Abstract

This study evaluates the implementation of the Funeral Assistance Social Aid policy enacted the regional government has an imperative to provide social protection for underprivileged communities experiencing the bereavement of a family member. Through North Minahasa Regent Regulation No. 27 of 2021, the North Minahasa Regency Government established a funeral assistance grant of IDR 3,000,000 to alleviate the financial burden on surviving family members. However, in its implementation, this policy has encountered several administrative, technical, and geographical challenges that affect the effectiveness of benefit distribution. The purpose of this study is to evaluate the implementation of the Funeral Assistance Social Aid policy and to identify the obstacles arising during its delivery, as well as to offer policy recommendations for improving the efficiency and effectiveness of aid distribution. This research employs a qualitative approach, collecting data through in-depth interviews, observation, and document review. Informants include officials from the Social Service Office, village administrators, community leaders, and aid recipients. Data analysis follows the Miles and Huberman model, encompassing data reduction, data display, and conclusion drawing. Findings indicate that the funeral assistance program is considered quite effective by the community in easing the economic burden during mourning. Distribution processes are relatively swift (3–7 working days) when documentation is complete, and recipients report substantial benefit from the aid. Nevertheless, challenges persist, including incomplete documentation, limited internet connectivity in remote areas, inter-agency coordination delays, and insufficient public outreach. Despite these constraints, the Social Service Office has introduced innovations such as training for village officers and using the OSS-Duka system to expedite data verification. Based on these findings, it can be concluded that the Funeral Assistance Social Aid policy has positively impacted recipients. However, its effectiveness can be further enhanced through simplification of procedures, capacity building at the village level, and improvements to the digital service system. The recommendations arising from this study are expected to strengthen a more responsive and equitable social protection framework in North Minahasa Regency.

Abstract

This study aims to analyze the implementation of the General Election Commission Regulation (PKPU) Number 7 of 2024 concerning the Compilation of the Voter List in Bitung City. The research focuses on the effectiveness of policy socialization, the capacity of election organizers, and the influence of local socio-political conditions on the success of the policy implementation. A descriptive qualitative method with a case study approach was employed, with data collected through in-depth interviews with key informants such as the Chairperson of the Bitung City KPU, the Commissioner of the Data Planning and Information Division, the KPU Secretary, the Head of the Department of Population and Civil Registration (Dukcapil), and a Commissioner of Bawaslu. The findings indicate that the implementation of PKPU Number 7 of 2024 has been effective through the formation of Voter Data Updating Teams (TPDP) at various levels, inter-agency coordination, and the use of technology such as the Socialization and Data Updating System (SSPD). Policy socialization was conducted through various methods, including focus group discussions (FGDs), digital media, and door-to-door approaches, which successfully improved public understanding and participation in data verification. Major challenges include difficult geographical conditions, varying levels of digital literacy, and the need for adequate logistical resources. Nevertheless, collaborative efforts between KPU, Dukcapil, and Bawaslu have succeeded in reducing data errors from 4.2% to 1.8% and improving the accuracy of the Final Voter List (DPT).

Abstract

Penelitian ini bertujuan untuk menganalisis kinerja dan layanan kepegawaian ASN di Kantor Regional XI Badan Kepegawaian Negara (BKN) Manado. Kajian difokuskan pada pelaksanaan tugas-tugas pelayanan kepegawaian oleh ASN serta pemaknaan mereka terhadap kualitas layanan dalam praktik kerja harian. Metode yang digunakan adalah pendekatan kualitatif dengan strategi fenomenologis. Data diperoleh melalui wawancara mendalam terhadap tujuh informan, serta observasi dan telaah dokumen pendukung. Hasil penelitian menunjukkan bahwa ASN menjalankan tugas secara profesional dengan menjunjung akurasi, prosedur yang tepat, dan integritas. Kinerja dipahami tidak hanya sebagai pencapaian target, melainkan sebagai tanggung jawab moral dan pelayanan publik. Layanan kepegawaian dimaknai sebagai bentuk pelayanan negara yang menuntut ketepatan waktu dan kepuasan pengguna. Penelitian menyimpulkan bahwa penguatan kompetensi ASN, kolaborasi antarunit, dan pemanfaatan sistem informasi sangat berpengaruh terhadap mutu layanan. Temuan ini berkontribusi bagi pengembangan studi kinerja ASN dan kebijakan pengelolaan SDM aparatur.

