Abstract

This study aims to examine and analyze determinants factors of implementation of gender mainstreaming in the appointment of structural officials policy in the South Sulawesi Province governmental bureaucracy structures. Through the qualitative research research and case study approach, the research was conducted in the Provincial Government institution on Education Affairs. As the result, the appointment of structural officials position show that there are two factors that determine the gender mainstreaming policies in the structural appointment process. Those are the internal factors and external factors. The Internal factors that had influence implementation of gender mainstreaming policies based this research findings are the resources, implementing organizations, communication, coordination and implementing commitment, and support of bureaucratic structures factors.  On the other hand, the external factors are includes: social political influence, cultural influences and bureaucratic characteristics, and policy design support.

Abstract

This article examines the comparison of the use of social capital owned by Appi in the election of candidates for mayor election of Makassar in the 2018 and 2020. The capitalwhich is identified in this study is Appi's network as part of the big family of the Bosowa Corporation and the Kalla Group, as well as a businessman who has an extensive business network. In analyzing the capital, the research use a qualitative approach with a descriptive method, which describes and compares how Appi as a candidate uses his social capital to gain voters in two different elections. This study was conducted by collecting data through electronic media, scientific documents, and purposive interviews. The results showed that there were differences in the use of social capital. Appi is able to maximize the use of network capital in the 2020 elections compared to the 2018 Makassar elections. The use of social capital was carried out by placing his network capital as the main basis for his winning team. The capital has an impact on team solidarity and it proves the effectiveness of network capital of Appi as an entrepreneur and also a relative of the Bosowa and Kalla Group extended families.

Abstract

A common problem that is usually found in the election process is updating the voters’ data. It is a very crucial stage because it is related to the citizens' voting rights. This article looks at how the performance of the General Election Commission of Makassar city (KPU Kota Makassar) in protecting citizens' voting rights during COVID-19 crisis. The research used descriptive research with a qualitative approach. The results of the study indicate that the commission had carried out its duties in the process of updating voters’ data. The list of permanent voters for the 2020 in Makassar mayoral election decreased due to the large number of Makassar residents who were not staying in Makassar during the time of matching and research procedure (coklit). However, socialization continued to be organized bot in conventional and a modern platform through social media. In addition, collaboration with the Department of Population and Civil Registration, KPU Kota Makassar managed to update the data. Hence, people who do not have electronic identification card (E-KTP) can used their voting rights.

Abstract

This paper focuses on the process and efforts of the Walenrang and Lamasi (Walmas) people to keep blossoming the Luwu Tengah district that includes various segments of Walmas people. The community of students, local leaders, youth and regional officials participating in the blossoming effort is accelerating. As a socio-political process, these people dynamics reflected local people's wants which faced the central government regulation. This article analyses the function and dynamics of decentralization, that is, regional proliferation in Indonesia. The results of this study show that the Walenrang and Lamasi (Walmas) community movement has reached the requirements for meeting the new district but is constrained by the moratorium given by the central government

Abstract

AbstractThe impact of environmental damage caused by mining activities, especially nickel mining, is still a common problem. There is no shared awareness to protect the environment so that it remains balanced from various parties, namely companies that carry out mining production, the government as a regulatory policy, and the community as the party that operates environmental damage due to mining production activities. This study uses an environmental and political approach to describe the problems of environmental damage. The method used in this research is qualitative research. Data and information sources were obtained from observations, discussions, and references to literature documents from books, journals, and electronic information media. The results of this study found environmental damage due to nickel mining due to several things, namely mining production activities in forest areas, problem permissions of mining and the dynamics between profit interests and environmental damage resulting from mining activities. Abstract

This research aims to evaluate the government policies implemented by Wajo Regency in resolving the complex challenges encountered by the Lake Tempe fishermen. It is difficult to determine the core cause of the Lake Tempe conflict because there are various local terms and interpretations from many researchers with diverse backgrounds. Therefore, this article seeks to provide a more detailed description of the conflict chronology as well as many of the terms used in Lake Tempe studies. This study gathered academic journals, scholarly literature, and related sources using a narrative review technique. The findings from all the articles are interpreted, summarized, and elaborated in a descriptive manner using implementation and evaluation concepts. Through the analysis of the collected data, the research findings reveal that the Wajo Regency administration issued particular regulations to control fisheries resource management to resolve the discrepancies between Pallawang and Pakkajalalla fishermen. The objective was to promote stability while empowering the community to manage fishing resources. However, the regulation's implementation was ineffective because of the limited availability of specialized human resources in the fisheries department, which hindered the successful execution of the policy. Furthermore, it shows that the enacted regulations contradict each other in terms of policy coherence. While the first issue concerns the fishing method, it has now evolved into a problem for the government to solve between the fisheries and agriculture sectors

Abstract

Pengembangan bawang merah dalam sektor pertanian masih menjadi salah satu faktor yang berperan penting dalam meningkatkan ekonomi penduduk Desa Tanah Bara, Kecamatan Gunung Meriah, Aceh Singkil. Tujuan utama dari upaya pemberdayaan ini adalah memberikan pemahaman dan pengetahuan kepada warga mengenai praktik pertanian yang efektif dan benar. Dalam proses pemberdayaan, metode yang diterapkan adalah PRA (Partisipatory Rural Appraisal) untuk melibatkan kelompok sasaran secara aktif. Penyuluhan disampaikan di dalam ruangan dan di lapangan untuk meningkatkan pengetahuan petani dalam kegiatan budidaya bawang merah, serta tindakan kolektif pemberdayaan secara langsung yaitu tindakan percontohan atau praktek lapangan yang melibatkan semua kelompok tani untuk terlibat secara bersama-sama agar dapat memahami langsung prosesnya, yang dilanjutkan dengan menganalisis iklim dalam menetapkan waktu tanam. Selain itu, kelompok tani juga diajarkan pembukuan sederhana, Sehingga petani dapat mengetahui secara pasti usaha tani yang dikerjakan memperoleh keuntungan atau sebaliknya mengalami kerugian. Dengan pemberdayaan ini kelompok tani lebih terarah dan mampu meningkatkan kemampuan anggota kemampuan kelompok tani dalam mengelola usaha tani sehingga meminimlakan gagal panen dan meningkatkan meningkatkan ekonomi kelompok tani bawang merah

