Abstract

Abstract

Islamic education of Taman Pendidikan Al-Quran (TPA) is an Al-Quran Learning Center that gives informal religious education to guide children to know Islamic values from an early age. TPA Ikhlasul Machfudz was established since 2006 that, in addition to Al-Quran, the center also teaches children with English, Marawis (voices with strong religious elements) and Qasidah (lyrics that are related to Islamic values). However, since the COVID-19 pandemic occurred in 2020, the learning process has stopped completely due to the policy of learning from home. There are many obstacles to teach from home using online learning method. Teachers realized the importance of website and other digitization process to help for information sustainability and learning process. Websites are also important as a platform to document information and promote TPA Ikhlasul Machfudz to a wider audience. This community service activity was carried out by academicians who helped in several stages, namely website creation, website usage training, and website inauguration. All activities were carried out using online coordination. Data analysis was performed using qualitative method in coordination with key informant by observation, interviews, and documentation. With this website digitization, teachers and guardians of students found that this process is valuable and helpful for the learning progress during the pandemic. The center also further benefited because the website usage, at the same time, can be a place for documenting various activities and maintaining the information sustainability. The existence of this website expected to help facilitate the teaching and learning process in the future. Taman Pendidikan Al-Quran Ikhlasul Machfudz (TPA-IM) can also maintain the information sustainability as an informal community organization in Lenteng Agung, South Jakarta.

Abstract

Background: The prohibition on using social assistance funds for purchasing cigarettes has been stipulated in the Minister of Social Affairs Decree Number 175 of 2022. However, the primary goal of this program to improve community welfare is threatened as this misuse persists. Aims: This study aims to analyze the challenges and obstacles in implementing the policy to control cigarette consumption among social assistance recipients and to identify integrated priority programs across sectors. Methods: This qualitative study employs a case study approach. Data were collected through in-depth interviews and focus group discussions with informants representing central governments, regional governments, and social assistance officers. The interviews were then analyzed using SWOT analysis to formulate strategies and identify the priority program. Results: The analysis reveals that cross-sector collaboration is a key strength for reinforcing cigarette consumption control among the recipients. This is implemented through the Family Capability Improvement Meeting (P2K2), involving healthcare workers who educate the dangers of smoking and establish Smoking Cessation Service Clinics (UBM). The proposed priority program integrates the social assistance program with UBM clinics to help recipients quit smoking. Conclusion: The study concludes that strengthening this policy requires comprehensive program integration with multi-sector involvement. This enhancement also necessitates stronger central regulatory support through the Government Regulations as derived from Health Law Number 17 of 2023. Strengthening this policy is expected to contribute to achieving the SDGs by improving community health and quality of life, and alleviating poverty through improved effectiveness of the social assistance program.

Abstract

Indonesia has ranked third among countries with the highest number of smokers in Asia because the price of cigarettes in those countries is still affordable. The strategy to make the price of cigarettes is not affordable is increasing cigarette excise tax. This instrument is considered the most effective way to control cigarette consumption. The purpose of this study was to find out how the public perceive the increase of the cigarette excise tax to cover the National Health Insurance (NHI) deficit and to identify the factors which affect such perception. This study used mobile phone survey and the sample were 1000 respondents. The list of potential respondent’s mobile phone numbers was selected using the systematic random sampling method with an interval of 100,000 to 200,000. The result showed that 87.9% respondents agree to increase cigarette price so that the children do not start to smoke. The majority of respondents (86.2%) also agree to increase the price of cigarettes to finance the JKN deficit. Perceptions of respondents who agreed to increase the price of cigarettes to prevent smoking initiation in children also tended to accede the increase in cigarette prices for financing the JKN deficit.

