Abstract

Pengabdian Pada Masyarakat (PPM) Universitas Padjadjaran di Desa Ciliang Kecamatan Paragi Kabupaten Pangandaran dengan kegiatan Peningkatan Kapasitas Aparatur Desa. PPM ini dilakukan untuk untuk mengetahui peran pemerintah desa maupun faktor penghambat dalam meningkatkan ketahanan pangan di Desa Ciliang. Hal ini didasarkan pada pesatnya permasalahan yang berkaitan dengan ketahanan pangan, sehingga peran pemangku kebijakan politik menjadi begitu penting dan krusial terhadap isu tersebut. Metode pada kegiatan ini berupa assessment atau penghimpunan kritik dan saran dari masyarakat Desa Ciliang guna mendapatkan data maupun informasi yang ditujukan kepada pemerintah Desa Ciliang. Hasil yang didapatkan melalui kegiatan penyuluhan ini dapat meningkatkan kompetensi aparatur Desa tentang pengelolaan pemerintah serta memeberikan informasi bagiamana bentuk pelayanan di Desa Ciliang untuk masyarakat setempat. The Padjadjaran University Community Service Program (PKM) in Ciliang Village, Paragi District, Pangandaran Regency with Village Apparatus Capacity Building activities. This PKM was conducted to find out the role of the village government and the inhibiting factors in increasing food security in Ciliang Village. This is based on the rapid pace of problems related to food security so the role of policymakers is so crucial to this issue. The method for this activity is in the form of an assessment or collection of criticisms and suggestions from the Ciliang Village community to obtain data and information aimed at the Ciliang Village government. So that through counseling activities not only help the management of the government of Ciliang Village but also improve the welfare of the Ciliang Village community

Abstract

This study uses bibliometric analysis to investigate the complex connections between strategic innovation and emerging market. In this dynamic subject, it highlights prospective future research directions and indicates important obstacles and emerging trends. A carefully selected group of 5,467 research papers is extracted from the vast Scopus database using a custom search phrase that is intended to highlight strategic innovation and emerging markets. After a rigorous manual screening procedure that follows the PRISMA protocol, 496 studies are carefully chosen for in-depth bibliometric analysis. This study uses scientific mapping tools to visually display the complex interactions and interconnections among diverse research streams in addition to analyzing the performance of these This study uses bibliometric analysis to investigate the complex connections between strategic innovation and emerging market. This study effectively synthesizes previous material by offering a unique viewpoint on the complex links between strategic innovation and emerging markets. It provides insightful information that advances our knowledge of how companies can successfully negotiate the challenging terrain of emerging markets and adopt strategic innovation in order to prosper in this revolutionary climate.

Abstract

Penelitian ini membahas Tata Kelola  arsip dinamis dalam meningkatkan efisiensi pengelolaan arsip di Record Center Fakultas Ilmu Sosial dan Ilmu Politik Universitas Padjadjaran, dengan merujuk pada Undang-Undang Nomor 43 Tahun 2009 tentang Kearsipan Pasal 40 ayat (2) menyatakan bahwa pengelolaan arsip dimulai dari tahap penciptaan arsip, penggunaan dan pemeliharaan arsip serta penyusutan arsip. Dengan menggunakan pendekatan kualitatif, data diperoleh melalui observasi, wawancara, dan studi literatur. Hasil penelitian menunjukkan bahwa Tahapan Penciptaan arsip hasil di Record Center FISIP Universitas Padjadjaran sudah berjalan dengan baik dengan mengacu kepada peraturan yang berlaku, namun SOP dibuat mualai Tahun 2024, sedangkan RC FISIP Unpad berdiri tahun 2021, sehingga 2 tahun teerdapat kesosongan SOP Tata Kalelola. Tahapan Pengunnan dan dan Pemeliharaan arsip belum berjalan optimal hal ini dikarenakan terhambat dalam proses penerapan sistem kearsipan digital, dengan terbatasnya infrastruktur peralatan untuk digitasi arsip, dan Tahapan Penyusutan arsip belum optimal karena dalam prosesnya membutuhkan waktu lama hal. Penelitian ini merekomendasikan peningkatan infrastruktur, penguatan regulasi, serta pengembangan kompetensi sumber daya manusia untuk mendukung pengelolaan arsip yang lebih efektif dan efisien. This research discusses dynamic archive governance in improving the efficiency of archive management at the Record Center of the Faculty of Social and Political Sciences, Padjadjaran University by referring to Law Number 43 of 2009 concerning Archives Article 40 paragraph (2) which states that archive management starts from the stages of archive creation, use and maintenance of archives and archive depreciation. By using a qualitative approach, data is obtained through observation, interviews, and literature studies. The results showed that the stages of archive creation at the Record Center FISIP Padjadjaran University have been running well by referring to applicable regulations, but the SOP was made starting in 2024, while RC FISIP Unpad was established in 2021, so that 2 years there was a vacancy in the SOP for Management. The stages of archive collection and maintenance have not run optimally, this is because they are hampered in the process of implementing a digital archive system, with limited infrastructure equipment for digitizing archives, and the stages of archive depreciation are not optimal because the process takes a long time. thing. This research recommends improving infrastructure, strengthening regulations, and developing human resource competencies to support more effective and efficient archive management.

