Abstract

Penelitian ini bertujuan untuk mengkaji praktik penegakan hukum terkait pelaku kejahatan siber dan Badan Reserse Kriminal Polda Metro Jaya Tahun 2022. Penelitian ini menggunakan metodologi penelitian hukum normatif yang disempurnakan dengan menggunakan data atau komponen empiris. Temuan penelitian menunjukkan bahwa Undang-Undang Nomor 19 Tahun 2016 tentang Informasi dan Transaksi Elektronik telah melakukan perubahan terhadap Undang-Undang Nomor 11 Tahun 2008 tentang hal yang sama. Amandemen ini telah memberikan kerangka normatif yang relatif akomodatif untuk memenuhi kebutuhan individu yang melakukan aktivitas di dunia siber. Jenis kejahatan siber yang banyak terjadi di wilayah Polda Metro Jaya antara lain penipuan email, website, dan SMS, akses atau pembajakan data tanpa izin, peretasan, dan pemerasan atau ancaman menggunakan media elektronik. Polisi terlebih dahulu menerima laporan atau pengaduan terkait kejahatan siber, kemudian melakukan penyelidikan untuk memastikan status tersangka terkait penegakan hukum kejahatan siber.

Abstract

Berdasarkan hasil penilaian Lembaga Survei Indikator Politik Indonesia pada tahun 2019, tingkat kepercayaan masyarakat terhadap kinerja Polri memiliki persentase sebesar 79,8%. Persentase tersebut mengalami penurunan menjadi 72% pada tahun 2020. Hal ini menunjukkan adanya penurunan tingkat kepercayaan masyarakat terhadap kinerja Polri. Namun berdasarkan data Puslitbang Polri, diperkirakan terjadi peningkatan tingkat kepercayaan masyarakat dari 69,35% pada tahun 2022 menjadi 76,40% pada tahun 2023. Untuk meningkatkan persentase tersebut, maka penelitian ini bertujuan untuk mengetahui optimalisasi pengembangan sumber daya manusia terhadap kinerja Polri dan untuk mengetahui implementasi strategi talent scouting dalam meningkatkan kualitas kinerja Polri. Metode penelitian yang digunakan yaitu metode kualitatif dengan pendekatan literature review. Hasil penelitian menunjukkan bahwa upaya yang perlu dilakukan untuk mengoptimalisasi pengembangan SDM Polri terhadap kinerja Polri yaitu big data development dengan mengembangkan aplikasi SIPP, talent management police dengan mencari talenta-talenta Polri di bidang intelijen, technology development dengan mengembangkan sistem pengawasan melalui pembelajaran microlearning, serta job design diperlukan sebagai pemetaan setiap satuan tugas. Hasil implementasi strategi talent scouting untuk meningkatkan kualitas kinerja Polri pada personel Polri dilakukan dengan mengembangkan minat dan bakat di bidang intelijen dalam rangka mencapai Polri yang presisi. Dengan demikian, dapat disimpulkan bahwa pengembangan SDM Polri mampu memberikan pengaruh yang positif terhadap kinerja Polri, sehingga kepercayaan masyarakat terhadap kinerja Polri menjadi semakin meningkat. Selain itu, kinerja Polri mengalami peningkatan yang cukup signifikan dan telah berjalan dengan baik, sehingga Baintelkam Polri mampu memperoleh perwira yang berbakat karena memiliki keahlian dan kualitas yang baik dalam bidang intelijen.

Abstract

The Tanjung Priok Port in Indonesia faces challenges in traffic management and road safety. To address these issues, the Tanjung Priok Port Police Traffic Unit has implemented Road Safety Partnership Action (RSPA) activities. This study aims to determine the implementation of Road Safety Partnership Action (RSPA) activities carried out by the Tanjung Priok Port Police Traffic Unit in handling traffic problems in the Tanjung Priok Port area. The study incorporates various theories, including Rosen's cooperation theory, Terry's management theory (including planning, organizing, implementing, and supervising), Dr. E Mulyana's competency theory, and problem-solving theory. A qualitative approach with descriptive analysis was employed. The findings revealed suboptimal implementation of the RSPA activities by the Tanjung Priok Port Police Traffic Unit in addressing traffic and road transportation issues. Furthermore, the competence of the Satlantas Polres Pelabuhan Tanjung Priok personnel in executing the RSPA activities was also deemed suboptimal. The active system and methodology employed in the RSPA activities have not been fully maximized. Therefore, optimization measures are required, including strengthening coordination and communication capabilities, empowering budget support and improving facilities and infrastructure in RSPA activities, enhancing the enforcement of traffic violations and management of traffic accidents, fostering personnel quality in executing the RSPA activities, implementing traffic engineering measures in anticipation of increased port activities related to transportation, encouraging community participation, and utilizing advancements in information technology, particularly in traffic engineering within the Tanjung Priok Port area.

