Abstract

In this digital era, cyber espionage is a serious threat to countries around the world, including Indonesia. This study looks at the legal framework governing cyber espionage, and the challenges and opportunities for law enforcement it faces as well as its development. Through a qualitative methodology based on institutional theory, this study reveals that the existing legal framework, particularly The Electronic Information and Transactions Law (ITE Law) and Penal Code (KUHP), is still not sufficient. Lack of legal clarity and inconsistencies — both internationally and nationally — make things even more difficult. Other contributing factors to poor law enforcement include limited institutional capacity resulting in the lack of well-trained human resources, insufficient technological infrastructure, and inter-agency collaboration. The process of isomorphism, which is understood in institutional framework as imitation of best practices implemented by other countries to cope with cyber espionage, does not always work because each country has different contexts and needs. This study shows that most literature in cyber espionage underscores the need for comprehensive legal reform, improvement of institutional capacity, quality of cooperation, and better understanding of the role of non-state actors in building an effective cyber security system in Indonesia.

Abstract

This investigation aims to explore digitalization as a tool to prevent corruption at the local government level in Indonesia. A normative legal approach was used in this investigation, which analyzed secondary data, such as laws, regulations, and academic studies. This study indicated that digitalization had the potential to reduce the vulnerability to corruption by increasing transparency, accountability, and integrity in local government governance. By integrating e-catalogs and local government information systems, the government can create a tighter oversight mechanism for procuring goods and services. Several limitations in implementation are still to be found, including differences in infrastructure and technological readiness in various regions, which hinder the effectiveness of implementing digital policies in preventing corruption. This study concludes that a comprehensive and consistent digitalization strategy across all regions is essential to strengthening law enforcement and reducing corruption in Indonesia.

Abstract

Terrorism represents a significant threat to both state and individual security. The effective combating of terrorism necessitates not only the implementation of repressive measures but also the fostering of societal resilience. The creation of societal resilience can be achieved by developing an intelligent society, thereby enabling it to combat the threat of radicalism and terrorism effectively. One way to foster societal resilience is to identify and address the logical fallacies of ISIS teachings. The authors selected the topic of female terrorists in Indonesia (ISIS case study 2018-2013 period) due to the increase in arrests of women related to terrorism following the Surabaya bombings in 2018. All of the women arrested are connected to ISIS. This paper employs the following theoretical frameworks: the informal logical fallacy theory (Van Vleet, Informal Logical Fallacies 2021), The Staircase to Terrorism (Mogadham, 2005), and Technic Analysis Counter Terrorism theory (Prunckun, 2010). The findings of the research indicated the presence of a logical fallacy among ISIS female terrorists. The logical fallacy observed in ISIS female terrorists in Indonesia can be attributed to the following factors: The indoctrination and education model employed by IS; the manipulation of religious teachings; the kinship system; the propagation of ideological narratives designed by IS; intense communication; the echo chamber and filter bubble; and women's psychological vulnerability all contribute to the phenomenon under study. The pattern of radicalization observed in ISIS female terrorists in Indonesia aligns with the theoretical framework of The Staircase to Terrorism (Fathali M. Moghadam). Counterterrorism measures must be implemented to address the logical fallacies observed in female terrorists. This necessitates a comprehensive approach encompassing prevention, preparation, response, and recovery.

Abstract

The death of a leader in the Islamic State of Iraq and Syria (ISIS) organization is often followed by calls for revenge, typically initiated with the renewal of bai’at (pledge of allegiance) against those deemed responsible. ISIS tends to incorporate retaliation as part of its response to various global situations perceived as threats to Muslims. This study aims to elaborate on scenario planning in addressing the aftermath of an ISIS leader's death, to mitigate terrorist attacks in Indonesia. The research employs a descriptive qualitative method using scenario planning analysis based on the framework of Scenario Planning by Brands, Christian, Torsten Wulf, and Philip Meissner. These findings must be implemented in a coordinated and sustainable manner to ensure the effectiveness of anticipating and addressing threats from ISIS networks in Indonesia.

