Abstract

Abstract: Abstrak Population growth drives high demand for land, altering land use and potentially damaging the environment. Regional Spatial Plans (RTRW) and Conformity of Spatial Utilization Activities (KKPR) are crucial in regulating land use to sustain the environment and support agrarian reform. This study examines KKPR implementation in Klungkung Regency and its relation to agrarian reform. Using qualitative descriptive and case study approaches, data was gathered from KKPR documents, field observations, and relevant regulations. Findings indicate that KKPR effectively controls land use, despite violations in land area and basic building coefficient (KDB). KKPR applications for business, especially in the plantation and agriculture sectors, are often rejected. Monitoring KKPR implementation is vital to ensure consistency with RTRW and prevent deviations that could hinder agrarian reform goals. Controlling spatial utilization through KKPR plays a central role in maintaining land use conformity with spatial plans and supporting agrarian reform. Re-evaluating the District RTRW is necessary to meet community needs while considering environmental sustainability principles. Enhancing KKPR effectiveness can build public trust in the government and support agrarian reform towards achieving social justice and prosperity goals.Keyword: KKPR, Implementation Monitoring, Agrarian ReformAbstrak: Pertambahan jumlah penduduk mendorong permintaan lahan yang tinggi, mengubah penggunaan lahan dan berpotensi merusak lingkungan. Rencana Tata Ruang Wilayah (RTRW) dan Kesesuaian Kegiatan Pemanfaatan Ruang (KKPR) penting dalam mengatur penggunaan lahan untuk menjaga keberlanjutan lingkungan dan mendukung reforma agraria. Studi ini meneliti penerapan KKPR di Kabupaten Klungkung dan hubungannya dengan reforma agraria. Melalui pendekatan deskriptif kualitatif dan studi kasus, data dikumpulkan dari dokumen KKPR, observasi lapangan, dan peraturan terkait. Temuan menunjukkan KKPR berhasil mengendalikan penggunaan lahan meskipun terdapat pelanggaran terhadap luas lahan dan koefisien bangunan dasar (KDB). Permohonan KKPR untuk usaha, terutama di sektor perkebunan dan pertanian, sering ditolak. Monitoring pelaksanaan KKPR penting untuk memastikan konsistensi dengan RTRW dan mencegah penyimpangan yang bisa menghambat reforma agraria. Pengendalian pemanfaatan ruang melalui KKPR dalam menjaga kesesuaian penggunaan lahan dengan rencana tata ruang serta mendukung reforma agraria. Evaluasi ulang RTRW Kabupaten perlu untuk memenuhi kebutuhan masyarakat dengan mempertimbangkan prinsip keberlanjutan lingkungan. Efektivitas KKPR dapat meningkatkan kepercayaan publik terhadap pemerintah dan mendukung reforma agraria untuk mencapai tujuan keadilan sosial dan kemakmuran.Kata Kunci: KKPR, Monitoring Implementasi, Reforma Agraria

