Abstract

The existence of the Desa Maju Inhil Jaya Plus Integrated Program with the sub program 1 Village 1 BUM Desa shows that every village in Indragiri Hilir Regency is required to have a BUM Desa. The phenomenon is that the society has difficulty in finding and developing the potential of the village, the lack of commitment of the parties who cooperate in the implementation of BUM Desa, and difficulties in marketing products that have been produced by the village community. This study uses the evaluation theory proposed by William N Dunn. Evaluation is concerned with the production of information about the benefits from the results of a policy or program outcome. The indicators are effectiveness, efficiency, adequacy, equity, responsiveness, and accuracy. Which method used in this research is qualitative. The type of research is descriptive qualitative research. The research location is in Indragiri Hilir Regency and Danau Pulai Indah Village. The results showed that the Desa Maju Inhil Jaya Plus Integrated Program is the Regent's flagship program for the 2018-2023 period with the focus is on improving the rural economy through BUM Desa as the axis. Desa Maju Inhil Jaya Plus Integrated Program has not yet been able to achieve the goals. This program can be said to be right with the aim of boosting the rural economy through BUM Desa. However, it still has obstacles such as human resources who are less willing to move, BUM Desa managers who are less active and even inactive and marketing of derivative products are still limited. Abstract

The leadership of the village head is a determinant of the direction for the progress or decline of the village itself. The empowerment carried out in the village does not only involve the village head, but also the involvement of the community and village apparatus. The village head has the task of empowering the village community whose goal is the welfare and independence of the village in its economy. Village head leadership is a way of moving and influencing other people (community or village apparatus). The method used is a qualitative method, the theory used in explaining this research is Kartono's leadership theory. Data collection techniques using interviews and documentation. The type of data in this study is primary data in the form of data obtained from research informants and secondary data obtained from related documents. The results of this study indicate that the village head's leadership is something that is really needed by the people of Rambah Muda Village in implementing empowerment whose goal is to improve the welfare and independence of the village. Communication, responsibility, activeness of leaders, and motivation are the ways that the village head does in increasing community empowerment in Rambah Muda Village, especially in empowering food security and agricultural training. Based on these 4 indicators, it can be seen that the leadership of the Head of Rambah Muda Village in implementing food security empowerment in Rambah Muda Village can be said to be quite good. This can be seen from the village head's ability to establish communication by providing information to Farmer Groups, being responsible for carrying out his duties to develop the potential of idle land villages so that they can be empowered which is carried out in the food security program, being active in providing understanding to farmer groups through Agricultural Extension officers Field (PPL) by conducting training and providing good motivation to Farmer Groups. Abstract

This study aims to explain the application of the principles of good governance in the management of the New Spirit BUMDes. This study focuses on the principles of Cooperative, Emancipatory, Participatory, Transparency and Accountability. This research is a qualitative research. This study uses primary data and secondary data obtained from relevant and competent parties and is directly involved in the establishment and management of the New Spirit BUMDes. The stages of data analysis in this study include interviews, data collection, classifying data, presenting data and drawing conclusions. The results of the study show that the application of the principles of Good Governance in Village-Owned Enterprises (BUMDes) New Spirit with the principles of Participation, the Rule of Law, Transparency and Accountability has been implemented quite well, although there are principles that must be evaluated, and there are several factors that hinder performance in BUMDes management. Lack of facilities and infrastructure and weak human resources in BUMDes. Weak human resources can be seen from the education of BUMDes managers, who on average graduate from junior high/high school, BUMDes and the lack of skills and experience of BUMDes members. this is what the BUMDes manager still needs to evaluate and so that they can provide training for BUMDes managers. Abstract

Lack of community involvement in village fund management, especially in planning. The purpose of this study was to determine the management of village funds in Kampung Baru Sentajo Village, Sentajo Raya District, Kuantan Singingi Regency and to determine the constraints on managing village funds in Kampung Baru Sentajo Village, Sentajo Raya District, Kuantan Singingi Regency. The research was conducted using qualitative methods. The results of this study are based on 4 principles of managing village funds, namely first, independence in the use of village funds. The Village Government of Kampung Baru Sentajo has implemented independence through the establishment of BUMDes, but the BUMDes of Kampung Baru Sentajo has not been able to provide significant assistance to Kampung Baru Sentajo's PADes. Second, priority for the use of village funds, in terms of determining priorities for the use of village funds, the Village Government does not determine based on Permendes No 16 of 2018 but from the results of the Village Conference. Third, efficiency, effectiveness and economy in the use of village funds is still lacking, this is because reports on the realization of village funds have not been opened vertically or horizontally. Fourth, the Budget Discipline that is being carried out is still using the old method by printing billboards, not yet implementing E-Government. Abstract

