Abstract

The purpose of this study is to analyze the conflict in Bengkalis waters and contributing factors. Analysis of the conflict is descriptive and the factors that cause conflict with the approach of analyzed Fisher et al. (2000). The study was conducted in the waters Bengkalis Regency. The results showed that the conflict in Bengkalis waters began in 1983 to the present. This conflict started when hunting for kurau (Eleutheronema tetradactylum) in the waters of District Bantan began to rise. Primary factors driving the conflict has not received much attention and as basis for conflict resolution that remains in progress. These factors are identified into three parts: 1) cultural background, 2) social factors, and 3) juridical factor.

Abstract

Raja Ampat Regency in West Papua Province has abundance natural fishery resources. Marine Protected Area (MPA) has been established in marine areas of Raja Ampat Regency. To better manage of MPA is required with measureable parameters and clear indicators. To decide the indicator can be conducted by bioeconomic model approach. The results of research show that the establishment of MPA will increase harvest level and revenue. But “bigger is better” could’nt be adopted for the development of MPA. There is an optimal MPA size will contribute for increasing yields and revenue and can reduce the level of effort.

Abstract

The research is aimed to reveal opportunity development of the capture fisheries in Talaud Islands Regency by using bionomy approach with Gordon-Schaefer model (Fauzy, 2005) con-cerning the dominant of illegal fishing activities around the area. The research was started by co-llected some secondary data on fish production and number of fishing units. Primary data were collected on catch composition and types of fishing gear. Gordon-Schaefer methods was applied to evaluate the tuna and skipjack resources in the area. The troll and pole and line are indicated as the dominant fishing gears used to catch the skipjack and tuna. In case of open access condition, the production will end up to 25,09 tons, while the resource rent will be end up to zero. For the development, simulations were exercised in 3 scenarios: 1) scenario of enhancing domestic fleet, 2) scenario of illegal fishing, and 3) scenario of net surplus. With those scenarios, if the illegal fishing could be eliminated, the capture fisheries in this regency could render economic value to 10 billion rupiah.

Abstract

Jakarta Bay and its neighbouring waters of Seribu Islands are categorized as fullly exploited water areas which theirs coastal areas accomodate multifunction services. Therefore, it needs precautionary approach to manage fisheries activity in that locations. The objectives of this study are to determine optimum allocation of fishing gears and fisheries development areas based on potential fishing gears in Jakarta Bay. The methods used in this study are Linear Goal Programming (LGP) and Locations Quotient (LQ). The result revealed that the potential fishing gears to be developed were pelagic danish seine, drift gillnet, boat lift net, set bottom long line, portable trap and muroami which have the optimum allocation for each fishing gear; 7 units, 98 units, 23 units, 18 units, 8547 units, and 798 units. The potential fishing gears for pelagic danish seine could be developed in Penjaringan and North Seribu Island Districts; drift gillnet could be developed in Cilincing District; boat lift net could be developed in Penjaringan District; set bottom long line could be developed in Penjaringan District; portable trap could be developed in Cilincing and South Seribu Island Districts while muroami could be developed in Penjaringan and South Seribu Island Districts.

