective and retrospective transparency in ensuring that AI systems operate ethically and fairly. The results highlight that transparency significantly enhances accountability and user rights, particularly in preventing discrimination and promoting security. The study concludes that collaboration among policymakers, developers, and users is critical to aligning AI technologies with human rights principles, ultimately fostering more equitable and secure outcomes.
