Abstract

A region has its own potential. Tourism plays an important role in regional income and the welfare of the surrounding community, therefore in every region requires the development of tourism in order to always progress. This study aims to find out the strategy carried out by the Tourism Office of Airplanean Besarma Regency, Tegal Mas Island Tourism Object and other agencies to increase the number of tourists so that they experience an increase in PAD and the income of the surrounding community and identify driving and inhibiting factors. The method used is a qualitative method with the theory of salusu and measuring tools SWOT analysis. Data collection techniques in the form of interviews, documentation and observation. Based on the results of the analysis carried out by researchers that the Tegal Mas Island Tourism Object has the potential to be able to attract tourists, however there are still obstacles such as lack of promotion, high travel costs and lack of cooperation between the government and the private sector. The role of the Tourism Office is very important to participate in the development of Tegal Mas tourism in order to increase PAD and Community Welfare.

Abstract

This study aims to analyze the influence of competence, personality, and work facilities on the performance of employees at the Faculty of Engineering, University of Lampung. The research method used was descriptive quantitative with an explanatory approach through the distribution of questionnaires to 88 respondents, which were analyzed using multiple linear regression. The results showed that the three independent variables had a positive and significant effect on employee performance. The competency variable has the most dominant influence with a contribution of 45.4%, followed by work facilities at 26.2%, and personality at 19.2%. Simultaneously, competence, personality, and work facilities have a very strong influence on employee performance with a coefficient of determination (Adjusted R²) of 0.892. These findings confirm that improving competence, strengthening personality aspects, and providing adequate work facilities are key factors in optimizing employee performance at the Faculty of Engineering, University of Lampung.

Abstract

This study aims to decode the symbolic communication conveyed through offerings during the Besagh arrival procession in the wedding customs of the Mesuji Lampung clan residing in Banjar Margo, Tulang Bawang District, Lampung Province. Although numerous studies have highlighted the role of offerings in Indonesian wedding cultures, there is a notable research gap regarding the symbolism within the Besagh procession of the Mesuji Lampung clan. This research is important as it reveals the traditional values and local wisdom embodied in the offerings, strengthening the community's social and familial bonds. The theoretical framework of symbolic communication is employed to analyze the meanings embedded in the offerings. Conducted qualitatively in Banjar Margo District, the study uses Snowball Sampling to select informants. Data gathered from these informants were analyzed through an interpretive approach to derive deep insights into the symbolic meanings of each offering. Offerings, integral to wedding processions across Indonesian cultures, symbolize the commitment and involvement of both parties. Families express values, aspirations, and social relations between clans through these offerings. For instance, kemingan (mat) symbolizes simplicity and blessings in the household, while lemang (glutinous rice) signifies unity and the strength of marital bonds. Using traditional materials honors tradition and reinforces familial and communal ties. Thus, this study reveals how traditional materials in the Besagh procession convey respect, prayers, and blessings from extended families to the prospective couple, reflecting unity, loyalty, prosperity, and respect within marriage.

Abstract

This research uses Max Weber's theory of rationality to describe the reality, hopes, and rationality of educational decentralization, which are included in the rational category or vice versa. Data was collected through interviews, and observations related to the phenomenon of reality, hopes, and rationality of educational decentralization in Lampung Province and analyzed qualitatively. The research results show that in reality, the education decentralization policy in Lampung Province is rational. Based on instrumental theory, guaranteed education costs (free school), educational infrastructure and educational scholarships can support the ability of decentralization policies. Rationality in the value at which individuals decide to continue or not to continue their education is relatively stable at the basic education level in Lampung province. In the affective rationale, the conditions between individual objects of education such as students and teachers are the spearhead of education at the lower level. Education personnel must shape the character of their students in line with freedom of learning in the world of education. However, traditional rationality, namely custom, ethnicity and religion, does not influence education decentralization policies. The hope for the future is that the decentralization of education in Lampung Province requires strengthening each region's commitment so that progressive education is implemented evenly and cannot be separated from the responsibility of the regional government.

