Abstract

ABSTRAK Model Pembelajaran yang digunakan dalam proses pembelajaran merupakan salasatu faktor penentu keberhasilan hasil capai belajar siswa,. Penggunaan secara tepat sasaran akan meningkatkan semangat siswa untuk memberikan perhatian pada materi yang diajarkan. Seperti diketahui sebagian besar siswasamapai saat ini terbanyak masih memperoleh pembelajaran model konfensional. Penelitian ini bertujuan untuk mengetahui bagaimanakah pengaruh model pembelajaran inquiry dan problem based learning terhadap hasil belajar siswa pada mata pelajaran ekonomi kelas xi di sma n 1 motoling dalam proses pembelajaran yang diterapkan. Metode yang digunakan dalam penelitian ini adalah metode eksperimen faktorial 2x2 yakni penelitian komparasi dengan desain factorial. Metode eksperimen dalam penelitan ini menggunakan jenis desain penelitian dengan metode pretest-posttest control design. Disimpulkan bahwa dengan menggunakan model pembelajaran inquiry dan model problem based learning mampu meningkatkan hasil belajar siswa di SMA N 1 Motoling. Namun dari hasil percobaan di atas juga menunjukkan bahwa metode pembelajaran Problem based learning lebih unggul dalam meningkatkan hasil belajar siswa. Kata Kunci : Inquiry, Problem Based Learning, Hasil Belajar ABSTRACT The learning model used in the learning process is one of the factors determining the success of student learning outcomes. Using it in a targeted manner will increase students' enthusiasm to pay attention to the material being taught. As is known, the majority of students up to now still receive conventional learning models. This research aims to find out how the inquiry learning model and problem based learning influence student learning outcomes in class 1 economics at SMA N 1 Motoling in the applied learning process. The method used in this research is the 2x2 factorial experimental method, namely comparative research with a factorial design. The experimental method in this research uses a type of research design with a pretest-posttest control design method. It was concluded that using the inquiry learning model and problem based learning model was able to improve student learning outcomes at SMA N 1 Motoling. However, the experimental results above also show that the problem based learning method is superior in improving student learning outcomes. Abstract

The purpose of this study is to analyze and explain the effect of transactional leadership and transformational leadership on employees creativity at Secretarial of SITARO Regency. This researh is explanatory research. Samples taken by proportional random sampling technique and sample size are 40 out of 66 Sitaro Regency Secretarial’s employees. Data collecting technique is questionnaire and data analysis is regression analysis. The result of this study showed that transactional leadership and transformational leadership have simultaneously affect on employee’s creativity. Transactional leadership has negatively affected on employee’s creativity, but the other one (transformational leadership) has positively affect on employee’s creativity Keywords: employee creativity, transactional leadership, transformational leadership

Abstract

This study aims to analyze and explain the quality of public services at Tomohon Municipal Market Agency. The research method used a qualitative approach and informants as data sources were determined by purposive (purposive sampling) and snowball sampling. Data was collected through interview, observation, and documents. Data analysis is an interactive qualitative analysis with data analysis activities, which are data reduction, data presentation, and drawing conclusions or verification. The results showed that the public service quality of Tomohon Municipal Market Agency responded by the community as service recipients, traders or sellers and visitors of Tomohon Beriman Market was not satisfactory. This response is based on an assessment of 4 out of the 5 dimensions used to analyze and measure service quality, (1) physical aspects (tangibles), (2) dimensions of awareness or desire to help the community or customers and provide fast service, (3) dimensions of politeness, trust, and respect for consumers, and (4) dimensions of approaching, and trying to determine consumers’ wants and needs have not been implemented properly, excluding for dimension (5) the ability to provide services appropriately and correctly has shown the professionalism expected in carrying out its services.

