Abstract

Kapal latih KM. Jala Jana 05 merupakan kapal latih Sekolah Usaha Perikanan Menengah (SUPM) Pariaman dimana dalam pengoperasiannya menggunakan alat tangkap pancing ulur (hand line). Aktivitas pengoperasian alat tangkap pada kapal ikan memiliki peluang kecelakaan yang tinggi. Hal ini berlaku juga terhadap keselamatan pekerja mulai dari aktivitas persiapan baik di pelabuhan, menuju fishing ground, hingga kembali ke darmaga. Aspek yang diamati adalah jenis perlengkapan keselamatan jiwa, peralatan bantu navigasi, alat perlindungan diri beserta jumlahnya. Berdasarkan hasil identifikasi yang dilakukan pada kapal KM. Jala Jana 05 diperoleh bahwa beberapa alat keselamatan diatas kapal dan alat navigasi terdiri dari sekoci/rakit penolong, pelampung penolong (life buoy), baju penolong (life jacket), VFH DSC, pemadam kebakaran, kompas magnet, peta laut, GPS, dan echo sounding device. Alat pelindung diri KM. Jala Jana 05 yang terdapat di kapal adalah sarung tangan sebanyak 2 kotak, kacamata kerja sebanyak 3 unit, serta 1 kotak alat P3K.

Abstract

Perikanan skala kecil sangat penting di negara berkembang, dimana ketergantungan pada sumber daya pesisir sangat tinggi dan dapat memberikan kontribusi terhadap ketahanan pangan dan peningkatan pendapatan. Permasalahan yang dihadapi saat ini adalah adanya kebutuhan pangan yang sangat penting namun belum tereskplorasinya perikanan tangkap untuk daerah ini. Penelitian ini bertujuan untuk menganalisis karakteristik dan pemanfaatan sumber daya perikanan skala kecil di Kepulauan Kangean. Penelitian ini berlokasi di Kepulauan Kangean, tepatnya di Kecamatan Raas. Pengumpulan data dilakukan melalui wawancara, observasi, dan pengarsipan data pendukung. Analisis deskriptif kualitatif digunakan dalam penelitian ini. Hasil penelitian menyebutkan bahwa karakteristik perikanan tangkap yang ada di pulau-pulau di Kecamatan Raas adalah nelayan skala kecil. Nelayan skala kecil yang ada di lokasi penelitian melakukan aktivitas penangkapan hanya di sekitar pantai dan tidak jauh dari pantai. Alat tangkap yang digunakan oleh nelayan kecil di lokasi penelitian adalah pancing tonda, pancing gurita, gillnet, pancing ulur, dan bubu lipat. Armada penangkapan yang digunakan adalah kapal tanpa motor (sampan) sebanyak 62% dan kapal motor dengan kapasitas <5GT sebanyak 30%. Musim penangkapan nelayan kecil ini sangat dipengaruhi oleh musim dan kondisi ekosistem perairan disekitar.Title: Characteristics of Capture Fisheries In the Kangean Islands of Sumenep, Regency MaduraSmall-scale fisheries play an important role in developing countries where they highly depend on coastal resources. Moreover, small-scale fisheries make a significant contribution to food security and income enhancement. The problem occurs when the capture fisheries have not been explored in this area while there are a significant needs of food. The purpose of this research was to analyze the characteristics and utilization of small-scale fisheries resources in the Kangean Islands. The location of the research was in District of Raas, Kangean Islands. Data were collected from interviews, observation, and supporting data archives. The study used qualitative descriptive analysis. The results of this study identified that the characteristics of capture fisheries in the District of Raas, Kangean Islands, are small-scale fishers. The fishing activities of those small-scale fishers are conducted around the beach. They use trolling, octopus fishing rod, gillnet, fishing line, and folding traps. The fishing fleet used by the small-scale fishers are mostly non-motorized boats (canoe) as much as 62% and motorboats with capacities <5GT as much as 30%. The fishing season of these small-scale fishers is highly influenced by the season and condition of the surrounding aquatic ecosystem.

Abstract

Kota Dumai memiliki nelayan perikanan tangkap skala kecil yang menjadikan ikan demersal sebagai target utama. Daerah penangkapan ikan demersal yang relatif mudah dan dekat untuk diakses serta memiliki milai ekonomis yang cukup tinggi menjadi daya tarik bagi nelayan untuk melakukan kegiatan penangkapan ikan. Tujuan penelitian ini adalah untuk menghitung tingkat pemanfaatan, nilai MSY dan JTB di perairan Dumai. Penelitian ini menggunakan data sekunder yaitu jumlah trip dan jumlah hasil tangkapan jaring insang, sondong dan pengerih sejak tahun 2014 hingga 2018. Nilai MSY dan upaya optimum dianalisis menggunakan model produksi surplus oleh Schaefer. Persamaan regresi antara upaya standar (f) dengan CPUE adalah dengan nilai R2 = 0,9273. Jumlah upaya optimum (Fopt) adalah 4.604 trip/tahun dan nilai MSY sebesar 918,47 ton/tahun. Rata-rata tingkat pemanfaatan sumberdaya ikan mencapai 83% termasuk dalam kategori optimum. Nilai JTB ikan demersal sebesar 734,78 ton. Status pemanfaatan ikan demersal di perairan Dumai masuk kedalam kategori tangkap berlebih. Perlu ada pengaturan ulang mengenai upaya penangkapan (f) guna menjaga keberlanjutan sumber daya ikan dan kegiatan perikanan tangkap ikan demersal di Kota Dumai. Abstract

