Abstract

Persistence for achievement reflected from the willingness and determination of principal to implement quality leadership will facilitate the improvement of teachers’ performance, and the two will be the determinant factors for the students’ ultimate achievement. This study aims at analyzing empirical data on the effect of instructional, transformational and spiritual leadership as independent variables, with school quality as the dependent variable. In addition, the intervening variable is teachers’ performance. This study employed the quantitative approach in which samples of 181 teachers were re taken using the proportional random sampling technique. All data were then analysed using the SEM technique with the AMOS 24 application. The findings show that: (1) there is a direct effect of instructional leadership on teachers’ performance, transformational leadership on teachers’ performance, spiritual leadership on teachers’ performance, instructional leadership on students’ achievement, transformational leadership on students’ achievement, spiritual leadership on students’ achievement, and teachers’ performance on students’ achievement. In addition, (2) there is an indirect effect of instructional leadership on students’ achievement through teachers’ performance, transformational leadership on students’ achievement through teachers’ performance and spiritual leadership on students’ achievement through teachers’ performance.

Abstract

AbstractThe phenomenon of violence against women is a pandemic. There are many studies on violence but studies focusing on governance are rare. Governance involves various stakeholders with different roles so that they often face problems of coordination, integration, and synchronization. This problem also occurs in East Java. As a leading sector in handling victims of violence against women and children, the Office of Women's Empowerment and Child Protection and Population (DP3AK) of East Java Province faces challenges in the form of effective models in handling victims of violence. Meanwhile, cases of violence against women and children are very high. DP3AK requires a digital governance model in handling victims of violence more effectively on a stakeholder basis. This study offers a solution in the form of a digital platform that is able to connect victims with stakeholders.Keywords: digitalization, governance, violence against women and children, stakeholdersAbstrakFenomena kekerasan terhadap perempuan bersifat pandemik. Kajian terhadap kekerasan sangat banyak namun studi berfokus pada tata kelola jarang dilakukan. Tata kelola melibatkan berbagai stakeholders dengan peran berbeda sehingga sering menghadapi masalah koordinasi, integrasi dan sinkronisasi. Problematika tersebut juga terjadi di Jawa Timur. Sebagai leading sector penanganan korban kekerasan terhadap perempuan dan anak, Dinas Pemberdayaan Perempuan dan Perlindungan Anak dan Kependudukan (DP3AK) Provinsi Jawa Timur menghadapi tantangan berupa model efektif dalam penanganan korban kekerasan. Sementara itu, kasus kekerasan terhadap perempuan dan anak sangat tinggi. DP3AK membutuhkan model tata kelola digital dalam penanganan korban kekerasan yang lebih efektif dengan berbasis stakeholder. Kajian ini menawarkan solusi berupa platform digital yang mampu menghubungkan korban dengan para stakeholder.Kata kunci: digitalisasi, tata kelola, kekerasan perempuan dan anak, stakeholders

Abstract

A notary is one of the legal professions that requires public trust, so a notary must be able to act professionally. Professionalism can be formed if the Notary in carrying out his duties remains guided by the Notary code of ethics and the Notary Position Act and utilizes information technology. However, the fact is that recently there have been many cases of violations committed by Notaries which ultimately violate the code of ethics and the Law on Notary Positions. For this reason, the role of the Government in minimizing violations in order to foster a professional attitude is very much needed. Based on these reviews, this study aims to examine the Government's efforts in building Notary professionalism. This study uses a normative juridical approach with data collection techniques through literature study. This study concludes that in building Notary professionalism, the Government, namely the President of the Republic of Indonesia together with the House of Representatives,stipulation of laws and regulations concerning Notary Positions, regulations concerning the establishment of the Notary Supervisory Council and Notary Honorary Council, regulations concerning the use of AHU Online, conducting guidance and supervision, as well as routine inspections. Meanwhile, if the Notary has violated the code of ethics, these agencies seek to impose sanctions as a follow-up to the violation.

