Abstract

Pengawasan internal memiliki peran strategis dalam memastikan akuntabilitas dan efektivitas tata kelola pemerintahan, khususnya di daerah tertinggal seperti Kabupaten Puncak Jaya, Papua. Penelitian ini bertujuan untuk mengidentifikasi tantangan utama dalam pelaksanaan pengawasan internal serta merumuskan strategi penguatan yang sesuai dengan konteks lokal. Metode yang digunakan adalah pendekatan kualitatif deskriptif dengan studi kasus tunggal. Data diperoleh melalui wawancara mendalam, observasi lapangan, dan studi dokumentasi terhadap Inspektorat Daerah dan OPD terkait. Hasil penelitian menunjukkan bahwa keterbatasan jumlah auditor bersertifikasi, sulitnya akses geografis, minimnya alokasi anggaran, dan lemahnya tindak lanjut hasil audit menjadi kendala utama dalam efektivitas pengawasan. Strategi penguatan yang direkomendasikan mencakup peningkatan kapasitas auditor, digitalisasi audit berbasis risiko, penguatan regulasi lokal, serta kolaborasi lintas lembaga. Temuan ini menegaskan pentingnya pendekatan pengawasan yang adaptif dan responsif terhadap karakteristik wilayah 3T guna mendorong terciptanya tata kelola pemerintahan daerah yang transparan, akuntabel, dan partisipatif.

Abstract

This study investigates the implementation of digital transformation programs for Micro, Small, and Medium Enterprises (MSMEs) in Indonesia’s 3T regions (Frontier, Outermost, and Disadvantaged), focusing specifically on Puncak Jaya Regency in Central Papua. Employing a qualitative case study approach, data were collected through in-depth interviews, field observations, and document analysis. The study aims to explore how local governments implement digitalization strategies for MSMEs in remote areas with limited infrastructure and technological access. Findings indicate that approximately 30–40% of MSMEs began adopting simple digital tools such as social media platforms for product promotion and mobile cashier applications for recording transactions. These changes were largely influenced by training and mentoring programs initiated by the local Department of Cooperatives and SMEs. Despite these advancements, several challenges remain, including poor internet connectivity, low digital literacy, lack of continuous technical assistance, and limited availability of digital devices. To address these obstacles, the local government applied adaptive strategies such as delivering training in local languages, providing hands-on support, and conducting outreach directly to the business owners in their communities. While early economic impacts are modest—such as slight increases in weekly revenue and broader customer reach—there is potential for long-term growth. The study concludes that a sustainable, community-based, and culturally appropriate model of digital transformation is essential to ensure inclusive development for MSMEs in Indonesia’s remote and underserved areas like Puncak Jaya.

Abstract

Performance audit is one of the important instruments in internal government supervision which plays a role in assessing the extent to which the effectiveness, efficiency, and economy of a regional development program can be achieved. This study aims to describe the implementation of performance audits by the Regional Inspectorate of Puncak Jaya Regency as an evaluation tool for the implementation of regional development programs. Using a descriptive qualitative approach with a case study method, this research was carried out in Puncak Jaya Regency, Central Papua, by involving the auditor of the Regional Inspectorate, the head of OPD, and the technical implementer of the program as the main informant. Data was collected through in-depth interviews, participatory observations, and documentation studies on performance audit reports and the realization of development programs from 2022 to 2023. The results of the study show that although the implementation of performance audits is not fully optimal, its function has made a real contribution in identifying structural and technical problems in development programs, such as inconsistencies in activity outputs, inefficiency in budget use, and weaknesses in reporting and internal control systems. Of the 12 OPDs audited, 47 findings were found that indicated the need to reformulate performance indicators, improve human resource competence, and improve the supervision system. However, the limited number of certified auditors, the unavailability of a digital audit system, and weak coordination across OPDs are still obstacles to the implementation of effective performance audits.This study recommends that the Regional Government of Puncak Jaya Regency strengthen the function of the Inspectorate through the development of technical regulations, capacity building of risk-based auditors, and strengthening an integrated supervision system. With a structured performance audit and supported by regional political commitments, it is hoped that development in the 3T region can be more measurable, accountable, and on target.

