This research was conducted in the District Tapung Hulu Kampar regency. What problem formulation Influencing factors Defeat Pair Herman Abdullah and Agus Widayat (HA) in Riau Governor Selection Round 1 in the District of Hulu Tapung Kampar Regency in 2013. The purpose of this study was to determine the factors that affect the cause of the defeat of the couple Herman Abdullah and Agus Widayat (HA) in the first round of election of the Governor of Riau in 2013 on 4 September 2013 in the district of Hulu Tapung and to know the strategic mistakes made successful teams Herman Abdullah , Data collection techniques that writers use consists of interviews, and documentation, this study used qualitative methods are described in the discussion of descriptive. Judging is based on research results from internal factors of lack of cooperation HA successful team in rallying public voice dikecamatan Tapung Huhu, this is due to lack of team success before with the community approach and successful team that is less known to the public dikecamatan Tapung Hulu, so that the vision and mission of the HA pair is not conveyed properly. Lack of coordination is done successful teams HA pair, where the less successful teams in coordination with community leaders and also the team leader of its own success, so places that are scheduled for the campaign was not implemented due to a conflicting schedule resulted in many people are disappointed. Lack of socialization is done either through the media or through the successful teams in the district Tapung Hulu, while the dissemination through the mass media more done in other districts, so that people in the district Tapung upstream felt less close and feel less attention by HA pair and external factors that mindset that people are easily influenced in particular by the views that should be changed that Tapung Hulu district community leader who had expected a figure of participation and socialization of the high life in order to realize an area with good again. The leadership of the leader of the Dayun Village in community development and empowerment is very much needed in helping the community to be more independent and empowered. Dayun Village, Dayun District, Siak Regency is one of the successful villages and became the best village in Riau Province in 2018-2019. This study aims to describe the leadership of the Penghulu in the development and empowerment of the people of Kampung Dayun in 2018-2019. This study uses situational leadership theory to help answer objectives. This research uses a qualitative approach. The research location is in Dayun Village, Dayun District, Siak Regency. Then the data collection techniques used interview research and documentation. While the data analysis used qualitative descriptive data analysis techniques. The results of the study indicate that the leadership of the Kampung Dayun leader manages power for the benefit of the community at large. Then in this study the leader of the Dayun Village used the Innovative-Progressive leadership type, this leadership model was not anti-society but emphasized common interests, transparent, real and accountable. Where all forms of development and empowerment programs starting from government and development are carried out to empower the village community. Furthermore, the leader of the Dayun Village carries out leadership in a normative manner according to the main duties and functions of the Penghulu so that they carry out development and community empowerment programs following the existing rules. In the leadership of the leader of Kampung Dayun embracing all parties, village officials and the community so that they succeeded in becoming the best and independent Village in Riau Province in 2018-2019. Illegal mining (Pertambangan Emas Tanpa Izin) is a serious problem. So that the law enforcement of illegal mining in Kuantan Mudik Sub-district requires the integration of the resource or involves many elements in Kuantan Mudik Sub-district. Many things had done in the term of law enforcement of illegal mining by the Sub-District Government Side and Sub-District Police in Kuantan Mudik Sub-district. The problems in thisresearch are (1)How is the implementation of the coordination Sub-District Government Side with Sub-District Police in the term of law enforcement of illegal miningin Kuantan Mudik Sub-district in 2014-2016. (2) What are the reasons that cause the implementation of the coordination Sub-District Government Side with Sub-District Police in the term of law enforcement of illegal miningin KuantanMudik Sub-district in 2014-2016 become not optimally done?The purpose of this research is describing the coordination Sub-District Government Side with Sub-District Police in the term of law enforcement of illegal mining in Kuantan Mudik Sub-district in 2014-2016. The research method is qualitative method with phenomenology approach.The conclusion of this research mentions that the implementation of the coordination betweenSub-District Government Side with Sub-District Police in the term of law enforcement of illegal miningin Kuantan Mudik Sub-district in 2014-2016 has been being good enough. Although, the intensity to implement the coordination still needs the optimalization. Since the 1990s, the attention of the community began to burst in particular for remote indigenous communities in Indonesia. The concern among others, looks at several things, first, changes in the terms or the negative designations such as indigenous peoples, communities and other backward into Remote Community Community or Remote Indigenous Community (KAT). According to Presidential Decree No. 111 of 1999 on the Development of Social Welfare KAT, and Kepmensos No. 06 / PEGHUK / 2002 on Remote Indigenous Community Empowerment, remote indigenous communities is a social group (culture) is local and dispersed and less or not participate in the network and good service social, economic, political. Secondly, the recognition