Abstract

ABSTRACT Improving maternal health has become the main priority of the government, various efforts have been made by the government to improve maternal health. The progress of a country, in essence, is inseparable from the quality of maternal and child health, because from a good mother's health, the next generation of responsible nations will be born. However, until now it is still marked by the vulnerable health status of mothers and children, especially in the most vulnerable groups, namely pregnant, maternity and postpartum women, as well as newborns, which causes the still high Maternal Mortality Rate (MMR) and Infant Mortality Rate (IMR). Pekanbaru City is the capital of Riau Province with the highest MMR and IMR in Riau Province, while from 2015 - 2018 cases continued to increase and fell in 2019, although not significantly. Based on these problems, the formulation of the research problem is: "What is the function of the Pekanbaru City Health Service in Reducing Maternal and Child Mortality Rates in Pekanbaru City 2018 - 2019? This research is a type of descriptive research using a qualitative approach. Data collection techniques in this study used interviews, observation and documentation techniques, the data analysis used was qualitative analysis. The findings that can be concluded from the function of the Pekanbaru City Health Office in Reducing Maternal and Child Mortality Rates in Pekanbaru City in 2018 – 2019 are: 1) The government, in this case the Health Office, implements rules related to preventing maternal and child mortality, especially having a Strategic Plan and Rena; 2) Development, provision of facilities and infrastructure, but specifically at the puskesmas Alkes are classified as incomplete and referred to hospitals, moreover the budget for these provision is relatively minimal; 3) Service function, the Health Office provides health services such as counseling, direct monitoring, health infrastructure, etc. However, the SPM target for the Health Office was not achieved; 4) The empowerment function, by empowering the potential of medical personnel by conducting counseling, going to the field is considered less than optimal because the medical staff are not friendly so that the community chooses to support them, as well as the lack of public knowledge about maternal and child health. Abstract

ABSTRACT This study aims to find out how the of implementation the Kasang Limau Sundai Village Head Election, Kuantan Hilir Seberang District, Kuantan Singingi Regency in 2018. This type of research is descriptive and the approach in this study is qualitative. Data collection was obtained through interviews and documentation. This research was conducted in Kuantan Singingi Regency. The results of this study indicate that the of implementing the Kasang Limau Sundai village Head Eelection is Based on the Kuantan singing Regent Regulation Number 55 of 2018 concerning the implementation of simultaneous Village Head Election. The basis is very importantbecause the process in selecting the village head is interrelated, is for the stages in the village head election .The first is the preparation stage for the final notification of the election, the position of the village head submitted by the BPD, the formation of the Election Committee is directly elected by the BPD. Secon, in the nomination stage, the election Committee re-assures the is completeness and validity of the nomination administration for each prospective village head. The accurrence of Money politics which is considered normal by the public, before H’s heart, the voting is usually carried out, the success team from each candidate will use various ways to attract the sympathy of the public, some openly distribute basic necessities to others, thre are also those who distribution cash ( dawn attack), in the election of head of state. village are often inseparable from the use of money as an effort to attract community sympathy. Third Stage of the voting the election committee has provided 1 TPS. The voting went smoothly. Even thoug there are voters who cannot come to the polls directly to vote. The election ccommitte went directly to visit the homes of elderly voters so thet they could still exercise their right to voters who voted using cigarette butts. Abstract

Community Empowerment in Siberobah Village, Gunung Toar District, Kuantan Singingi Regency in 2021 is an element of community development in the economic and political fields that is centered on the people. The aim of the research is to describe community empowerment in Siberobah Village and to identify the supporting and inhibiting factors for the community empowerment program in Siberobah Village. This type of research is qualitative. The type of research data used in this research is primary data in the form of data and information originating from primary sources and research informants, and secondary data in the form of documents obtained from related documents. The research location is Siberobah Village. Forms of village community empowerment activities can be in the form of providing goods, agricultural seeds/seeds, fisheries, plantations and trade because the Siberobah Village community has rich potential in natural resources, especially in the plantation sector. The result of this research is that there is an Empowerment program for the Siberobah village community using a fairly large village budget in its implementation. However, there is still a lack of knowledge among the Siberobah village community regarding how to properly plant and care for oil palms and a lack of role for the village government in evaluating village farmer groups. This is indicated by the absence of supervisors who assess the activities of the Siberobah village farmer group which will be an obstacle to reach the community empowerment. Abstract

Indonesia has many very interesting tourism destinations. The Kuantan Singingi Regency Government is currently trying to preserve the Pacu Jalur Festival. Recently, the people of Kuantan Singingi have found it difficult to find wood to make pathways. Even though spur lanes are a big culture and tradition in Kuantan Singingi Regency that must be maintained. Stakeholder cooperation is urgently needed in efforts to develop or preserve the culture of spur lanes in Kuantan Singingi Regency. The problem that occurs in dealing with the scarcity of track timber is the lack of timber which has a length of 25-30 meters with a diameter of 1-2 meters and has to wait approximately 100 years. If the wood for wood-making materials runs out, it will be replaced with Fiber and will definitely reduce the characteristics of the existing runway path. The research approach used in this study is a qualitative approach and uses descriptive research types. Data collection techniques are interviews, literature studies and documentation. The role of the regional government of the Department of Tourism and Culture is very important, namely the Regional Government as a facilitator, increasing human resources, conducting promotions, and organizing regional events that will increase the awareness of the Community and Indigenous Stakeholders to preserve the culture of spur lanes by protecting customary forests, limiting the taking of jalan timber and fix track. The private sector plays a role as funding for Pacu Jalur and provides tree saplings for materials for making pathways. So that the cooperation that is built by stakeholders well will create communication that is feedback, a well-planned system, fosters a sense of community care which is formed from coaching and supervision. Some of the factors that support handling wood as material for making pathways in preserving the culture of the Pacu jalan festival include: (1) Protecting customary forests, (2) Support from the private sector, (3) Known by domestic and foreign tourists. The inhibiting factors are: (1) The role of local government that is not optimal, (2) Quality of Human Resources, (3) The conversion of forest functions to industrial forests. Abstract