Abstract

Penelitian ini bertujuan menganalisis efektivitas penetapan retribusi Rencana Penggunaan Tenaga Kerja Asing (RPTKA) dalam meningkatkan Pendapatan Asli Daerah (PAD) Provinsi Sulawesi Utara. Dengan menggunakan metode deskriptif-kualitatif, data diperoleh melalui observasi, wawancara mendalam, dan dokumentasi. Fokus penelitian diarahkan pada dua aspek utama: perencanaan dan pelaksanaan penetapan retribusi RPTKA serta faktor penghambatnya. Hasil penelitian menunjukkan bahwa meskipun terdapat kerangka regulasi dan struktur kelembagaan yang memadai, efektivitas penetapan retribusi belum tercapai secara optimal. Hal ini disebabkan oleh ketidakakuratan perencanaan biaya, kurangnya validasi data tenaga kerja asing, dan keterbatasan kapasitas sumber daya manusia dalam proses implementasi. Ketepatan biaya dan ketepatan sasaran, dua indikator efektivitas dari teori Makmur, belum dapat diwujudkan secara maksimal. Penelitian ini merekomendasikan perlunya penguatan database TKA, integrasi antarinstansi, serta pelatihan teknis bagi aparatur pelaksana retribusi. Studi ini berkontribusi dalam penguatan tata kelola retribusi daerah berbasis kebijakan yang responsif terhadap dinamika ketenagakerjaan global dan lokal.

Abstract

Penelitian ini bertujuan untuk menganalisis kompetensi protokoler dalam menjalankan tugas-tugas keprotokolan pada Bagian Protokol dan Komunikasi Pimpinan Sekretariat Daerah Kabupaten Minahasa. Menggunakan pendekatan kualitatif fenomenologis, penelitian ini mengeksplorasi pengalaman subjektif aparatur protokoler melalui wawancara mendalam, observasi, dan analisis dokumen. Hasil penelitian menunjukkan bahwa kompetensi teknis, manajerial, dan sosial-kultural yang dibutuhkan belum sepenuhnya dimiliki oleh para aparatur. Permasalahan yang ditemukan meliputi ketidaktepatan tata tempat, ketidaksiapan dalam tata upacara, kurangnya koordinasi dalam pengaturan kunjungan, dan rendahnya partisipasi dalam pelatihan teknis. Faktor-faktor seperti keterbatasan sumber daya manusia dan anggaran turut memperburuk kondisi. Oleh karena itu, dibutuhkan intervensi kebijakan yang sistematis untuk meningkatkan kapasitas protokoler baik dari aspek sumber daya manusia maupun dukungan struktural. Rekomendasi utama meliputi peningkatan pelatihan, penambahan personil, serta penguatan manajemen dan evaluasi kinerja keprotokolan.

Abstract

E-Government, as a government policy aimed at achieving good governance, has been implemented by local governments with varying levels of success and has not met the expected goals. Among the various factors that contribute to this, one key factor is the competence of employees who utilize IT as a vital tool for e-government. This study was conducted to analyze the influence of attitudes, perceptions of ease of using IT, and perceptions of the benefits of using IT on IT acceptance. The study used a quantitative approach using explanatory research. The sampling technique employed was stratified proportional random sampling, with sample units or members comprising 95 out of 1930, specifically the State Civil Apparatus (ASN) in Sitaro Islands Regency. The data collection technique was a questionnaire that had been tested and was valid and reliable. Data analysis was multiple regression. The results of the study revealed that attitudes, perceptions of ease of use, and perceptions of the benefits of using IT have a positive and significant effect on IT acceptance, both partially and simultaneously. For this reason, it is necessary to change the attitudes of IT users through their perceptions of IT being difficult to operate and its benefits or results not being much different from without using IT in the context of the public service process, must be changed to the opposite, namely, easy to operate and the results are more effective and efficient.