of the government in the form of recognition of the existence of remote indigenous communities, recognition of social and economic rights of remote indigenous communities, recognition of traditions and customs protection of remote indigenous communities and recognition of remote indigenous community empowerment program through national and regional laws that protect the rights of communities remote indigenous as well as the state's obligation to recognize and protect the rights of remote indigenous communities. This study used a qualitative descriptive qualitative research to try to explore and break through the symptoms to interpret the problems or a combination of the various problems as presented situation. This study has a Social Service Bengkalis subject while the subject is Remote Indigenous Community Empowerment Program in Desa Selat Baru. The technique of collecting data through observation, literature study and interviews. The results of research in the field found that the implementation of Remote Indigenous Community Empowerment Program by the Department of Social Welfare as the responsible agency runs quite well even though there are internal and external problems that become an obstacle. The community provides a good response to the program implemented. Social Service tries hard to be able to assist and facilitate Indigenous in order to continue to grow and decent living. But it turned out to have some constraints that hinder the passage of the program. These factors include limited funding, lack of awareness of the individuals themselves, the lack of knowledge of indigenous peoples and various other problems. In the framework of the implementation of regional autonomy it is necessary to emphasize on the principles of democracy, community participation, equity and justice in Pekanbaru City. One of the sectors that needs to be achieved is the delivery and translation. Based on these considerations, the city government of Pekanbaru is required to immediately improve the efforts - control efforts and supervision of social welfare. The ineffectiveness of the Social Empowerment Ex-Social Disease Empowerment Program implemented by the Social Service and Funeral of Pekanbaru City, It is seen that the training and development activities in the Social Empowerment Program Ex-Social Disease provided by the social service and the cemetery have not been pressed to sprawl for the job. Analysis in this research is program evaluation theory, theory of coaching and social welfare theory. While the approach used in this study is a qualitative approach with the type descriptive, ie trying to analyze the dynamics and provide explanation of data obtained from observations and objectives reinforce and strengthen a theory to obtain information about the current state. Techniques in collecting data of this research is by using interview technique, documentation and observation. The conclusion of this research evaluation of empowerment of ex-social in Pekanbaru City in handling is done same to homeless and beggars in general but only different in social rehabilitation. Empowerment of ex tuna social done by Social Service and Cemetery Pekanbaru through three effort that is preventive effort, in the form of prevention that still not maximal because there are still many people who have not got socialization of regulation of Pekanbaru City Number 12 Year 2008 about social order. Empowerment of ex tuna social done by Social Service and Cemetery Pekanbaru City through three effort that is preventive effort, repressive and social rehabilitation still not maximal. The inhibiting factor in the effort to empower the ex-social is the budget and infrastructure. The budget provided by the local government is considered not optimal in the effort to run the program already planned so that in the effort of preventive, repressive and social rehabilitation there are still some obstacles caused by the lack of budget and also berkarahun in preparation of adequate facilities and infrastructure。 Keywords: Evaluation, Empowerment, Social Tuna, Social Welfare

This study aims to determine the implementation of the authority of the Village Head in fostering community life in the village of Sikakak Cerenti District Kuantan Singingi Year 2015-2016 and know the obstacles of the implementation of the authority of the Village Head in fostering the life of people in the village of Sikakak Cerenti District Kuantan Singingi Year 2015-2016 . This research uses qualitative research methods with descriptive research type, which can be interpreted as problem-solving process investigated by describing the state of research subjects based on the facts found.This study m enemukan that the authority of the village chief in fostering security, order and peace of the region and of the villagers in the village Sikakak done by building a guard post, where the village chief also participated in the patrol activities. To foster harmony residents, in the village of Sikakak done by sports matches between RW / RT or between the hamlet and others. In the maintenance of peace, dealing with conflicts and mediate in the village Sikakak the parties to the dispute first brought to the Village Head Office, met, and sought solutions. In preserving and developing mutual aid societies, village head open space for people to participate in rural development activities.The conclusion that the implementation of the authority of the village chief in fostering community life in the village Sikakak Cerenti District of Kuantan Singingi Year 2015-2016 has not been maximized. Obstacles to implement the authority of the Village Head in fostering the life of the community in Sikakak Village Cerenti Sub-district Kuantan Singingi Regency 2015-2016 is the lack of community participation in following the deliberations in the village and the difficulty to eliminate the disease of society as the habit of drinking.Keywords: Authority Village Head, Fostering Community Life. .

