Abstract

Fisheries sustainability is determined by several interacting factors such as ecology, technology, social, economic and ethics (including law and institution). Objective of this study is to determine the sustainability status of small capture fisheries in view of ecological, technological, social, economic, and law (including institutional) dimensions. Rapfish, a quantitative analysis technique, is used to assess sustainability status of fisheries in the coastal area of Serang (Banten) and Tegal (Central Java). In Pasauran Serang, jaring udang currently is in sustainable status, while payang bugis is in less sustainable. In contrast, jaring rampus, bundes and payang gemplo in Tegal are not in sustainable status especially for the ecological dimension. At regional scale, the sustainability status of fisheries in Serang is better than the fisheries in Tegal. The study shows that ecological dimension is the weakest dimension in order to manage and promoting small scale fisheries sustainability in Tegal. This study reconfirms the need to apply comprehensive and integrated bio-technico-socioeconomic aspects in developing fisheries management.

Abstract

Artificial reefs exhibit significant potential as an instrument in rehabilitation of coastal ecosystems or at least as an alternative to decrease the harvesting pressure on natural reefs by creating new fishing grounds. However, their utilization as reef fishing grounds in practice, may not be optimal without significant support of protected nursery ground reefs. This research was done to study the effectiveness of some artificial reef designs as nursery ground of target species. Three types of reinforced concrete block reef designs were chosen and constructed, they were cube, trapezium and combination in shapes; 0.5 m2 in total volume each; and a unit of patch reef used in comparison. The results show that natural reef still dominated the abundance of total individual species observed; but in the term of fish biomass showed that combination design more abundance than natural reef and the other two reef designs. This result indicated that reef designs (which have been constructed), in an optimal circumstance exhibit a significant potential as a nursery ground of coral fishes.

Abstract

The background of choosing this topics is to realize that unfavorable condition is occur in the national sea transports in which is a very weak competitiveness in having a cargoes share. Archipelagic state of Indonesia comprises 17,506 islands, has 5.8 million kilometers square of waters, and a large amount of market cargoes, however national armada just only can contribute a small number of national incomes, that marked by reaching only five percent share of the total export-import cargoes and only fifty percent share of the total domestics cargoes, in which the rest of them are occupied by foreign armada. Those are caused of the maritime sector income loss that in amount of U5D 18,4 millions yearly that consist of USD 12,4 millions in cargoes share and USD 6 millions in transhipment oportunities. The purpose of this study is to obtain the capability of Indonesian sea transport within globalization era by formulating a design the empowerment strategy to support decision making policy in sea transportation solving problem. The dilta are collected from interviewing and filling the polling by eighteen competence officers of the maritime stakeholders that come from three maritime institutions such as the regulator, the actors, and the users. SWOT analysis, computerized influence / dependence (I/D) matrix, and importance and performance analysis (IPA) methods are used for analyzed data. The results of this study is showed that the influence on and the dependency of the five key factors in technoware, the six key factors in humanware, the four key factors in infoware, and the five key factors in orgaware are founded to high, and should be developed. Abstract

Indonesia, an archipelago of 17,508 islands has an abundant of marine resources and also strategic position in international sea-traffic. MCS should be applied to protect Indonesia from illegal activities at the sea. The purpose of this research is to design a national monitoring control and surveillance system in developing Indonesian maritime. Benchmarking analysis was chosen as the preferred analysing method to compare the Indonesian MCS activities with 24 other countries. In order to determine the key factors of Indonesian MCS system, an expert survey was performed. The analysis result shows that the Indonesian MCS activities still operates in a low level compared to the MCS activities of many countries, such as Canada, Australia, and America. Thus, in order to reach a more preferred level, lndonesia has to improve their MCS operation base and furthermore also improve their MCS performance. In order to improve the Indonesian MCS system, factors such as legislation and permission should be more heavily considered, while the performance level of other factors relating to MCS should also be increased. Further research conducted through the SWOT and statistical analysis is still needed in order to determine the system development model of Indonesian MCS.Key words: MCS, benchmarking analysis, design system, prospective analysis.

Abstract

The Subang district is located in the north coast of Java Island. One of its economic sources is fisheries. Fifty percent of its production comes from sea. Women  have multiple roles in fisheries activities, such as trader, fish-processor, and financial administrator, but their roles are not documented. This research is aimed (1) to analyze whether the Subang District coastal-fisheries activities have been gender responsive, and (2) to make a coastal-fisheries action plans which is gender resporuive. The data analyses using Gender Analysis Pathway (GAP) and Moser Analysis. The results of  research show that (1) coastal-fisheries activities of Subang District have not yet gender  responsive, and (2) the action plans consist of capacity building, increasing education level, fostering community participaticm, improving local-based fisheries technology, and increasing employment opportunity.Key words: coastal-fisheries activities, gender, small-scale fishermen,

Abstract

As mandated in Fisheries Act No. 31/2004 about Fisheries, it is stated thatfisheries resources management aimed to improve community welfare especially fishermen and to conserve the fisheries resources and its environment. To keep the capture fisheries bussiness system sustainably efficient and profitable. Beside marketing guarantee, optimalization between fisheries resources stock and fishing effort in each of fishing area. The improvement of capture fisheries must be held based on the existing condition, ie: marketing in determining the priority comodity, maximum sustainable yield and fisheries resources utilization level to determine limit of fisheries resources utilization chance, fishing technology and socio-economic condition to identify the fishermen's earns and absorbtion of labours related to capture fisheries sector. Based on the marketing aspect analysiS, it is determined that the kinds of priority comodity in Southern of West Java Province are lobster, shrimp, tuna, skip jack tuna, and layar. Hence, the potency (MSy) and fisheries resources utilization level of the priority comodity still has very large chance to improve, except lobster has large enough chance.Based on the scoring approach, combined from many technical aspects, financial aspects and social aspect can be concluded that the proper fishing technology in southern waters of West J/lVa Province are: (1) Purse seine, (2) Denish saine, (3) Lines, (4) Gillnet, (5) Trammel net, (6) Boat lift net. To improve the management and utilization of  fisheries resources in southe-rn waters of West Java Province or in Hindia Ocean, it is recommended to implement the improvement of proper fishing technology based an technical aspects, financial aspects, environmental and social aspects.Keywords: the proper fishing technology, Southern waters of West Java Province, fisheries resources

