Abstract

Low work ethic is the basis for this research Small and Medium Industry (SMI) business actors in the Pesisir Selatan Regency area, an area that has a wealth of fishery potential but still needs improvement in the aspect of developing human resource capabilities. The government and related institutions have made various efforts to improve their work ethic, one of the steps is by giving continuous training with the aim of improving quality and productivity of business actors. The main objective of this study is to analyze in depth the effect of training on the work ethic of SMEs in Pesisir Selatan Regency. The dependent variable used in this study is work ethic (Y), while training acts as an independent variable. (X). The research sample consisted of 45 fisheries SMI actors who had participated in the training program. The research methodology The research method used is quantitative method, where the data collection uses questionnaire instruments that have gone through validity and reliability testing. To analyze the data, researchers applied simple linear regression techniques using SPSS 23 software to process and interpret the data. This allows researchers to statistically test the causal relationship between training and work ethic. Based on the results of the analysis, there is a positive and significant effect of training on work ethic of SMEs in Pesisir Selatan Regency, where a significance value of 0.000 is obtained which is below 0.05 with a calculated T value of 4.796> T table value 0.68024.

Abstract

This research aims to determine the participation of Nanggalo market traders in implementing tera at the Padang City Trade Office. This research was conducted using a qualitative approach with descriptive methods. The results of the research show that the participation of Nanggalo market traders in implementing tera at the Padang City Trade Office is not in accordance with applicable standards and regulations. With the discovery of many measuring instruments/scales that are not marked, there are still many traders who do not know about and do not participate in carrying out tera activities, it is found that there are traders who are reluctant to carry out tera because measuring instruments that are damaged or inaccurate are subject to repair costs, many frauds are found on measuring instruments, as well as the discovery of traders who are reluctant to carry out tera activities because the tera activities result in damage to the trader's measuring instruments.

Abstract

The potential of Jernih Jaya Village in producing coffee is present, where there is a role of the relevant agency towards coffee farmers in Jernih Jaya Village, but the results are not yet optimal. The empowerment roles carried out by the agency include, first, providing assistance such as coffee seed support, coffee husking machines, and fertilizer assistance. Second, socialization activities, training, and mentoring. Third, promotion and management of geographic indication (IG) certification. This research aims to describe the inhibiting factors of the role of the Department of Plantation and Livestock in empowering coffee farmer communities in Jernih Jaya Village. This type of research is qualitative with a descriptive method. Data collection was conducted through interviews, observation, and documentation. The research findings indicate that the inhibiting factors for the role of the agency include a shortage of skilled human resources, where the agency only has a few employees who can lead empowerment activities. When these employees are not available, the agency struggles to find replacements. The limitations in budget or funding mean that the budget constraints faced by the agency affect the implementation of empowerment activities. The difference in perspective between the agency and coffee farmers has led to resistance from farmers to implement the agency's directives. The benefit of this research is to describe the inhibiting factors for the role of the agency and the efforts that can be made by the agency to overcome them.

Abstract

This research aims to assess the effectiveness of the evaluation of the implementation of fertilizer subsidy policies for rice farmers in Gunung Tuleh District, West Pasaman Regency. The background of this research is the suboptimal distribution of subsidized fertilizers and the limited availability of fertilizers for farmers. This study was conducted using a qualitative approach, employing data collection techniques through interviews and document analysis. The results indicate that the implementation of the subsidized fertilizer distribution policy in Gunung Tuleh District, West Pasaman Regency, is proceeding well. It starts from the arrival of fertilizers from companies to the Regency/City, which are handed over to distributors and retailers who sell them to farmers' groups, and this process is done effectively. The implementation of the subsidized fertilizer distribution policy in Gunung Tuleh District, West Pasaman Regency, has been effective, as the distribution of subsidized fertilizers to farmers and farmers' groups meets their needs. Abstract

This study is aimed at analyzing the effect of Professional Education and Training for Teachers (PLPG) in improving pedagogic competence and teacher performance. The research used quantitative method through survey approach. The data was taken from 35 respondents using the training exam module and teacher performance instruments. All data were analyzed using software SPSS for Windows release 22.0 through both descriptive and correlation analysis. The result of descriptive analysis of teachers pedagogic competence after taking training test is good (83,74%). Furthermore, Pearson Product Moment Correlation analysis shows that there is a significant negative correlation between these activities and teachers performance obtained (rcount) = -0.590 at 0.000 significance level. The results of the analysis show that teachers need to follow the training to improve their pedagogic competence as well as their performance in teaching and assessing. Since the teachers’ knowledge increases, it will definitely have an impact on their performance at school.

Abstract

This research is motivated by the significant potential of cinnamon commodities in Nagari Malalak Barat, Agam Regency, managed by the Women's Farmers Group (KWT) to produce various processed products. However, the empowerment efforts carried out by the Nagari Government still face several obstacles, such as the lack of policy support, limited market access, and insufficient continuous training. This study aims to describe the role of the Nagari Government in empowering KWT, as well as to identify the supporting and inhibiting factors. The research uses a qualitative approach with data collection techniques including interviews, observations, and document studies. The results show that the role of the Nagari Government can be seen in its functions as a regulator, dynamizer, and facilitator, but its implementation has not been optimal. Supporting factors include the potential of the commodities and initial government support, while inhibiting factors include limited capital, technology, and regulations. Therefore, more concrete and sustainable strategies are needed to enhance the independence of KWT.