Abstract

Notaries are public officials who have a big responsibility to the community in terms of making authentic deeds. Notary in carrying out activities to act professionally by complying with the code of ethics of the Notary position. However, the fact is that violations of the code of ethics still often occur which makes the image of the Notary tarnish. Describe the forms of violations of the Notary code of ethics in Indonesia for the last 5 (five) years. This research is a qualitative research with data collection methods through the study of SINTA indexed journals that violate the code of ethics violations committed by a Notary and then analyzed using qualitative data analysis. The forms of violations of the code of ethics committed by Notaries in Indonesia during the last 5 (five) years consist of planned violations (planned violations) originating from the wishes of the Notary himself and unplanned violations (unplanned violations) which originate from the Notary's fault. . Notaries who commit violations make Notaries unprofessional, because they do not carry out their duties according to their responsibilities and as stated in the Notary's code of ethics.

Abstract

Kasus pandemi Coronavirus Disease (COVID-19) hingga saat ini terus meningkat, COVID-19 di Indonesia khususnya telah menimbulkan dampak yang sangat signifikan tidak hanya pada sektor kesehatan, namun juga terhadap berbagai sektor yang bersifat multidimensional, terutama sektor perekonomian. Salah satu penyebabnya adalah berbagai kebijakan yang dibuat untuk mencegah penyebaran COVID-19 di seluruh dunia, termasuk Indonesia yaitu dengan adanya kebijakan pembatasan sosial berskala besar (PSBB) dan yang saat ini sedang berjalan pemberlakukan pembatasan kegiatan masyarakat (PPKM). Kebijakan ini lebih lanjut telah berdampak pada semakin lemahnya aktivitas ekonomi masyarakat, termasuk banyaknya pemutusan hubungan kerja (PHK) dan banyaknya masyarakat rentan yang terancam dan mudah jatuh ke dalam perangkat kemiskinan. Untuk mengatasi hal tersebut, upaya-upaya penguatan ketahanan (resilience) masyarakat sangat diperlukan, termasuk yang berkaitan dengan membangun ketahanan ekonomi masyarakat desa yang juga terdampak pandemi. Kegiatan pengabdian masyarakat ini mengakselerasikan digital governance untuk memaksimalkan beberapa produk unggulan di BUMDes Sumber Makmur Abadi dan BUMDes Bulurejo Bangkit, Kecamatan Rengel, Tuban. Metode yang digunakan dalam kegiatan ini adalah ceramah, pemberian modul, pendampingan, serta pemberian fasilitas platform digital sebagai media pemasaran produk. Hasil yang dicapai dari kegiatan pengabdian masyarakat ini adalah meningkatnya ketahanan ekonomi dan kapasitas masyarakat desa. Serta produk unggulan desa dapat dikenal oleh khalayak umum.

Abstract

Program Pengembangan Sumber Daya Manusia (SDM) sangat penting dalam meningkatkan kinerja aparatur dan mendukung organisasi mencapai tujuannya. Pengembangan SDM dilakukan dalam bentuk kegiatan pelatihan (training). Secara konseptual, training dilakukan berdasarkan model atau sistem ADDIE yaitu tahap-tahap Training Needs Analysis, Training Design, Training Program Development, Training Implementation, dan Training Evaluation. Pelaksanaan semua tahap pelatihan tersebut tidak lepas dari teknologi digital. Tujuan pengabdian kepada masyarakat ini adalah untuk mengembangkan aplikasi sebagai bagian dari teknologi digital untuk digunakan dalam penyusunan analisis kebutuhan pelatihan. Lokasi kegiatan adalah Badan Pengembangan Sumber Daya Manusia (BPSDM) Pemerintah Provinsi Jawa Timur yang selama ini belum sepenuhnya menggunakan teknologi digital termasuk dalam menganalisis kebutuhan pelatihan. Metode yang digunakan adalah ceramah tatap muka dan diskusi serta Focus Group Discussion (FGD) untuk menyepakati fitur-fitur (features) yang harus diakomodasi dalam aplikasi. Hasil pengabdian kepada masyarakat menunjukkan manfaat bagi BPSDM Jawa Timur dalam menyusun dan mengembangkan analisis kebutuhan pelatihan secara digital dan diperlukan kerja sama secara berkelanjutan untuk mendukung digitalisasi program pengembangan SDM aparatur.

