Abstract

Pemilihan Kepala Daerah atau yang selanjutnya disebut dengan (Pilkada) merupakan pilar demokrasi di Indonesia yang memungkinkan rakyat menentukan pemimpin di tingkat daerah. Namun, sengketa hasil Pilkada kerap menimbulkan konflik yang mengguncang stabilitas politik daerah. sudah terdapat regulasi yang mengatur, yaitu Undang Undang Negara Republik Indonesia Nomor 10 Tahun 206 tentang perubahan kedua atas Undang Undang Nomor 1 tahun 2015 tentang Penetapan peraturan pemerintah pengganti Undang Undang Nomor 1 tahun 2014 tentang Pemilihan Gubernur, Bupati, dan Walikota menjadi Undang Undang. Artikel ini mengkaji kesesuaian ketentuan Pasal 157 engatur mekanisme penyelesaian sengketa hasil Pilkada dengan menunjuk badan peradilan khusus sebagai lembaga penanganan. Hingga kini badan tersebut belum terbentuk, sehingga Mahkamah Konstitusi (MK) menangani sengketa ini sementara waktu dengan dinamika politik dan kebutuhan masyarakat saat ini serta menawarkan rekomendasi agar proses penyelesaian sengketa Pilkada menjadi lebih efektif, adil, dan menjamin kepastian hukum. Melalui pendekatan Regulatory Impact Assessment (RIA), ditemukan bahwa pembentukan badan peradilan khusus harus segera diprioritaskan agar demokrasi daerah berjalan dengan legitimasi kuat dan stabilitas terjaga. Rekomendasi mencakup revisi regulasi untuk meningkatkan keadilan, efisiensi, dan kepercayaan publik. Penelitian ini berkontribusi pada penguatan legitimasi Pilkada melalui reformasi regulasi yang responsif

Abstract

Mutu pelayanan kepegawaian merupakan salah satu indikator penting dalam menilai kinerja organisasi, khususnya dalam mendukung efektivitas pengelolaan sumber daya manusia dan pencapaian tujuan institusional. Dalam menghadapi dinamika lingkungan organisasi yang semakin kompleks, penerapan manajemen strategik menjadi pendekatan yang esensial untuk meningkatkan kualitas pelayanan kepegawaian secara efektif dan berkelanjutan. Penelitian ini bertujuan untuk menganalisis penerapan manajemen strategik dalam mewujudkan mutu pelayanan kepegawaian yang efektif dan berkelanjutan. Penelitian ini menggunakan pendekatan deskriptif-analitis dengan menelaah proses perumusan, implementasi, dan evaluasi strategi dalam pengelolaan pelayanan kepegawaian. Data diperoleh melalui studi pustaka dan analisis dokumen organisasi yang berkaitan dengan kebijakan kepegawaian dan kinerja pelayanan. Hasil penelitian menunjukkan bahwa penerapan manajemen strategik yang terintegrasi mampu meningkatkan efektivitas pelayanan kepegawaian melalui kejelasan arah strategis, optimalisasi sumber daya manusia, serta penguatan sistem pelayanan yang berorientasi pada kebutuhan pemangku kepentingan. Selain itu, evaluasi strategi yang dilakukan secara berkelanjutan berperan penting dalam menjaga konsistensi mutu pelayanan dan mendorong perbaikan berkelanjutan..

Abstract

This research explores the meaning of leadership in employee experiences at Ayam Uleg Cak Abit outlets in Malang City using a transcendental phenomenological approach. In the context of culinary organizations operating 24 hours without formal managerial structures, leadership is understood not merely as a structural position but as relational experiences shaping daily work life. This study involves six participants (two leaders and four employees) selected through purposive sampling, with data collected through in-depth interviews, non-participatory observations, and documentation. Data analysis follows Moustakas' (1994) four stages: epoche, phenomenological reduction, imaginative variation, and synthesis of meanings and essences. Findings reveal that employees perceive meaningful leadership through leader's direct presence, involvement in operational work, emotional support during high-pressure situations, and creating work environments valuing each employee's contribution. Leadership essence emerges through authentic relationships, consistent exemplary behavior, and sincere care in daily interactions rather than formal authority or hierarchical position. This research contributes to leadership theory by providing phenomenological perspectives and offers practical implications for developing more humanistic leadership practices in informal organizations. The study concludes that meaningful leadership in culinary outlets is built through trust, open communication, and ability to build significant relationships with employees.

Abstract

The purpose of this research is to empirically determine the analysis of competency and innovative work behavior on employee performance mediated by knowledge sharing by conducting a study at the Tual City Personnel and Human Resource Development Agency). This research is positivism research, with the type of research being explanatory research. The population in this study was all employees of the Tual City Personnel and Human Resource Development Agency, totaling 33 people. The data analysis technique used in this research is Partial Least Square-Structural Equation Modeling (PLS-SEM) with the SmartPLS application. The research results show that competency is empirically unable to encourage increased employee performance. Innovative work behavior is empirically unable to encourage increased employee performance. Competency can empirically encourage increased knowledge sharing. Innovative work behavior is empirically able to encourage increased knowledge sharing. Knowledge sharing is empirically able to encourage increased employee performance. Competency is empirically able to encourage increased employee performance mediated by knowledge sharing. Innovative work behavior is empirically able to encourage increased employee performance mediated by knowledge sharing.

Abstract

Phenomenon/Issue: Issues surrounding transparency, efficiency, and professionalism within the recruitment of village officials remain a persistent national challenge, often obstructing the realization of good governance. Such complications typically stem from the absence of Standard Operating Procedure (SOP) and the underutilization of technology in selection processes, which frequently trigger social friction and public skepticism regarding the integrity of election outcomes. Purpose: This study aims to develop a comprehensive SOP and a digital-based selection instrument that incorporates Computer-Based Testing (CBT) into the recruitment framework. Novelty: The primary novelty of this research lies in the integration of Computer-Based Testing (CBT) within a comprehensive digital SOP framework, covering the entire spectrum from registration to the real-time announcement of results Research Methods: This study employs a Research and Development (R&D) design, adopting the systematic developmental phases established by Borg & Gall Results: This research culminates in three distinct outputs: (1) a digital-based SOP for village official selection, (2) a CBT-integrated selection instrument, and (3) Intellectual Property Rights (IPR) certification pertaining to the newly established SOP. Research Contributions: This research contributes to the enrichment of public management literature, particularly regarding digital innovation in the implementation of local governance selection processes.

Abstract

The Bilingual Secretary Student Skills Competition (LKS) in Vocational High Schools (SMK) serves as an important instrument for assessing students’ readiness to enter an increasingly digitalized workforce. This study aims to describe the current implementation of LKS, particularly in terms of task formats and assessment systems, and to examine the urgency of its reorientation to align with contemporary industry demands. A descriptive qualitative approach with a case study method was employed in East Java, utilizing participatory observation, in-depth interviews, and literature review. Data were analyzed using an interactive model involving data reduction, data display, and conclusion drawing and verification. The findings reveal a mismatch between current LKS task formats and industry practices, especially regarding the use of technology and digital document management. Furthermore, there is a need to enhance students’ competencies in digital skills, context-based assessment, and creative problem-solving. Therefore, reforms in task design and assessment approaches are necessary to improve the relevance of LKS as an indicator of students’ work readiness.