Work intensity measures how much to do an activity that uses a measurement scale. The intensity of work in doing a lot of work causes the crew to become tired, reduces performance and concentration, and affects the crew's safety. Fatigue and reduced concentration at work have the potential to cause work accidents. The work intensity of the crew on the operation of purse seine fishing gear is influenced by the stages of work activity. The stages of this activity consist of primary and secondary activities. The purpose of this research is to find out the work intensity of crew activities on the operation of purse seine fishing gear in the waters of the Malacca Strait (WPP 571). The method used is hierarchical task analysis. The high intensity of work on purse seine vessels is when carrying out fishing operations. The fishing is in the 5th stage, namely hauling or lifting the net. Using purse seine gear, work on fishing vessels has 56 primary and seven secondary activities. The total work intensity (IKT) on the purse seine operation is 2501 OA (activity person), the high work intensity and rest time on the purse seine ship still meet the STCW Manila amendment.

Abstract

Wilayah pengelolaan perikanan di Kota Dumai termasuk kedalam WPP NRI 571 yaitu wilayah perairan Selat Malaka dan Laut Andaman. Selat Malaka umumnya memiliki produktivitas tinggi, wilayah padat nelayan, dan aktivitas eksploitasi sumberdaya ikan (SDI) dilakukan secara intensif. Kekuatan pengelolaan sumberdaya perikanan terletak pada masyarakat dengan potensi sosialnya dan pemerintah dengan kebijakannya. Penelitian ini bertujuan untuk menganalisa kondisi pengelolaan perikanan gillnet berdasarkan indikator pengelolaan perikanan berbasis ekosistem (EAFM). Penelitian ini dilakukan di daerah sekitar wilayah Perairan Dumai. Lokasi yang menjadi objek penelitian ini adalah Kecamatan Selinsing, Purnama, Medang Kampai, dan Mundam. Analisis penelitian dengan pendekatan ekosistem ini dibatasi pada domain ekonomi yang terdiri dari 3 indikator, yaitu: (1) Pendapatan rumah tangga, (2) Rasio tabungan, (3) kepemilikan aset, dan domain sosial yang terdiri dari 3 indikator yaitu: (1) Partisipasi Pemangku Kepentingan, (2) Konflik Sosial, (3) Pemanfaatan Pengetahuan Lokal dalam pengelolaan sumberdaya ikan. Berdasarkan survei dan analisis yang dilakukan, dapat dikatakan bahwa pendapatan rumah tangga perikanan (RTP) nelayan di Kota Dumai kurang dari rata-rata Upah Minimum Regional (UMR). Penilaian terhadap rasio tabungan (Saving Ratio) rata-rata tidak bernilai negatif. Penilaian terhadap kepemilikan aset dapat dikatakan bernilai tetap/tidak ada peningkatan. Konflik antar nelayan dapat terjadi selama 2 hingga 4 kali dalam kurun waktu satu tahun, artinya frekuensi sedang. Adanya upaya dari para stakeholders untuk mendampingi para nelayan dalam pengelolaan sumberdaya ikan namun masih perlu dioptimalkan. Pengetahuan lokal masyarakat nelayan gillnet terkait alat tangkap, daerah penangkapan, peraturan tentang wilayah penangkapan sudah ada, namun masih belum efektif dilakukan untuk pengelolaan yang berkelanjutan.

Abstract

Wages are compensation received by workers based on their position. The division of the catch has been stated in several regulations, namely Law Number 16 of 1964 article 3 and Minister of Maritime Affairs and Fisheries Regulation Number 42 of 2016 article 26. The purpose of this research was to determine the catch on purse seine vessels, the organizational structure of wages, and the application of profit sharing systems and crew wages on purse seine at PT Hasil Laut Sejari (HLS). Data collection was carried out 3 times. Position at KM. Sumber Fortuna influences the wages received by the ship's crew. The total catch production for 3 trips is 64,463 kg. Distribution of wages for crew members (ABK) per 1 part, the first trip to the third trip. The wages received by the crew on the first trip were Rp. 162,402,-. on the second trip Rp. 1,335,547, - and on the third trip Rp. 963,181, - according to Law no. 16 of 1964 and Permen KP Number 42 of 2016, the distribution of wages is not ideal because the wages received by ABK are very small and far below the Riau Islands Province Minimum Wage.