Abstract

The most important indicator of successful government performance is public services. Specifically, in population administration services, people often face the most complicated bureaucratic procedures, lengthy, and wasting time. This situation creates opportunities for certain individuals to offer alternative bureaucratic paths for an additional fee and as we know that’s corrupt. This phenomenon reduces trust in the government and lowers the quality of population administration and civil registration services. To improve services, there is a need for the simplification of procedures, clarity, and easy access. The central government has authorized local governments to innovate, including in Depok City through the Sanpel De Prima program. This program was launched to bring services closer to the community and enhance public satisfaction with easy, affordable, fast services. This research aims to examine the effectiveness of population services in increasing public satisfaction and encouraging the ownership of population documents. This study uses qualitative research methods to evaluate the effectiveness of the Sanpel De Prima service. Despite this, there are still various issues hindering its effectiveness, such as lack of transparency in the status of document submissions, minimal program socialization, insufficient human resources, and incompetence of existing personnel. To measure the level of effectiveness, this research uses the effectiveness theory by Budiani, which involves variables such as Target Accuracy, Program Socialization, Purposes, and Monitoring Program to determine the program's effectiveness. Overall, the result of the program's implementation has shown its effectiveness, although there are some inhibiting factors from the internal side of the apparatus, infrastructure, and the community itself. Additionally, steps towards improvement are being aligned to better meet public satisfaction with public services.

Abstract

This research aims to explore the implementation of the intelligence phase in the development of the Jakarta Kini (JAKI) application as an integral part of the Jakarta Smart City initiative. The intelligence phase, described by Herbert Simon as a crucial stage in the decision-making process, involves identifying the problem, collecting relevant data, and deeply understanding the context. Using a descriptive qualitative method approach, this research aims to dig deeper into how Jakarta Smart City implements the intelligence phase to improve electronic-based public services through the JAKI platform. The results show that the effective implementation of the intelligence phase has contributed significantly to improved quality of public services provided, better responsiveness to community needs, and improved data-driven decision-making in the development of JAKI. The implications of these findings are highly relevant and provide valuable insights for other cities seeking to develop similar smart city initiatives. By integrating the intelligence phase in the decision-making process, it is expected to improve efficiency, service quality, and responsiveness to community needs in an evolving and changing urban context. As such, this research makes a substantial contribution to the understanding of the implementation of the intelligence phase in the context of the development of the Jakarta Kini (JAKI) application as part of the Jakarta Smart City initiative.

Abstract

Kegiatan produksi merupakan suatu kegiatan yang berhubungan  dengan   konsumsi dan distribusi. Hal ini berkaitan dengan proses produksi. Proses produksi yang buruk dari suatu pabrik/perusahaan akan menimbulkan   kerugian sehingga pabrik atau Perusahaan  tersebut akan mengalami kesulitan dalam  bersaing dengan industri sejenis. Metode yang digunakan adalah metode kualitatif deskriptif.  Teknik pengumpulan data  yang dilakukan adalah wawancara kedalaman dengan pengusaha jeruk dan para pekejanya, Proses produksi jeruk yang dilakukan  berdasarkan  jenis aliran lini/garis yaitu Continuous, dan  Tipe persediaan yang digunakan adalah Assemble-to-order.  Proses produksi jeruk mempunyai beberapa tahapan. Pertama adalah pemanenan, yaitu memanen hasil jeruk yang didapatkan. Kedua, adalah penyortiran. Tujuannya adalah untuk memilah jeruk berdasarkan kualitasm dan ketahanan jeruknya. Ketiga, kegiatan penyimpanan. Kegiatan ini menganut FIFO system, yaitu barang yang pertama kali masuk ke gudang, maka akan dikeluarkan terlebih dahulu. Keempat adalah kegiatan pengiriman. Kegiatan proses produksi jeruk telah dilakukan dengan baik. Kegiatan yang dilakukan dalam proses produksi sangat rinci dan dilakukan setiap hari. Hal ini dikarenakan karena berdasarkan pesanan yang berlangsung setiap hari. Production activities are activities related to consumption and distribution. This is related to the production process. A poor production process from a factory/company will cause losses so that the factory or company will experience difficulty in competing with similar industries.  The method used is a descriptive qualitative method.  The data collection technique used was in-depth interviews with orange entrepreneurs and their workers. The orange production process is carried out based on the line flow type, namely Continuous, and the type of inventory used is Assemble-to-order. The orange production process has several stages. The first is harvesting, namely harvesting the oranges obtained. Second, is sorting. The goal is to sort oranges based on their quality and durability. Third, storage activities. This activity adheres to the FIFO system, that is, the goods that enter the warehouse first will be released first. Fourth is delivery activities. The orange production process activities have been carried out well. The activities carried out in the production process are very detailed and carried out every day. This is because it is based on orders that take place every day.