Abstract

Penelitian ini bertujuan mengevaluasi tata kelola Program Pemilihan Muli Mekhanai berdasarkan delapan prinsip Good Governance (UNDP, 1997) di Provinsi Lampung. Metode penelitian yang digunakan adalah kualitatif deskriptif. Data diperoleh melalui wawancara mendalam, observasi, dan studi dokumentasi dengan melibatkan enam informan (tiga panitia dan tiga alumni). Penelitian berpusat di Dinas Pariwisata dan Ekonomi Kreatif Provinsi Lampung. Hasil penelitian menunjukkan bahwa penerapan prinsip good governance berjalan variatif. Prinsip aturan hukum, transparansi, daya tanggap, dan pengambilan keputusan berjalan optimal melalui Juklak/Juknis komprehensif, penegakan sanksi perilaku, keterbukaan informasi via Instagram @mulimekhanailpg, pengawasan berlapis, serta mekanisme keputusan hibrida. Meski demikian, detail skor mentah dan profil juri dibatasi demi objektivitas. Sebaliknya, prinsip partisipasi dinilai lemah karena pelibatan alumni (IMML) dan lembaga adat (MPAL) bersifat parsial (sebagian) dan seremonial, yang berdampak pada kesalahan fatal pemakaian atribut busana adat di Taman Purbakala Pugung Raharjo. Pada aspek keadilan dan inklusivitas wilayah, kesetaraan administratif terbentur hambatan fiskal APBD kabupaten/kota sehingga memicu dominasi prestasi dari daerah perkotaan (Bandar Lampung dan Kota Metro). Prinsip efektivitas dan efisiensi berhasil diwujudkan melalui pergeseran paradigma menuju branding digital (e-invitation dan QR Code), meskipun promosi pariwisata secara sektoral terhambat buruknya infrastruktur jalan. Terakhir, akuntabilitas institusional secara vertikal terbukti mapan melalui Laporan Pertanggungjawaban (LPJ) keuangan yang taat audit birokrasi, namun akuntabilitas fungsional individu alumni masih lemah akibat ketiadaan kontrak kinerja formal maupun job description tertulis yang spesifik.

Abstract

Ekowisata merupakan konsep dari kegiatan pariwisata dimana didalamnya terdapat unsur konservasi sumberdaya alam, pemberdayaan masyarakat, dan meningkatkan kesadaran akan lingkungan hidup. Penelitian ini bertujuan untuk menganalisis implementasi strategi UPTD Kesatuan Pengelolaan Hutan (KPH) Bukit Punggur dalam pengelolaan wisata Air Terjun Putri Malu di Kabupaten Way Kanan serta mengidentifikasi faktor penghambatnya. Penelitian dilatarbelakangi oleh penurunan jumlah kunjungan wisatawan dan keterbatasan sumber daya manusia dalam promosi dan pengembangan wisata. Metode yang digunakan adalah penelitian kualitatif deskriptif dengan teknik wawancara, observasi, dan dokumentasi. Analisis dilakukan melalui reduksi data, penyajian data, dan penarikan kesimpulan, dengan uji keabsahan menggunakan triangulasi sumber. Penelitian ini mengacu pada teori implementasi strategi dari Thomas L. Wheelen dan J. David Hunger (2020) yang meliputi aktor pelaksana, program, anggaran, prosedur, dan pengelolaan sumber daya manusia. Hasil penelitian menunjukkan bahwa implementasi strategi belum sepenuhnya optimal. Hambatan yang diidentifikasi meliputi keterbatasan sumber daya manusia, keterbatasan anggaran, aksesibilitas menuju lokasi wisata yang masih kurang memadai, serta minimnya inovasi pengembangan paket wisata. Saran yang dapat diberikan ialah pengelola wisata perlu dilakukan secara berkelanjutan melalui kegiatan pelatihan, pembinaan, dan pendampingan yang berfokus pada pengelolaan destinasi wisata, promosi digital, pelayanan wisata, serta pengembangan produk wisata, upaya pìengìembangan wisata disarankan pada pìenyìediaan sarana dasar yang masih tìerbatas, sìepìerti fasilitas sanitasi, pìenunjuk arah, tìempat pìembuangan sampah, sìerta rambu kìesìelamatan. mìelakukan kìerjasama dìengan pihak kìetiga sìepìerti Corporatìe Social Rìesponsibility (CSR) dan lìembaga tìerkait guna mìemìenuhi kìebutuhan wisata, pengembangan inovasi wisata perlu ditingkatkan melalui diversifikasi produk dan aktivitas wisata yang memanfaatkan potensi sumber daya alam, jasa lingkungan, dan potensi masyarakat setempat.