Abstract

One of the problems faced in the development of the marine and fisheries sector nationally is the low quality of the fish capture due to the limited capacity and quantity of available port infrastructure resulting in the decrease in competitiveness. The data in this study were related to fish capture from fishing boats to wholesalers. The data obtained was observation of the location of the vessel, the fish auction place, and the marketer. The types of fish taken were Kurisi (Nemipterus pneumatophores), Biji Nangka (Upeneus mullocensin), Kapas-Kapas (Gerres erythronium), Bawal Putih (Pampus argenteus), Kembung (Rastrelliger spp). Fish examining was done by looking at the organoleptic and pH values. The pH value was obtained by testing the pH meter, while the organoleptic value was obtained by observing the physical condition using a score sheet. To determine the magnitude of the influence of facilities on fish quality, and the correlation between organoleptic values and pH, an analysis using simple linear regression was conducted. The average organoleptic value of fish while on the boat, when distributed, and when in the marketplace were 8,248; 7,024; and 6.6 respectively. Meanwhile, the average pH value was 7.05; 5.51; and 5.15. The quality of fish caught at Class A Fishing Port of Belawan is still of good quality. The pH test showed decline in pH value ever since the fish was brought to the port until they were marketed. The influence of facilities on the fish organoleptic and pH value are 98.3% and 96%. Thus, facilities significantly affect fish quality at Belawan Fishing Port. Between pH and organoleptic values showed a positive correlation, hence when the pH value decreased, the organoleptic value also dropped.Keywords:Belawan Fishing PortEast WatersFacilities InfluenceFish Quality

Abstract

Volume perikanan PPS Nizam Zachman pada Tahun 2021 adalah sebesar 79 juta ton dengan nilai produksi perikanan laut yang didaratkan di PPS Nizam Zachman Tahun 2021 adalah sebesar 588,5 Milyar Rupiah sehingga membutuhkan fasilitas baik pokok, fungsional, dan penunjang. Sebuah Pelabuhan Perikanan Samudera (PPS) harus memiliki kriteria teknis dan operasional tertentu agar fungsi dan peranan Pelabuhan dapat berjalan dengan baik. Perlu dilakukan kajian mengenai kesesuaian teknis dan operasional Pelabuhan perikanan di PPS Nizam Zachman berdasarkan PERMEN-KP RI NOMOR PER.08/MEN/2012 tentang Kepelabuhanan Perikanan. Pengambilan data dilakukan di PPS Nizam Zachman pada Bulan Januarai 2023. Kriteria yang dikaji pada penelitian ini adalah kesesuaian pada kriteria teknis, yaitu: fasilitas tambat labuh, panjang darmaga dan kolam Pelabuhan, kapasitas kapal yang mampu ditampung dan jumlah keseluruhan GT kapal, dan Luas lahan Pelabuhan. Sedangkan kesesuaian kriteria operasional, yaitu: jumlah ikan yang diekspor, aktivitas bongkar muat dan pemasaran, dan terdapat industri pengolahan dan industri penunjang. Hasil yang diperoleh yaitu bahwa semua kriteria yang diteliti baik teknis maupun operasional sudah sesuai dengan PERMEN-KP RI NOMOR PER.08/MEN/2012 tentang Kepelabuhanan Perikanan. Fasilitas tambat labuh didominasi oleh kapal-kapal berukuran 101-200 GT. Total panjang dermaga di PPS Nizam Zachman Jakarta yaitu 2.272 meter. Kolam pelabuhan dapat menampung sebanyak 540 unit dalam 1 bulan. Luas lahan Pelabuhan PPS Nizam Zachman 71 Ha. Ikan hasil tangkapan yang dipasarkan secara ekspor sebesar 16.500 ton pada tahun 2021. Jumlah perbekalan/muatan kapal yang dibawa dan distribusi pemasaran ikan dalam satu hari melebihi 50 ton. Terdapat banyak industry pengolahan dan penunjang di PPS Nizam Zachman Jakarta.

Abstract

There are several types of purse seine in Sibolga, namely tuna trawls, snare seines and meeting trawls. The main catch from purse seine is pelagic fish. Purse seine catches are related to the mesh size of the fishing gear. The mesh size is small so it can catch more than 3 species of catch which are classified as non-environmentally friendly fishing gear. The aim of this research is to find out whether purse seine fishing gear in Sibolga is environmentally friendly fishing gear or not. The research was conducted March 1 – June 30 2021 at the Sibolga Fishing Port (PPN), The research was carried out at KM Samosir 08 on cob trawl fishing gear and KM Serasi Putra on cob trawl fishing gear. The data analysis used is a scoring analysis of environmentally friendly fishing gear criteria. Trawls and cob trawls are environmentally friendly fishing gear and meet the 9 criteria for environmentally friendly fishing gear. The score for the level of environmental friendliness of the tuna trawl fishing gear was 33 and the meeting trawl was 32.6 with the criteria being included in the group of very environmentally friendly fishing gear.
