Abstract

This study aims to examine the implementation of Integrated Quality Management (Total Quality Management/TQM) in improving customer satisfaction at two madrasahs, namely MAN 2 and MAN 3 Tulungagung. The research focuses on three main aspects: policies, culture, and commitment in quality management implemented to meet the expectations of internal customers (teachers, staff, and students) as well as external customers (parents, the community, and other stakeholders). The research approach used is qualitative with a multisite study design. Data collection techniques are conducted through in-depth interviews, participatory observation, and document studies, while data analysis is performed through single case analysis and cross-site comparative analysis. The results of the study show that (1) the madrasah's quality policy based on Islamic values plays a crucial role in shaping the quality culture, (2) the formation of quality culture is carried out through agreements on fundamental values unique to each madrasah, and (3) the commitment of all madrasah personnel to quality implementation is greatly determined by the internalization of these values. This study emphasizes the importance of integrating policies, culture, and commitment in integrated quality management to achieve customer satisfaction in Islamic education environments.

Abstract

SKI learning in Madrasah tends to be rote and merely informative. Thus, students often experience boredom when learning SKI. Saturation can be interpreted as boredom. This boredom causes students to have difficulty in understanding SKI learning material. To overcome this boredom, one way is to use innovative learning media such as card sort. Card sort media is proposed as a solution to overcome problems in SKI learning. This research uses literature study method as the main approach in data collection and analysis. The results show that card sort media can make learning more interactive and interesting, so it can increase students' enthusiasm and motivation to learn. However, the drawback is that it can take a lot of time to prepare. Then it will be easy for noise to occur if the teacher cannot condition the class properly. In addition, card sort media can only be used for group learning and there is a possibility of deviating students' attention, especially if there is an answer that attracts their attention. As for its use, card sort media can only be used on certain materials. So, not all learning materials can be used in card sort media.

Abstract

The Performance Accountability System (SAKIP) is a crucial framework for improving the efficiency and effectiveness of government institutions in Indonesia. Within the East Java Provincial Government, SAKIP aims to enhance transparency, accountability, and performance measurement. However, effective implementation requires not only strong organizational commitment but also the ability to adapt to changing environments and optimize human resources. This study used a qualitative approach, including document analysis, interviews, and field observations, to assess SAKIP implementation in East Java. Key informants included government officials involved in performance management and strategic planning. The research also evaluated the impact of training programs like workshops and technical guidance (Bimtek) on improving employee understanding of SAKIP. Findings indicate that, despite adequate office equipment, the integration of SAKIP-related applications remains a major challenge. Limited human resource capabilities further hinder the effectiveness of the system, affecting data management and performance evaluation processes. While the East Java Provincial Government has demonstrated commitment to improving performance, these limitations continue to restrict the full potential of SAKIP. The study highlights the need for better infrastructure, continuous training, and enhanced technical skills to fully realize SAKIP's benefits. It also emphasizes the importance of aligning human resource development with organizational goals to create a more adaptive and efficient public sector. The paper concludes with recommendations for addressing these challenges, including improved planning, measurement, and the integration of digital solutions to support long-term performance improvement.

Abstract

The COVID-19 pandemic provided an unprecedented stress test for health systems and governance structures across both high-income (OECD) and low- and middle-income countries (LMICs). This study aims to evaluate how countries with differing economic capacities responded to the pandemic by analyzing three key dimensions: health system capacity, governance and emergency response, and recovery and adaptation policies. Using a mixed-methods comparative approach, we examined data from WHO, OECD, World Bank, and the COVID-19 Health System Response Monitor, supplemented by in-depth case studies of selected countries including Germany, South Korea, Indonesia, and Nigeria. Findings reveal that while OECD countries generally had higher baseline capacities such as hospital bed density and workforce ratios outcomes varied significantly due to differences in policy timing, public trust, and crisis coordination. Some LMICs, despite limited infrastructure, mobilized resources effectively through strong community engagement and past epidemic experience, notably in Vietnam and Rwanda. Governance quality, transparency, and prior exposure to health emergencies emerged as more critical to resilience than economic status alone. The study concludes that health system resilience is a multidimensional construct shaped by institutional adaptability, citizen compliance, and leadership capacity. These insights underscore the importance of integrating equity, trust-building, and cross-sector coordination into future global health preparedness strategies.

Abstract

This study examines the effectiveness of fiscal policy in reducing income inequality across five Southeast Asian countries: Indonesia, Malaysia, the Philippines, Thailand, and Vietnam. Using a comparative approach, the research analyzes the trends in Gini coefficients alongside fiscal indicators such as tax-to-GDP ratios, social spending as a percentage of GDP, and the progressivity of transfer programs from 2010 to 2022. The findings indicate substantial variation in fiscal performance and redistributive outcomes. Vietnam and Thailand have demonstrated notable success in reducing inequality, supported by progressive tax systems and sustained investments in health and education. In contrast, Malaysia, despite relatively high social spending, showed limited redistribution due to a less progressive tax structure. Indonesia and the Philippines have implemented targeted transfer programs, yet structural weaknesses in tax collection and program implementation have limited their effectiveness. The analysis highlights that fiscal policy effectiveness depends not only on the amount of resources mobilized but also on how equitably and efficiently those resources are allocated. The study concludes that adequate fiscal capacity, political commitment, and institutional efficiency are essential to enhancing the redistributive impact of fiscal policy. The findings provide valuable insights for policymakers seeking to design inclusive and equitable fiscal strategies in emerging economies.

Abstract

In an increasingly interconnected and multicultural world, religious diversity has become both an asset and a challenge for global peacebuilding. Interfaith dialogue emerges as a pivotal tool for fostering mutual understanding, reducing religious tensions, and promoting social cohesion. This study adopts a qualitative comparative approach to examine interfaith dialogue initiatives in Southeast Asia and Europe, focusing on their strategies, challenges, and outcomes. In Southeast Asia, countries like Indonesia, Malaysia, and Thailand employ grassroots, community-driven approaches through platforms such as the Forum Kerukunan Umat Beragama (FKUB), Harmony Week, and Buddhist-Muslim peace projects, emphasizing cultural sensitivity and local engagement. Conversely, Europe, represented by Germany, France, and the United Kingdom, relies on institutional and policy-driven frameworks such as the German Conference on Islam, the French Conseil Français du Culte Musulman (CFCM), and the UK Inter Faith Network to manage religious pluralism and integration. The comparative findings reveal that while Southeast Asia excels in bottom-up, culturally embedded practices, Europe demonstrates the effectiveness of top-down, structured frameworks supported by government policies. Integrating these approaches offers a hybrid model for enhancing global peacebuilding. The study concludes that fostering interfaith collaboration and knowledge exchange is essential for addressing religious conflicts and achieving sustainable global harmony.