Abstract

The implementation of the New Student Admission System (SPMB) in Bandar Lampung City under the Minister of Primary and Secondary Education Regulation Number 3 of 2025 still faces challenges in achieving equitable student distribution. This condition is reflected in the contrast between SMP Negeri 2 Bandar Lampung, which experiences high applicant interest, and SMP Negeri 45 Bandar Lampung, which remains under-enrolled despite having available capacity. This study aims to evaluate the implementation of the SPMB policy in Bandar Lampung City and to identify the supporting and inhibiting factors affecting its success. This research uses a descriptive qualitative approach through interviews, observation, and documentation. The data were analyzed using Stufflebeam's CIPP evaluation model consisting of context, input, process, and product evaluation. The findings show that, in the context aspect, SPMB emerged as a corrective policy to address disparities in the previous admission system, yet geographical boundaries and domicile administration still affect access, especially in border areas. In the input aspect, institutional reputation, facilities, human resources, and digital readiness shape school attractiveness and policy implementation. In the process aspect, online registration and verification have supported transparency, but server disruptions, invalid documents, and unequal digital literacy remain obstacles. In the product aspect, SPMB has improved access through domicile and affirmation pathways, but equal distribution of students between schools has not been fully achieved. Therefore, SPMB requires stronger socialization, more reliable digital infrastructure, equalization of school facilities, and special policy arrangements for border-area schools.

Abstract

This study aims to analyze the influence of job rotation and work motivation on employee performance at the Faculty of Economics and Business, University of Lampung. The background of this research is based on the importance of employee performance in supporting the achievement of organizational goals, as well as the phenomenon of fluctuations in performance and employee discipline levels, where job rotation and work motivation are considered factors that have the potential to significantly influence employee performance. This study uses a quantitative approach with an associative method, and the population consists of all 70 employees of the Faculty of Economics and Business, University of Lampung. The data analysis technique employs multiple linear regression using SPSS software, including classical assumption tests, t-test (partial), F-test (simultaneous), and coefficient of determination test (R²). The results show that partially, job rotation does not have a significant effect on employee performance (sig. 0.182 0.05), although it has a positive relationship direction, while work motivation has a positive and significant effect on employee performance (sig. 0.000 0.05) with a regression coefficient of 0.573, making it the dominant variable in this study. Simultaneously, job rotation and work motivation have a significant effect on employee performance with an F-value of 55.022 and a significance level of 0.000. The coefficient of determination (R²) value of 0.625 indicates that 62.5% of the variation in employee performance can be explained by these two variables, while the remaining is influenced by other factors outside this study. This research confirms that work motivation has a more dominant role than job rotation in improving employee performance.

Abstract

This study examines the empirical implementation of e-procurement within the Procurement Service Unit (UKPBJ) of the Directorate General of Corrections in Lampung, focusing on accountability, effectiveness, and transparency outcomes. Utilizing a qualitative descriptive approach, data were collected through in-depth interviews, non-participant observation, and document analysis, while analytical validation employed triangulation and the interactive model of data reduction, display, and iterative conclusion verification. Findings indicate that digital systems such as SPSE, e-catalogue, and INAPROC have substantially improved traceability and procedural order in procurement activities, enabling more efficient supplier selection, contract management, and monitoring of procurement stages. Nevertheless, optimal outcomes are hindered by infrastructure disparities, limited human resource competencies, and inconsistent managerial support, which constrain uniform adoption and system utilization. Regulatory support and policy clarity significantly influence implementation success, while leadership and capacity-building emerge as pivotal enablers. The study contributes to e-procurement literature by empirically validating socio-technical determinants of digital procurement performance, highlighting the need for coordinated interventions in technological readiness, institutional governance, and personnel development to fully realize transparency, accountability, and efficiency objectives in public sector procurement

Abstract

Community-based culinary tourism is a growing instrument for local economic development in the region. However, the sustainability of this type of destination is primarily determined by governance and stakeholder relationships. This study aims to analyze the roles and positions of stakeholders in the management of Maliosewu Culinary Tourism in Pringsewu Regency. The study used a qualitative case study design. Data were collected through in-depth interviews, field observations, and document reviews, then analyzed using a stakeholder mapping approach with the Power–Interest Grid model. The results show an imbalance in the levels of interest and capacity for influence among actors. The Pringsewu Regency Youth and Sports Agency (DISPRAPAR) plays a key role, with relatively high structural power and interests, although its involvement remains predominantly administrative. The Pringsewu Regency Regional People's Representative Council (DPRD) is in the context-setter position with latent power but selective involvement.Meanwhile, managers, MSME traders, and the surrounding community have strong interests but limited influence, while visitors are in the crowd, with restricted interests and influence. These findings confirm that the main challenge in managing Maliosewu Culinary Tourism lies in the imbalance in the relationship between authority, interests, and participation mechanisms. Therefore, a stakeholder management strategy that is differential and contextual is needed to support the destination's social, economic, and institutional sustainability.
