Abstract

There are various problems faced by Small and Medium Enterprises (SMEs), especially those related to business competition, technological developments, and transformation into the digital era. These various problems require the strategic role of the government and other stakeholders to be present to provide solutions. The ability of SME entrepreneurs can be developed through various forms of intervention, both in the form of mentoring and training. This study is intended to describe the concept of stakeholder involvement, assistance in the form of business coaching, and training programs using the ADDIE system model. There needs to be empirical research on government institutions that function to foster and develop SMEs in various forms, for example through business incubators or other formats

Abstract

This literature review aims to determine the work readiness of undergraduate graduates to meet the qualifications required by employers in the world of work. The method used in this paper involved searching for all studies that examined work readiness and were published from 2019 to 2023. 5 out of 200 studies found on Google Scholar and Scopus were included in this review. Research findings show that programs in higher education, including internships and soft skills training, play an important role in increasing graduates' work readiness, demonstrating that the MBKM Program has effectively developed the skills and competencies required by the world of work. Research discussions highlight that these programs, including internships and soft skills training within the MBKM Program, are crucial for ensuring the relevance of education to job market needs. This research presents novelty by exploring and identifying the factors that influence the job readiness of prospective undergraduate graduates after participating in the Independent Campus Learning Program (MBKM), thus offering a new perspective in the context of higher education in Indonesia. The implications of this research are significant for curriculum development and learning programs in universities, which must continue to develop programs that support the development of soft skills and hard skills to increase graduates' work readiness.

Abstract

The number of domestic violence has increased. Meanwhile, until now it has not been possible to identify the stakeholder groups involved and need to be involved in providing solutions to prevent and manage victims of violence. A stakeholder-based governance system can be considered to manage victims of violence both preventively, curatively and rehabilitatively. The purpose of this study is to describe stakeholder-based governance to deal with victims of violence against women and children. This research was conducted at the East Java Integrated Service Center for the Protection of Women and Children (P2T-PPA) which has owned and implemented stakeholderbased governance. Data were collected through Focus Group Discussion (FGD) activities with qualitative data analysis methods. The FGDs involved representatives from each stakeholder in the management of victims of violence against women. The results showed that the stakeholder-based governance system is able to overcome various barriers to communication, coordination, and synergy in dealing with victims more quickly, accurately, and comprehensively. This study concludes that stakeholder-based governance for women and children is the best approach because it is able to integrate all related parties, especially if it is supported by early detection technology to treat victims' trauma conditions in a curative and rehabilitative manner.

Abstract

This research is based on government civil state apparatus as the government's front guard that reflects the healthy and strong government but the facts showed that there are cases of government doing fraudulent behavior from mild to severe. Also, it aims to reveal the phenomenon of fraud behavior of the civil apparatus. This is the preliminary research obtained from interviews and observation in the field by actively participating in every government activity. The result of the research shows that the mild cheating fraud behavior in each unit of the regional apparatus is handled by the superior of the agency and they only make a report of doing coaching to the employment agency and the human resource development. For the medium and heavy fraud behavior, the coaching is done by the employment agency and human resource development together with the inspectorate agency by making a coaching team. Coaching is done based on complaints from the number of Regional Work Unit (SKPD), community complaints, and monthly attendance monitoring. The phenomenon of fraud behavior in the government environment. Furthermore, the results of this study can act also as consideration matters to change the system, procedures, and policies to prevent fraud behavior and suppress the culture. For further researchers to make a comparison of methods and mix methods also find the factors that cause and prevent potential violations

Abstract

The digitalization of public services is an integrative process involving the application of information and communication technologies (ICT) in the administration of government services to the public. Its primary goal is to enhance efficiency, effectiveness, and the overall quality of public service delivery. By utilizing digital platforms, citizens can swiftly access information and perform various transactions without the need for physical visits to government offices. This study aims to analyze the transformation of public service innovation toward the development of digital government, using a descriptive qualitative approach. Data were collected through document analysis, in-depth interviews, and observation of digital service practices implemented by selected public agencies. Purposive sampling was applied to identify key informants. The findings reveal that the success of public service digitalization depends significantly on effective coordination among stakeholders, infrastructure readiness, human resource capabilities, and institutional willingness to reform existing procedures. Collaboration between the public and private sectors plays a crucial role in the design, implementation, and management of responsive and inclusive digital service systems. Furthermore, the study emphasizes that a strong understanding of public administration principles (transparency, participation, and accountability) must be aligned with technological adaptability to create modern, integrated, and citizen-oriented public services. Abstract

The purpose of this study is to analyze how village financial management in Sapugara Bree Village, West Sumbawa Regency in Fiscal Year 2022. The informants in this study were selected by using purposive techniques. Data analysis in this study uses the Perspective of Good Governance Principles, namely by analyzing the fulfillment of the criteria of Good Governance principles, namely participation, transparency and accountability (Addink, 2013) which is elaborated with the Minister of Home Affairs Regulation Number 18 of 2020 concerning Village Financial Management at the stages of planning, implementation, administration, reporting, and accountability for the management of Sapugara Bree Village Finance for Fiscal Year 2022. The results of this study show that the financial management of Sapugara Bree Village for Fiscal Year 2022 has not met the criteria of Good Governance principles, especially at the stages of implementation, administration, reporting and accountability. This is due to the Village Head and Village Officials who ignore village financial management in accordance with applicable regulations. Many improvements are still needed, both in terms of integrity and human resources from Sapugara Bree Village, the development of a transparent, accountable, informative and interactive village website that supports supervision by the community, increased participation of the Village Consultative Body and related Regional Apparatus Organizations in carrying out guidance and supervision and the need for the formulation of policies or regional regulations that contain binding rewards and punishments related to participatory, transparent and accountable village financial management to encourage the performance of village apparatus in implementing village development activity programs in accordance with applicable regulations.

