Abstract

Kawasan wisata alam Pantai Panjang di Kota Bengkulu merupakan alternatif wisata alam yang sering dikunjungi wisatawan, namun tidak dikelola dengan maksimal sehingga menimbulkan permasalahan baik lingkungan, sosial, ekonomi maupun kelembagaan. Aspek kelembagaan dan kesesuaian lahan menjadi isu utama dalam pengelolaan kawasan ini sehingga diperlukan riset yang dapat dijadikan alternatif pertimbangan dalam pengambilan kebijakan pemerintah setempat. Penelitian ini bertujuan untuk mengetahui kesesuaian lahan dan status keberlanjutan pengelolaan kawasan wisata alam Pantai Panjang di Kota Bengkulu. Metode yang digunakan dalam penelitian ini adalah deskriptif kualitatif untuk menganalisis status kesesuaian lahan kawasan wisata alam Pantai Panjang. Metode penilaian cepat untuk pesisir atau Rapid Appraisal for Coastal (Rap-Coast) digunakan untuk mengetahui status keberlanjutan pengelolaan kawasan wisata alam Pantai Panjang. Hasil penelitian menunjukkan bahwa kawasan wisata Pantai Panjang sangat sesuai (kategori S1) untuk aktivitas wisata, dan memiliki nilai 89.286% pada skala nilai 80 – 100%, tetapi status keberlanjutan pengelolaan kawasan wisata alam Pantai Panjang termasuk kurang berkelanjutan pada dimensi ekonomi (MDS 47.59), sosial (MDS 42.74), kelembagaan (MDS 40.79), dan termasuk cukup berkelanjutan pada dimensi ekologi (MDS 52.02).

Abstract

This study aims to identify the causes of illegal access for the community in carrying out mangrove utilization activities as raw material for charcoal in Batu Ampar District, Kubu Raya, West Kalimantan. This research was conducted in 3 villages in Batu Ampar Subdistrict, namely Batu Ampar Village, Nipah Panjang Village and Teluk Nibung Village. Data collection was done through field observations, in-depth interviews, documentation studies and literature studies. Data analysis used descriptive analysis method with the Theory of Access approach according to Ribot and Peluso (2003). The results showed that the causes of illegal access in the use of mangroves as a raw material for charcoal by the community in Batu Ampar Subdistrict were the characteristics of protected forest resources as Common Pool Resources (CPRs) and high exclusion costs and the obmission of local government. The communities get the power of access to protected forests in Batu Ampar mainly through access to capital provided by investors (cukong), both collectors and buyers.

Abstract

The purpose of this research is to analyze the spatial conflict between Gunung Halimun Salak National Park (TNGHS) area and the regency area around the national park. The spatial approach was used to analyse potential of spatial conflict in that region.The management TNGHS still face constraints related to the extent of forest area that could potentially conflict with the spatial three counties around TNGHS, namely Lebak, Bogor, and Sukabumi Districts. The absence of an agreement between the Ministry of Forestry and the local governments to synchronize the National Park boundary into the District Spatial Planning is still a big problem facing by the Management of the TNGHS.Therefore, conservation-based community development model must be designed properly.Keywords: Landuse conflicts, spatial analysis, suitability of the pattern space

Abstract

This study aims to design and build water resource conservation model with emphasis on technical, socio-economical,and ecological aspects involving extensive changes in land use, population growth, continuity of operation of the hydropower of Asahan and some other aspects of the catchment. Illustration of the water balance was made under the influence of land use and other economic activities. Modelling of water balance was constructed by the method of dynamic modeling systems using Powersim software. The water availability was analyzed using FJ.Mock method with variables derived from the analysis of the ecological condition of the catchment area of Lake Toba. The simulations ofwater balance and water level was performed for the condition without intervention variables and with intervention variables. The intervention variables was performed in pessimistic, moderat and optimistic scenario to provide an overview of conservation policy. The simulation of the water balance and lake water level indicate that either in the year of 2017-2057, the best scenario is between moderate and optimistic scenarios in the condition of the population growth between 0.8% - 1.0% per year, infiltration coefficient values between 0.40 to 0.45, the value of land cover factor between 0.25 to 0.3, while the flow ofwater released into the Asahan River of 91.69 m3/sec in average.Keywords: FJ. Abstract

Gunung Gede Pangrango National Park (GGPNP) Forest Area has many ecosystem/forest vegetation type. The research aim was to analysis vegetation structure and composition at GGPNP forest area in many forest vegetation type. Research conducted by through vegetation analysis activity by used squared strip method. The results show that form of horizontal stand structure of Natural Forest stand tend to come near form of J-inversed (negative eksponensial) letter spread and form of horizontal stand structure graph of Mixed Rasamala Forest, Mixed Puspa Forest, Damar Forest, and Pine Forest stand be under horizontal stand structure graph of Natural Forest stand. Natural Forest has species number and species diversity index of higher level type at all levels growth of vegetation if compared to others forest vegetation types. Natural Forest has species evenness index of higher level type only at tree growth level, but rather lower at seedling growth level, sapling growth level, and pole growth level if compared to others forest vegetation types. There were 15 vegetation species found at all of forest vegetation types which have potency as pioneer vegetation in restoration activity of GGPNP forest area. Keywords: Vegetation structure and composition, forest restoration, national park

