Abstract

E-Voting is an innovation in the village-level electoral (Pilkades) process carried out simultaneously in Magetan Regency for the first time in 2019. The purpose of this study was to describe the implementation of E-Voting elections using the theory of Merilee S. Grindle and taking the locus in Selotinatah Village, Ngariboyo District, with rationalization as the village with the largest population and the most significant area. This research method uses descriptive qualitative research with primary and secondary sources. The results of this study indicate that the implementation of E-Voting in Selotinah Village has been going well. It can be seen from the process that it is concluded that it is efficient and effective in accommodating the political participation of villagers. However, as a new process, socialization and technology quality constraints are again a problem. This is a classic problem in the implementation of public policies in Indonesia, so improvements are needed, especially in the bureaucracy's capacity and the security of the technology adopted.

Abstract

The Village Government Work Plan (RKPDes) is the only one guidline for implementation of the development government at the village level within a period of one year. Juridically, the village government itself is stated in the Village Law (UU Desa) Number 6 of 2014. In this journal article, researchers are trying to conduct an analytical study with a focus on studies related to the implementation of the Village Government Work Plan (RKPDes) 2022 in Gonggang Village, Poncol District, Magetan Regency more specifically from the perspective of the village government's steps in maximizing the development of existing potentials in Gonggang Village. Therefore, this study aims to answer the main research problem; How the process of preparing, implementing and reporting for RKPDes 2022 in Gonggang Village? What are the factors that affect the running of RKPDes 2022 in Gonggang Village?. The research method used is a qualitative method with a descriptive approach. The source of the research data was obtained from documents belonging to Gonggang Village, the results of interviews and observations. In order to strengthen the research, interviews were conducted with four interviewees, consisting of the Gonggang Village Consultative Body (BPD), Gonggang Village Head, Gonggang Village Secretary and Gonggang Village Treasurer. The results showed that the mechanism for implementing RKPDes 2022 in Gonggang Village has been running quite well, but there are still shortcomings and not optimal because there are activity programs that have not been implemented in 2022 due to funding constraints.

Abstract

This study aims to examines the substantive political representation of women in the Malang City Regional Representative Council (DPRD) during the policy-making process of the Draft Regional Regulation (Ranperda) on the 2022–2042 Regional Spatial Plan (RTRW). Using a qualitative research design with a literature review and document analysis covering DPRD minutes, the draft Ranperda, and faction structure, this study explores how gender, educational attainment, and institutional hierarchy shape the substantive participation of female legislators. The findings reveal that although women's descriptive representation in the Malang City DPRD has increased to 26.66%, their involvement in strategic decision-making remains limited. Male legislators continue to dominate influential positions such as faction chairperson, advisor, spokesperson, and membership in Special Committees (Pansus), leaving women largely confined to administrative or peripheral roles. Despite showing a higher attendance rate (93%) compared to men (83%), the substantive contribution of female legislators is significantly lower (41.67% vs. 75.76%). Educational background enhances engagement among female legislators, yet gendered structures and cultural norms continue to constrain their influence. This study concludes that women’s representation in Malang’s DPRD remains paradoxical, as educational advantages enhance engagement but structural and cultural barriers continue to limit their substantive policy influence. This study aims to examines the substantive political representation of women in the Malang City Regional Representative Council (DPRD) during the policy-making process of the Draft Regional Regulation (Ranperda) on the 2022–2042 Regional Spatial Plan (RTRW).
