Abstract

Artikel ini membahas soliditas Partai Keadilan Sejahtera (PKS) melalui konsolidasi kelembagaan untuk mempertahankan kestabilan perolehan suara pada Pemilihan Umum Legislatif 2014. Konsolidasi kelembagaan dilakukan setelah Komisi Pemberantasan Korupsi (KPK) menangkap presiden PKS, Luthfi Hasan Ishaaq, pada awal tahun 2013 terkait dengan kasus penyuapan kuota impor daging sapi. Ternyata, PKS memperoleh 6.79 persen suara pada Pemilu Legislatif 2014. Ini berarti sedikit turun sebesar 1.09 persen dibanding pemilu sebelumnya tahun 2009 yang mencapai 7.88 persen. Kajian ini menggunakan riset kualitatif dengan pendekatan teori kelembagaan partai. Pengumpulan data menggunakan berita media daring, data KPU dan rujukan lain yang relevan. Temuan kajian ini menunjukkan bahwa PKS masih dapat mempertahankan soliditas organisasinya meskipun banyak survei memprediksi kekalahannya. Hal ini dapat dibuktikan dengan kebertahanan dalam empat indikator utama: kepemimpinan prosedural, mekanisme resolusi konflik yang dikelola dengan baik, sistem kaderisasi dan komitmen kuat terhadap nilai dan ideologi yang dianut bersama. This article discusses the solidity of Partai Keadilan Sejahtera (Prosperous Justice Party, PKS) which succeeded in defending the stable vote in the 2014 legislative election after Indonesia’s Corruption Eradication Commission arrested the PKS president, Luthfi Hasan Ishaaq, in the early of 2013 due to the case of beef import bribery. In fact, PKS earned 6.79 percent in the 2014 election, which means it only decreased 1.09 percent from the previous 2009 election, which reached 7.88 percent. This article is qualitative research. The required data were collected online by consulting media news, the KPU’s data, and other relevant references. The finding demonstrates that PKS was able to maintain its solidity and stable vote in the 2014 legislative election through organizational consolidation although surveys predicted its defeat. This organizational consolidation was conducted by the following measures:  procedural leadership, a well-managed conflict resolution mechanism, systematic candidateship, and a strong commitment upon the party values (ideology).

Abstract

Sebagai negara muslim terbesar di dunia, sejumlah gerakan Islam di Indonesia meyakini bahwa Piagam Jakarta merupakan jalan terbaik untuk mewujudukan syariat Islam karena nilai sejarah yang mulia dalam piagam tersebut. Namun, misi tersebut belum tercapai karena mayoritas kelompok dan kekuatan politik Muslim beranggapan bahwa Piagam Jakarta sudah tidak relevan lagi dengan kondisi saat ini. Tulisan ini mencoba menganalisis pemikiran politik para elite Muhammadiyah, organisasi Islam moderat yang paling berpengaruh di Indonesia, terhadap gagasan pembentukan syariat Islam dengan menerapkan Piagam Jakarta sebagai prinsip negara selama masa transisi terutama seputar Sidang Tahunan MPR RI 19992002. Para elite Muhammadiyah memiliki peranan penting dalam menentukan dinamika politik di masa kini dan mendatang. Oleh karena itu, menguraikan pemikiranpemikiran merupakan hal yang menarik. Hasil tulisan ini menunjukkan bahwa terdapat tiga model pemikiran politik di Muhammadiyah, yaitu moderat-transformatif, moderat-realistis, dan akomodatif-pragmatis. Masingmasing pemikiran memiliki karakteristik yang berbeda-beda, namun satu hal yang pasti adalah bahwa tidak ada elite Muhammadiyah yang mendukung gagasan negara Islam.Kata Kunci: Piagam Jakarta, syariat Islam, elite Muhammadiyah, pemikiran politik

