Abstract

Background on the influence of socioeconomic factors in the assessment of damages is important as legal systems in many countries, including Indonesia, often consider various factors when determining the amount of fair compensation for victims in civil cases. Socioeconomic factors such as income, social status and employment can affect a person's ability to obtain adequate compensation after suffering a loss. This research aims to study how district courts use socioeconomic factors to make decisions on the assessment of damages. This involves finding and understanding what components are most influential in the decision-making process. The quantitative method involved in-depth interviews and data collection. It also involved obtaining information from judges, lawyers, and other relevant parties to learn more about the socio-economic components that influence the assessment of punitive damages. This research may find that socio-economic components such as income, occupation or social status have a significant influence on the assessment of damages by the district court. For example, although the losses suffered may be the same, victims with low incomes are likely to receive lower damages than victims with high incomes. This research leads to the conclusion that action is needed to improve fairness in the assessment of damages in the district courts. This can be achieved by raising awareness of the impact of socio-economic factors and ensuring that all parties under the law receive fair treatment.

Abstract

Community Service Activities regarding environmental-based education, as an effort to increase community awareness of the quality of the environment, but also a form of concern for the service team from Cenderawasih University towards environmental problems which are increasingly less controlled along the Acai River. Through environment-based education, we can form souls who have high environmental awareness. Starting from the lower and middle classes of society, it is hoped that they will become agents of change. Through outreach activities and using environmental campaign media through songs and calls for environmental safety, it is hoped that it can inspire the community so that the community can become an agent of change for the environment in the future. This Community Service activity aims to shape the mindset and concern of the community in promoting environmental care movements to create clean, comfortable and healthy conditions starting from providing education on the importance of keeping the environment clean, recognizing and classifying the types of waste in the area, how to use waste, planting plants in one's own environment, and environmental campaigns through songs and calls for the safety of the environment and the earth. Environmental cleanliness must come from the family environment so that it forms a far-sighted mindset and will become an agent of change in their environment through healthy lifestyle education programs.

Abstract

This study aims to examine and analyze the Implementation of Civil Servant Career Development Policies at the Regional Financial and Asset Management Agency of Puncak Jaya Regency, as well as analyze the factors that support and hinder the implementation of these policies. This type of research is a descriptive research with a qualitative approach, data collection techniques using observation, interviews, and documentation. Data analysis consisted of three stages, namely data reduction, data presentation, and drawing conclusions. The results of this study can be concluded that the Implementation of Civil Servant Career Development Policy at the Regional Financial and Asset Management Agency of Puncak Jaya Regency by using Edward III's theory in the aspect of communication regarding employee education is already good. from the aspect of resources in the implementation of training or training constrained by budget problems. In the disposition aspect for career development there are still doubts about activities such as seminars, workshops. Then from the aspect of bureaucratic structure in the implementation of basic education training, many of them were not carried out optimally. Supporting and inhibiting factors for the Implementation of Civil Servant Career Development Policy at the Regional Financial and Asset Management Agency of Puncak Jaya Regency are among the apparatus at the Regional Financial and Asset Management Agency, causing uncertainty and doubt in determining the career path of these apparatus

Abstract

This research aims to analyze and describe the implementation of the Capacity Development Policy for State Civil Apparatus at the Mulia District Office, Puncak Jaya Regency as well as the supporting and inhibiting factors for the Implementation of the Capacity Development Policy for the State Civil Apparatus at the Mulia District Office, Puncak Jaya Regency. This research is important to increase the capacity of ASN for public services and good governance in Puncak Jaya Regency. This research is qualitative descriptive research with data collection techniques used are observation, interviews and documentation techniques. The data analysis techniques used are data reduction, data presentation and drawing conclusions. The results of this research show that the implementation of the Capacity Development Policy for State Civil Apparatus at the Mulia District Office, Puncak Jaya Regency, Communication in its understanding is sufficient. Internal resources in developing ASN capacity are understood. The disposition in developing ASN has been carried out through efforts by the district head. Bureaucratic structure of apparatus resource management through planning, organizing, directing, controlling, procuring labor, developing, compensating, integrating, maintaining, disciplining and terminating employment relations. Apart from that, there are supporting and inhibiting factors for the implementation of the State Civil Apparatus Capacity Development Policy at the Mulia District Office, Puncak Jaya Regency based on internal factors, namely the District Head is very supportive of developing ASN capacity in accordance with applicable regulations. As well as external factors, namely environmental factors and resource factors.

Abstract

Human Resources (HR) with important quality are optimized to support the implementation of accelerated development. This research was conducted at the Yahukimo District Health Office, with a focus on the implementation of policies on the development of the quality of Human Resources and the supporting and inhibiting factors for HR development. This research paradigm is qualitative with descriptive research type. The technique of determining informants uses the technique snowball. Research informants. Primary data collection is done by interview (interview), observation non participant. Secondary data were obtained from manuals, reports, newspaper clippings, and literature relating to research problems, such as books and journals. Methods of data analysis through stages of reduction, data presentation and taking conclusions. The results showed that the implementation of the human resources development policy of the Yahukimo Health Office with Edward III mode showed that the communication and policy guidelines for the HR development of the Yahukimo District Health Office had gone well. The relationship is built from the line hierarchy of the department head to the related fields. The head of the department entrusts the head of the Technical SDK to carry out their duties and functions according to the guidelines and instructions. The Department of Health's resources are severely short on the number of health workers in the field. The number of Puskesmas in Yahukimo Regency with a total of 33 does not match the composition of the existing health personnel. The disposition or tendency of employees at the Health Office in implementing HR development policies is carried out with regular coordination between the head of the department and subordinates. This cross-coordination can be carried out not only on a top-down but also bottom-up basis according to the hierarchical structural coordination line. The bureaucratic structure for implementing HR development policies has SOPs that include an Integrated Recording and Reporting System, Integrated Technical Guidance SOPs and Civil Servant Performance Target SOPs. Support for Policy Implementation is the absorption of the Special Autonomy Fund of two billion Rupiah which is specifically allocated for employee education. Meanwhile, the obstacles cover three things, namely the lack of technical guidance and training, minimal budgetary resources, and inadequate access to transportation.