Abstract

This article aims to understand generational differences within the Indonesian National Police (Polri), focusing on work values, communication styles, leadership expectations, technological adaptability, and organizational culture. Using a systematic literature review method, this study identifies unique generational traits of Baby Boomers, Generation X, Generation Y (Millennials), and Generation Z that impact workplace dynamics and collaboration within Polri’s hierarchical structure. The findings reveal that older generations tend to value stability, a strong hierarchy, and directive leadership, while younger generations prioritize flexibility, participatory decision-making, and digital technology. These differences pose challenges to team cohesion but also present opportunities for innovation and enhanced collaboration. To create a harmonious and productive work environment, Polri is recommended to adopt strategies such as hybrid leadership models, cross-generational mentoring programs, and tailored digital training. These efforts are expected to build an inclusive and adaptive organizational culture, enabling Polri to better meet modern law enforcement challenges.

Abstract

According to a survey by the Indonesian Political Indicator Survey Institute, public trust in the National Police decreased from 79.8% in 2019 to 72% in 2020. Despite this decline, data from Puslitbang Polri suggests that public trust is expected to increase from 69.35% in 2022 to 76.40% in 2023. This study aims to improve Polri performance by optimizing human resource development and implementing talent scouting strategies. The research method used is a qualitative method with a literature review approach. The results show that efforts need to be made to optimise the development of Polri human resources towards Polri performance, namely big data development by developing the SIPP application, talent management police by looking for Polri talents in the field of intelligence, technology development by developing a supervisory system through microlearning learning, and job design is needed as a mapping of each task force. The results of the implementation of talent scouting strategies to improve the quality of Polri performance on Polri personnel are carried out by developing interests and talents in the field of intelligence in order to achieve precision Polri. Thus, it can be concluded that the development of Polri human resources is able to have a positive influence on Polri performance, so that public trust in Polri performance is increasing. In addition, Polri's performance has increased significantly and has been running well, so that Baintelkam Polri is able to obtain talented officers because they have good expertise and quality in the field of intelligence.

Abstract

Gambling poses a significant threat to societal norms and can impede national progress on both material and spiritual fronts. Consequently, a rational approach is imperative in addressing this issue, which includes robust law enforcement policies and the prosecution of offenders. This research delves into the Surabaya City Police's efforts to combat online soccer gambling and seeks to analyze the modus operandi of suspects involved in such activities, as well as the challenges and obstacles encountered by the Cyber Unit III of the Surabaya City Police Criminal Investigation Unit. Employing a qualitative descriptive exploratory methodology, this study utilizes primary and secondary data gathered through observation, interviews, and document analysis. The findings of this research are anticipated to serve as a valuable resource for understanding the complexities of combating online gambling and to inform strategies for enhancing police effectiveness in responding to public reports of this illicit activity.

Abstract

This article argues for the importance of building an intervention-based policing model in an emergency situation. Through a case study of the Bogor Police’s strategy in dealing with the COVID-19 pandemic, this article finds gaps in empirical and theoretical developments regarding the effectiveness of modern democracy-based and community-based policing models in the midst of the Covid-19 pandemic. This article looks at the importance of the intervention policing paradigm, which is a combination of values-based regulation in the community and the legitimacy-based regulation of the police authority. The intervention policing model emphasizes the importance of three police intervention approaches; participatory intervention, institutional intervention, and regulatory intervention as a policing model in emergency situations such as the COVID-19 pandemic.