Abstract

Aparatur Sipil Negara (ASN) merupakan perangkat pelayanan publik yang diangkat dan digaji oleh pemerintah dalam melaksanakan tugas-tugas negara berdasarkan Undang-Undang Nomor 5 Tahun 2014 Tentang Aparatur Sipil Negara. Penelitian ini bertujuan untuk mengetahui Implementasi Kebijakan Disiplin Pegawai Negeri Sipil sesuai Peraturan Pemerintah Nomor 53 Tahun 2010 Tentang Disiplin Pegawai Negeri Sipil di Cabang Dinas Pendidikan Tomohon Minahasa, Penelitian ini menggunakan metode penelitian kualitatif. Hasil penelitian  menunjukkan bahwa: 1) Belum terpenuhinya kriteria kuantitas yang dibutuhkan oleh Cabang Dinas Pendidikan Tomohon Minahasa. 2) PNS masih belum taat dan patuh terhadap jam kerja yang telah ditentukan. 3) Pimpinan masih belum konsisten dalam memberi arahan dan teguran kepada pegawai yang terlambat. 4) Penentuan jabatan dengan menggunakan merit system masih belum optimal dilaksanakan.. 5) PNS belum mengetahui dan memahami secara keseluruhan landasan aturan dan tupoksi yang dipakai tentang Disiplin PNS. 6) Pelanggaran disiplin PNS masih sering dilakukan Pegawai. 7) Penerapan sanksi oleh Pimpinan masih belum optimal dan implementor belum mengetahui secara detail bentuk sanksi yang diberikan kepada PNS yang melanggar aturan. 8) Pegawai masih belum bertanggung jawab secara penuh dalam menjalankan tugasnya dan masih banyak pegawai atau pimpinan yang tidak sesuai kompetensi pendidikan dan keterampilan yang dimilikinya. Saran yang diberikan sebaiknya PNS yang ada harus lebih meningkatkan kepedulian terhadap jam kerja yang telah ditetapkan dan Pengawasan kepada PNS harus lebih ditingkatkan secara maksimal.

Abstract

Penelitian ini bertujuan untuk mengetahui, mendeskripsikan dan menganalisis mekanisme pelaksanaan Program Sembako di Kecamatan Kawangkoan Utara Kabupaten Minahasa. Metode penelitian yang digunakan yakni kualitatif. Hasil penelitian menunjukkan bahwa: 1) Pengetahuan aparat pemerintah tentang proses persiapan pelaksanaan, landasan regulasi, pedoman umum, bahkan Program BPNT yang bertransformasi menjadi Program Sembako masih sangat minim. 2) Edukasi dan sosialisasi sudah diberikan kepada masyarakat dan KPM Program Sembako tetapi masih kurangnya pengetahuan aparat pemerintah terkait alur dan pelaksana edukasi dan sosialisasi Program Sembako. 3) Tidak adanya pendampingan dari pemerintah desa saat pendistribusian KKS, kemudian kurangnya pemahaman secara spesifik tentang tahapan pelaksanaan pendistribusian KKS dan penyebutan Kartu Keluarga Sejahtera (KKS) oleh Pimpinan Kecamatan dan KPM. 4) KPM Program Sembako masih belum tepat sasaran kemudian belum ada pemutakhiran data terkait KPM Program Sembako, dan Pemerintah Desa yang masih belum mengetahui secara terperinci kriteria KPM yang dapat diganti. 5) Proses penyaluran dana bantuan program Sembako masih kurangnya dipahami oleh para implementor dan adanya keterlambatan penyaluran dana bantuan, dan ada KPM yang tidak berada ditempat saat penyaluran bantuan. Adapun faktor-faktor determinan dalam penelitian ini adalah komunikasi, sumber daya, disposisi (sikap), dan struktur birokrasi.

Abstract

This study aims to analyze the competence of protocol officers in the Protocol and Communication Division of the Regional Secretariat of Bolaang Mongondow Timur Regency. The findings indicate that the protocol officers' competencies are still inadequate, as evidenced by technical errors such as tardiness, lack of mastery in protocol regulations, and poor communication skills. Limited personnel and budget constraints exacerbate the situation, hindering the smooth execution of leaders' agendas. To address these issues, continuous training to enhance technical and managerial competencies and a stricter selection process for protocol officer recruitment are essential. Additionally, increased budget allocation is necessary to expand personnel numbers and support operations. These measures are expected to improve the professionalism of protocol officers, ensure the seamless execution of leaders’ activities, and enhance the regional government’s image.