Abstract

Pemanfaatan sumber daya ikan secara berkelanjutan pada dasarnya  adalah tujuan dari pengelolaan yang menjamin tingkat pemanfaatan sumber daya yang tidak merusak atau melampaui daya pulihnya, sehingga dapat memenuhi kebutuhan hidup generasi masa kinimaupun generasi yang akan datang.  Hasil penelitian menunjukan bahwa upaya pemanfaatan sumber daya ikan kakap merah (Lutjanus sp.) di Perairan Tanjungpandan dan sekitarnya, dari dimensi ekologi, sosial dan etik sudah berada pada kondisi kurang berkelanjutan, sementaradari segi ekonomi dan teknologi berada pada kondisi cukup berkelanjutan.  Dalam rangka untuk meningkatkan status keberlanjutan, pengambil kebijakan sebaiknya mempertimbangkan atribut-atribut utama yang memiliki daya ungkit tinggi, yang  meliputi hasil samping, daerahkonservasi,  tingkat konflik, partisipasi masyarakat, ukuran kapal,  keamanan,  limbah buangan dan mitigasi habitat. Abstract

Penggunaan kayu sebagai bahan pembuat kapal sudah mulai menghadapi permasalahan, khususnya kesediaan bahan baku. Selain semakin langkanya bahan baku kayu, harganya pun semakin mahal.  Oleh karena itu upaya untuk mengaplikasikan bahan lain sebagai bahan pembuat kapal sudah saatnya dilakukan. Pada penelitian ini, salah satu bahan yakni fiberglass dicobakan untuk menggantikan kayu sebagai bahan pembuat kapal pancing tonda (troller).  Walaupun harganya relatifmahal, namun untuk jangka panjang bahan ini lebih ekonomis.  Hasil penelitian menunjukkan bahwa dengan aplikasi fiberglass, kapal yang dihasilkan lebih ringan dan menghasilkan kecepatan lebih tinggi dengan kekuatan mesin yang sama.  Kata kunci:  Buton Regency, fiberglass, kapal pancing tonda (troller), kecepatan,  pengembangan desain

Abstract

Model pengelolaan pulau-pulau kecil berdasar pada geometrik terumbu karang dapat digunakan dalam penentuan suatu kawasan konservasi laut. Metode ini mencoba melihat ikantarget sebagai variabel prediksi, karang sebagai variabel indikator dan geometri terumbu sebagai variabel pengungkit yang dipakai sebagai suatu unit penentuan suatu kawasankonservasi laut. Adapun tujuan dari penelitian ini adalah mengungkapkan model geometri terumbu pulau kecil sebagai suatu kerangka model dalam penentuan kawasan konservasi dan perencanaan perikanan artisanal berbasis ekosistem. Hasil penelitian ini menunjukkan bahwa komposisi kelimpahan ikan target bervariasi antara 208–732 individu/250 m, tutupan karang keras 28,40–50,92% dan karakteristik pulau berdasar geometri terumbu terdiri dari 4 model yaitu terumbu segitiga, terumbu lingkaran, terumbu ginjal dan persegi panjang terumbu. Dari hasil simulasi dengan pendekatan indeks kesamaan (morpho-structural groups ) berdasar pada persentasi tutupan karang, model yang terbentuk menghasilkan 3 kelompok utama, dengan Pulau Mahoro 1 dan 2 menunjukkan nilai konservasi tertinggi. Model pendekatan geometrik terumbu pulau-pulau kecil ini adalah merupakan salah satu cara di dalam penentuan unit kawasan konservasi, bukan sebagai syarat ekslusif dalam membuat keputusan tentang kebijakan atau zonasi kawasan konservasi. Sebaliknya metode ini memperkirakan kelas terumbu dan ikan target sebagai unit di dalam penentuan lokasi konservasi, sehingga perlu ada kombinasi lain yang berhubungan dengan target konservasi lainnya. Target konservasi ini bisa dikombinasikan dengan keberadaan spesies langka (endangered spesies), sosial ekonomi nelayan, aktivitas transportasi dan faktor fisik perairan di dalam penetapan status kawasan konservasi.Kata kunci: geometri, konservasi, spesies, terumbu

Abstract

Ambon City is located in coastal area of Ambon island. Economic contributon of fisheries sector to its PDRB was relativey high (about 15%) but the poverty level of itspopulation is high. Since coastal villages are the main players of the fisheries sector, its development approach to promote community welfare should be based on the characteristicsof the 32 coastal villages. This study was designed to develop a methodology for determining coastal village status in promoting integrated fisheries industry in Ambon City. This study uses 17 indicators representing three main variables comprising fisheries business, fisheries infrastructure and socio-cultural aspects of coastal communities. Based on score calculation, there are three categories of coastal villages, i.e. desa mina mula (TSS < 1,5), mina mandiri (1,5≤ TSS ≤ 2,39), and mina politan (TSS > 2,39). The analysis concludes no village of mina politan, 30 villages of mina mandiri, and 2 villages of mina mula. Such diverse characteristics indicate that fisheries development approach should vary among villages to ensure development effectiveness.Kata kunci: coastal communities, fisheries development status, mina politan