Abstract

Riset berikut bertujuan guna menganalisis bagaimana Quality of Work Life (QWL) dan motivasi kerja mempengaruhi produktivitas kerja perawat di RSUD Kabupaten Konawe Selatan, dengan menggunakan Organizational Citizenship Behavior (OCB) sebagai variable mediasi. Sebagai penyedia layanan kesehatan primer, perawat harus memaksimalkan produktivitas mereka karena beban kerja yang berat terkait dengan perawatan pasien dan kebutuhan akan layanan rumah sakit berkualitas tinggi. Seluruh 71 perawat kontrak di RSUD Konawe Selatan diberikan kuesioner sebagai bagian dari prosedur survei kuantitatif dalam penelitian ini. Analisis data menguji efek langsung dan tidak langsung antara variabel menggunakan SEM-PLS dengan perangkat lunak SmartPLS versi 4.0. Temuan studi menjelaskan bahwa Quality of Work Life (QWL) serta motivasi kerja mempunyai dampak baik maupun positif pada produktivitas kerja perawat. QWL serta motivasi kerja menyandang dampak yang baik, bagi Organizational Citizenship Behavior (OCB). Selain itu, OCB telah terbukti memiliki pengaruh yang signifikan terhadap produktivitas kerja dan berperan berupa mediasi pada interaksi antara QWL, motivasi kerja, ataupun produktivitas perawat. Data ini menunjukkan bahwa meningkatkan kualitas kerja dan motivasi dapat mendorong Organizational Citizenship Behavior (OCB), sehingga meningkatkan produktivitas perawat. Riset ini memberikan implikasi praktis bagi pihak manajemen rumah sakit dalam menyusun dan mengembangkan kebijakan pengelolaan sumber aya manusia yang berfokus pada peningkatan kesejahteraan pegawai, penguatan motivasi kerja, serta pembentukan bdaya kerja yang kolaboratif, sehingga mampu mendukung terselenggaranya pelayanan kesehatan yang optimal.

Abstract

Penguasaan kosakata merupakan komponen penting dalam pembelajaran bahasa Inggris. Namun, berdasarkan observasi awal di kelas VII B UPT SMPN 4 Mangarabombang, ditemukan bahwa siswa mengalami kesulitan dalam memahami dan mengingat kosakata bahasa Inggris. Penelitian ini bertujuan untuk meningkatkan penguasaan kosakata siswa melalui penggunaan media flash card. Penelitian ini menggunakan metode Penelitian Tindakan Kelas (PTK) yang melibatkan 21 siswa kelas VII dan dilaksanakan dalam dua siklus. Setiap siklus terdiri atas tahap perencanaan, pelaksanaan tindakan, observasi, dan refleksi. Materi pembelajaran difokuskan pada topik Things in the Classroom dengan memanfaatkan flash card bergambar sebagai media pembelajaran. Teknik pengumpulan data meliputi tes kosakata, observasi kelas, dan catatan lapangan. Hasil penelitian menunjukkan adanya peningkatan yang signifikan pada penguasaan kosakata siswa, yang ditunjukkan oleh peningkatan nilai rata-rata dari pre-test ke post-test pada setiap siklus. Selain itu, siswa menunjukkan antusiasme dan partisipasi aktif yang lebih tinggi selama proses pembelajaran. Dengan demikian, penggunaan media flash card terbukti efektif dalam meningkatkan penguasaan kosakata siswa serta menciptakan suasana pembelajaran bahasa Inggris yang lebih menarik dan interaktif.

Abstract

The fiscal efficiency policy through Presidential Instruction Number 1 of 2025 has narrowed the regional discretionary space and triggered the politician’s dilemma for local legislative members. This study aims to analyze the manifestation of this dilemma and dissect the budget political dynamics, both at the internal factional consolidation stage and the external negotiation stage in the Pinrang Regency DPRD. This study employed a qualitative method with an intrinsic case study approach. Primary data were extracted through in-depth interviews with legislative and executive representatives, party executives, and societal elements. These data were then confronted with the literature using a source triangulation technique. The results reveal that budgetary constraints force council members to formulate electoral defense mechanisms. These mechanisms are executed by prioritizing the allocation of constituency programs to the dominant voter base areas. In the Budget Committee’s external arena, the executive bureaucracy’s defensive maneuvers utilizing technocratic compliance instruments are responded to by the legislature through compromising bargaining tactics. These tactics involve scaling down physical programs to avoid a regional budget ratification deadlock. This study concludes that the uniform budget-cutting policy has tangibly distorted the allocation of resources and transformed the council’s representative instruments into pragmatic transactional commodities. These empirical findings suggest the need for a reorientation in the formulation of an asymmetrical fiscal efficiency policy by the central government. Furthermore, the institutionalisation of a budget-priority protection mechanism at the regional level is highly necessary so that strategic development designs do not become victims of short-term factional negotiations.