Abstract

This study examines the roles of political elites in the Muhammadiyah in facingthe dynamics Muslim politics in post New Order regime. There are three issuesdiscussed: the emergence of Islamic political parties, the desire to implementthe Jakarta charter as a state ideology, and the rise of terrorism. The result ofthe study demonstrated that there are four variants of the political attitudes ofthe elites in Muhammadiyah in post-New Order regime: 1) transformative-ideal-istic; 2) moderate-idealistic, 3) realistic-critical, and 4) accommodative-prag-matic. The variations are deeply influenced by two main factors: the sociologicalbackground and organizational factor.Penelitian ini menguji peran elit politik dalam Muhammadiyah dalam menghadapidinamika politik Muslim pada era  rezim pasca Orde Baru. Ada tiga isu yangdibahas: munculnya partai-partai politik Islam, keinginan untuk melaksanakanPiagam Jakarta sebagai ideologi negara, dan munculnya terorisme. Hasil penelitianmenunjukkan bahwa ada empat varian sikap politik para elite di Muhammadiyahpada era  rezim pasca-Orde Baru: 1) transformatif-idealis; 2) moderat-idealis, 3) realistis-kritis, dan 4) akomodatif-pragmatis. Variasi ini  sangat dipengaruhioleh dua faktor utama, yaitu  latar belakang sosiologis dan faktor organisasi.

Abstract

Using  literature  review  and  in-depth  analysis,  the  study  is  going  to  examinethe  comparative  perspective  between  Islam  and  the West  in  addressing  twomain public  issues,  i.e.  religious  tolerance  and  gender  equality. More  specifi-cally, this study will provide the policy, agenda and strategy of Islam and goodgovernance  in  coping with  those  two  issues. Therefore,  the  finding  of  thestudy is that Islam and good governance precisely have no distinctive concept,policies, agendas and  strategy.  In contrast, both of  them obviously agree  thatreligious  tolerance  and  gender  equality  is  important  for  human  lifesustainability. The  result, Muslim  communities have  to  disseminate  the no-tion of  the  compatibility between  Islam  and  good  governance  to  the world.Menggunakan  review  literatur  dan  analisis mendalam,  penelitian  ini  akanmenguji  perspektif  komparatif  antara  Islam  dan Barat  dalam menjawab  duamasalah umum utama , yaitu toleransi beragama dan kesetaraan gender . Lebihkhusus,  penelitian  ini  akan menyoroti  kebijakan,  agenda  dan  strategi  Islamdan pemerintahan yang baik dalam menjawab   dua masalah di atas. Temuan studi ini adalah bahwa Islam dan pemerintahan yang baik justru tidak memilikikonsep yang khas, kebijakan, agenda dan  strategi. Sebaliknya, keduanya  jelasmenyepakati bahwa toleransi beragama dan kesetaraan gender penting untukkeberlanjutan  kehidupan manusia. Hasilnya, masyarakat Muslim  harusmenyebarluaskan gagasan kompatibilitas antara Islam dan pemerintahan yangbaik kepada dunia.

