Abstract

This study aims to explain the commitment to public service organizations of sub-district civil servants in Tomohon then the influence of work culture on public service performance using quantitative methods. The authors analyze and explain the influence of the variables in the research concept model. The study results indicate that the effect of Organizational Commitment on Public Service Performance shows a positive and significant direction. Employees who have a high organizational commitment must be selectively prepared from the start (recruitment). It is hoped that with the recruitment of employees with a merit system, employees with a high organization can carry out their functions, duties, and roles. The performance of public services shows results that organizational commitment and work culture simultaneously have a significant effect on employee performance. Moreover, the contribution of organizational commitment and work culture simultaneously to the performance of public services is 53.50%, while the other variable determines the remaining 46.50%. The conclusion of this study provides an overview of organizational and cultural commitment to the performance of civil servants as a sub-district public service in Tomohon; thus, the employees have continuity and respective roles following the existing sub-districts and functions.

Abstract

Tomohon is one of the tourist city destinations in North Sulawesi Province has a high potential to be developed. Restaurant Tax is a tax whose existence is essential as a source of Original Local Government Revenue (PAD). The restaurant tax revenue target consistently increases every year, and the realization of restaurant tax revenue has not fully met the set target. The difference between the realization of restaurant tax revenues and the target of restaurant tax revenues indicates that the potential has not been optimally explored. This study aimed to analyze the implementation and potential contribution of the Restaurant Tax in Tomohon. The data used in this study are primary data and secondary data. The analytical method used in this research is a descriptive qualitative method and implementation analysis. The analysis results show that the potential value of Restaurant Tax is substantial compared to the realization of Restaurant Tax receipts. This difference shows that the actual potential is also immense. However, the local government has not explored it optimally. The implementation of the Restaurant Tax shows that the collection and management of the Restaurant Tax in Tomohon have not gone well. The analysis results show that the restaurant tax potential affects Tomohon's PAD.

Abstract

The purpose of this study is to analyze and explain the effect of transactional leadership and transformational leadership on employees creativity at Secretarial of SITARO Regency. This researh is explanatory research. Samples taken by proportional random sampling technique and sample size are 40 out of 66 Sitaro Regency Secretarial’s employees. Data collecting technique is questionnaire and data analysis is regression analysis. The result of this study showed that transactional leadership and transformational leadership have simultaneously effect on employees creativity. Transactional leadership has negatively effect on employees creativity, but the other one (transformational leadership) has positively effect on employees creativity Keywords: employee creativity, transactional leadership, transformational leadership

Abstract

Penelitian ini bertujuan untuk mendeskripsikan menganalisis, dan menginterpretasikan Implementasi Kebijakan Beras Sejahtera (Rastra) di Kecamatan Tondano Utara Kabupaten Minahasa sesuai Peraturan Kementerian Koordinator Bidang Pembangunan Manusia dan Kebudayaan Republik Indonesia Nomor 247 tahun 2017 Tentang Pedoman Umum Subsidi Rastra atau Beras Jenis penelitian adalah Kualitatif dengan pendekatan studi kasus. Hasil penelitian menunjukkan bahwa: kurang pahamnya aparat Pemerintah terkait dengan apa manfaat, tujuan dan sasaran dari Kebijakan Rastra; sudah ada kebijakan baru yang menghapus Rastra menjadi Non tunai atau sudah menggunakan e-voucher; kebijakan e-voucher sudah diterapkan mulai 2019 namun di kecamatan Tondano Timur baru di terapkan triwulan terakhir kebijakan e-voucher belum diterapkan menyeluruh ke semua kelurahan; kurangnya kesadaran para aparat pemerintah untuk mengetahui aturan yang diterapkan dalam suatu kebijakan; proses penetapan KPM yang tidak sejalan, dan tidak terkoordinasi dengan baik; banyak masyarakat yang masih layak untuk menerima Rastra namun tidak masuk dalam daftar KPM; banyak masyarakat yang sudah tidak layak medapatkan rastra namun masih masuk dalam daftar KPM; pemerintah yang tidak tahu akan perbedaan dari Rastra dan Raskin; tidak adanya Tim koordinasi khusus terkait Kebijakan rastra; dan kualitas Rastra yang kurang dari rata-rata; tidak adanya kontrol dari pemerintah terkait pembelian para KPM di toko menggunakan e-voucher; banyak masyarakat yang tidak mengambil beras pada saat sudah waktunya, dan mengambilnya 2 bulan sekali. Sehingga dapat disimpulkan jika kebijakan Rastra ini dapat terimplementasi dengan baik maka harus memperhatikan sosialisasi, sumberdaya, disposisi dan struktur birokrasi.