Abstract

Ex concession of PT Maju Jaya Raya Timber (PT MJRT) is located at North Bengkulu Regency, Bengkulu Province is an important buffer zone of Kerinci Seblat National Park (KSNP). Therefore the damage that happened in that area will have a huge impact in the on-going development of the reservation area. The purpose of this research is to design alternative policies to manage the buffer zone of KSNP. The analytical methods used are the Analytical Hierarchy Process (AHP) and SWOT analysis method are both used to design an alternative policies management. The result of this research showed that there have been changes in land cover, virgin forest only about 30%, and the rest was logged over area and has been converted to field crops owned by the locals and private company. This indicates that the management of ex-concession is not good enough. Based on Analytical Hierarchy Process and SWOT analysis, the prioritize function on the management of the area mentioned has be increasing to income of the locals, therefore this could decrease the pressure of the locals to take advantage in using the forest area. Some alternatives of policies which can be carried out is to strengthen property rights, developed local institution, developed the pattern of agroforestry and to upgrade the human resources by increasing the economic productivity for proper management of KSNP buffer zone. Keywords: Buffer Zone, Ex-Concession, Institution, Land Cover

Abstract

The success of Kelompok Pantai Lestari (KPL) to rehabilitate the mangrove ecosystem at Karangsong is the result of innovation in the nursery aspect at the planting site, using multiplanting planting techniques, installation of wave breaker, maintenance with fertilization and spraying, clear and clean (legal and conflict free) of  land status, village level that binds all stakeholders. Management of rehabilitated mangrove ecosystem management at Karangsong beach implemented collaborative management (government, private and non-profit organizations),  The analysis of the local institutional sustainability of KPL as managers of CPRs of mangrove ecosystems based on eight principles of sustainability of CPRs shows strong results of sustainability on two principles namely the boundaries of the CPRs resource area (4.36) and recognize of the right to organize and manage resources (4.13). Sustainability category one principles that have the lowest value is the principle of applying sanctions to local rules / village regulations (2.47). The average value of the eight principles of local KPL institutional sustainability managing the CPRs of the mangrove ecosystem at Karangsong is 3.54 which is included in the strong sustainability category. Management of rehabilitated mangrove ecosystem resources in Karangsong by KPL should be supported by issuing local regulations on mangrove ecosystem management in Indramayu Regency to improve the governance and ecosystem benefits of sustainable mangrove for ecological, economic and socio-cultural aspects.

Abstract

Provinsi Riau menurut BPS tahun 2017 merupakan provinsi dengan luas perusahaan sawit terbesar di Indonesia sehingga implementasi kebijakan CSR paling banyak dilakukan oleh perusahaan kelapa sawit di Provinsi Riau. Tujuan penelitian ini adalah mengukur kinerja implementasi kebijakan dan program CSR perusahaan perkebunan kelapa sawit. Penelititan ini dilakukan pada perusahaan BUMN (PTPN V) dengan mengambil empat contoh unit kebun berdasarkan purposive sampling yang dilihat dari perbedaan lokasi kehidupan masyarakat, 3 unit kebun berada di Kabupaten Kampar, dan satu unit kebun di Kabupaten Rokan Hilir. Analisis data dilakukan dengan metode IPA yang memperbandingkan antara persepsi perusahaan dan masyarakat. Komponen penyusun kuisioner untuk menilai persepsi terdiri atas penjabaran pernyataan yang diambil dari Peratutran Pemerintah no 47 tahun 2012 terkait pelaksanaan CSR dan beberapa literatur buku yang menjelaskan pelaksanaan CSR secara baik. Hasil penelitian ini menunjukkan bahwa kinerja implementasi kebijakan CSR yang telah dilaksanakan PT Perkebunan Nusantara V tergolong sangat baik dari aspek isi kebijakan dan dukungan, namun perlu perbaikan pada aspek transparansi, program CSR dan hasil.Transparansi dan keterbukaan informasi yang lebih luas menjadi poin penting untuk keterjangkauan terhadap sasaran pemberian CSR yang lebih baik untuk kedepannya.

Abstract

The interest of various parties on forest utilization access lead to the ambiguity of property rights due to user overlapping. This research explained the ambiguity factors of property rights from access mechanism and its relation to the land conflict. The research using purposive sampling method to obtain data of land use change, documents, historical study, as well as in-depth interviews of 123 people key informant. Rapid Land Tenure Assessment (RaTA) and descriptive analysis method were used to analyze the data. The results showed that both access and property rights theory could explain the overlapping use on forest area in Meranti Forest Management Unit (FMU). Analysis of rights-based access mechanism explained factors within the property rights status and the causes of land overlapping, i.e. the dynamics of management change, boundaries area issues, and lack of control. The factors of land user based on structure mechanism were the kinship ties, patroness system or pesirah, community and religious leaders. The access of structure mechanism have lead to claim of 38.53% areas of Meranti FMU. Changes of the rules have increased new users and causing overlapping between bussines license holder with community access. The research recommends avoiding change of area management forms, and for involving local communities in determining new users, duration, and profit sharing.

Abstract

ABSTRACTValuation of forest resources is one way that can be used to assist conservation efforts.  The utilization of any kind of forest product without regard to the principle of sustainability may potentially reduce or eliminate other forest benefits. Fruit, firewood and water are the three forest products that are actually utilized by the people around the forested land of Manokwari West Papua. Valuation of potential economic value is based on the result of vegetation analysis through direct use approach. Value is approximated by market price, wage price, wage rate and procurement price. The economic value of the fruit potential is Rp. 65,982,607 / ha, stock of firewood Rp. 58.580.022/ha, and water Rp. 21.355.503.432/year.