Abstract

Abstract: The development of Palembang City as one of the economic centers generated by business and tourism in South Sumatra requires infrastructure development by prioritizing spatial regulations by prioritizing sustainability aspects. This research also examines the integration between the architectural design of Parkside's Hotel on Jalan Lingkungan Seroja with the spatial regulations issued by KKPR from the RTRW and RDTR as a reference in order to ensure compliance with applicable regulations in Palembang city. The main focus is the aspects of safety, health, comfort, and convenience with attention to sustainability and harmony in the design of the Parkside's Hotel. The final results displayed assess and evaluate the integration between regulations and architectural design in the form of scoring from KKPR data, technical, field observations with points of land use, KLD, KDH RTNH, KDB, and GSB applied to the building make a positive contribution and provide useful recommendations for the development of spatial regulations, especially in hotel construction activities and other commercial buildings that exist and / or will be carried out in Palembang City, South Sumatra. Keyword: Architectural Design, Parkside's Hotel, Spatial Regulations, KKPR Abstrak: Perkembangan Kota Palembang seagai salah satu pusat ekonomi yang dihasilkan oleh bisnis dan pariwisata di Sumatera Selatan yang memerlukan pembangunan infrastruktur dengan mengedepankan regulasi tata ruang dengan mengedepankan aspek keberlanjutan. Penelitian ini juga mengkaji integrasi antara desain arsitektur Hotel Parkside’s di Jalan Lingkungan Seroja dengan regulasi tata ruang yang dikeluarkan KKPR dari RTRW dan RDTR sebagai acuan dalam untuk memastikan kesesuaian dengan peraturan yang berlaku di kota Palembang. Fokus utama adalah yaitu aspek keselamatan, kesehatan, kenyamanan, dan kemudahan dengan memperhatikan keberlanjutan dan keserasian dalam desain Hotel Parkside’s tersebut. Hasil akhir yang ditampilkan menilai dan evaluasi intergrasi antara regulasi dan desain aristektur dalam bentuk Skoring dari data KKPR, Teknis, observasi lapangan dengan poin Peruntukan lahan, KLD, KDH RTNH, KDB, dan GSB yang diterapkan pada bangunan tersebut memberikan kontribusi positif serta memberikan rekomendasi yang berguna untuk pengembangan regulasi tata ruang terutama pada aktivitas pembangunan hotel dan bangunan-bangunan komersial lainnya yang ada dan/atau akan dilakukan di Kota Palembang Sumatera Selatan. Abstract

Abstract: Hasanudin Street corridor is one of the commercial areas with high trade activity in Denpasar City. This road functions as a city transportation route and trade center. As a result of increasing commercial activity, it causes pressure on the physical elements of space, which has the potential to reduce the quality and character of the area. This study aims to analyze the characteristics of the Hasanudin Street corridor based on the physical elements of space with a qualitative approach using the concept of eight urban design elements. The results show that the corridor is dominated by Dutch Architecture-style commercial buildings arranged linearly, parallel to the main road. The corridor is a one-way street with a pedestrian path filled with street vendors (PKL). In addition, the presence of billboards in the form of signage and directions reinforces the identity of the commercial area. However, the pressure of commercialization can threaten the sustainability of historic buildings and colonial-style shophouses along the corridor. Therefore, preservation efforts are made to maintain the architectural value of the buildings amidst the development of economic activities. Keyword: Characteristics of physical elements of space, physical elements of space, road corridor Abstrak: Koridor Jalan Hasanudin merupakan salah kawasan komersial dengan aktivitas perdagangan tinggi di Kota Denpasar. Jalan ini berfungsi sebagai jalur transportasi kota dan pusat perdagangan. Akibat meningkatnya aktivitas komersial menyebabkan tekanan terhadap elemen fisik ruang, yang berpotensi menurunkan kualitas dan karakter kawasan. Studi ini bertujuan untuk menganalisis karakteristik koridor Jalan Hasanudin berdasarkan elemen fisik ruang dengan pendekatan kualitatif menggunakan konsep delapan elemen desain perkotaan. Hasil penelitian menunjukkan bahwa koridor didominasi oleh bangunan komersial bergaya Arsitektur Belanda yang tersusun linier, sejajar dengan jalan utama. Koridor ini merupakan jalan satu arah dengan jalur pejalan kaki yang dipenuhi pedagang kaki lima (PKL). Selain itu, keberadaan reklame dalam bentuk papan nama dan petunjuk arah memperkuat identitas kawasan komersial. Namun, tekanan komersialisasi dapat mengancam keberlanjutan bangunan bersejarah dan ruko bergaya kolonial di sepanjang koridor tersebut. Oleh karena itu, upaya preservasi dilakukan untuk menjaga nilai arsitektural bangunan di tengah perkembangan aktivitas ekonomi. Abstract

Coastal damage due to abrasion and wave erosion in Buleleng Regency is very potential, even information from the Buleleng Regency Marine Service released information that the length of the coast in Buleleng Regency which has been damaged is not less than 5 km. Abrasion and wave erosion resulting in erosion of the coastline and will continue to affect land use. In this study using quantitative methods with analysis stages consisting of, among others, land use and analysis of the impact of abrasion on land use. The analysis carried out is a Geographic Information System (GIS) based analysis in accordance with the needs of the research in spatial terms. The conclusions obtained from this study are the types of land use that exist in the Coastal District of Buleleng Regency are in the form of airports, lakes / reservoirs, forests, mangroves, stretches of beach sand, ports, plantations / gardens, paddy fields, rivers, moor and shrubs. The abrasion that occurs in the Coastal Zone of Buleleng Regency every year with vulnerability during 2013 - 2019 has an impact on land use changes. This can be seen through the results of overlapping overlay analysis and seeing the area of land use that has changed.