Abstract

This study aims to determine the mediating effect of learning capacity on emotional intelligence and engagement to improve the performance of Riau Regional Police members. This study used survey and questionnaire techniques to collect respondents' answers. A total of 157 respondents' answers were collected. Data analysis was performed using SEM-PLS 4.0 software to test validity and reliability. The Upsilon V test was used to examine the effect of learning capacity as a mediating variable. The results of the study indicate that there is a significant influence of emotional intelligence on performance and engagement on performance. Furthermore, emotional intelligence has a significant influence on learning capacity, engagement has a significant influence on learning capacity, and there is a significant influence of learning capacity on performance. Additionally, learning capacity is able to mediate the relationship between engagement and performance. However, learning capacity is not yet able to mediate the relationship between emotional intelligence and performance.

Abstract

Indonesia sebagai negara multikultural menghadapi tantangan dalam menjaga harmoni sosial akibat perbedaan etnis, agama, dan kepentingan yang kerap memicu konflik sosial. Oleh karena itu, penerapan collaborative policing menjadi pendekatan yang relevan untuk menangani konflik melalui kemitraan antara kepolisian dan masyarakat guna menciptakan stabilitas sosial yang lebih inklusif dan berkelanjutan. Penelitian ini bertujuan untuk: 1) Mengetahui penerapan collaborative policing dalam penanganan konflik sosial di Indonesia; 2) Mengetahui faktor penghambat penerapan collaborative policing dalam menangani konflik sosial di Indonesia; dan 3) Mengetahui rekomendasi strategis peningkatan penerapan collaborative policing dalam penanganan konflik sosial di Indonesia. Penelitian ini menggunakan pendekatan kualitatif dengan data yang dikumpulkan melalui studi literatur. Hasil penelitian ini menunjukkan bahwa: 1) Penerapan collaborative policing terbukti efektif dalam meredam konflik sosial di Indonesia seperti dalam penanganan konflik SARA di Desa Mareje, Lombok Barat serta konflik komunal antara warga Papua dan Yogyakarta melalui pendekatan partisipatif yang mengutamakan mediasi, komunikasi terbuka, dan keterlibatan masyarakat. Strategi ini tidak hanya menyelesaikan konflik, tetapi juga memperkuat rekonsiliasi serta membangun mekanisme penyelesaian yang lebih inklusif dan berkelanjutan; 2) Faktor penghambat collaborative policing dalam menangani konflik sosial di Indonesia meliputi rendahnya kesadaran masyarakat, keterbatasan sarana dan prasarana, serta kurangnya pelatihan aparat dalam pendekatan kolaboratif; dan 3) Peningkatan efektivitas collaborative policing dalam menangani konflik sosial di Indonesia memerlukan kebijakan yang jelas, pelatihan berkelanjutan bagi aparat dan masyarakat, serta penguatan infrastruktur dan teknologi pendukung.

Abstract

This research aims to analyze the role of the Directorate of Corruption Crimes (Dittipidkor) Bareskrim Polri in combating corruption in Indonesia, examine the urgency of developing the organization into the Police Corruption Eradication Corps (Kortastipidkor), and identify factors considered in the development process. Corruption problems that are complex, massive, and involve various sectors require a more structured, focused and responsive handling. In this context, Dittipidkor Polri has a central role as the executor of law enforcement in synergy with other institutions such as the Corruption Eradication Commission and the Attorney General's Office. This research uses a qualitative approach with a field study method, through in-depth interviews with key informants such as the Head of the Renmin Subdivision of Dittipidkor and the Head of the Lempus Stamarena Polri, as well as analysis of legal and regulatory documents. This type of research is police management administration, with qualitative descriptive analysis techniques using the data triangulation method. The results showed that Dittipidkor plays a vital role in investigating corruption cases, but is hampered by various structural and resource constraints. Therefore, the transformation into Kortastipidkor is considered urgent to strengthen the effectiveness, professionalism and independence of handling corruption. Factors considered in organizational development include the legal basis, the need for structural reform, increasing HR competence, strengthening technology, and cross-agency coordination. With this transformation, it is hoped that Polri will be able to play a more strategic, responsive and accountable role in combating corruption in Indonesia.
