Abstract

Roads are the basic infrastructure infrastructure that humans need to be able to move from one location to another in order to fulfill needs, either as a land vehicle transportation route or distribution of goods and services. The formation of Law Number 23 of 2014 concerning Regional Government aims to provide services in terms of providing public facilities needed by the community such as building and improving roads in Pekanbaru City. Therefore, the City Government, through the Public Works and Spatial Planning Office, is authorized to provide these services to the community. This study aims to describe the implementation of concurrent government affairs in the Highways Sector at the Public Works and Spatial Planning (PUPR) Office in road maintenance and the inhibiting factors of the Highways Sector in road maintenance in Pekanbaru City in 2018. The research location was conducted at the Public Works and Pekanbaru City Spatial Planning. Data collection techniques used are through interviews and documentation.            The results of this study are that the roles of the Highways Division of Pekanbaru City have not been maximized in carrying out their duties and functions in road maintenance, this can be seen from the total length of 1,277,900 Km roads in Pekanbaru City in 2018, only 46.196% which is categorized as Good. This means that 53.914% of roads are still damaged and maintenance must be carried out at these road points. Some of the inhibiting factors that are often experienced by the DGH sector in road maintenance are budget constraints, limited human resources, and lack of facilities and infrastructure. Abstract

The research present describe the land conflict between are Pulau Jambu Village Cerenti District Kuantan Singingi Regency and Selunak Village Batang Peranap District Indragiri Hulu Regency. This conflict reason is PT. Asia Sawit Makmur Jaya (ASMJ) come to Pulau Jambu Village Cerenti District Kuantan Singingi Regency for opened a plantation land and get permit from the regent of Kuantan Singingi Regency. But, society of Selunak Village Batang Peranap District Indragiri Hulu Regency felt are founding they land is inside to the location permit, so that society of Selunak Village to claim for return them’s land because that are half of society Selunak Village occupation location. But the company is can’t answered that the request from society of Selunak Village, with the reason that land to represent of the land Pulau Jambu Village Cerenti District Kuantan Singingi Regency adjust with the permit who are given of Regent of Kuantan Singingi Regency. This conflict be continue until to aroused a fight between society Selunak Village, Pulau Jambu Village and the company.The research use the method are qualitative methods that analyze problem research by describe the subject and objects condition based on real fact. This research use location in Pulau Jambu Village Cerenti District Kuantan Singingi Regency and Selunak Village Batang Peranap District Indragiri Hulu Regency and researcher collect data from books, government regulation, journal, mass media, website and deep interview with some informan. The research use the theory of conflict and district government. Purpose of this research is for finding causes factor land conflict between Pulau Jambu Village and Selunak Village, and to knowing what the expedient that doing of district government in finished this land conflict.The conclution of this research are the conflict until now still in finishing process, each of them fixed that the land are owned. Until each of them still find out solution to finding good finishing for them.Keywords : Conflict, District Government,relic land.

Abstract

Library development management, a practical approach, explains that "Library management is library management based on management theory and principles. The Kuantan Singi District Public Library has not received the accreditation predicate from the Indonesian National Library, and includes 6 districts in Riau Province that have not been accredited. This study aims to determine and analyze library development management and inhibiting factors of development management in the Department of Library and Archives of Kuantan Singingi Regency.This type of research uses qualitative methods with interview data collection techniques, and documentation. The research location is in Kuantan Singingi Regency in the Regional Library and Archives Office of Kuantan Singingi Regency. The types and sources of research data are divided into primary data with purposive informant retrieval techniques and secondary data in the form of supporting data related to library development management.The results showed that the Kuansing Library Management by the Department of Library and Archives of Kuantan Singingi Regency was not optimal in terms of planning, organizing, directing and monitoring. The regional public library of Kuantan Singingi Regency has not met national standards. Inhibiting factors for the management of the Kuansing Library by the Kuantan Library and Archives Office in Singingi Regency are facilities and infrastructure, inadequate IT-based regulations and budget constraints. Keywords: Planning, Organizing, Direction, and Supervision.

