Abstract

A region has its own potential. Tourism plays an important role in regional income and the welfare of the surrounding community, therefore in every region requires the development of tourism in order to always progress. This study aims to find out the strategy carried out by the Tourism Office of Airplanean Besarma Regency, Tegal Mas Island Tourism Object and other agencies to increase the number of tourists so that they experience an increase in PAD and the income of the surrounding community and identify driving and inhibiting factors. The method used is a qualitative method with the theory of salusu and measuring tools SWOT analysis. Data collection techniques in the form of interviews, documentation and observation. Based on the results of the analysis carried out by researchers that the Tegal Mas Island Tourism Object has the potential to be able to attract tourists, however there are still obstacles such as lack of promotion, high travel costs and lack of cooperation between the government and the private sector. The role of the Tourism Office is very important to participate in the development of Tegal Mas tourism in order to increase PAD and Community Welfare.

Abstract

This study aims to analyze the influence of competence, personality, and work facilities on the performance of employees at the Faculty of Engineering, University of Lampung. The research method used was descriptive quantitative with an explanatory approach through the distribution of questionnaires to 88 respondents, which were analyzed using multiple linear regression. The results showed that the three independent variables had a positive and significant effect on employee performance. The competency variable has the most dominant influence with a contribution of 45.4%, followed by work facilities at 26.2%, and personality at 19.2%. Simultaneously, competence, personality, and work facilities have a very strong influence on employee performance with a coefficient of determination (Adjusted R²) of 0.892. These findings confirm that improving competence, strengthening personality aspects, and providing adequate work facilities are key factors in optimizing employee performance at the Faculty of Engineering, University of Lampung.

Abstract

This study aims to analyze and explore the implementation and supporting factors of good village governance principles in Hanura Village, Teluk Pandan District, Pesawaran Regency, in the effort to realize an Anti-Corruption Village. The research method used is descriptive with a qualitative approach. Data were collected through observation, documentation, and interviews. The results show that the principle of transparency is manifested through public information disclosure, both online and offline; the principle of accountability is implemented through vertical accountability reports and horizontal accountability mechanisms; while the principle of participation is realized through community involvement in planning, implementation, benefit reception, and evaluation of development programs. The supporting factors include the strong commitment of the village head’s leadership, regulatory and digital system support, and the local community’s culture of mutual cooperation (gotong royong). The implementation of good village governance principles in Hanura Village has been effective and has directly contributed to its designation as an Anti-Corruption Village. However, the application of good village governance in Hanura Village still faces obstacles, particularly the low level of digital literacy and limited socialization, causing the digitalization programs to be less inclusive and somewhat more advanced than the readiness of the village community as the main users.

Abstract

This study aims to decode the symbolic communication conveyed through offerings during the Besagh arrival procession in the wedding customs of the Mesuji Lampung clan residing in Banjar Margo, Tulang Bawang District, Lampung Province. Although numerous studies have highlighted the role of offerings in Indonesian wedding cultures, there is a notable research gap regarding the symbolism within the Besagh procession of the Mesuji Lampung clan. This research is important as it reveals the traditional values and local wisdom embodied in the offerings, strengthening the community's social and familial bonds. The theoretical framework of symbolic communication is employed to analyze the meanings embedded in the offerings. Conducted qualitatively in Banjar Margo District, the study uses Snowball Sampling to select informants. Data gathered from these informants were analyzed through an interpretive approach to derive deep insights into the symbolic meanings of each offering. Offerings, integral to wedding processions across Indonesian cultures, symbolize the commitment and involvement of both parties. Families express values, aspirations, and social relations between clans through these offerings. For instance, kemingan (mat) symbolizes simplicity and blessings in the household, while lemang (glutinous rice) signifies unity and the strength of marital bonds. Using traditional materials honors tradition and reinforces familial and communal ties. Thus, this study reveals how traditional materials in the Besagh procession convey respect, prayers, and blessings from extended families to the prospective couple, reflecting unity, loyalty, prosperity, and respect within marriage.