Abstract

Analisis potensi lestari perikanan tangkap di Kabupaten Kepulauan Sitaro dilatarbelakangi oleh besarnya potensi sumberdaya perikanan yang dimiliki yaitu 78,18% dari seluruh jumlah produksi ikan di Kabupaten Kepulauan Sitaro atau 11.743,20 ton/tahun pada tahun2010.Penelitian ini bertujuan melihat karakteristik pengelolaan sumberdaya perikanan tangkap dan berapa besar potensi lestari perikanan tangkap di Kabupaten Kepulauan Sitaro sebagai dasar penilaian pengelolaan sumberdaya perikanan berkelanjutan. Hasil perhitungan dengan mengguna-kan model Schaefer didapatkan potensi lestari (MSY) ikan pelagis kecil sebesar 7.904,85 ton/tahun dan upaya optimumnya adalah 18.291,60 unit/tahun.Kemudian diikuti oleh kelompok ikan pelagis besar sebesar 2.689,32 ton/tahun dan upaya optimumnya adalah 99.173,20 unit/tahun. Sedangkan kelompok ikan damersal potensi lestari sebesar 702,74 ton/tahun dan upaya optimumnya adalah 16.151,97 unit/tahun, selanjutnya kelompok ikan karang potensi lestari sebesar 446,30 ton/tahun dan upaya optimum adalah 34.129,00 unit/tahun. Keberlangsungan perikanan tangkap di Kabupa-ten Kepulauan Sitaro dilakukandengan membuat kebijakan, strategi, program dan rencana aksi pengelolaan sumberdaya perikanan berkelanjutan yang mengatur secara tegas zona penang-kapan; jumlah, ukuran dan jenis ikan yang boleh dan tidak boleh ditangkap; zona perlindungan daerah pemijahan dan tempat asuhan ikan kecil maka dapat menjaga keberadaan sumberdaya perikanan untuk masa yang akan datang.Kata kunci: perikanan, kepulauan, MSY, Sitaro

Abstract

ABSTRACTThe human element is an important key factor in the success of small-scale fishing activities. Knowledge of decision-making by fishermen in choosing the location of fishing will determine the sustainability of fisheries resources. There were two aims in this paper which are to explore factors that influenced the decision-making process and to determine how to choose fishing grounds. This method used content analysis to examine the relevant literature. Results showed that some factors that influence decision making process were weather, currents, familiarity with fishing grounds, sources and sharing information, available resources, recent catch effort, socio-historical-cultural and economic factors. Choosing fishing location was determined by the safely routes, travel costs, profit maximization, information, environmental factors, and individual personality.Key words: decision-making process, small-scale fishers-------ABSTRAKUnsur manusia merupakan faktor kunci penting dalam suksesnya kegiatan penangkapan ikan skala kecil. Pengetahuan tentang pengambilan keputusan yang dilakukan oleh nelayan dalam memilih lokasi penangkapan ikan akan menentukan keberlanjutan sumber daya perikanan. Ada dua tujuan yang ingin dicapai yaitu untuk mengetahui faktor-faktor yang mempengaruhi pengambilan keputusan yang dilakukan nelayan skala kecil dalam hal penangkapan ikan dan cara menentukan lokasi penangkapan ikan. Penelitian ini menggunakan metode kajian literatur / studi pustaka dari berbagai jurnal penelitian. Hasil telaah literatur menunjukkan bahwa faktor cuaca, arus angin, familiar dengan lokasi, berbagi pengalaman dengan nelayan lainnya, hasil tangkapan sebelumnya, ketersediaan sumberdaya, faktor lingkungan sosial, ekonomi, budaya, berpengaruh dalam proses pengambilan keputusan nelayan. Nelayan menentukan lokasi penangkapan ikan dilakukan dengan cara memilih rute perjalanan yang aman, memperhitungkan biaya operasional penangkapan ikan, mendapatkan keuntungan maksimal, informasi, faktor lingkungan, ataupun kepribadian individu.Kata kunci: proses pengambilan keputusan, nelayan skala kecil