Abstract

This study aims to analyze the implementation of the School Operational Fund (BOS) policy at SD Inpres Pruleme, Puncak Jaya Regency. The focus of the study includes policy implementation, supporting and inhibiting factors, and the school's efforts to optimize the use of BOS funds. The research method used is qualitative with a descriptive approach. Data collection techniques include in-depth interviews, observations, and document studies. Research informants were determined using purposive sampling techniques. Data were analyzed through the stages of data reduction, data presentation, and conclusion drawing. The results of the study indicate that the implementation of the BOS policy at SD Inpres Pruleme, from a communication perspective, is still constrained by suboptimal information dissemination and coordination. Furthermore, in terms of resources, there are limitations in human resources for financial management and inadequate infrastructure. In terms of disposition, although policy implementers demonstrate commitment in managing BOS funds, understanding of technical regulations and the participation of the school committee in oversight still need to be improved. From the bureaucratic structure aspect, the mechanism for disbursing and reporting BOS funds is still hampered by complex administrative procedures and the lack of an effective monitoring system. Supporting factors include community support, effective communication between schools and the Education Office, and transparency in financial reporting. Meanwhile, the inhibiting factors are limited infrastructure, low budget management capacity, miscommunication between governments, and difficult road access, which hinder distribution and the effectiveness of BOS fund use. Improvement efforts are carried out through transparent planning, capacity building through training, publication of financial reports, optimization of fund use according to priorities, and regular monitoring and evaluation to enhance education quality.

Abstract

This study aims to analyze Human Resources management in improving apparatus performance at the Central Mamberamo Regional Secretariat, identify inhibiting factors in the utilization of state apparatus, and formulate efforts to overcome these obstacles. The urgency of this research lies in the importance of optimizing human resource management to improve the effectiveness of public services in disadvantaged areas. The research method is descriptive qualitative with the study location in Central Mamberamo Regency. Research instruments included semi-structured interview guidelines, a voice recorder and camera, as well as a field notebook as a reflection of the researcher while in the field. The technique of determining informants uses a purposive snowball approach, starting from key informants of policy implementers to devices and personnel within the Regional Secretariat. Data were collected through in-depth interviews, active observation, Focus Group Discussions, documentation, and literature studies; then analyzed with the Miles & Huberman interactive model through data reduction, presentation of data in narrative, and verification of findings. The results showed that the development of the quality of HR apparatus was carried out through four main stages: planning based on competency needs and diversification of funding sources, organizing with the formation of special HR units and sharpening tupoksi and SOPs, implementing on-the-job training, workshops, and compulsory training supported by top leadership commitment and Kirkpatrick model evaluation, and integrated supervision mechanisms in the form of periodic performance audits and formal monitoring protocols strengthened by cross-sector partnerships. Obstacles include budget constraints, the absence of internal regulations, suboptimal inter-section coordination, and administrative overload. Efforts to overcome obstacles include revising regulations and job descriptions, forming cross-functional teams with clear budgets, formalizing monitoring protocols, and implementing a continuous feedback system through the Learning Management System and external partnerships.

Abstract

This study aims to analyze the implementation of the supervisory function of the Regional People's Representative Council (DPRD) in the government of Yahukimo Regency, as well as the supporting and inhibiting factors. The urgency of this research lies in the importance of strengthening the supervisory function of the Regional Representative Council so that accountability and transparency in regional administration can be better guaranteed. This study uses a qualitative research method with a descriptive approach. The data collection techniques used are interviews, observation, literature study, and documentation. Informants are selected purposively. Data analysis includes the stages of data reduction, data presentation, and drawing conclusions and verification. The implementation of the supervisory function of the DPRD in Yahukimo Regency is analyzed using Edwards III's theoretical framework, which includes communication, resources, disposition, and bureaucratic structure. The results of the study indicate that internal communication within the DPRD is well established, but obstacles arise when dealing with local governments that lack transparency, thereby slowing down access to information and reducing the effectiveness of oversight. In terms of resources, the limited number of members and supporting facilities, as well as the lack of budget, pose challenges in overseeing a vast area. Although the DPRD demonstrates a positive disposition and high commitment in performing its duties, the lack of support and budget from the local government often hinders the continuity of oversight. In terms of bureaucratic structure, clear task distribution and the use of standard operating procedures (SOPs) enhance oversight efficiency. Supporting factors, such as the competence of DPRD members and community participation, play a crucial role in oversight effectiveness. However, these are hindered by limitations in human resources, budget constraints, lack of transparency, weak coordination, and political interests that undermine the objectivity of oversight.