Abstract

This study aims to analyze the threat of illegal imports in the Tanjung Balai Karimun border area, which has a strategic location in the Malacca Strait and is vulnerable to smuggling activities. Illegal imports are a serious problem that can disrupt economic, social, and political stability, with impacts in the form of loss of state revenue, circulation of dangerous goods, and threats to privacy. The research method used is a qualitative approach with in-depth interviews, direct observation, and analysis of official documents, such as Customs data enforcement. The results of the study are expected to provide strategic recommendations to strengthen national border control policies and improve regional cooperation to maintain security and stability in the Tanjung Balai Karimun border area

Abstract

Drug trafficking and substance abuse represent significant challenges, particularly in regions highly vulnerable to these issues. Pulau Negara, identified as a drug-prone area within Hulu Sungai Selatan Regency, frequently experiences incidents of illicit drug trafficking and abuse. The persistence of these drug-related activities can be attributed to the community's insufficient social resilience. This study aims to (1) analyze the current state of social resilience in Pulau Negara; (2) identify the multilevel vulnerability factors contributing to this issue; and (3) propose strategies to enhance the community's resilience against drug-related threats. The findings reveal that social resilience in Pulau Negara is critically weak, influenced by a range of vulnerabilities at the individual, family, and community levels. Key factors include economic pressures, peer influence, unstable family structures, and a lack of supportive community infrastructure. The proposed strategies adopt a comprehensive approach, encouraging collaboration among stakeholders such as local authorities, law enforcement, and community leaders to build a more resilient social framework. By addressing these vulnerabilities holistically, the recommended interventions aim to reduce the community's susceptibility to drug-related activities and promote sustainable social resilience.

Abstract

This research aims to describe the problem based on a literature review regarding efforts to prevent terrorism through anti-terrorism education in Indonesia. The method used in the research is a qualitative method. The literature review in this research was carried out by collecting, reading, analyzing and understanding existing sources of information to be used as references in writing articles. The objects discussed in the research are teenagers in the ideology of terrorism, the role of schools in efforts to prevent the ideology of terrorism and strategies for preventing terrorism in the world of education in Indonesia. The steps in research are choosing a topic that will be material for research, searching for information, collecting information from various data sources, preparing to present data, and finally preparing a report. The research results are in the form of a description that forms of terrorism in education are not all acts of violence, but can also be manifested in the form of speech and attitudes that have the potential to give rise to violence. The government instills the Pancasila ideology completely and evenly in the world of education in Indonesia, by implementing an independent curriculum, which contains the profile of Pancasila students.

Abstract

The rapid advancement of digital technology has made the use of digital forensic equipment essential for law enforcement in Indonesia, particularly by state institutions and government agencies. In today's digital era, nearly all human activities involve digital technology, necessitating the use of digital devices. When unlawful acts occur within the territory of Indonesia, digital forensic tools are vital for extracting data from devices, which can be utilized as evidence to uncover legal facts. This research aims to formulate strategies for managing digital forensics in an efficient, accountable, and credible manner. A qualitative approach was used, employing the literature study method to gather relevant data from various sources. The findings highlight the importance of establishing clear protocols for the use of digital forensic equipment, ensuring the accuracy and legality of data extraction. Additionally, the study emphasizes the need for proper training, certification, and standardization of practices among law enforcement agencies to enhance credibility and accountability. The research contributes to the development of strategic frameworks for managing digital forensics in Indonesia, providing a foundation for improving law enforcement practices in the digital age.

Abstract

This study aims to analyze vulnerabilities in the procurement of ordinary passport blanks in Indonesia using the Miles and Huberman data analysis method. A qualitative approach is used to identify the factors that lead to a high dependence on a single blank provider, as well as their impact on the smooth procurement process of passports. This study found that uncertainty in the supply of blanks, limited human resource capacity, and potential deviations in the procurement process are the main causes of vulnerability. External factors such as global disruption also exacerbate this situation. The results of the study show the importance of diversifying blank providers to reduce dependence on one party, as well as the need to strengthen a more transparent and efficient procurement system. The study also proposes the digitization of passport services as a strategic step to reduce reliance on physical blanks and improve the efficiency of public services. Overall, this study provides recommendations that can support government policies in improving the resilience and reliability of the public document procurement system in Indonesia, as well as a reference for further research in this field.

Abstract

After the fall of ISIS, the repatriation of former ISIS members to their home countries has become an important issue. The international community encourages the repatriation of ex-ISIS families, especially children who have suffered in refugee camps in Syria. Likewise, the Indonesian government is still open to repatriating orphans under the age of 10. This study aims to determine the threat of repatriation of former ISIS FTF children to Indonesia, as well as intelligence strategies in anticipating the threat. This research uses a qualitative approach based on an inductive perspective. The results show that the repatriation of ex-ISIS FTF children may pose a moderate threat. The intelligence strategy to anticipate the threat is the use of tools or methods, including regulations and resource support from various institutions, equipped with the right way to achieve the goal of minimizing or eliminating threats, with a focus on early detection and early warning.