Abstract

Community empowerment is an attempt to show the state or the results to be achieved by an empowered community of social change , have power or control in meeting the search , participate in social activities and independent in carrying out their needs whether physical , economic , and social as having confidence , as well as the expression of aspiration , has eyes the tasks of life . It would also require a supporting factor in terms of education , health and social culture . The purpose of this study was to determine the causes of the ineffectiveness of Rural Development Program in Business Economics - Village Savings and Loans ( UED - SP ) in the District of Bantan Current Teluk Bengkalis Year 2011-2013 . As for the background of this research is the ineffectiveness of the Village Empowerment Program in Current Bay Village this well . The large number of delinquent loans funds user community UED - SP , where Fluent BayVillage is the largest village arrears of Villages in the District Bantan Bengkalis.This study belongs to the type of qualitative research , using data collection techniques with in-depth interviews to respondents who have been assigned . Respondents were chosen consists of an element of empowerment programs and also from elements of the user community funds .Based on the research that has been done with the author , it can be seen that the lack of effectiveness in the implementation of rural development programs in DesaTeluk Current. Most of the program is running smoothly , but at the end of this program was limited to payback the loan or delinquent . Less stringent system in an effort to foreclosure of collateral that because many of the beneficiaries were relatives of staff UED - SP . Lack of partnership between the public administration , the system is too rigid , and the lack of programs that reflect the mutual cooperation in solving the problems of arrears . Beneficiaries have not been fully able to manage loan well .Keywords : empowerment , human resources and UED - SP Bina Mandiri.

Abstract

Civic education aims to build and shape the character of citizens by Pancasila and the 1945 Constitution. One aspect of civic education that needs to be developed is regarding elections and politics which are fundamental elements of democratization. The targets of this activity are village government officials, village communities, and community leaders in Pantai Raja Village. This community service activity is carried out in the form of socialization politics with the stages of preparation, implementation, evaluation, and recommendations. The results of civic education in Pantai Raja Village are the results of increasing the community's ability to identify problems in elections and politics that are focused on identity politics, voter data, and black campaigning.

Abstract

Recess as one of aspirations distribution with upward vertical from the people to the government, either through the visit of the Legislative Council (DPRD) to the Electoral District (Dapil) to its constituents. However, the implementation of the recess conducted by Batam City council Dapil 1 is still less than optimal. Members of Legislative Council (DPRD) in the recess was conducted in groups, it wasn’t like the other dapil which conducted by individually so that the recess looked like finished only with ceremonial in the implementation of recess, it should be 9 (nine) of legislative members who attended the recess from various commissions were more constituent in accommodating the aspirations from the people.The purpose of this study are: How was the implementation of recess going, whom conducted by members of Legislative Council (DPRD) Batam City (2014-2019) period in 2015? And what were the supporting factors and inhibitors factors in the implementation of the recess whom conducted by the members of Batam City Council (2014-2019) period in 2015? This research is using the theory of representation of aspiration and physical representation. The type of research that the authors use which is, Descriptive Research.The results showed us that the recess has been provided for use as a means to communicate and directly approach the constituents in it is area, still needs some a certain of creativity that can provide and create an interesting nuance to the public’s attention. This far, the recess whom conducted by members of Batam City Council is only used as an annual periodic routine which is not clear on its follow –up and the level of effectiveness of its implementation. The supporting factors in the implementation of recess is the moral and political support of the Councils, holding public forums. The inhbiting factors in recess implementation is the relation between representatives of Batam City Council with Constituents in dapil 1, the lack of constituents confidence in the credibility of Legislative Council (DPRD) members and the attitude of selfishness of the Council and society.Keywords : Implementation, Recess of members Legislative Council (DPRD) of Batam City.

Abstract

The wealth of natural resources and cultural diversity possessed by Bengkalis Regency is a great potential that needs to be optimized by the Bengkalis Regency Government and related parties in order to develop and manage that potential. The potential of natural beauty and cultural diversity is a major force in developing the tourism sector in Bengkalis Regency, such as beach tourism, lake tourism and cultural tourism as well as other tourism. This study aims to determine the Cultural Tourism Development of Bengkalis Regency in 2018. Data collection techniques used were documentation and observation interview techniques. The formulation of the problem in this study is How is the development of cultural tourism in Bengkalis Regency in 2018? and inhibiting factors in the development of cultural tourism in Bengkalis Regency in 2018?Based on the results of research and discussion, it can be concluded that the development of Bengkalis Regency's cultural tourism in 2018 in the form of Promotion, Improvement of Facilities and Infrastructure, Maintenance of Tourism Objects, Human Resources Training, and Incorporating Cultural Tourism Areas Become Icons of Bengkalis Regency. On the other hand it is also known that the development of cultural tourism is also included in the Riau 2020 vision. While the obstacles in Riau 2020 in Bengkalis Regency are inadequate budget for all cultural tourism in Bengkalis district and inadequate facilities and infrastructure contained in cultural tourism in the district Bengkalis. Keywords: Cultural Development and Tourism