Abstract

Penelitian ini bertujuan untuk menganalisis kebutuhan pegawai berdasarkan peta jabatan yang disusun melalui Sistem Informasi Penataan Kelembagaan dan Analisis Jabatan (SI-PKJ) pada perangkat daerah di lingkungan Pemerintah Provinsi Jawa Timur. Penelitian ini menggunakan pendekatan deskriptif kualitatif dengan teknik pengumpulan data melalui wawancara mendalam, observasi partisipatif, dan studi dokumentasi. Hasil penelitian menunjukkan bahwa SI-PKJ telah dimanfaatkan dalam proses penyusunan peta jabatan dan pemetaan beban kerja, namun implementasinya belum berjalan secara optimal. Beberapa tantangan utama yang diidentifikasi antara lain adalah: (1) keterbatasan pemahaman operator dalam menyusun uraian tugas yang belum sepenuhnya selaras dengan tugas dan fungsi sebagaimana diatur dalam Peraturan Gubernur mengenai Susunan Organisasi, Uraian Tugas dan Fungsi, serta Tata Kerja masing-masing perangkat daerah; (2) metode penentuan volume kerja yang seharusnya didasarkan pada rata-rata beban kerja tiga tahun terakhir, namun dalam praktiknya masih mengacu pada jumlah pegawai yang tersedia, sehingga terjadi penyesuaian volume kerja secara artifisial untuk mencapai jumlah yang diharapkan tanpa mempertimbangkan kebutuhan riil; serta (3) integrasi SI-PKJ dengan sistem informasi kepegawaian lainnya yang masih belum optimal. Meskipun demikian, SI-PKJ memiliki potensi sebagai instrumen strategis dalam mendukung perencanaan formasi dan pemenuhan kebutuhan pegawai yang berbasis data. Penelitian ini merekomendasikan peningkatan kapasitas sumber daya manusia, penguatan integrasi sistem lintas sektor, serta penyempurnaan proses perencanaan sumber daya aparatur secara menyeluruh.

Abstract

The main focus of this study is directed to uncover the understanding of the influence of Brand Ambassador Jennifer Coppen and Influencer Marketing on the Purchase Decision of Facetology skincare products in Generation Z consumers. user. This research was carried out using a quantitative pattern based on descriptive tendencies and oriented towards cause-effect relationships. A sample of 96 respondents from Gen Z was obtained through non-probability sampling techniques and collected through an online questionnaire. Testing of the validity and internal stability of the instrument was carried out, then the results obtained were used as the basis for multiple linear regression exploration using the SPSS vehicle. The results of the data exploration imply that the Brand Ambassador and Influencer Marketing variables make a significant positive contribution to the formulation of purchase decisions, both individually and simultaneously. The determination coefficient (R²) recorded at 0.710 indicates that 71% of the dynamics of purchasing decisions can be reconstructed from the fluctuations of the two independent variables. Between the two, Influencer Marketing occupies the dominant position in terms of influence. These findings reaffirm the relevance of a planned, segmentation-based digital promotion strategy to reach Gen Z—a generation known for being responsive to technological innovation as well as social media-based content consumption.

Abstract

This study aims to describe and analyze the implementation of e-Government in passport services at the Surabaya Special Class I Immigration Office and the opportunities and challenges in the implementation of e-Government at the office. The research method used is descriptive qualitative. Data collection techniques include interviews, observations, and documentation. The research informant is the Head of the Surabaya Special Class I Immigration Office. Data analysis techniques use the interactive model developed by Miles et al. (2014), namely data condensation, data presentation, and conclusion drawing. The results of the study show that the implementation of e-Government in passport services at the Surabaya Special Class I Immigration Office includes five main aspects: (a) complete telecommunication infrastructure, (b) adequate connectivity and use of information technology, (c) sufficient human resource readiness, (d) availability of funds and budget without issues, and (e) regulations and rules with legal force. Opportunities for e-Government at the Surabaya Special Class I Immigration Office include positive public response and accessibility to information technology. The challenges faced include cybercrime and the lack of awareness among some people about e-Government.