Abstract

ABSTRAK Model Pembelajaran yang digunakan dalam proses pembelajaran merupakan salasatu faktor penentu keberhasilan hasil capai belajar siswa,. Penggunaan secara tepat sasaran akan meningkatkan semangat siswa untuk memberikan perhatian pada materi yang diajarkan. Seperti diketahui sebagian besar siswasamapai saat ini terbanyak masih memperoleh pembelajaran model konfensional. Penelitian ini bertujuan untuk mengetahui bagaimanakah pengaruh model pembelajaran inquiry dan problem based learning terhadap hasil belajar siswa pada mata pelajaran ekonomi kelas xi di sma n 1 motoling dalam proses pembelajaran yang diterapkan. Metode yang digunakan dalam penelitian ini adalah metode eksperimen faktorial 2x2 yakni penelitian komparasi dengan desain factorial. Metode eksperimen dalam penelitan ini menggunakan jenis desain penelitian dengan metode pretest-posttest control design. Disimpulkan bahwa dengan menggunakan model pembelajaran inquiry dan model problem based learning mampu meningkatkan hasil belajar siswa di SMA N 1 Motoling. Namun dari hasil percobaan di atas juga menunjukkan bahwa metode pembelajaran Problem based learning lebih unggul dalam meningkatkan hasil belajar siswa. Kata Kunci : Inquiry, Problem Based Learning, Hasil Belajar ABSTRACT The learning model used in the learning process is one of the factors determining the success of student learning outcomes. Using it in a targeted manner will increase students' enthusiasm to pay attention to the material being taught. As is known, the majority of students up to now still receive conventional learning models. This research aims to find out how the inquiry learning model and problem based learning influence student learning outcomes in class 1 economics at SMA N 1 Motoling in the applied learning process. The method used in this research is the 2x2 factorial experimental method, namely comparative research with a factorial design. The experimental method in this research uses a type of research design with a pretest-posttest control design method. It was concluded that using the inquiry learning model and problem based learning model was able to improve student learning outcomes at SMA N 1 Motoling. However, the experimental results above also show that the problem based learning method is superior in improving student learning outcomes. Abstract

This study aims to analyze and explain the quality of public services at Tomohon Municipal Market Agency. The research method used a qualitative approach and informants as data sources were determined by purposive (purposive sampling) and snowball sampling. Data was collected through interview, observation, and documents. Data analysis is an interactive qualitative analysis with data analysis activities, which are data reduction, data presentation, and drawing conclusions or verification. The results showed that the public service quality of Tomohon Municipal Market Agency responded by the community as service recipients, traders or sellers and visitors of Tomohon Beriman Market was not satisfactory. This response is based on an assessment of 4 out of the 5 dimensions used to analyze and measure service quality, (1) physical aspects (tangibles), (2) dimensions of awareness or desire to help the community or customers and provide fast service, (3) dimensions of politeness, trust, and respect for consumers, and (4) dimensions of approaching, and trying to determine consumers’ wants and needs have not been implemented properly, excluding for dimension (5) the ability to provide services appropriately and correctly has shown the professionalism expected in carrying out its services.

Abstract

The purpose of this study is to analyze and explain the effect of transactional leadership and transformational leadership on employees creativity at Secretarial of SITARO Regency. This researh is explanatory research. Samples taken by proportional random sampling technique and sample size are 40 out of 66 Sitaro Regency Secretarial’s employees. Data collecting technique is questionnaire and data analysis is regression analysis. The result of this study showed that transactional leadership and transformational leadership have simultaneously affect on employee’s creativity. Transactional leadership has negatively affected on employee’s creativity, but the other one (transformational leadership) has positively affect on employee’s creativity Keywords: employee creativity, transactional leadership, transformational leadership

Abstract

Penelitian ini bertujuan untuk menganalisis proses penatausahaan dan akuntansi bendahara penerimaan di Dinas Pariwisata Daerah Provinsi Sulawesi Utara. Fokus utama penelitian adalah prosedur penerimaan dan penyetoran pendapatan, pencatatan dan pelaporan transaksi penerimaan, serta pengawasan dan pengendalian internal. Hasil penelitian menunjukkan bahwa meskipun proses penatausahaan telah mengacu pada peraturan yang berlaku, masih terdapat kelemahan dalam pelaksanaan, seperti kesalahan manual, keterlambatan penyetoran, dan kurangnya kompetensi sumber daya manusia. Selain itu, penggunaan perangkat lunak akuntansi menghadapi kendala jaringan dan fitur yang tidak komprehensif. Penelitian ini merekomendasikan peningkatan pelatihan SDM, pengembangan perangkat lunak, adopsi sistem pencatatan digital, serta pengawasan internal yang lebih ketat. Implementasi perbaikan ini diharapkan dapat meningkatkan akuntabilitas, transparansi, dan efisiensi dalam pengelolaan keuangan daerah