Abstract

Currently, the number of urban residents is increasing and some of the urban population live in slum areas. Therefore, identifying the characteristics of slum areas has become crucial. This study aimed to identify more specific slum locations in Jakarta through the pattern of building densities analysis between case studies of neighborhoods association (RT) in 15 hamlets (RW) that classified as heavy slums category. This study also attempted to determine the relation between building density levels in the slum area and Jakarta spatial detail planning. This study engaged the Cluster and Outlier Analysis (Anselin Local Moran's I) method. This study also observed socio-economic factors of citizen census data based the Dasawisma Census of Family Welfare Empowerment in 2019. The result shows that slum locations that had direct neighbors towards areas which was designated at spatial detail planning as industrial zones and ware housing areas as well as office, trade and service zones, obtained a higher level of building density compared to slum locations that secured neighbors to areas that were designated as housing zones. High economic opportunities provided attraction and affected the growth of slum locations. The results also reveal that slum areas were not a concentrated population with low income and/or low education. Applying cluster and outlier modeling of building density levels of urban slums in Jakarta based on RT cluster level could reveal more specific slum locations and could identify factors that influence the differences of building density levels. Abstract

Drug trafficking and substance abuse represent significant challenges, particularly in regions highly vulnerable to these issues. Pulau Negara, identified as a drug-prone area within Hulu Sungai Selatan Regency, frequently experiences incidents of illicit drug trafficking and abuse. The persistence of these drug-related activities can be attributed to the community's insufficient social resilience. This study aims to (1) analyze the current state of social resilience in Pulau Negara; (2) identify the multilevel vulnerability factors contributing to this issue; and (3) propose strategies to enhance the community's resilience against drug-related threats. The findings reveal that social resilience in Pulau Negara is critically weak, influenced by a range of vulnerabilities at the individual, family, and community levels. Key factors include economic pressures, peer influence, unstable family structures, and a lack of supportive community infrastructure. The proposed strategies adopt a comprehensive approach, encouraging collaboration among stakeholders such as local authorities, law enforcement, and community leaders to build a more resilient social framework. By addressing these vulnerabilities holistically, the recommended interventions aim to reduce the community's susceptibility to drug-related activities and promote sustainable social resilience.

Abstract

This study examines the transformation of urban fortifications and quarantine strategies during the COVID-19 pandemic, focusing on residential enclaves in Jakarta, Indonesia. The research problem centers on how quarantine boundaries were defined within fortified urban enclosures and how residents reacted to spatial changes during the pandemic. The objectives include analyzing the forms of fortification, understanding residents' perceptions, and evaluating the effectiveness of pandemic-related policies. The study employs a mixed-methods approach, combining online questionnaires with 205 informants, field surveys of 36 residential enclosures, and detailed map-tracing techniques to correct and validate spatial data. Findings reveal that fortifications, such as walls and gates, were reinforced during the pandemic, serving as both physical and symbolic boundaries to limit virus transmission. Residents' perceptions highlighted the importance of safety measures, though these measures sometimes contradicted principles of open urban design. The research also identifies key actors influencing spatial patterns, including local officials, security personnel, and residents. Implications of the study contribute to urban design and architectural theory by proposing methods for mapping fortified boundaries and advocating for balanced, resilient urban planning that integrates health protocols without compromising community openness.

Abstract

Golden Visa is an investment-based immigration policy scheme that grants long-term residence permits for foreign nationals. Since 2023, Indonesia has officially adopted this model through regulations aimed at attracting foreign investors, global talents, world leaders, and the diaspora. This article aims to evaluate the initial implementation of the Indonesian Golden Visa, compare it with similar practices in other countries such as Portugal, the United Arab Emirates, Singapore, and Malaysia, and formulate policy strengthening recommendations. With a qualitative approach based on literature studies and regulatory analysis, this paper finds that the success of Golden Visa is highly dependent on the selectivity of applicants, the quality of investment contributions, and cross-sectoral governance capacity. In Indonesia, although until April 2025 the investment realization value from Golden Visa has reached Rp35.4 trillion, challenges such as transparency, policy integration, and supervision of investment realization are still the main obstacles. Lessons from other countries show the importance of policy designs that are not only administratively appealing but also impact long-term economic transformation. Therefore, Indonesia needs to formulate a Golden Visa model that is not only oriented towards the amount of investment but also accompanied by an impact-based selection mechanism, periodic evaluation of contributions, and integration of cross-sectoral policies such as immigration, taxation, and investment. This scheme also needs to be directed at strategic sectors such as technology, renewable energy, and education, in order to create long-term added value and support the national development agenda in an inclusive and sustainable manner.
