Abstract

Pengawasan internal memiliki peran strategis dalam memastikan akuntabilitas dan efektivitas tata kelola pemerintahan, khususnya di daerah tertinggal seperti Kabupaten Puncak Jaya, Papua. Penelitian ini bertujuan untuk mengidentifikasi tantangan utama dalam pelaksanaan pengawasan internal serta merumuskan strategi penguatan yang sesuai dengan konteks lokal. Metode yang digunakan adalah pendekatan kualitatif deskriptif dengan studi kasus tunggal. Data diperoleh melalui wawancara mendalam, observasi lapangan, dan studi dokumentasi terhadap Inspektorat Daerah dan OPD terkait. Hasil penelitian menunjukkan bahwa keterbatasan jumlah auditor bersertifikasi, sulitnya akses geografis, minimnya alokasi anggaran, dan lemahnya tindak lanjut hasil audit menjadi kendala utama dalam efektivitas pengawasan. Strategi penguatan yang direkomendasikan mencakup peningkatan kapasitas auditor, digitalisasi audit berbasis risiko, penguatan regulasi lokal, serta kolaborasi lintas lembaga. Temuan ini menegaskan pentingnya pendekatan pengawasan yang adaptif dan responsif terhadap karakteristik wilayah 3T guna mendorong terciptanya tata kelola pemerintahan daerah yang transparan, akuntabel, dan partisipatif.

Abstract

This study investigates the implementation of digital transformation programs for Micro, Small, and Medium Enterprises (MSMEs) in Indonesia’s 3T regions (Frontier, Outermost, and Disadvantaged), focusing specifically on Puncak Jaya Regency in Central Papua. Employing a qualitative case study approach, data were collected through in-depth interviews, field observations, and document analysis. The study aims to explore how local governments implement digitalization strategies for MSMEs in remote areas with limited infrastructure and technological access. Findings indicate that approximately 30–40% of MSMEs began adopting simple digital tools such as social media platforms for product promotion and mobile cashier applications for recording transactions. These changes were largely influenced by training and mentoring programs initiated by the local Department of Cooperatives and SMEs. Despite these advancements, several challenges remain, including poor internet connectivity, low digital literacy, lack of continuous technical assistance, and limited availability of digital devices. To address these obstacles, the local government applied adaptive strategies such as delivering training in local languages, providing hands-on support, and conducting outreach directly to the business owners in their communities. While early economic impacts are modest—such as slight increases in weekly revenue and broader customer reach—there is potential for long-term growth. The study concludes that a sustainable, community-based, and culturally appropriate model of digital transformation is essential to ensure inclusive development for MSMEs in Indonesia’s remote and underserved areas like Puncak Jaya.

Abstract

Performance audit is one of the important instruments in internal government supervision which plays a role in assessing the extent to which the effectiveness, efficiency, and economy of a regional development program can be achieved. This study aims to describe the implementation of performance audits by the Regional Inspectorate of Puncak Jaya Regency as an evaluation tool for the implementation of regional development programs. Using a descriptive qualitative approach with a case study method, this research was carried out in Puncak Jaya Regency, Central Papua, by involving the auditor of the Regional Inspectorate, the head of OPD, and the technical implementer of the program as the main informant. Data was collected through in-depth interviews, participatory observations, and documentation studies on performance audit reports and the realization of development programs from 2022 to 2023. The results of the study show that although the implementation of performance audits is not fully optimal, its function has made a real contribution in identifying structural and technical problems in development programs, such as inconsistencies in activity outputs, inefficiency in budget use, and weaknesses in reporting and internal control systems. Of the 12 OPDs audited, 47 findings were found that indicated the need to reformulate performance indicators, improve human resource competence, and improve the supervision system. However, the limited number of certified auditors, the unavailability of a digital audit system, and weak coordination across OPDs are still obstacles to the implementation of effective performance audits.This study recommends that the Regional Government of Puncak Jaya Regency strengthen the function of the Inspectorate through the development of technical regulations, capacity building of risk-based auditors, and strengthening an integrated supervision system. With a structured performance audit and supported by regional political commitments, it is hoped that development in the 3T region can be more measurable, accountable, and on target.