Abstract

Kegiatan pengabdian kepada masyarakat ini bertujuan untuk meningkatkan daya saing Desa Wisata Ponokawan di Kecamatan Krian, Kabupaten Sidoarjo melalui pendampingan kepada BUMDes Ponokawan Sejahtera dalam bidang pemasaran dan manajemen. Permasalahan utama yang dihadapi meliputi lemahnya branding desa, minimnya pemanfaatan digital marketing, serta keterbatasan sumber daya manusia dalam pengelolaan promosi. Metode pelaksanaan dilakukan secara partisipatif melalui analisis potensi desa, pelatihan pembuatan konten digital, pengembangan identitas desa wisata, serta optimalisasi media sosial dan website resmi sebagai sarana promosi. Selain itu, dilakukan pendampingan tata kelola BUMDes dan pengembangan produk wisata berbasis potensi lokal. Hasil kegiatan menunjukkan peningkatan kapasitas pengelola desa wisata dalam menerapkan strategi pemasaran digital melalui pembuatan akun media sosial seperti Instagram dan TikTok, serta penggunaan media promosi fisik seperti neon box. Pendampingan ini berhasil memperkuat citra Desa Wisata Ponokawan sebagai destinasi eduwisata berbasis kearifan lokal dan berpotensi meningkatkan kunjungan wisatawan serta kesejahteraan masyarakat desa.

Abstract

(English Version) SMEs have a strategic role in the Indonesian economy. There are at least 4 strategic roles of SMIs, namely: (1) large numbers and spread in every economic sector, (2) great potential in absorbing labor and (3) utilizing local raw materials, and (4) the resulting production is a product that is needed by the community at affordable prices. The current era of the Covid-19 pandemic is taking place in various aspects of life, including the business world where business people respond quickly by competing to change the concept of doing business from conventional (offline) to digital (online) to face increasingly fierce business competition. Based on the market analysis conducted, it shows that the marketing of Pamekasan Batik Madura still has a large market opportunity to be developed using several appropriate marketing development strategies. The marketing position of IKM Batik Pamekasan products through the SWOT Matrix shows build and grow. The general strategy used is intensive (market penetration, market development and product development) or integration (backward integration, forward integration and horizontal integration). market, market penetration, product development, vertical integration (front/back,) horizontal integration, concentric diversification. The grand strategy for developing the marketing of IKMBatik Pamekasan products that leads to an increase in RISE-N (Relevance, Internal management, Sustainability, Efficiency and productivity, Networking). Good cooperation between the government, the private sector and investors needs to be improved so that IKM Batik Pamekasan products have an impact on sustainable development and are able to raise the welfare of the people of Pamekasan and its surroundings. (Versi Indonesia) IKM mempunyai peran strategis dalam perekonomian Indonesia. Setidaknya terdapat 4 peran strategis IKM, yaitu: (1) jumlahnya besar dan tersebar di setiap sektor ekonomi, (2) potensi besar dalam penyerapan tenaga kerja dan (3) memanfaatkan bahan baku lokal, dan (4) produksi yang dihasilkan adalah produk yang dibutuhkan masyarakat dengan harga terjangkau. Era pandemi Covid-19 saat ini sedang berlangsung pada berbagai aspek kehidupan, tidak terkecuali dunia bisnis dimana para pelaku bisnis merespon cepat dengan berlomba-lomba melakukan perubahan konsep berbisnis dari konvensional (offline) menjadi digital (online) untuk menghadapi persaingan usaha yang semakin ketat. Berdasarkan analisis pasar yang dilakukan menunjukkan bahwa pemasaran batik Pamekasan Madura masih memiliki peluang pasar yang besar untuk dikembangkan dengan menggunakan beberapa strategi pengembangan pemasaran yang tepat. Posisi pemasaran produk IKM Batik Pamekasan melalui Matriks SWOTmenunjukkan build and grow (bina dan tumbuh). Strategi umum yang dipakai adalah intensif (penetrasi pasar, pengembangan pasar dan pengembangan produk) atau integrasi (integrasi ke belakang, integrasi ke depan, dan integrasi horizontal). Analisis SWOT pemasaran produk IKM batik diperlukan pemilihan strategi yang berupa penggunaan setiap kekuatan untuk menghadapi setiap ancaman dengan pengembangan pasar, penetrasi pasar, pengembangan produk, integrasi vertikal (depan/belakang), integrasi horizontal, diversifikasi konsentrik. Strategi besar (grand strategy) pengembangan pemasaran produk IKM Batik Pamekasan yang mengarah pada peningkatan RISE-N (Relevance, Internal Management, Sustainability, Efficiency and Productivity, Networking). Kerjasama yang baik antara pemerintah, pihak swasta dan investor perlu ditingkatkan agar produk IKM Batik Pamekasan memiliki dampak untuk pembangunan berkelanjutan dan mampu mengangkat kesejahteraan warga Pamekasan dan sekitarnya.