Abstract

ABSTRACTThe problems that occur in coastal areas related to the management of small-scale coastal fisheries in Tegal are the depletion of fish resources in coastal waters, and a variety of pressures including pressure due to population growth, abrasion as well as water pollution. A holistic understanding of internal and external factors of coastal fisheries management is needed to determine how these factors affect the fishing activities in Tegal. The purpose of this research is to analyze the internal and external factors of small-scale coastal fisheries management in Tegal. The benefit of this research is to give feedback to stakeholders and constructive actions in creating sustainable management of coastal fisheries. This study was conducted in Tegal precisely in the village of Muarareja. The sample in this study is 64 small-scale fishermen, using purposive sampling. Primary data were collected by using questionnaires, secondary data were obtained from Departementnof Agriculture and Marine Tegal, Bureau of Statistics of Tegal, Muarareja Fish Auction. Data were analyzed using descriptive analysis and SWOT analysis. The results showed that the present status of coastal fisheries management in Tegal is currently categorized as "good condition", and is still in a stable growth. There were 5 (five) alternative strategies to manage small-scale coastal fisheries management in order to improve and to enhance sustainability, namely, development of fishing gear independently, monitoring surveillance of fishing gear, utilization of fishing equipment to optimize the catch, and utilization of revolving fund for procurement of new machines.Keywords: coastal fisheries management, internal-external analysis, management-------ABSTRAKPermasalahan yang menerpa wilayah pesisir dalam pengelolaan perikanan pantai skala kecil di Kota Tegal terkait dengan adanya penurunan potensi sumber daya ikan di perairan pantai Kota Tegal, selain itu dipicu juga adanya pertumbuhan populasi penduduk, perubahan fungsi / alih lahan, pencemaran perairan, ataupun abrasi. Pemahaman yang holistik terkait faktor internal dan faktor eksternal pengelolaan perikanan pantai sangat diperlukan untuk mengetahui bagaimana faktor-faktor tersebut berpengaruh terhadap aktivitas perikanan tangkap yang ada di Kota Tegal. Tujuan penelitian adalah menganalisis faktor internal dan eksternal pengelolaan perikanan pantai di Kota Tegal. Manfaat yang diinginkan adalah memberi masukan kepada pemangku kepentingan dan tindakan konstruktif dalam menciptakan pengelolaan perikanan pantai yang berkelanjutan. Penelitian dilakukan di Tegal tepatnya di desa Muarareja. Sampel dalam penelitian ini adalah nelayan skala kecil yang berjumlah 64 orang. Pengambilan sampel dilakukan secara purposive. Jenis data yang diambil adalah data primer dengan menggunakan kuesioner sedangkan data sekunder diperoleh dari Dinas Kelautan dan Pertanian Kota Tegal, BPS Kota Tegal, Tempat Pelelangan Ikan Muarareja. Data dianalisis menggunakan analisis deskriptif dan analisis SWOT. Hasil penelitian menunjukkan kondisi terkini pengelolaan perikanan pantai di Kota Tegal saat ini termasuk kategori ”cukup baik”, dan masih dalam pertumbuhan yang stabil. Usulan program strategis yang terkait dengan pengelolaan perikanan pantai di Kota Tegal yaitu pengembangan alat tangkap secara mandiri, pengawasan bersama keamanan alat tangkap, optimalisasi penangkapan ikan pada saat harga jual ikan naik, pemanfaatan alat tangkap bantuan untuk optimalisasi hasil tangkapan, dan pemanfaatan dana bergulir untuk pengadaan mesin baru.Kata kunci: analisis internal-eksternal, pengelolaan perikanan pantai, manajemen