Abstract

This research uses Max Weber's theory of rationality to describe the reality, hopes, and rationality of educational decentralization, which are included in the rational category or vice versa. Data was collected through interviews, and observations related to the phenomenon of reality, hopes, and rationality of educational decentralization in Lampung Province and analyzed qualitatively. The research results show that in reality, the education decentralization policy in Lampung Province is rational. Based on instrumental theory, guaranteed education costs (free school), educational infrastructure and educational scholarships can support the ability of decentralization policies. Rationality in the value at which individuals decide to continue or not to continue their education is relatively stable at the basic education level in Lampung province. In the affective rationale, the conditions between individual objects of education such as students and teachers are the spearhead of education at the lower level. Education personnel must shape the character of their students in line with freedom of learning in the world of education. However, traditional rationality, namely custom, ethnicity and religion, does not influence education decentralization policies. The hope for the future is that the decentralization of education in Lampung Province requires strengthening each region's commitment so that progressive education is implemented evenly and cannot be separated from the responsibility of the regional government.

Abstract

This study examines the empirical implementation of e-procurement within the Procurement Service Unit (UKPBJ) of the Directorate General of Corrections in Lampung, focusing on accountability, effectiveness, and transparency outcomes. Utilizing a qualitative descriptive approach, data were collected through in-depth interviews, non-participant observation, and document analysis, while analytical validation employed triangulation and the interactive model of data reduction, display, and iterative conclusion verification. Findings indicate that digital systems such as SPSE, e-catalogue, and INAPROC have substantially improved traceability and procedural order in procurement activities, enabling more efficient supplier selection, contract management, and monitoring of procurement stages. Nevertheless, optimal outcomes are hindered by infrastructure disparities, limited human resource competencies, and inconsistent managerial support, which constrain uniform adoption and system utilization. Regulatory support and policy clarity significantly influence implementation success, while leadership and capacity-building emerge as pivotal enablers. The study contributes to e-procurement literature by empirically validating socio-technical determinants of digital procurement performance, highlighting the need for coordinated interventions in technological readiness, institutional governance, and personnel development to fully realize transparency, accountability, and efficiency objectives in public sector procurement

Abstract

Objective: This study analyzes the mediating mechanism of women's leadership in the transformation of post-crisis higher education governance based on a synthesis of literature and empirical findings from the University of Lampung. Identify the indirect pathways of women's leadership's contribution to institutional outcomes through strengthening organizational performance and institutional innovation. Theoretical Framework: Based on transformational leadership and authentic leadership that place value change, integrity, and the formation of a collective vision as the basis for organizational effectiveness. Literature Review: The literature shows that women's leadership is characterized by collaborative, participatory, and relational leadership that strengthens social cohesion, symbolic legitimacy, and the adaptive capacity of organizations in a post-crisis context. Method: Qualitative research with a systematic literature review and thematic analysis of 45 publications from 2015–2025, combined with reflective interpretation of empirical findings from the University of Lampung as an anchor case. Results: The contribution of women's leadership does not occur directly, but is mediated through three main channels, namely relational (institutional cohesion and trust), structural (organizational performance and institutional innovation), and cultural (value transformation and governance legitimacy). Implications: The findings emphasize the importance of strengthening the capacity of organizational systems based on social relations, leadership distribution, and internalization of integrity values ​​to support the restoration of sustainable institutional legitimacy. Novelty: This study formulates a conceptual model of post-crisis women's leadership based on systemic mediation mechanisms that integrate relational, structural, and cultural dimensions as the foundation for the transformation of public organizational governance.

Abstract

This study aims to analyze the influence of job rotation and work motivation on employee performance at the Faculty of Economics and Business, University of Lampung. The background of this research is based on the importance of employee performance in supporting the achievement of organizational goals, as well as the phenomenon of fluctuations in performance and employee discipline levels, where job rotation and work motivation are considered factors that have the potential to significantly influence employee performance. This study uses a quantitative approach with an associative method, and the population consists of all 70 employees of the Faculty of Economics and Business, University of Lampung. The data analysis technique employs multiple linear regression using SPSS software, including classical assumption tests, t-test (partial), F-test (simultaneous), and coefficient of determination test (R²). The results show that partially, job rotation does not have a significant effect on employee performance (sig. 0.182 0.05), although it has a positive relationship direction, while work motivation has a positive and significant effect on employee performance (sig. 0.000 0.05) with a regression coefficient of 0.573, making it the dominant variable in this study. Simultaneously, job rotation and work motivation have a significant effect on employee performance with an F-value of 55.022 and a significance level of 0.000. The coefficient of determination (R²) value of 0.625 indicates that 62.5% of the variation in employee performance can be explained by these two variables, while the remaining is influenced by other factors outside this study. This research confirms that work motivation has a more dominant role than job rotation in improving employee performance.
