Abstract

Tujuan penelitian ini adalah untuk menganalisis dan menjelaskan gambaran mengenai kualitas pelayanan pembuatan sertifikat hak milik tanah, serta apa faktor – faktor pendukung dan penghambatnya di Kantor Pertanahan Kota Ambon. Rumusan masalah ini adalah: 1) Bagaimana kualitas pelayanan pembuatan sertifikat hak milik di kantor Badan pertanahan Kota Ambon? 2) Apa faktor – faktor yang mempengaruhi kualitas pelayanan pembuatan sertifikat hak milik tanah di kantor Badan Pertanahan Kota Ambon? Informan penelitian ini berjumlah 10 orang informan. Data dibutuhkan dalam penelitian ini dikumpulkan melalui teknik observasi, wawancara mendalam, dan dokumentasi. Data yang berhasil dikumpulkan dari penelitian ini, diolah dan dianalisis menggunakan teknis analisis kualitatif. Temuan hasil penelitian ini bahwa, kualitas pelayanan pembuatan sertifikat hak milik tanah bagi warga masyarakat yang membutuhkan berada dalam kondisi yang cukup memadai, terutama dari dimensi: tangibles pelayanan, daya tanggap pelayanan, kehandalan pelayanan, dan kredibilitas pelayanan, hal ini dipengaruhi oleh faktor sosialisasi, kesadaran kerja petugas, aturan kerja, dan kemampuan kerja petugas dii Kantor Badan Pertanahan Kota Ambon.Kata Kunci: Kata kunci berisi ide-ide atau konsep dasar yang mewakili bidang yang diteliti.

Abstract

This research aims to analyse and explain the condition of public service quality, the ability to implement public service innovation strategies, as well as the development of individual employee human resource capacity factors, system/ institutional support factors and community role factors at the Maluku Provincial Revenue Agency (BPDP). The problem faced in this research is formulated: how is the implementation of public service innovation strategies, and what are the supporting determinants and inhibitors of public service innovation at BPDP Maluku? This research is descriptive quantitative, by examining 62 respondents, through the distribution of questionnaires. The data analysis technique is non-parametric statistics, using a 5-point Likers scale. The findings of this research illustrate that variable X: the implementation of public service innovation strategies is in sufficient condition (50%), influenced by variable deteminan factors: the ability of individual employee human resources, system/ institutional support factors, as well as factors of community participation that are not optimal (40%). The implication of these findings is that if you want to improve the quality of public services, you need the ability to implement public service innovation strategies determined by individual employee ability factors, system/ institutional support factors, and community participation factors.

Abstract

This study aims to examine and describe the implementation of stunting reduction policies and their supporting and inhibiting factors in Wamsisi Village, Waesama District, South Buru Regency. The data needed in this study was collected through interview, observation and documentation techniques. Data analysis of the results of this study used qualitative descriptive analysis techniques. The results of this study found that an implementation of stunting reduction policy in Wamsisi Village, Waesama District, South Buru Regency is in quite good condition, especially activities to monitor youth growth, provide additional food for youth, organize early stimulus for child development and provide optimal health services. This is influenced by factors of environmental conditions, the relationship between the organization and the character of the implementing institution while the less supportive factor is human resources both in terms of quality and quantity.

Abstract

This study aims to analyze the effectiveness of healthcare services at RSUD Masohi, Central Maluku Regency, using the five organizational effectiveness indicators proposed by Gibson Ivancevich Donnelly (1985), namely production, efficiency, satisfaction, adaptability, and development. A descriptive qualitative approach was applied, with data collected through in-depth interviews, direct observation, and document review. The findings indicate that in terms of production, the breakdown of critical facilities such as the CSSD hindered major surgical operations and reduced service capacity. Regarding efficiency, the manual claims administration system slowed down processes and reduced service accuracy. Patient satisfaction levels varied, with complaints about comfort, service speed, and facility completeness. The hospital’s adaptability to change remained reactive, lacking a comprehensive strategic plan, particularly in responding to facility crises and technological advancements. Development efforts were also limited, as reflected in minimal infrastructure investment, insufficient medical staff training, and restricted specialist services. These findings highlight the urgent need for a comprehensive and sustainable improvement strategy, encompassing infrastructure enhancement, adoption of health information technology, capacity building for human resources, and expansion of specialized healthcare services. Consequently, RSUD Masohi is expected to improve its service effectiveness and quality to optimally meet the healthcare needs of the community.

Abstract

This study aims to analyze the influence of administrative communication and work motivation on service quality at the Salahutu District Office, Central Maluku Regency. The research employed a quantitative survey approach, collecting data through questionnaires distributed to all office employees. Data analysis was performed using multiple linear regression, t-test, F-test, and the coefficient of determination (R²) to examine both partial and simultaneous effects of independent variables on the dependent variable. The results indicate that administrative communication has a positive and significant effect on service quality, with a regression coefficient of 0.539 and Beta value of 0.651, demonstrating the dominant role of communication in influencing service quality. Conversely, work motivation does not have a significant partial effect, although its influence is positive. Simultaneously, administrative communication and work motivation together significantly affect service quality with a significance level of < 0.001. These findings highlight the importance of synergy between effective internal communication and employee motivation in improving public service performance. The study provides practical implications for the Salahutu District Office management to enhance communication training, optimize digital media, promote a democratic communication culture, and increase employee motivation through rewards and adequate work facilities.