Abstract

Penelitian ini bertujuan untuk mendeskripsikan menganalisis, dan menginterpretasikan Optimalisasi Kewenangan Institusi Kesatuan Penjagaan Laut Dan Pantai Dalam Penegakan Hukum Di Laut Oleh Pangkalan Penjagaan Laut Dan Pantai Kelas II Bitung. Penelitian yang dibimbing oleh paradigma kualitatif. dapat dikatakan bahwa feedback atau timbal balik dari pelaksana kebijakan belum ada. Hal ini dapat dilihat dari dalam proses penegakan hukum dilaut masih banyak mentolerir atau membuat kebijaksanaan sendiri. Padahal dalam pelaksanaan kebijakan, kebijaksanaan hanya digunakan dalam keadaan genting saja. Selain itu, setiap kebijakan dapat berjalan dengan baik ketika dijalankan sesuai dengan kebijakan yang sudah ada. Hasil penelitian terkait Optimalisasi Kewenangan Institusi Kesatuan Penjagaan Laut Dan Pantai Dalam Penegakan Hukum Di Laut Oleh Pangkalan Penjagaan Laut Dan Pantai Kelas II Bitung belum berjalan dengan maksimal. Dimana berdasarkan temuan yang ada belum memenuhi setiap indikator yang ada yakni Agenda setting, keputusan untuk melakukan atau tidak melakukan kebijakan, implementasi, evaluasi program dan analisis dampak dan Feedback. Adapun yang menjadi temuan-temuan dalam fokus ini yaitu petugas belum memahami Tupoksi yang ada, adanya tumpang tindih aturan yang berlaku, koordinasi antara instansi terkait pengawasan belum maksimal, masih adanya toleransi pelanggaran yang dilakukan dalam pelayaran (kebijaksanaan), belum adanya ketegasan dalam pemberian sanksi, kelalaian petugas, dalam hal ini keterlambatan dalam pengisian bahan bakar, kurangnya koordinasi dengan pimpinan, hal ini diungkapkan oleh DM selaku nahkoda kapal kelas V, serta belum adanya solusi terkait dengan kebijaksanaan yang diambil dalam penegakan dan pengawasan hukum di laut Kata Kunci : Kebijakan Publik, Optimalisasi, Kewenangan KPLP