Abstract

Keadilan sosial menjadi salah satu cita-cita bangsa Indonesia terutama dalam bidang kesehatan dimana masih banyak diskriminasi dan tidak meratanya pelayanan kesehatan. Pada tahun 2014, BPJS Kesehatan mulai beroperasi dengan tujuan pemerataan kesehatan di seluruh masyarakat Indonesia. Terdapat perbedaan pandangan dalam melihat konsep keadilan dalam bidang kesehatan terutama kebijakan BPJS. Utilitarianisme berfokus pada konsep kebahagiaan haruslah dapat dirasakan oleh kebanyakan orang. Berbeda dengan konsep libertarianisme yang memandang keadilan merupakan preferensi dari masing-masing individu. Penggunaan kedua teori tersebut sangat mempengaruhi jalanya kebijakan BPJS Kesehatan di Indonesia. BPJS Kesehatan merupakan salah satu kebijakan penting yang dapat memberikan pemerataan kesehatan bagi masyarakat banyak sehingga sangat menarik melihat kecenderungan konsep keadilan yang digunakan oleh BPJS Kesehatan. Secara metodologis, artikel ini merupakan hasil penelitian kualitatif dengan pendekatan studi kasus. Studi kepustakaan digunakan sebagai teknik pengumpulan data terutama dari berita-berita media massa online yang bereputasi. Hasilnya, kajian ini mengukur konsep keadilan BPJS Kesehatan dengan tiga indikator, yaitu: Bebas dari diskriminasi dan kesetaraan, ethics of rights, dan ethics of care. Di masing-masing indikator tersebut, akan ditetapkan, apakah praktik BPJS Kesehatan masuk kategori libertarian atau utilitarian. Pertama, pada indikator bebas diskriminasi dan kesetaraan, praktik BPJS Kesehatan cenderung pada konsep semi-libertarianisme. Kedua, pada indikator ethics of rights, praktik BPJS Kesehatan cenderung pada konsep libertarianisme. Ketiga, pada indikator ethics of care, praktik BPJS Kesehatan cenderung pada konsep utilitarianisme. Berdasarkan tiga indikator keadilan tersebut, sistem BPJS Kesehatan memiliki kecenderungan pada konsep semi-libertarianisme. Hal ini menunjukkan, bahwa meskipun dasar hukum pelayanan BPJS Kesehatan mengarah pada utilitarianisme, praktiknya cenderung pada libertarianisme.Social justice is one of Indonesia’s targets, mainly in the healthcare issue where discrimination and the lack of equality in the healthcare service are still found in many regions. By 2014, the BPJS-Healthcare started to operate itself with the aim of healthcare equality among Indonesian society. There is a different view in defining the concept of justice in the case of the healthcare issue, particularly in the BPJS Healthcare policy. The utilitarianism school argues that the concept of justice should be implemented for all people, while the libertarianism school says that justice is depending on personal preferences. Adopting these two schools can influence the implementation of the BPJS Healthcare policy in Indonesia. BPJS Healthcare is one of the essential policies in providing healthcare equality for society so that it is fascinating to be analyzed further, which justice school adopted by Indonesia’s BPJS Healthcare. Methodologically, this article is based on qualitative research by applying the case study approach. Library research is employed as the data-gathering technique primarily from news channels of reputable online mass media. This study investigates the justice concept of BPJS Healthcare with three leading indicators: free from discrimination and the importance of equality, ethics of rights, and ethics of care. Considering these three indicators, this study’s finding decides to classify each indicator into whether the utilitarian school or the libertarian school. First, in the indicator free from discrimination and the importance of equality, the implementation of the BPJS Healthcare intends to the semi-libertarianism school. Second, in the indicator of ethics of rights, the implementation of the BPJS Healthcare intends to adopt the libertarianism school. In the meantime, in the indicator of ethics of care, the implementation of the BPJS Healthcare seemingly applies to utilitarianism schools. Based on the three-justice indicator, the BPJS Healthcare system intends to adopt what so-called as “semi-libertarianism” school. It denotes the fact that although the system seems to adopt the utilitarianism school, the implementation of the policy tends to apply to the libertarianism school.

Abstract

This paper examines Hanafi’s concept of Occidentalism in the epistemological approach. It aims to investigate the character, study source, research method, validity, and objectives of Occidentalism. The paper findings demonstrate that Occidentalism is a science which aims to dismantle the myth of Western superiority and, in turn, to build an equal civilization. The study root of Occidentalism is the formation, structure, and fate of the European consciousness. The formation comprises the exposed and unexposed sources of the European consciousness. The structure encompasses the ideologies of nationalism, Zionism, Nazism, Facism, and racialism. Fate relies on the model of the relationship between the East and the West. Afterward, Hanafi employs two research methods: historical-dialectical and phenomenology. Lastly, science can be recognized as Occidentalism if it has a fivefold standard: there is the dialectic of the East and the West, positioning European consciousness as the study object, self-liberation as the spirit to liberate the East from Western hegemony, dismantling the myth of cosmopolite culture, and the accomplishment of an equal civilization.

Abstract

As the largest predominantly Muslim country of the globe, Indonesia nearly achieves two decades of its democratisation wave since the downfall of the Au- thoritarian Rule in 1998. Political parties, one of the crucial democratic institutions, have a signifi- cant responsibility to maintain the democratic system as they are the sole official representatives to create leaders and policies in the government. This paper portrays the trajectory of political Islam in Indonesia particularly Islam-based parties slightly under two decades since Post- New Order regime. Islam-based parties have a potential to be a moderate-offi- cial force in the government. It could be proven by the threefold indicator. First is the ripeness of Islam-based parties in coping with both internal and external stimuli such as the leadership change and elite conflicts, the constitutional re- form and the electoral result. Second is the role of Muslim political forces in the parliament particularly in addressing the policy making of controversial bills. Third is the involvement of Islam-based parties in the administration cabinet. To sum up, by applying the analytical framework on the party goal, political Islam in Indonesia has three distinctive features: As “the vote-seekers” in the election, as “the issue-advocates” in the legislature and as “the office-seekers” in the execu- tive. These denote to a normalised path of political Islam in reaching out the embedded democracy.