Abstract

Congested Creation Cash village is activities originating from the Village Fund as form effort empowerment public in develop related potential with village and aim for welfare public village. Implementation activity at 20 H soil rice fields owned by managed farmer by BUMDes is starting on year 2017, when this Becomes source power public village Cape Simandolak. If experience failure in the planting process and results harvest so result in public will lost income because most public this only depend on Agriculture as his income.As for destination from study this is for knowing implement activity congested creation cash village in village Cape The sourced Simandolak from the Village Fund year 2020. Besides that also for knowing factor blocker inside Implementation activity congested creation cash village in village Cape Simandolak. Study this use method qualitative that describes the data in a descriptive. Next technique data collection used is interview and documentation. Whereas data source used is the primary data obtained from location study in the form of informant study and supported by secondary data that is documents related with method interviews, observations , and studies document . As for location study this that is Service Agriculture districts Kuantan Singingi and village Cape Simandolak.As for results and discussion from study this that is show that implementation activity Congested creation cash village in village Cape Simandolak 2020 is not yet done with maximum. Frequent problems occurs in the agricultural process like less PPL responsive when occur season drought , flood and attack pests. Implementation program activity Congested creation cash villages that use fund village in implementation as well as organization executor in accordance with ability each actors involved then group intended target for public farmer in the village Cape Simandolak that alone. As for factor blocker that is about budget , lack socialization knowledge and skills , still lack of connection communication with Service Agriculture about help. Abstract

The enactment of Law Number 6 of 2014 concerning Villages is a great opportunity for the Village to progress, the Village which has been known as an area that is lagging behind in all aspects and a contributor to a fairly high poverty rate. The implementation of the OVOP Program in Indonesia itself still has many problems, including the absence of a clear policy regarding sanctions for regions that do not implement this program and the unclear structure of the responsibility relationship and division of roles. This study used the management theory of the government according to George Terry. The management of the government has four functions, namely planning, organizing, implementing, and supervising. This research was qualitative. With descriptive qualitative method. This research took place in Desa Benai Kecil Kecamatan Benai Kabupaten Kuantan Singingi. The results showed that the Desa Benai Kecil Government in the One Village One Product (OVOP) Program in Desa Benai Kecil did not run well. Judging from the functions of Government Management according to George Terry, namely planning, organizing, implementing, and monitoring that do not work properly. This can be seen from the poor planning that was made, the division of roles and responsibilities that were not clear and firm, the objectives of the OVOP program being implemented in Desa Benai Kecil were not achieved, etc. Keywords: OVOP Planning, OVOP Organizing, OVOP Implementation

Abstract

Tourism development is one way or effort to develop and advance a tourist attraction to make it better and more attractive both in terms of place and in terms of the objects in it. Tourism development is one component of national development which has the aim of developing an area. In encouraging village development and optimizing village assets, the Regency Government gives authority to the Village Government to manage its area independently, one of which is through economic institutions at the village level, namely Village Owned Enterprises (BUMDes).The aims of this study were to (1) describe the strategy of BUMDes Aur Kuning in developing Timbang Bunga Bride lake tourism in Sungai Sorik Village, (2) to find out the inhibiting factors for BUMDes Aur Kuning in developing Timbang Bunga Bride lake tourism in Sungai Sorik Village. This study uses a qualitative approach with a descriptive method. The location of this research was conducted in BUMDes Aur Kuning Sungai Sorik Village and data collection techniques were carried out by interview and documentation.The results of the study concluded that the strategy of BUMDes Aur Kuning in developing Timbang Bunga Bridal lake tourism in Sungai Sorik Village consisted of several strategies, namely technology strategies, innovation strategies, and operating strategies. However, in the implementation of this strategy, not everything is running optimally. There are several things that are inhibiting factors for BUMDes Aur Kuning in the development of Timbang Bunga Bridal lake tourism, namely the lack of tourist support facilities, lack of public awareness of the potential of village tourism, and the lack of third parties in supporting the development of tourism objects. Keywords: Strategy, Tourism Development, BUMDes
