Abstract

The allocation of Village Fund as stipulated in the Minister of Finance Regulation number 49/PMK.07/2016, i.e. basic allocation (alokasi dasar) 90% and formula allocation (alokasi formula) 10%, could be considered as unequal because of poor attention to the indicators of poverty and development of each village. Basic allocation relates to the same amount of allocation per village, while formula allocation refers to an allocation based on the number of populations in poverty, size of area, and infrastructure price index. This article aims to investigate the ideal allocation proportion of village funds. Methods used in this study were a correlation and the analytical hierarchy process. The results show a stronger correlation between village fund and poverty and development indicators if more money is allocated in the formula allocation. However, an inequality of allocation ratio and larger fund are needed to achieve the program’s targets. Based on the weighted value of the expert group perception, the proposed formula for the ratio of basic allocation (alokasi dasar) and formula allocation (alokasi formula) is 10:90. With this formula, it is expected that poverty and development can be more quickly resolved. So, the purpose of the Village Fund as mandated by Law Number 6/2014 could be achieved.

Abstract

Indonesia merupakan negara yang rawan terkena bencana alam. Di Provinsi Jawa Tengah, Kabupaten Purworejo merupakan daerah dengan risiko tinggi terkena bencana, khususnya bencana banjir dan tanah longsor. Penelitian ini bertujuan untuk menelaah mekanisme pelaksanaan anggaran kegiatan rehabilitasi dan rekonstruksi yang dilakukan oleh Badan Penanggulangan Bencana Daerah Kabupaten Purworejo pada tahun 2017. Kegiatan tersebut penting didokumentasikan agar praktik pelaksanaan anggaran yang baik dapat dilaksanakan juga di daerah-daerah lain, khususnya rehabilitasi dan rekonstruksi yang didanai dari bantuan sosial berpola hibah dari pemerintah pusat. Penelitian ini menggunakan data sekunder, hasil pengamatan dan wawancara. Hasil penelitian menunjukkan bahwa pelaksanaan dan pertanggungjawaban anggaran pada kegiatan rehabilitasi dan rekonstruksi tersebut telah sesuai dengan ketentuan yang berlaku serta menggunakan dokumen-dokumen yang lengkap, kecuali terdapat kekurangan pada penyerahan aset setelah kegiatan selesai dilakukan.  Kata Kunci:    Bantuan Sosial, Pelaksanaan Anggaran, Penanggulangan Bencana, Pascabencana, Rehabilitasi, Rekonstruksi

Abstract

Micro, Small, and Medium Enterprises (MSMEs) are very important for Indonesian economy. However, numerous obstacles prevent MSMEs development, including capital. To overcome the obstacle, Indonesian government launched Small or People Business Credit (PBC) or Kredit Usaha Rakyat (KUR). This article aims at analyzing PBC toward regional sectoral economy. This research uses Interregional Input-Output Table approach by using Interregional Input-Output Table of 2016, which is the most update table available. Shock data used was contract value of KUR in Province of Yogyakarta Special Region. The results show that the majority impacts of KUR disbursements are accrued by economic sectors in Yogyakarta Province, especially sectors of Wholesale and Retails, Car and Motorcycle Reparation; Agriculture, Forestry and Fishery; Manufacturing Industry; and Other Services. Impacts of KUR disbursements on economic sectors in other provinces are very limited.

Abstract

Purpose: The accountability of village-owned enterprises (BUMDesa) is important since their capitals are from village governments and/or communities.  This community development program aims at accelerating accountability of village-owned enterprise in Temanggung Regency by enhancing capacities to prepare financial reports. Methodology/approach: Training of Trainers for BUMDesa staffs and Village Mentors was taking place in Temanggung Regency, Jawa Tengah Province. The training was followed by workshop to prepare financial reports using real BUMDesa data. Monitoring and mentoring via online meeting and chat group were also be provided. Results/findings: The training succeeded to enhance participants’ knowledge in preparing financial reports using Excel application. Several participants also reported their activities to share their knowledge in financial reporting and business development. Conclusions: The community service activity described in this article successfully achieved its objectives by enhancing the accountability of Village-Owned Enterprises (BUMDesa). This was accomplished through improving the capacity of administrators and Village Companions to prepare accurate and accountable financial reports, thereby supporting better transparency and governance. Limitations: Limited funding restricts the implementation of offline mentoring to the locations of the training participants, thereby limiting the frequency and scope of direct assistance and follow-up support. Contribution: This community development program exhibits successful implementation of a program to enhance accountability of village-owned enterprise by training, mentoring, and monitoring in preparing of financial reports.

Abstract

ABSTRAK Energi sangat penting untuk mendukung aktivitas manusia, namun sebagian besar pasokan masih bergantung pada bahan bakar fosil yang tidak terbarukan. Desa Singogalih di Kecamatan Tarik, Kabupaten Sidoarjo, menghadapi keterbatasan pasokan listrik, terutama di area persawahan, sehingga penerangan jalan menjadi terbatas dan berpengaruh terhadap keamanan masyarakat. Penelitian ini merancang Pembangkit Listrik Tenaga Piko Hidro (PLTPH) berbasis turbin Archimedes Screw dengan sistem monitoring Internet of Things (IoT) sebagai solusi penerangan jalan. Metode penelitian meliputi studi literatur, perancangan, pembuatan, dan pengujian alat selama tiga minggu. Hasil pengujian menunjukkan peningkatan kinerja sistem, dengan putaran generator naik dari 226,9 RPM menjadi 384,4 RPM dan tegangan dari 6,5 V menjadi 11 V, serta baterai mampu terisi penuh untuk menyalakan lampu LED melalui sistem Control Charger (CC). Solusi ini dinilai efektif, ramah lingkungan, dan berkelanjutan untuk penerangan pedesaan.