Abstract

This article examines the ideological position of Indonesia’s political parties in addressing the 2019 presidential threshold under the open-list proportional representation system. The article aims to determine the political cleavage among Indonesian political parties, whether classified into the ideological spectrum or the organisational degree. From a methodological standpoint, it is qualitative research by employing in-depth interviews and online news collection as a data gathering technique. The study’s finding depicts that the ideological cleavage is no longer relevant under the open-list proportional representation system because political parties eventually have pragmatical orientations rather than ideological onsiderations. It can be proven that the position of nationalist secular parties is not merely in the approval side but also in the denial and dilemma sides. Likewise, the position of nationalist Islamist parties can be found on two sides: denial and dilemma. This finding verifies that Indonesia’s ideological contestation is waning and inactive when political parties cope with power issues. On the contrary, the ideology is revived when it deals with religious and tribal affairs.

Abstract

This paper analyses the application of local governance in addressing education and health affairs in contemporary Indonesia. There are three main objectives: explaining the development of local governance, finding out the impact of the local governance on public services, and investigating driving factors that influence the local governance application. Methodologically, it is qualitative research by employing a case study. Therefore, the Yogyakarta municipality was selected as the study object due to its outstanding achievements, such as the city cleanest of corruption (2009-2010), the most livable city in Indonesia (2010-2011), and the top rank of the Indonesian governance index (2014). In-depth interviews of eight informants and documentary methods are utilized as data-gathering techniques. The study’s finding is threefold; first, the development of the municipal government can be divided into three steps: the phase of installation of democratic systems, the phase of plentiful signs of progress, and the stable situation. Second, the impact of the governance process on education and health issues is increasing the municipal budget from year to year, supporting facilities, integrated systems, and the pro-poor people policy. Third, a fourfold determining factor that can influence the successful governance: the city mayor’s leadership, a good partnership and cooperation amongst governance actors, the availability of well-educated civil servants, and the maximization of local-owned resources.

Abstract

Permasalahan yang diangkat dalam program pengabdian ini adalah masih lemahnya pemahaman sebagian besar kader dan pengurus Muhammadiyah di Kecamatan Pajangan, Kabupaten Bantul, tentang Islam dan Muhammadiyah secara komprehensif. Hal ini disebabkan, bahwa Pajangan merupakan salah satu basis Nahdlatul Ulama dan kelompok abangan. Meskipun mereka sudah beragama Islam, tetapi pemahaman keislaman mereka masih belum memadai. Hal itulah yang menyebabkan kuantitas warga Muhammadiyah di kecamatan ini tergolong sedikit serta belum memiliki pemahaman yang baik tentang ajaran Islam dalam pandangan Muhammadiyah. Karena itu, tujuan pengabdian ini adalah (1) menguatkan kualitas pemahaman kader Muhammadiyah tentang Islam dan Kemuhammadiyahan; (2) meningkatkan jumlah anggota resmi Muhammadiyah yang ber-NBM (Nomor Baku Muhammadiyah). Metode pelaksanaan yang digunakan dalam meujudkan tujuan tersebut adalah penyelenggaraan Baitul Arqom untuk anggota, kader, dan pengurus Muhammadiyah di Pajangan dan pembuatan Kartu Tanda Anggota Muhammadiyah (KTAM) bagi warga Muhammadiyah di Pajangan. Hasil kegiatan ini menunjukkan, bahwa anggota, kader, dan pengurus Muhammadiyah di Pajangan memiliki kualitas pemahaman yang lebih baik tentang ideologi Muhammadiyah dan Islam dalam perspektif Muhammadiyah. Selain itu, jumlah warga Muhammadiyah yang memiliki KTAM sebagai identitas resmi anggota Muhammadiyah meningkat dibandingkan sebelumnya. Implikasi dari kegiatan ini adalah meningkatnya ghirah warga Muhammadiyah di Pajangan dalam berdakwah ke masyarakat umum.