Implementation is an action or implementation of a plan that has been prepared in detail, implementation is usually carried out after the plan is considered ready. In simple terms implementation can be interpreted as application. The agricultural extension program according to Law No. 16 of 2006 is a written plan that is systematically arranged to provide directions and guidelines as a means of controlling the achievement of extension objectives. Based on the agricultural extension program formed by the Agricultural Extension Center (BPP) of Kuantan Hilir Seberang District, Kuantan Singingi Regency in 2019 that there are several agricultural extension programs in the Sungai Sorik Village area, Kuantan Hilir District which is guided by Minister of Agriculture Regulation Number: 25/PERMENTAN/OT .140/5/2009 Concerning Guidelines for Preparation of Agricultural Extension Programs. That the extension program was formed on the basis of the aspirations of farmers and farming communities in accordance with the potential of the Sungai Sorik Village area. This study aims to determine the implementation of the Agricultural Production Increase Program by the Agricultural Extension Center in Sungai Sorik Village, Kuantan Hilir Seberang District, Kuantan Singingi Regency in 2021 and also to find out the inhibiting factors for the Agricultural Production Increase Program in Sungai Sorik Village. Research results and discussion Developing extension programs, Carrying out counseling according to the program, Providing and disseminating information on technology, Developing farmer institutions, Increasing the capacity of PNS, Self- Help and Private extension workers, The learning process through piloting and Development of farming capital. Agricultural extension activities contained in the Agricultural Extension Program are still uneven in the assistance available in Sungai Sorik Village, Kuantan Hilir Seberang District, Kuantan Singingi Regency, such as low Human Resources (HR) and a lack of extension workers. Abstract

Muara Takus Temple is one of the leading tourist attractions in Riau Province in Kampar Regency, because it is the only historical heritage site in the form of a temple in Riau. The purpose of this research is to find out the local government's strategy for tourist visits to the Muara Takus temple, XIII Koto Kampar District, Kampar Regency during Covid-19. Then to find out the inhibiting factors of the local government's strategy for tourist visits to the Muara Takus temple, XIII Koto Kampar District, Kampar Regency during Covid-19. The theory used in this research is strategic management theory according to Fred R. David. This type of research used is qualitative. While the research approach used is descriptive. Data were collected by the authors using interview and documentation techniques. The data used are primary data obtained from research informants and further supported by secondary data obtained from various government agencies related to this research. The results showed that there were three strategies in developing the Muara Takus Temple tourist attraction, namely forming a strategy for developing the Muara Takus Temple tourist object, implementing the Muara Takus Temple tourist attraction development strategy, and evaluating the development strategy for the development of the Muara Takus Temple tourist attraction. The inhibiting factors for the Tourism and Culture Office's strategy are the lack of public participation and awareness and budget constraints in developing the Muara Takus Temple tourist object, the lack of supporting facilities and infrastructure, and the lack of interest from investors to invest. Abstract

Implementation of the policy of implementing discipline and law enforcement of health protocols as an effort to prevent and control Covid-19 in Meranti Islands Regency, especially in Tebing Tinggi District. This study aims to determine the implementation of policies made by local governments in handling Covid-19, especially in the application of discipline and law enforcement of health protocols. This study uses the theory of Policy Implementation according to Edward III based on four variables, namely: Communication, Resources, Disposition, and Bureaucratic Structure. The research method used is a qualitative description, namely to describe real events but more than that, the results are expected to reveal hidden values. Sources of data used are primary data and secondary data to determine the number of informants by interview and documentation methods. The results of the study show that: 1. Communication is carried out by the Covid-19 Task Force in implementing discipline and law enforcement of health protocols, namely by conducting socialization education, both persuasively and humanely. 2 The resources in handling Covid-19 have been fully implemented, both human and financial resources. 3 The disposition in handling Covid-19 is a regional government apparatus that regulates and has responsibilities in their respective fields. 4 The bureaucratic structure, in this case, has (SOP) and the implementation of policies can work according to the applicable (SOP) and can be evaluated between each work unit according to existing (SOP). The inhibiting factors include internal and externa,l factors in implementing the policy of implementing discipline and law enforcement of the Covid-19 health protocol in Tebing Tinggi District, Meranti Islands Regency. Abstract