Abstract

Penelitian ini bertujuan untuk menganalisis kebutuhan pegawai berdasarkan peta jabatan yang disusun melalui Sistem Informasi Penataan Kelembagaan dan Analisis Jabatan (SI-PKJ) pada perangkat daerah di lingkungan Pemerintah Provinsi Jawa Timur. Penelitian ini menggunakan pendekatan deskriptif kualitatif dengan teknik pengumpulan data melalui wawancara mendalam, observasi partisipatif, dan studi dokumentasi. Hasil penelitian menunjukkan bahwa SI-PKJ telah dimanfaatkan dalam proses penyusunan peta jabatan dan pemetaan beban kerja, namun implementasinya belum berjalan secara optimal. Beberapa tantangan utama yang diidentifikasi antara lain adalah: (1) keterbatasan pemahaman operator dalam menyusun uraian tugas yang belum sepenuhnya selaras dengan tugas dan fungsi sebagaimana diatur dalam Peraturan Gubernur mengenai Susunan Organisasi, Uraian Tugas dan Fungsi, serta Tata Kerja masing-masing perangkat daerah; (2) metode penentuan volume kerja yang seharusnya didasarkan pada rata-rata beban kerja tiga tahun terakhir, namun dalam praktiknya masih mengacu pada jumlah pegawai yang tersedia, sehingga terjadi penyesuaian volume kerja secara artifisial untuk mencapai jumlah yang diharapkan tanpa mempertimbangkan kebutuhan riil; serta (3) integrasi SI-PKJ dengan sistem informasi kepegawaian lainnya yang masih belum optimal. Meskipun demikian, SI-PKJ memiliki potensi sebagai instrumen strategis dalam mendukung perencanaan formasi dan pemenuhan kebutuhan pegawai yang berbasis data. Penelitian ini merekomendasikan peningkatan kapasitas sumber daya manusia, penguatan integrasi sistem lintas sektor, serta penyempurnaan proses perencanaan sumber daya aparatur secara menyeluruh.

Abstract

The main focus of this study is directed to uncover the understanding of the influence of Brand Ambassador Jennifer Coppen and Influencer Marketing on the Purchase Decision of Facetology skincare products in Generation Z consumers. user. This research was carried out using a quantitative pattern based on descriptive tendencies and oriented towards cause-effect relationships. A sample of 96 respondents from Gen Z was obtained through non-probability sampling techniques and collected through an online questionnaire. Testing of the validity and internal stability of the instrument was carried out, then the results obtained were used as the basis for multiple linear regression exploration using the SPSS vehicle. The results of the data exploration imply that the Brand Ambassador and Influencer Marketing variables make a significant positive contribution to the formulation of purchase decisions, both individually and simultaneously. The determination coefficient (R²) recorded at 0.710 indicates that 71% of the dynamics of purchasing decisions can be reconstructed from the fluctuations of the two independent variables. Between the two, Influencer Marketing occupies the dominant position in terms of influence. These findings reaffirm the relevance of a planned, segmentation-based digital promotion strategy to reach Gen Z—a generation known for being responsive to technological innovation as well as social media-based content consumption.

Abstract

This study examines the causal relationship between online promotion strategies and the distribution of digital marketing materials with increased sales of MSMEs on Instagram. The background is changes in consumer behavior and developments in digital technology that have encouraged MSMEs to adapt to social media marketing. Using quantitative methods with an explanatory research design and purposive sampling techniques, 96 respondents who had purchased MSME products through Instagram were ob-tained. Data analysis included validity tests, reliability tests, classical assumptions, multiple linear regression, t-tests, F-tests, and determination coefficients. The results indicate that digital ads and marketing content have a positive and significant impact, both partially and simultaneously, on sales growth. Based on the test results, the digital advertising variable was proven to have a positive and significant influence on sales growth, as indicated by a t-value of 3.843, which exceeded the critical value of 1.661 with a significance level of 0.000 < 0.05. The marketing content variable also has a positive and significant impact, reflected in the t-value of 7.559 > 1.661 and Sig. 0.000 < 0.05. Simultaneously, both variables positively and significantly influence sales growth, as evidenced by the calculated F value of 249.092 with a significance level of 0.000 < 0.05. In conclusion, the integration and consistent use of these two strategies can improve the sales performance of MSMEs and their competi-tiveness in the digital market.