Sustainable national development is an important part of rural development that plays a role in empowering rural communities. In an effort to build Indonesia from villages, among others, village-owned enterprises are needed, which are supported by the legislation of Law Number 6 of 2014 concerning villages. It is hoped that BUMDes will be in favor of the community through the provision of socio-economic services. Meanwhile, BUMDes aims to seek profits by offering goods and services to the market. The existence of BUMDes is expected to increase the economic potential of the community through the principles of BUMDes governance. The principles of BUMDes governance are being cooperative, participatory, emancipatory, transparent, accountable, and sustainable. The objectives of this study are (1) to explore rural development in community empowerment through the governance of Village-Owned Enterprises in Mandau District, Bengkalis Regency. (2) To explain the factors that support and hinder rural development in the governance of Village-Owned Enterprises in Mandau District, Bengkalis Regency. The principle of BUMDes management in Mandau District, Bengkalis Regency, shows that cooperatively it has not been optimal in carrying out good cooperation in business development; participatorily, not all components seen in BUMDes have voluntarily provided support and contributed to the progress of BUMDes business; emancipatively, it can be seen that BUMDes managers lack female management members; in terms of transparency, there is still a lack of information disclosure and reporting submitted. Accountably, it is assessed that the resource capacity of BUMDes managers, lack of understanding of the role and vision and mission of BUMDes, in a sustainable way, has not been oriented towards the sustainability of BUMDes institutions and businesses. The factors supporting the principle of BUMDes management in Mandau District, Bengkalis Regency in poverty alleviation and village empowerment through BUMDes are very high. with an injection of BUMDes funds from villages, the Regency Budget, the Provincial Budget, and related ministries. Meanwhile, the inhibiting factors are the slow return of the budget lent to the community and the lack of functioning facilities made to bring profits to BUMDes businesses, such as market rentals and pertashops that are less profitable.

Abstract

This research is based on the empirical fact that there is an increase in the status of villages from the majority of Underdeveloped and Very Underdeveloped Villages in 2022 to Developed Villages in 2023. This research focuses on discussing the development of very underdeveloped villages in Kampar Regency in the perspective of the quintuple helix, with the characteristics of wetland areas and conservation areas that have their own challenges in village development. This research is included in the qualitative approach with the type of phenomenology. The results of this study are based on the quintuple helix model which shows the cooperation of 5 (five) important actors, namely the state (government), private sector, academics, media, and the community as well as support from the natural environment in the village. Quintuple Helix, in this study, visualizes collective interaction and knowledge exchange through five subsystems (helix): (1) the education system, (2) the economic system, (3) the natural environment, (4) the media and culture-based society (as well as civil society), (5) and the political system. It can be concluded that the quintuple helix framework in this study has involved many of the previously mentioned actors but has not provided a significant impact on village development, especially villages that were previously very underdeveloped in Kampar Kiri Hulu District, Kampar Regency.

Abstract

This study aims to analyze the implementation of the local content learning policy of Riau Malay Culture (BMR) in the curriculum in Pekanbaru City in the 2023-2024 academic year. The study focuses on policy implementation, using the George C. Edward III policy implementation model which includes communication, resources, disposition, and bureaucratic structure. The research method used is qualitative. Data were collected through interviews with relevant parties such as the Education Office, the Riau Malay Traditional Institution (LAMR) of Pekanbaru City, school principals, and teachers. The results of the study indicate that the implementation of the BMR policy faces various obstacles, including lack of socialization and limited human resources, as well as ineffective coordination between the Education Office and LAM Pekanbaru City. The implications of this study are the need to improve communication, provide adequate resources, strengthen teacher capacity, and improve coordination between institutions to ensure the effective and sustainable implementation of the BMR policy. Abstract

Customary forests constitute a strategic element for the social, cultural, spiritual, and economic sustainability of Indigenous communities. In Kepau Jaya Village, Kampar Regency, the conversion of 781.44 hectares of customary forest into private oil palm plantations triggered prolonged conflict. Although the Bangkinang District Court Decision No. 28/Pdt.G/2013/PN.Bkn ruled in favor of the Indigenous community, the implementation of forest restitution has not been optimally realized. This study analyzes the process of collaborative governance in restoring the status and function of the customary forest by employing the Ansell and Gash framework through a qualitative case study approach. Data were collected through interviews and documentation, and analyzed using data reduction, data display, and conclusion drawing techniques. The findings indicate that collaboration among the government, Indigenous community, and the company has begun to develop through mediation, public hearings, and field inspections. However, the effectiveness of collaboration remains constrained by low levels of inter-actor trust, regulatory ambiguities, and the absence of a final agreement. Overall, the implementation of collaborative governance shows positive progress in opening spaces for dialogue and participation, yet requires stronger governmental commitment and alignment of interests among all stakeholders to ensure the full restoration of the customary forest.