Abstract

Program Pengabdian Pada Masyarakat (PKM) Universitas Padjadjaran berlangsung secara luring dan daring di Desa Bojong, Kecamatan Majalaya, Kabupaten Bandung dengan kegiatan penyuluhan mengenai Bulan Imunisasi Anak Nasional (BIAN) yang merupakan kerja sama antara Universitas Padjadjaran, pemerintah lokal, dan UNICEF. PKM ini dilakukan untuk menyampaikan informasi mengenai Bulan Imunisasi Anak Nasional (BIAN) serta meningkatkan kepedulian masyarakat terhadap pentingnya imunisasi bagi anak. Metode pada kegiatan ini berupa penyuluhan ke ssetiap RW yang ada di Desa Bojong selama lima hari. Selain kader posyandu, banyak masyarakat yang belum mendapatkan informasi mengenai BIAN. Sehingga, melalui kegiatan sosialisai ini masyarakat menjadi mengetahui dan memiliki keinginan untuk melakukan imunisasi untuk anaknya pada program BIAN yang akan dilaksanakan bulan Agustus 2022 mendatang.

Abstract

Penelitian ini bertujuan untuk mengkaji pengaruh komunikasi pemerintahan DPRD Kota Depok kepada Walikota Depok dalam polemik pembangunan Masjid Jami Al Quddus dan relokasi SDN Pondok Cina 1. Pembangunan Masjid Jami Al Quddus menjadi polemik di tengah-tengah masyarakat karena akan dibangun di lahan SDN Pondok Cina 1 yang menyebabkan sekolah tersebut akan digusur. Beberapa masyarakat tidak menyetujui pembangunan masjid ini dan menyampaikan tuntutannya kepada DPRD Kota Depok. Dewan Perwakilan Rakyat Daerah Kota Depok berperan penting dalam menyampaikan aspirasi masyarakat ini dalam bentuk surat rekomendasi kepada Wali Kota Depok dan jajarannya. Isi surat rekomendasi tersebut berupa tiga tuntutan dari masyarakat. Pengaruh komunikasi pemerintahan yang dilakukan oleh DPRD Kota Depok kepada Walikota Depok dan jajarannya akan dianalisis dengan menggunakan teori Ulbert Silalahi yang melihat pengaruh komunikasi pemerintahan dilihat dari sikap (attitude), pemahaman (understanding), serta perilaku (behavior). Penelitian ini menggunakan metode penelitian kualitatif bersifat deskriptif. Data diperoleh dengan studi literatur, observasi, dan wawancara. Hasil penelitian menunjukkan bahwa komunikasi yang dilakukan oleh DPRD Kota Depok berpengaruh kepada Walikota Depok baik dari sikap (attitude), pemahaman (understanding), dan perilaku (behavior). Dari sikap (attitude), Walikota Depok berjanji akan membalas surat rekomendasi dari DPRD Kota Depok. Dari pemahaman (understanding), Walikota Depok, jajarannya, dan masyarakat dapat mengerti dan menjelaskan isi surat rekomendasi tersebut walaupun lembaga Bappeda Kota Depok tidak dapat menjelaskan isi surat rekomendasi tersebut. Dari perilaku (behavior), Walikota Depok dan jajarannya melakukan apa yang sesuai dengan tuntutan dari DPRD Kota Depok salah satunya dengan memperbaiki jalan akses menuju SDN Pondok Cina 1 Depok, penundaan pembangunan Masjid Jami Al Quddus, sampai pada akhirnya pembangunan Masjid Al Quddus dibatalkan.