Abstract

This study is motivated by the strategic role of the Lembaga Pengelolaan Hutan Nagari (LPHN) Tanjung Bonai Aur in producing eucalyptus oil as a community economic resource and a means of environmental conservation. However, its implementation faces several challenges, including limited capital, unscheduled harvesting, and inconsistent distillation quality. The objective of this research is to analyze the strategies employed by LPHN in eucalyptus oil production and to identify the supporting and inhibiting factors affecting the success of these strategies. A descriptive qualitative method with a case study approach was used. Data were collected through field observations, interviews with LPHN management, business group members, and institutional partners, as well as documentation related to cultivation, distillation, packaging, and marketing processes. The analysis was conducted following the stages of strategy planning, implementation, and evaluation based on the framework of Robins and Coulter, and the analysis of supporting and inhibiting factors referred to the models of Hariyoko and Wibowo. The results show that LPHN's strategy is supported by synergy with local government, assistance from partner institutions, and strong internal motivation among members. However, key obstacles include limited business capital, lack of specific regulations, unstructured harvesting schedules, inconsistent distillation quality, unappealing packaging, and limited promotion and product legalization. Strategic evaluation highlights the need for strengthening partnerships, enhancing technological innovation, establishing structured harvesting plans, and implementing more systematic marketing and product legalization strategies. The study concludes that an integrated approach to managing eucalyptus oil production based on hutan nagari is essential for improving productivity, quality, and business sustainability.

Abstract

The distribution of subsidized 3-kg LPG is a critical aspect in ensuring the targeted allocation of energy subsidies, particularly for low-income households and micro-enterprises. In Gates Nan XX Village, Padang City, the implementation of 3-kg LPG distribution faces several obstacles that hinder the program’s effectiveness, including limited supply quotas, inaccurate recipient data, and weak price monitoring at the retail level. This study aims to analyze and identify the supporting and inhibiting factors in the implementation of subsidized 3-kg LPG distribution at the Village level. A descriptive qualitative approach was employed, with data collected through observation, in-depth interviews, and document analysis. Informants included the Village head, neighborhood and community leaders (RT/RW), LPG agents and base owners, as well as subsidy recipients and micro-entrepreneurs. The findings indicate that the distribution of 3-kg LPG in Gates Nan XX Village has not been optimal. Although mechanisms such as data collection based on the Integrated Social Welfare Data (Data Terpadu Kesejahteraan Sosial), purchase limits at distribution points, and coordination among local officials and RT/RW have been implemented, issues such as supply delays, long queues, prices exceeding the official retail price ceiling (Harga Eceran Tertinggi, HET), and misuse by ineligible parties persist. The main inhibiting factors include limited supply quotas, weak data updating mechanisms, ineffective price supervision, and low public awareness. This study provides empirical insights into the local-level implementation of LPG subsidy policy and recommends improvements in distribution governance to ensure more accurate, equitable, and sustainable outcomes.

Abstract

Penelitian ini bertujuan untuk menganalisis bagaimana peran pemerintah nagari dalam pemberdayaan Kelompok Usaha Tani Agroforesti Alam Merdeka di Nagari Pagadih Kecamatan Palupuh Kabupaten Agam dan mengetahui faktor pendukung dan penghambat Pemerintah Nagari dalam melakukan pemberdayaan Kelompok Usaha Tani di Nagari Pagadih, Kecamatan Palupuh, Kabupaten Agam. Jenis penelitian ini adalah penelitian kualiatif dengan menggunakan metode deskriptif, pemilihan informan penelitian dengan menggunakan purposive sampling. Metode pengumpulan informasi yang diseleksi ialah memakai observasi, wawancara, serta studi dokumentasi. Buat menguji keabsahan informasi dalam riset ini hingga dicoba metode triangulasi, dalam riset ini metode triangulasi yang dicoba ialah triangulasi sumber. Sebaliknya, metode analisis informasi yang diseleksi melalui reduksi data, penyajian data, serta penarikan kesimpulan ataupun verifikasi. Hasil penelitian ini adalah Peran Pemerintah Nagari Dalam Pemberdayaan Masyarakat di Nagari Pagadih terhadap Pengembangan Kelompok usaha Tani Agroforesti Alam Merdeka Sudah berperan cukup baik namun belum optimal. Hal ini dapat diketahui bahwa Peran Pemerintah Nagari belum menjalankan perannya secara maksimal yaitu, belum adanya Peraturan Nagari tentang Kelompok Usaha Tani, belum maksimalnya Pemerintah Nagari dalam memberikan pelatihan dan pendampingan kepadan Kelompok Usaha Tani Agroforesti Alam Merdeka, belum lengkapnya fasilitas sarana dan prasarana Kelompok Usaha Tani Agroforesti Alam Merdeka dan belum adanya izin legalitas produk Kelompok Usaha Tani Agroforesti Alam Merdeka

Abstract

The purpose of this article is to describe the research findings in the form of the effectiveness of Universitas Negeri Padang governance in achieving good university governance (GUG); researchers describe how the implementation of governance in achieving a GUG. Further research objectives are to look at Universitas Negeri Padang's governance and the supporting and inhibiting factors in realizing the effectiveness of the governance of Universitas Negeri Padang in achieving good university governance. This research uses a qualitative approach with descriptive methods that use purposive sampling techniques in the selection of informants. Data collection was carried out using observation techniques, interviews, and documentation. From the research results, it seems that Universitas Negeri Padang's governance is deep in achieving good university governance, which has not been fully effective. Then, a substantive conclusion is drawn that, specifically, the implementation of the governance of Universitas Negeri Padang management in carrying out the principles of accountability, transparency, and effectiveness in achieving GUG implementation still needs to be improved and strengthened its application. The importance of this research, in alignment with the principles of good university governance, lies in its potential to motivate higher education institutions to enhance the standards of tertiary governance in congruence with the pre-established vision and mission