Abstract

In its literal sense, catuspatha contains sacred value, function, and its own meaning. In the context of Balinese culture catuspatha as the centre of a kingdom contains four constructuve elements that are adjusted to the desa kala, patra, in the respective regions. Meanwhile in the context of Hinduism with the changes within the system it is not possible tha in this era catuspatha will undergo functional change. The purpose of this research is to know the impact of socio-economic changes in the functions of the catuspatha elements of Ubud traditional village. To achieve this goal it is done with observations and interviews related to the catuspatha element forming. Also cross-check based on the literature and results of previous research. The study used qualitative-rationalistic methods with interactive data models miles and Huberman to discuss spatial changes in the past and present. The results derived from this research are the elements of catuspatha has undergone a change both in function and physically in the last few years because it adjusts the region and needs of the community and so that the land function is the result of positive and negative impacts in terms of socio-economic.

Abstract

Dalung Village, a residential development area in North Kuta District, Badung Regency, has many densely populated residential areas, yet the areas are not supported by adequate parking facilities. It is then used by the community around the residential areas to develop a rental garage business resulting in the direction of land use in Dalung Village in the current settlement designation area developing towards trade and services. This study aimed to determining the factors that become rental garage owner's preferences in choosing the location of a rental garage related to the characteristics of land use in Dalung Village.  The research method used was a qualitative method with a case study approach. Data was collected through field observations, interviews and distribution of google form questionnaires to rental garage owner's. The results of this study indicate that the community's preference were the factor of the residential environment with lots of parking on the shoulders, the density factor of the number of vehicles that passed on public roads and environmental roads, environmental safety factors, capital and maintenance efficiency factors as well as the presence of similar businesses (rental garage) in an residential areas. The factor that made land use occurred was the lack of firmness of the Dalung village government and Badung district government in make arrangement for regional spatial planning areas and providing sanctions for violations of village spatial planning.

Abstract

A slum settlement constitutes a residential environmental condition with a quality far below the occupancy worthiness standard. Slum neighborhoods are characterized by high building density, low environmental quality, poor infrastructure, and social problems that occur. One area in Denpasar City that belongs to slum settlement is Wanasari subvillage, Dauh Puri Kaja, North Denpasar. Kampung Jawa settlement area is divided into 9 RT (Neighborhood Associations). This area is not fully qualified for a slum, which can be divided into typologies of mild slum, moderate slum, and heavy slum levels. In general, each RT's physical conditions have various characteristics. This study was at least to analyze the characteristics of each typology group of slums. The research method used was mixed methods, in which the research stages were started by identifying the characteristics of the slum settlements in each RT area having been categorized according to the existing slum levels. The process of classifying these categories was carried out by observing and identifying slum settlements by looking at the physical aspects of the environment, the socio-economic conditions of the community, environmental facilities and infrastructure, and the environmental hazard conditions. The results of the study obtained indicate that the basic factors influencing the characteristics of Kampung Jawa settlement are the level of education, the type of occupation, the level of the economy, and the locations of the RT. The lower the factors that are owned, the lower the quality of the physical environment, infrastructure, and the level of hazard formed in the area of Kampung Jawa settlement. Abstract