Abstract

Penelitian ini bertujuan untuk menganalisis penerapan prinsip-prinsip good governance dalam penyelenggaraan MPP Grha Tiyasa Kota Bogor. Metode yang digunakan adalah metode penelitian kualitatif dengan penyajian secara deskriptif. Hasil penelitian menunjukkan bahwa pada prinsip effectiveness and efficiency belum terpenuhi karena masih terdapat kekurangan dalam hal pemahaman program, tepat sasaran, dan kendala keterbatasan SDM. Pada prinsip openness and transparency telah terpenuhi dengan cukup baik, pihak MPP Kota Bogor telah menyediakan informasi pelayanan secara terbuka dan transparan melalui berbagai kanal yang disediakan. Pada prinsip participation belum terpenuhi dengan baik karena keterlibatan masyarakat dalam kegiatan sosialisasi masih belum dimanfaatkan secara maksimal. Berdasarkan hasil penelitian dapat disimpulkan bahwa prinsip good governance belum terpenuhi dengan baik dalam MPP Grha Tiyasa Kota Bogor. Penelitian juga menekankan pentingnya bagi Pemerintah Kota Bogor untuk memprioritaskan perbaikan internal melalui rekrutmen pegawai, optimalisasi pemanfaatan teknologi dengan edukasi penggunaan aplikasi, serta meningkatkan keterlibatan masyarakat melalui sosialisasi secara rutin dan intensif. This research intends to analyze the application of good governance principles in the implementation of MPP Grha Tiyasa Bogor City.The method used is a qualitative research method with a descriptive presentation. The research results indicate that the principles of effectiveness and efficiency have not been met due to shortcomings in program understanding, targeting, and limitations in human resources. In terms of the principle of openness and transparency, it has been sufficiently met, as the MPP of Bogor City has provided service information openly and transparently through various available channels. In principle, participation has not been well fulfilled because community involvement in socialization activities has not been maximally utilized. Based on the research findings, it can be concluded that the principles of good governance have not been well fulfilled in MPP Grha Tiyasa, Bogor City. The research also emphasizes the importance for the Bogor City Government to prioritize internal improvements through employee recruitment, optimization of technology utilization with application usage education, and increasing community engagement through regular and intensive socialization.

Abstract

Transportasi publik dapat menjadi jawaban bagi kemacetan yang sudah terjadi di berbagai wilayah di Indonesia. Salah satu wilayah yang menghadapi kemacetan adalah Cekungan Bandung. Dinas Perhubungan Jabar sudah berupaya untuk menghadirkan transportasi publik berupa Metro Trans Jabar sebagai langkah kecil namun pasti untuk mengatasi kemacetan di daerah ini. Pemerintah berkolaborasi dengan PT Jasa Sarana, Perum Damri, dan PT Blue Bird dalam mengelola MJT. Pada kenyataannya, MJT belum mampu untuk mengatasi kemacetan di Cekungan Bandung. Penelitian ini bertujuan untuk menganalisis dan mendeskripsikan efektivitas proses kolaborasi pemerintahan. Metode yang digunakan adalah metode penelitian kualitatif dengan penyajian deskriptif. Teori collaborative governance milik Ansell dan Gash digunakan sebagai kerangka berpikir untuk menilai keberhasilan kolaborasi Pemerintah Daerah Provinsi Jabar dalam mengelola MJT. Hasil dari penelitian ini menunjukkan bahwa aspek dialog tatap muka, membangun kepercayaan, komitmen terhadap proses, dan pemahaman bersama sudah dipenuhi. Namun, para aktor yang terlibat belum mampu untuk menyatakan keseragaman terhadap aspek hasil sementara. Pihak pemerintah seperti Dishub Jabar dan PT Jasa Sarana menyatakan bahwa belum ada hasil yang signifikan atas kehadiran MJT untuk mengurai kemacetan di Cekungan Bandung. Sedangkan pihak non-publik seperti Perum Damri dan PT Blue Bird menyatakan bahwa MJT sedikit demi sedikit sudah mampu mengurai kemacetan di daerah ini. Public transportation can be the answer to traffic congestion in various regions of Indonesia. One region facing traffic congestion is the Bandung Basin. Dinas Perhubungan Provinsi Jawa Barat has made efforts to introduce public transportation in the form of Metro Trans Jabar as a small but sure step to overcome traffic congestion in the Bandung Basin. The government collaborates with PT Jasa Sarana, Perum Damri, and PT Blue Bird in managing MJT. However, in reality, MJT has not been able to address the traffic congestion in the Bandung Basin. Therefore, this study aims to analyze and describe the effectiveness of the government collaboration process. This study uses a descriptive method with an interview, observation, and literature review approach. The collaborative governance theory by Ansell and Gash is used as a framework to assess the success of the West Java Provincial Government's collaboration in managing the MJT. The results of this study indicate that the aspects of face-to-face dialogue, trust building, commitment to the process, and shared understanding have been fulfilled. However, the actors involved have not been able to express uniformity regarding the interim results. Government agencies such as the Dinas Perhubungan Provinsi Jawa Barat and PT Jasa Sarana stated that there have been no significant results from the MJT in relieve traffic congestion in the Bandung Basin. Meanwhile, non-public entities such as Perum Damri and PT Blue Bird stated that the MJT has gradually been able to relieve traffic congestion in this area.