Abstract

This study aims to (1) Identify the Influence of Human Resource Quality on Employee Performance in the Timeliness of the Final Draft of the Bitung City RPJMD, (2) Identify the Influence of Information Technology Utilization on Employee Performance in the Timeliness of the Final Draft of the Bitung City RPJMD. (3) Analyze the Joint Influence of Human Resource Quality and Information Technology Utilization on Employee Performance in the Timeliness of the Final Draft of the Bitung City RPJMD. This study was conducted using a quantitative approach. Quantitative research methods are used to research certain populations or samples, data collection using research instruments, and data analysis is quantitative or statistical to test the established hypothesis. The results of the study indicate that overall, Human Resource Quality and Information Technology Utilization together provide an effective contribution of 48.62% to the Timeliness of the Final Draft of the Bitung City RPJMD. This means that these two variables significantly affect the Accuracy and Timeliness of the Final Draft of the Bitung City RPJMD. There are 51.38% of the Accuracy in Timeliness of the Final Draft of the Bitung City RPJMD that are influenced by other variables not discussed in this study, indicating that there are additional factors that also need to be considered to improve the Accuracy in Timeliness of the Final Draft of the Bitung City RPJMD as a whole.

Abstract

Penelitian ini bertujuan untuk menganalisis implementasi kebijakan Penyidik Pegawai Negeri Sipil (PPNS) di Satuan Polisi Pamong Praja Daerah Provinsi Sulawesi Utara. Faktor-faktor determinan seperti komunikasi, sumber daya, disposisi/sikap pelaksana, dan struktur birokrasi menjadi fokus penelitian. Hasil penelitian menunjukkan bahwa komunikasi telah terlaksana dengan baik melalui sosialisasi dan pelatihan, namun sumber daya, disposisi pelaksana, dan struktur birokrasi belum optimal. Kendala utama meliputi minimnya anggaran, kurangnya motivasi seperti insentif tambahan, serta tumpang tindih wewenang antar instansi. Meski demikian, keberadaan SOP dan pengisian jabatan PPNS yang sesuai aturan menjadi faktor pendukung. Penelitian ini merekomendasikan penyusunan anggaran, pemberian insentif tambahan, perbaikan peraturan daerah, serta koordinasi antar instansi untuk meningkatkan efektivitas pelaksanaan kebijakan. Implementasi yang optimal diharapkan mampu mendukung penegakan hukum dan menciptakan ketertiban di daerah

Abstract

Penelitian ini menganalisis kualitas pelayanan publik di RSUD ODSK Provinsi Sulawesi Utara menggunakan pendekatan SERVQUAL, yang mengukur perbedaan antara harapan dan persepsi pasien terhadap layanan berdasarkan lima dimensi: tangibles, reliability, responsiveness, assurance, dan empathy. Dengan pendekatan kuantitatif melalui kuesioner, penelitian ini mengidentifikasi kesenjangan signifikan pada fasilitas fisik, keandalan pelayanan, dan komunikasi antara tenaga medis dan pasien. Faktor-faktor determinan yang memengaruhi kualitas pelayanan meliputi keterbatasan sumber daya manusia, fasilitas yang tidak memadai, serta pengelolaan administrasi yang kurang efisien. Hasil analisis gap menunjukkan perlunya peningkatan fasilitas, pelatihan tenaga medis, dan perbaikan sistem manajerial serta komunikasi. Rekomendasi ini diharapkan dapat meningkatkan kepuasan pasien dan kualitas pelayanan kesehatan di RSUD ODSK, sekaligus memberikan kontribusi dalam pengelolaan layanan kesehatan di Provinsi Sulawesi Utara.

Abstract

The purpose of this study is to analyze and explain the effect of work environment and job characteristics toward burnoul, job satisfaction, organizational commitment, and intention to leave. This research is explanatory research and cross-sectional research design. The Samples taken by proportional stratified random sampling technique and the size to be determined 132 employees out of 196 Perum Pegadaian 's employees in North Sulawesi. Data Collecting technique is questionnaire. Data were analyzed by using Structural Equation Modeling (SEM) analysis. The results of this study showed: (1) The work environment has significantly effect toward burnout, job satisfaction, organizational commitment, and intention to leave, (2) Job characteristics have significantly effect toward burnout and job satisfaction, but it have not significantly effect toward organizational commitment and intention to leave. (3) Burnout has significantly effects toward job satisfaction, organizational commitment, and intention to leave, (4) Job satisfaction has significantly effect toward organizational commitment, but it has not significantly effect toward intention to leave, (5) organizational commitment has significantly effect toward intention to leave.