management is a social phenomenon in the city of Pekanbaru which is in dire need of government attention If the management of parking is not supervised properly then it is certain the government will be difficult to make the arrangement of the city and the problems that occur will affect the unstable reception area were obtained from the parking sector itself Organizers and Management Perparkiran Pekanbaru City area under Regulation No. 3 of 2005 on Amendment Pekanbaru City Regional Regulation No. 14 Year 2001 on the Implementation and Management Perparkiran is the Department of Transportation, Communications, and Information Technology. Here are the phenomena that occur in the parking that occurred in the District Sukajadi Found occurrence of fluctuating revenues parking fees on public roads, caused by parking attendants who are not depositing evidence or parking ticket to the Department of Transportation, No cooperation contract between managers with executive parking as specified in Local Regulation, Karna no cooperation contract, the impact on the irregular implementation of management including the implementation of the field by the parking attendant, triggering disorder vehicular traffic, is still a parking attendant who did not give tickets to the public parking that impact the proceeds from the public parking fees. This research is a descriptive study, in which the author presents and describes how to control the transportation bureau and informati on parking in the city of Pekanbaru a case study in District Sukajadi. And to know the factors that affect the parking supervision. The technique of collecting data is to interview and the key informant is a team of surveillance, parking attendants and community leaders. Results of the study found that the supervision has not been done optimally This is because the weakness of the sanctions provided for parking attendants were violated and the number of supervisors who lack the resulting lack of supervision performed so many illegal parking. As for some of the factors that affect the implementation of parking control in the city of Pekanbaru is a human resources (HR) as quality inspectors and the number of supervisory personnel in the field, limited funds to conduct surveillance and a lack of community participation factor against parking in the district Sukajadi.Keywords: monitoring, setting standards, corrective actions

Poverty and employment is a problem that has long faced by people in rural areas. The government continues to accelerate the improvement of the welfare of the rural community with a variety of programs, one of which is the Youth Program Bachelor of Rural Development Activator (PSP3). However, the issue of low participation of government, budget and access to CSR and private CD still faced by PSP3 in community empowerment in the Village District of Bandar Sekijang Sekijang Pelalawan. This study analysis based on the theory of empowerment. This study uses qualitative research. Unit data analysis by means of interviews to several sources, with data on primary and secondary research.The results of this study indicate that; First, community empowerment by PSP3 in the Village District of Bandar Sekijang Sekijang Pelalawan done through facilitating development planning, facilitation of capacity building, knowledge, insight, attitudes and skills of youth, facilitating the development of economic efforts and the facilitation of networking and cooperation among the parties in development. Second, the inhibiting factors of community empowerment by PSP3 Village Sekijang District of Bandar Sekijang Pelalawan grouped into two factors: internal factors which include; lack of facilitators, lack of support and lack of support prasarna budget. While external factors, namely; the lack of participation of government and private sector and the lack of support for other stakeholders.Keywords: Empowerment, PSP3, Public Welfare.

This Study discusses the efforts of the Pekanbaru City Social Service in Social Order (Study Focus of Street Children Social Problems in 2018-2019) whose condition is apprehensive, because their condition is still underage and they shouldn't beg and make a living on the streets. what is the form of coordination between the Pekanbaru City Government in carrying out control and guidance for street children. In this study, the Pekanbaru City Social Service was the executor of the coordination action.The purpose of this study discusses how the coordination of the Pekanbaru City Social Service with the Pekanbaru City Civil Service Police Unit in carrying out control and coaching of street children and the inhibiting factors of the Pekanbaru City Social Service in carrying out policing and fostering street children. This research uses qualitative research methods, with descriptive analysis of the data. In collecting data, researchers used interview techniques and documentation.The results showed that the Pekanbaru City Social Service in carrying out policing and fostering street children who coordinated with the Civil Service Police Unit, Civil Servant Investigators, and related agencies was not optimal, not appropriate and implemented as in perda number 12 of 2008 concerning social order. This is evidenced by the fact that there are still many street children who act and roam the streets and are caused by the lack of seriousness of the local government of Pekanbaru city in controlling and fostering street children. However, there are also inhibiting factors that affect the performance of local governments in controlling and fostering street children, namely lack of budget, inadequate facilities and infrastructure, and environmental factors.