One of the efforts made by the village government, especially in improving the welfare and economy of the community, is by establishing a Village-Owned Enterprise (BUMDes), based on Law Number 6 of 2014 concerning Villages Article 87. Pisang Berebus Village is one of the villages that has BUMDes in Gunung Toar District, where the BUMDes has not run optimally since it was inaugurated in 2020. This study aims to determine innovation in the development of BUMDes Kembang Kenanga Desa Pisang Berboil in 2020 and find out the inhibiting factors for innovation in the development of BUMDes Kembang Kenanga Desa Pisang Berboil in 2020. The theory used in this study is the theory of innovation according to Muluk namely product innovation, process, service methods, policy strategies and systems. The research approach used is a qualitative approach and descriptive research type. Data were collected by the authors using interview and documentation techniques. The data used are primary data obtained from research informants and further supported by secondary data obtained from various government agencies related to this research. The results of the research show that innovation in developing BUMDes Kembang Kenanga Desa Pisang Berebus in 2020 is not optimal. The implementation of innovations carried out by both the Village Government and BUMDes Management has not gone well. The innovation carried out is optimizing the presence of BUMDes by prioritizing and focusing on one trading business unit. Innovation in BUMDes development has not been maximized in terms of product innovation, process innovation, service method innovation, strategy or policy innovation and system innovation. The inhibiting factors are: capital constraints because in 2020 there is Covid-19, limited human resources due to inadequate facilities and infrastructure and low mastery of managerial skills because it is not easy for villages to find someone who has superior capabilities in managing and developing BUMDes businesses. Abstract

BLT-Dana Desa is one of the programs issued by the Indonesian government to overcome the impact of economic factors on people affected by the Covid-19 pandemic in the form of financial assistance provided to the poor and families affected by the Covid-19 pandemic. The BLT-DD program was issued by the government in order to overcome declining public finances due to the Covid-19 outbreak. This study aims to determine the effectiveness of the BLT-DD program during the covid-19 period in the village of Jalan Patah, Sentajo Raya District, Kuantan Singingi Regency and to determine the factors that hinder the effectiveness of the BLT-DD program in its implementation. The theory used in this study is the theory of program effectiveness by Edy Sutrisno using five indicators to measure program effectiveness (understanding of the program, right on target, on time, achieving goals and real change). To answer these problems, researchers used a descriptive qualitative approach. The results of this study explain that the implementation of the BLT- DD program in the village of Jalur Patah, Sentajo Raya District, Kuantan Singingi Regency is still not effective. Evidenced by the Village Government not being optimal in their duties in determining the target criteria for the BLT-DD program so that there are still people who have not been recorded for BLT-DD receipts. It is hoped that before launching the policy, the government can socialize the program so that related parties understand the purpose of the BLT-DD program. Abstract

In accordance with the Decree of the Regent of Kuantan Singingi Number: KPTS. /I/2021 regarding the Formation of a Preparatory Team for Corona Virus Disease 2019 Vaccination in Kuantan Singingi Regency and the Instruction of the Kuantan Singingi Regent Number: 480/INS/2021/635 concerning Implementation of Activities for Countermeasures and Management of Corona Virus Disease 2019 (Covid 19). If the vaccine is evenly distributed, it will be a little easier to eliminate Covid 19 if all parties involved want to work together and communicate well. The purpose of this study is to describe the communication carried out by the Village Government in an effort to deal with Covid 19 and describe the inhibiting factors in Village Government communication for handling Covid 19 in Perhentian Vast Village, Logas Tanah Darat District, Kuantan Singingi Regency. The results and discussion of this study show that the communication carried out by the Village Administration in an effort to handle Covid 19 in Perhentian Luas Village, Logas Tanah Darat District, Kuantan Singingi Regency is still minimal and has not gone well where the Covid Volunteer team or the Covid Care Task Force formed by The Village Head is still lacking in providing guidance and counseling to the community for handling Covid 19 and this is compounded by the lack of awareness and understanding of the Village community about how to handle Covid 19 which has been made by the Village Government. Perhentian Broad Village Government should be able to prevent Covid 19 by good communication with the community. There are several factors inhibiting communication carried out by the Village Government for handling Covid 19 in Perhentian Luas Village, namely: Facility and Infrastructure Factors, Personal Barriers, Barriers to rules and sanctions, and Economic Barriers.