Abstract

The progress of tourism is heavily influenced by the professionalism and existence of its institutions (tourism institutions). In this community service, the Airlangga University Public Administration team partnered with the Diponegoro University Public Administration team to assist MSME partners in Wonolopo Semarang. The problem with partners is the need to strengthen tourism institutions and expand the marketing of MSME products including herbal medicine villages, flora villages selling ornamental plants, and so on. Wonolopo has 10 tourism awareness groups from 8 thematic villages. The solution to the partner problem is the transfer of knowledge of tourism institutional development. There are three choices of institutional forms, namely tourism awareness groups, cooperatives and BUMDesa. The solution to the second problem is information and communication technology-based marketing with Linktree which is shared on social media and using digital marketing platforms. The results achieved after the community service was carried out were that 98.3% of MSME actors and tourism managers in Wonolopo Semarang had increased their abilities in developing tourism institutions and digital marketing innovation, as much as 1.6% needed to be improved. For this reason, more intensive assistance is needed for partners in Wonolopo, Semarang.

Abstract

This research aims to analyze and describe the innovation of Sugihwaras Village, Sidoarjo Regency as a smart village based on government policy. The research method uses descriptive with a qualitative approach. Data collection techniques were conducted through interviews, observation, and documentation. The results show that the smart village in Sugihwaras Village is in the form of government administration system applications and public services made by village officials, computer training for underprivileged village children, integrated landfill management, eco-enzyme training, and adequate access to education, health, and information technology. The implementation of smart economy in Sugihwaras Village is still not evenly felt. Innovation in Sugihwaras Village is supported by the leadership of the village head who is sensitive to the condition of children in Sugihwaras Village. Culture is also an important factor in innovating in Sugihwaras Village, namely care and excellent service. The ability to innovate is that the teachers who are village officials and the Village Community Empowerment Agency have qualified skills in the computer field. The work team is still within the scope of village officials and village institutions, but will work with Muhammadiyah Sidoarjo University in providing certification. The performance of the village government in the Griya Sinau Digital (GSD) program is that training participants have increased and some participants have found jobs.

Abstract

The training and development program for the State Civil Apparatus in the public sector is very important because it is related to public performance and services. This study aims to analyze the implementation of the Massive Open Online Course (MOOC) for financial supervision training. The basic concept of this study uses an integrated Unified Theory of Acceptance and Use of Technology (UTAUT). This qualitative research was conducted at the Center for Education and Training of Auditors of the Financial and Development Supervisory Agency (Pusdiklatwas BPKP), which is responsible for training financial and development auditors. The subjects of this study were twelve informants who were selected using purposive sampling. Research data collected during the Covid-19 pandemic used electronic correspondence. The results of this study showed that training conducted using the massive open online course (MOOC) model is very effective and efficient because learning can be done flexibly and easily. Through MOOC, teachers and participants get physical facilities and troubleshooting services so that the learning process runs well without experiencing significant obstacles. This ICT-integrating training program has also positively contributed to the discipline of human resource management, especially concerning human development in organizations.

Abstract

This community service activity aims to increase the political and civil literacy of novice voters in preparation for the 2024 Simultaneous Elections in Indonesia. The targets of this community service activity are school students or youth who are at least 17 years old in the year the 2024 Simultaneous Election will be held. Youth were chosen as the main target because they are a group with a large proportion in the 2024 election contestation which will determine the future of democracy. As new voters, they need preparation and a deep understanding of how to participate in the political process effectively to determine the direction and policies of government. For this reason, the Public Administration Department of Universitas Airlangga will partner with the East Java Provincial Education Office which will later provide guidance to the SMAN 1 Giri, Banyuwangi Regency to hold a community service program at the school. Community service activities will involve understanding the political system, democratic processes, political issues, and the importance of active political participation. Activities will be carried out through three main stages: preparation, implementation and evaluation. The preparatory stage involves collecting and compiling relevant political and civic literacy materials. Next, the implementation stage will involve counseling, workshops and group discussions to provide in-depth understanding to novice voters. The evaluation stage will be carried out to measure the effectiveness of the program and obtain feedback from participants. It is hoped that this activity will provide a fundamental contribution in increasing the political and civil literacy of novice voters. With a better understanding of the political system, first-time voters will be able to make good political decisions, participate actively in the political process, and critically evaluate the information they receive.