Abstract

Tujuan dari penelitian ini, yaitu pertama untuk mengetahui pengaruh dari Customer Bonding terhadap Loyalitas Pelanggan pada Pengguna Scarlett di Tondano. Kedua, untuk mengetahui pengaruh Kepuasan Pelanggan terhadap Loyalitas Pelanggan pada Pengguna Scarlett di Tondano, dan ketiga untuk mengatahui pengaruh Customer Bonding dan Kepuasan Pelanggan secara bersama - sama Terhadap Loyalitas Pelanggan pada Pengguna Scarlett di Tondano. Penelitian ini menggunakan metode kuantitatif dan banyaknya sampel yang akan diteliti adalah 110 orang. Hasil dari penelitian ini, yaitu terdapat pengaruh yang signifikan secara parsial dari Customer Bonding terhadap Loyalitas Pelanggan, Artinya, jika Customer Bonding meningkat, maka Loyalitas Pelanggan juga akan meningkat. Terdapat pengaruh yang signifikan secara parsial dari Kepuasan Pelanggan terhadap Loyalitas Pelanggan, Artinya, jika Kepuasan Pelanggan meningkat, maka Loyalitas Pelanggan juga akan meningkat. Terdapat pengaruh yang signifikan secara Simultan dari Customer Bonding dan Kepuasan Pelanggan terhadap Loyalitas Pelanggan pada Pengguna Scarlett di Tondano, yang berarti jika Customer Bonding dan Kepuasan Pelanggan ditingkatkan, maka Loyalitas Pelanggan juga akan meningkat.The purpose of this study, namely first to determine the effect of Customer Bonding on Customer Loyalty to Scarlett Users in Tondano. Second, to determine the effect of Customer Satisfaction on Customer Loyalty to Scarlett Users in Tondano, and thirdly to determine the effect of Customer Bonding and Customer Satisfaction together on Customer Loyalty to Scarlett Users in Tondano. This study uses quantitative methods and the number of samples to be studied is 110 people. The results of this study, namely that there is a partially significant influence of Customer Bonding on Customer Loyalty, that is, if Customer Bonding increases, then Customer Loyalty will also increase. There is a partially significant effect of Customer Satisfaction on Customer Loyalty, that is, if Customer Satisfaction increases, then Customer Loyalty will also increase. There is a simultaneous significant effect of Customer Bonding and Customer Satisfaction on Customer Loyalty to Scarlett Users in Tondano, which means that if Customer Bonding and Customer Satisfaction are increased, then Customer Loyalty will also increase.

Abstract

Human Resources are the main principle in an organization to achieve the expected goals. The performance of employees, especially at the Institute of Domestic Administration (IPDN) North Sulawesi Campus, requires evaluation, especially for civil service educators, namely caregivers. This study aimed to determine the performance and factors that affect the performance of employees (caregivers) at IPDN North Sulawesi Campus. The research used a qualitative approach, while the data collection techniques in this study are observation, interviews, and documentation. The informants in this study were the Head of the Civil Service Administration, the Head of the Parenting Subdivision, the employees (caregivers), and the IPDN Praja North Sulawesi Campus. In general, the results of this research are; 1) The performance of employees (caregivers) of IPDN North Sulawesi Campus is in a reasonably good category, this is based on the results of research where from five employee performance indicators, there are still two indicators included in the good enough category, namely “service orientation and work discipline, 2) Factors that affect the performance of employees (caregivers) of IPDN North Sulawesi Campus, there are four namely a) HR development, b) work motivation, c) supervision and d) work environment. It can also be seen that of the four factors that affect employee performance, only one factor supports the performance of IPDN North Sulawesi Campus employees, namely the work environment. In comparison, the other factors are HR development and work motivation. Furthermore, supervision does not support IPDN North Sulawesi Campus employees (caregivers) taking out the job.

Abstract

This study aims to analyze and explain the performance of civil servants' public services at the Tondano Selatan District Office, Minahasa Regency, based on indicators: (1) PNS professionalism in providing services correctly and correctly, (2) awareness or desire to help the community/customers and provide fast service, (3) attitudes/behaviors and respect for consumers, (4) approaching and trying to find out the wants and needs of consumers, (5) availability and condition of office facilities and infrastructure at the South Tondano District Office. This study used a qualitative method. Data sources are determined by purposive and snowball sampling, while data collection techniques include interviews, observations, and documents. The results of study revealed the service performance of civil servants at the South Tondano District Office was based on indicators are 1) PNS professionalism in providing services appropriately and correctly in terms of the capabilities possessed by civil servants being able to provide the best service, (2) Awareness or desire to help the community/customers and provide fast service in this case civil servants are demanded to have a high responsiveness to be able to be responsive in providing services to the community by referring to the SOP in the South Tondano District Office, (3) Attitudes/behaviors, and respect for consumers in this case civil servants in demand to uphold ethics and have a good personality and also be able to communicate well in providing services (4) Approach, and try to find out the wants and needs of consumers in this case civil servants are expected to be able to fulfill the service according to the wishes and needs of the community but still in accordance by the rules doesn't happen.