Abstract

ABSTRACTTuna is an important fish commodity in Southeast Sulawesi. It valued as an export and interisland trade product as well as an important component of local fish consumption for coastal community around Southeast Sulawesi Waters (PSST). Indonesian fisheries management is currently adopting the concept of ecosystem approach to fisheries management (EAFM). EAFM implementation in Indonesia has continued by indicators establishment to assess the sustainability performance of fisheries. Catch per unit effort standard (Standard CPUE) and juvenile composition were implemented as indicators to assess resource sustainability. Data limitations are one of the issues in fisheries management at this time, however, management efforts remain to be implemented by utilizing the best available data. This study aimed to derived recent ten years coverage of standard CPUE and it trends as well as juvenile proportion in tuna fishery based on statistical data and field observation. Assessment results show that Standard CPUE in 2014 was 0,31 tons per trip and tends to increase in year coverage, while juvenile composition was 48,6%. Based on these results, the tuna fishery in Southeast Sulawesi is still sustainable. However, there is a need to have further control and monitoring, especially on a fishery that caught tuna under Lm. Management measure has to be selected carefully in line with social economic aspects of tuna fishery in this area.Keywords: EAFM, juvenile proportion, Standard CPUE, tuna-------ABSTRAKTuna merupakan komoditas perikanan penting di Sulawesi Tenggara baik sebagai produk ekspor, perdagangan antar pulau maupun pemenuhan kebutuhan lokal bagi masyarakat pesisir di perairan bagian selatan Sulawesi Tenggara (PSST). Untuk mempertahankan keberlanjutan perikanan tuna di daerah ini maka perlu adanya suatu upaya pengelolaan komprehensif yaitu pengelolaan perikanan dengan pendekatan ekosistem atau Ecosystem approach to Fisheries Management (EAFM). Implementasi EAFM di Indonesia terus dikembangkan dengan tersusunnya indikator penilaian kinerja pengelolaan. Tangkapan per Unit Upaya atau Catch per Unit Effort (CPUE) dan komposisi yuwana merupakan bagian dari indikator EAFM Indonesia khususnya dalam domain sumberdaya. Penelitian ini bertujuan untuk memperoleh nilai CPUE baku dan kecenderungannya selama sepuluh tahun terakhir, dan proporsi yuwana berdasarkan data statistik perikanan yang diintegrasikan dengan data yang diperoleh melalui pengamatan, wawancara dan pengisian kuesioner dengan pemangku kepentingan terkait. Hasil penilaian menunjukkan bahwa CPUE baku tahun 2014 adalah 0,31 ton/trip dengan kecenderungan meningkat, sedangkan komposisi yuwana adalah 48,6%. Berdasarkan nilai CPUE baku dan proporsi yuwana, maka kinerja perikanan tuna Sulawesi Tenggara masih dinilai baik. Perlu adanya upaya pengendalian dan pemantauan lebih lanjut terutama pada perikanan yang menangkap yuwana tuna. Namun demikian, pemilihan tindakan pengelolaan harus dilakukan secara hati-hati dengan memperhatikan pemenuhan kebutuhan sosial ekonomi lainnya dari perikanan tuna di daerah ini.Kata kunci: EAFM, proporsi yuwana, CPUE baku, tuna

Abstract

Kajian terhadap pendugaan stok ikan, khususnya perikanan lemuru di Selat Bali, telah banyak dilakukan oleh para peneliti melalui penggunaan model poduksi surplus. Dalam penelitian ini dilakukan penggabungan antara model produksi surplus dan model Cushing atau disebut model Surshing yang digunakan untuk menduga stok ikan lemuru di Selat Bali. Adapun hasil yang diperoleh menunjukkan bahwa model Surshing lebih memuaskan dalam menduga stok ikan lemuru di Selat Bali, terlihat dari tampilan indikator statistiknya.Kata Kunci: model Cushing, model hybrid, model produksi surplus, pendugaan stok ikan.

Abstract

The researh for study relationship between phytoplankton abundance and environment parameters and determining contribuion each environment parameters on phytoplankton abundance discrimination had been conducted in 2005 in bagan rambo fishing ground at coastal water Barru Regency, Makassar Strait.  Environment parameters and phytoplankton abundance data collection were conducted on May (6 stations), June, July, September, October and November (9 stations).  Spatio-temporal distribution of environment parameters probably ralate to fresh water loading to stations inshore.  Phytoplankton abundance found in this research ranged from 431 to 5438 cels/liter.  Phytoplankton population dominated by diatom i.e: Bacteriatrum, Biddulphia, Chaetoceros, Coscinodiscus, Ditylum, Eucampia, Melosira, Navicula, Nitzschia, Rhizosolenia, Skeletonema, Thalassionema, Thalassiosira, dan Thalassiothrix.  Regression analysis result show significantly positive linear correlation between phytoplankton abundance with temperature and phosphate concentration, but low correlation coefficient R = 0,4366 (R2 = 0,1906).  Discriminant analysis result show that high average of phytoplankton abundance occured when high temperature and nitrat concentration, and moderate salinity, pH and phosphate concentration.  Phosphate concentration have higher contribution on discriminating phytoplankton abundance.  The contribution of nitrate and silicat concentration and pH are low.   Key words: phytoplankton, phytoplankton abundance, diatom, discriminant analysis, environment parameters
