Abstract

Pengembangan sumberdaya manusia merupakan proses persiapan seorang individu untuk mengemban tanggungjawab yang berbeda dalam sebuah unit kerja atau organisasi. Pelaksanaan pengembangan sumberdaya manusia di Dinas Penanaman Modal Dan Pelayanan Terpadu Satu Pintu Kota Metro didasarkan pada kurangnya jumlah sumberdaya manusia yang tersedia, jumlah pegawai yang ada di DPMPTSP Kota Metro sebanyak 36 orang, dan berdasarkan Dokumen Rencanan Kebutuhan Pegawai masih terdapat 23 jabatan yang mengalami kekosongan. Dalam menyikapi kondisi ini DPMPTSP Kota Metro melaksanakan strategi pengembangan sumberdaya manusia sebagai salah satu kunci dalam meningkatkan kapasitas dan kualitas sumberdaya manusia. Penelitian ini bertujuan untuk mengetahui pelaksanaan pengembangan sumberdaya manusia di DPMPTSP Kota Metro serta mengidentifikasi terkait faktor penghambat dalam pelaksanaan pengembangan sumberdaya manusia di DPMPTSP Kota Metro. Penelitian ini merupakan penelitian deskriptif kualitatif dengan melihat proses dan hasil dari pelaksanaan pengembangan sumberdaya manusia, kemudian dianalisis dengan menggunakan indikator keberhasilan pengembangan sumberdaya manusia sesuai dengan PermenPan-RB Nomor 10 Tahun 2019 yang terdiri dari capacity building dan transfer knowledge. Hasil penelitian ini menunjukan bahwa pelaksanaan pengembangan sumberdaya manusia sebagai upaya pembangunan Zona Integritas di DPMPTSP Kota Metro dapat dikatakan cukup berhasil dengan adanya proses pelaksanaan peningkatan kapasitas (capacity building) melalui perekrutan calon pegawai dan proses berbagi pengetahuan (transfer knowledge) sebagai upaya pengembangan kompetensi pegawai melalui kegiatan Diklat, Pelatihan, dan BimTek. Faktor penghambat dalam pelaksanaan pengembangan sumberdaya manusia ini yaitu masih pasifnya DPMPTSP Kota Metro dalam mendukung kegiatan pengembangan kompetensi bagi para pegawai, dan kurangnya anggaran yang dimiliki oleh DPMPTSP Kota Metro untuk mengcover segala kegiatan termasuk kegiatan pengembangan sumberdaya manusia.

Abstract

A region has its own potential. Tourism plays an important role in regional income and the welfare of the surrounding community, therefore in every region requires the development of tourism in order to always progress. This study aims to find out the strategy carried out by the Tourism Office of Airplanean Besarma Regency, Tegal Mas Island Tourism Object and other agencies to increase the number of tourists so that they experience an increase in PAD and the income of the surrounding community and identify driving and inhibiting factors. The method used is a qualitative method with the theory of salusu and measuring tools SWOT analysis. Data collection techniques in the form of interviews, documentation and observation. Based on the results of the analysis carried out by researchers that the Tegal Mas Island Tourism Object has the potential to be able to attract tourists, however there are still obstacles such as lack of promotion, high travel costs and lack of cooperation between the government and the private sector. The role of the Tourism Office is very important to participate in the development of Tegal Mas tourism in order to increase PAD and Community Welfare.

Abstract

This study aims to analyze the influence of competence, personality, and work facilities on the performance of employees at the Faculty of Engineering, University of Lampung. The research method used was descriptive quantitative with an explanatory approach through the distribution of questionnaires to 88 respondents, which were analyzed using multiple linear regression. The results showed that the three independent variables had a positive and significant effect on employee performance. The competency variable has the most dominant influence with a contribution of 45.4%, followed by work facilities at 26.2%, and personality at 19.2%. Simultaneously, competence, personality, and work facilities have a very strong influence on employee performance with a coefficient of determination (Adjusted R²) of 0.892. These findings confirm that improving competence, strengthening personality aspects, and providing adequate work facilities are key factors in optimizing employee performance at the Faculty of Engineering, University of Lampung.