Abstract

This community service aims to increase sales and product promotion through efforts to improve public speaking and copywriting skills for business actors. The target of this community service activity is business actors who are members and are fostered by the Integrated Business Service Center for Cooperatives and UMKM (PLUT-KUMKM) in Batu City, East Java. For this reason, the Department of Public Administration of Airlangga University will partner with the Integrated Business Service Center for Cooperatives and UMKM (PLUT KUMKM) in Batu City, East Java to hold a community service program at the location. Community service activities will provide public speaking and copywriting training for business actors who are members of the PLUT-KUMKM in Batu City. Activities will be carried out through three main stages: preparation, implementation, and evaluation. The preparation stage involves collecting and compiling relevant political and civil literacy materials. Furthermore, the implementation stage will involve counseling, workshops, and group discussions to provide in-depth understanding to business actors. The evaluation stage will be carried out to measure the effectiveness of the program and obtain feedback from participants. This activity is expected to provide a fundamental contribution to increasing sales, promotions, marketing coverage areas and the quality of MSME products. Through this community service activity, it is hoped that business actors in the PLUT KUMKM Batu City will become more aware of how public speaking and copy writing in a business product will compete in a dynamic environment by utilizing digital technology.

Abstract

This study aims to identify policies and practices for developing human resource competencies in TNI (Indonesian National Armed Forces) organizations and Ministries/Non-Ministerial Government Agencies. This study uses a qualitative approach with a multiple case study design. The research subjects were two organizations, namely the TNI and Ministries/Non-Ministerial Government Agencies. Data collection was carried out through literature studies. The collected data were then analyzed using thematic analysis techniques. The results of the analysis show that the TNI organization and the Ministries/Non-Ministry Government Agencies show ideas about the concept of career planning that can solve the problem of stagnation of positions in order to make the TNI Transformation successful in the future. Therefore, TNI organizations and Ministries/Non-ministerial Government Agencies need to continue to develop appropriate policies and practices in developing human resource competencies, as well as considering the constraints that occur. In the context of globalization and increasingly fierce competition, developing human resource competencies in government organizations is very important to support the achievement of organizational goals and improve the quality of public services.

Abstract

The Unitary State of the Republic of Indonesia in the international arena has an active free politics, attitudes and views related to Indonesian foreign policy such as Indonesian foreign policy often have differences in attitude with other countries in responding to international issues. The Ministry of Defense, which covers the three branches of the TNI, namely the Army, Navy and Air Force, is very concerned about Military Academy education abroad by providing scholarships to Military Academy cadets / cadets to attend Military Academy education abroad, one of which is in Japan. This paper aims to analyze the collaboration of military education between countries, especially in Japan. The method used is qualitative by means of field case studies. This paper argues that a one-stop policy is needed in sending cadets / cadets of the Indonesian National Army Academy to attend Military Academy education abroad, where the Ministry of Defense must be positioned as the only door in the formulation and implementation of Military education collaboration policies between countries where the three TNI Matras must submit and obey as well as synergy with the Ministry of Defense in Military Education Collaboration between countries.

Abstract

This study evaluates the fulfillment of Minimum Service Standards (SPM) in basic education in Lumajang Regency. Using the Human Capital Theory approach, it analyzes how government budget allocation impacts education quality. The findings indicate that despite significant budget allocations, challenges persist in meeting minimum service targets, particularly in equality education. In-depth interviews with Education Office officials reveal several obstacles, including limited resources, inadequate facilities, and low public awareness of equality education. The study highlights that although the Lumajang Regency government has allocated substantial funds for education, disparities remain in service achievements. The budget distribution prioritizes primary and secondary education, while non-formal education, particularly equality education, receives less attention. As a result, the achievement rate for equality education remains significantly lower compared to other educational sectors. To address these issues, this study recommends a more holistic and integrated strategy. Key suggestions include enhancing public awareness campaigns, optimizing non-APBD funding sources such as Corporate Social Responsibility (CSR) initiatives and village funds, and leveraging technology to improve educational accessibility and quality. Additionally, teacher training programs and better infrastructure investments are essential to enhance educational outcomes. A systematic evaluation and monitoring framework, supported by technology and independent institutions, is necessary to track progress and ensure policy effectiveness. By implementing these strategies, the Lumajang Regency government can improve education service standards, reduce disparities, and foster sustainable human resource development.