Abstract

AbstractThis research investigates the impact of price, promotion, and trust on consumer purchasing decisions for Mr. Frozen Food through the Shopee platform. Applying a quantitative approach with a sample of 100 respondents, the study reveals that both price and trust significantly and positively influence purchasing decisions, while promotion has a significant negative effect. The regression analysis shows that all three variables collectively influence purchasing decisions, with an adjusted R square of 98.8%. These results highlight that competitive pricing and consumer trust are key drivers of purchasing behavior, whereas promotional strategies may require reassessment. The study offers valuable insights for shaping marketing strategies within the e-commerce sector. AbstrakStudi ini meneliti dampak harga, promosi, dan kepercayaan terhadap keputusan pembelian konsumen Mr. Frozen Food di platform Shopee. Dengan pendekatan kuantitatif yang melibatkan 100 partisipan, penelitian ini menemukan bahwa harga dan kepercayaan konsumen memiliki pengaruh positif signifikan terhadap keputusan pembelian, sementara promosi berdampak negatif signifikan. Hasil analisis regresi menunjukkan bahwa ketiga variabel tersebut secara simultan memengaruhi keputusan pembelian, dengan nilai adjusted R square sebesar 98,8%. Temuan ini menegaskan pentingnya harga yang kompetitif dan kepercayaan dalam meningkatkan keputusan pembelian konsumen, sementara efektivitas promosi memerlukan evaluasi lebih lanjut. Penelitian ini memberikan kontribusi bagi pengembangan strategi pemasaran di industri e-commerce.

Abstract

This study aims to describe and analyze: How is the Dynamic Capability of the Special Class I Immigration Office of Surabaya in Passport Making Services. The research method to be used is qualitative descriptive. Data Collection Techniques include: Interviews, Observations, Documentation. The research informant is the Head of the Suarabaya Special Class I Immigration Office. The data analysis technique using interactive model analysis was developed by Miles et al., (2014), namely data condensation, data presentation, and conclusion drawn. The results of the study show that the dynamic capability of the Surabaya Special Class I Immigration Office in the implementation of passport services is able to produce various positive changes in service, which has an impact on improving the quality of passport services better in the eyes of the public. However, there are still several aspects that need to be improved in the implementation of this dynamic capability, especially in exploring feedback from passport applicants in more depth as part of the thinking again mindset, as well as studying service practices from the private sector or foreign immigration to realize a thinking across mindset. The process of forming dynamic capabilities at the Surabaya Special Class I Immigration Office begins with the leadership role of the head of the immigration office who regularly holds meetings with employees. This encourages employees to create various innovations in service, which is a manifestation of the thinking ahead mindset. Service performance evaluation activities that are carried out regularly bring changes in service policies, as an implementation of the thinking again mindset. In addition, an open attitude to learn service practices from other parties through comparative studies with other immigration offices is also part of the application of a thinking attitude mindset.