Pedestrian facilities are components of urban and tourism infrastructure to ensure access, safety, and comfort for users. On the pedestrian path along Jalan Danau Tamblingan, Sanur—a tourism corridor major route—issues have undermined the user experience. This study aims to investigate the level of pedestrian comfort and service quality within the area. The methodology employed was mixed-methods, combining qualitative observation and interviews to assess environmental and spatial conditions with quantitative analysis of pedestrian density, walking speed, and pedestrian flow through Level of Service (LOS) measurements. The results reveal a paradox: while the pedestrian path was given an LOS A rating, indicating free flow and low conflict, the comfort assessment rate was only 2 out of 8 satisfied criteria. One of the core deficiencies was circulation clarity, cleanliness, aesthetics, and odor control, although climate and safety demands were adequately met. The analogy here is to highlight pedestrian quality cannot be assessed by traffic efficiency but must also cater to environmental and experiential ones. The study concludes Jalan Danau Tamblingan allows for pedestrian efficiency but does not contribute to a pleasant walking environment for its residents and visitors. Closing these gaps requires in-depth design, upkeep, and administration improvements to enhance both functional and experience qualities. These are significant not only in local tourism mobility but also in creating urban livability and economic resilience in Sanur

Abstract

The Bayung Gede village has derived smaller traditional settlements around Kintamani. Sekardadi is one of these settlements that has an inherent consociates with the village of origin, or the Bayung Gede. Despite the fact that the Sekardadi has a uniqueness on spatial pattern and house lay out, this village has not been welldocumented as an old village in Bali. These uniqueness are interesting to be indepth explored. It is not only on the basic philosophy of the house pattern, but also how this pattern to be physical implemented. This study aims to describe some characteristics of the village, both physical and nonphysical aspects, through the way of descriptive exploratory qualitative approach. According to the theory housing pattern of Habraken (1978) and Turgut (2001), research variables are determined into three variables: 1) Cultural setting; 2) Behavioural setting; and 3) Spatial setting. The result shows that macro spatial pattern of the Sekardadi village is divided into three zones: 1) Utama Mandala locates in the north of the village; 2) Madya Mandala is in the middle of the village, and 3) Nista Mandala in the south. Spatial pattern follows the hulu-teben conception or linear pattern with the main road as a cardinal orientation. Higher land means a sacred area (parahyangan) that is characterized by the existence of Pura Puseh. Meanwhile, the opposite is defined as a profane area (palemahan) with the presence of graves; and in the middle is the settlement (pawongan).Keywords: spatial pattern; traditional settlement; Sekardadi village

Abstract

Menelusuri sejarah Kota Singaraja sebagai ibukota Kabupaten Buleleng di Bali Utara selalu bertalian erat dengan peninggalan arsitektur kolonial Belanda. Peninggalan arsitektur kolonial masih dapat ditemui dibeberapa sisi kota, tetapi tidak sedikit yang sudah mengalami perubahan bentuk, bahkan tampak berbeda dengan keadaan semula. Adanya akulturasi dalam arsitektur antara penjajah dan kultur Bali dan juga penyesuaian pada iklim tropis menyebabkan arsitektur kolonial di kota ini memiliki tampilan yang unik. Tujuan penelitian ini adalah menelusuri pembentuk elemen fasade bangunan dan pembentuk elemen ruang dalam sebagai karakter arsitektural bangunan kolonial di Kota Singaraja. Metode penelitian yang digunakan adalah metode kualitatif dengan teknik pengambilan data secara observasi, wawancara, dan dokumentasi. Bangunan kolonial yang dipilih sebagai kasus studi dilakukan dengan teknik purposive sampling melalui beberapa kriteria. Analisis data dilakukan secara induktif dengan lebih menekankan kepada makna dan nilai sejarah. Hasil pengamatan peneliti menjadi salah satu cara untuk memaparkan dan menyimpulkan kedua elemen pembentuk karakter arsitektural pada bangunan-bangunan kolonial tersebut. Hasil penelitian menunjukkan bahwa bangunan kolonial di Kota Singaraja memiliki karakter arsitektural yang dapat ditentukan dari jendela, pintu masuk, atap, dan dinding. Sementara karakter yang lain dapat ditentukan dari denah dasar dan bentuk bangunan. Indikator dari variabel-variabel tersebut semakin memperkuat karakter arsitektural pada bangunan-bangunan kolonial tersebut secara fisik dan visual sebagai warisan budaya kota dalam memperkuat identitas Kota Singaraja sebagai kota pusaka.
